Training Management Guidelines

to be adapted and implemented in all iSchools training programs

The iSchools Project implements five training programs for ICT in secondary education for 320 public high schools every year through the assistance of 37 State Universities and Colleges. Due to the number of training courses and sessions to be conducted simultaneously, the iSchools Project Management Office (PMO) deems it necessary to set guidelines and standards for the implementation of training courses and other activities. As a rule, all Computer and Internet Literacy Course (CILC) trainers must pass the ICDL international certification to be able to teach in the rollout of the project. Laboratory Management trainers must pass the Linux Professional Institute certification exam. Aside from the international certification exams, a trainer is required to attend the training of trainers (TOT) course where specific methodologies and tools are discussed. Attendance in the TOT is a minimum requirement, especially for the website development and library management training, which have no international certification at present. Training management is a requirement that must be met. All training managers are required to attend the Basic Training Management Course, which is administered at the start of the project.

General rules: 1. Simultaneous training rollouts will be conducted. - CILC from September to October - Laboratory Management and Website Development from November to December - Library Management from November to January 2010 2. Training starts at exactly 8:00 am and ends at the agreed time 3. CILC, Website Development, Laboratory Management and Library Management must be conducted for a minimum of 40 hours 4. Adapt a building-blocks approach for the training programs, wherein trainers and participants decide when to hold the next phase. Adjust training schedules based on the absorption capacity of the class. Ensure that previous lessons are absorbed and understood
5. Adopt an adult-learning approach, which puts more emphasis

on problem-solving, knowledge sharing, and application 6. Provide post-training exercises relevant to their roles and functions in the school during training breaks 7. Ensure that all logistics are in place and properly working 8. Trainers must be able to speak the language understood by participants, avoid computer jargons if possible and simplify all exercises, procedures and explanations. 9. In the event that the school has less than 20 teachers for the CILC, the following can be included, in order of preference

Standard approach to teaching an application 1. adopt the long method or menu driven approach, let them discover by themselves the shortcuts/icons 2. anticipate errors that participants may commit 3. start teaching a function by demonstration followed by guided hands-on through the assistance of LAs and end by a miniworkshop (projects). 4. explain the project first, show them the exact sample of what they need to produce in phases a. data encoding part b. formatting part 5. during the workshops, guide your participants step-by-step 6. always synthesize at the end of the day, conduct assessments and ask the participants if they need additional projects/exercises 7. at the end of phase 1, skills taught and projects/assignments/exercises to be done during the break must be clear and must be applicable for practical use. 8. always SIMPLIFY LOCALIZE - CONTEXTUALIZE1 9. establish support groups, enroll all participants to the following eGroups:

Tips and Tricks a. at the start of the program, maybe during the getting to know you session, introduce a clay exercise ask participants to form an object which would best describe themselves or their pets and put the object on top of the computer monitor; ask them to assemble a mini flag depicting their hopes/aims/goals/etc for the training. You may downgrade or upgrade (more creative implementation) this exercise. How to use the clay on top of the monitor and the mini flag: depending of the trainers discretion on its use, ask participants to either put up the flag on the clay either when they finish an exercise or when they need assistance. It would be easier to monitor participants who need assistance and those who dont. b. Manage difficult participants. Make sure that difficult participants dont inconvenience the class and affect anyone, especially the trainers

Training Fees: The project will pay the Resource Person the amount of Php500.00/hour while the Laboratory Assistant and the Training Manager will receive a maximum of Php200.00/hour. The project will only pay for the actual services rendered up to a maximum of 7.5 hours a day. The SUC ICTC who serves as the area project manager will attest the accuracy of the actual hours rendered. The project also pays for the following: - Participants meals - Participants board, lodging and transportation subsidy up to Php1,500/pax for clustered training - Participants training materials - Travel and per diem of resource persons, laboratory assistant and training manager in the case of CILC The table below provides additional information and guidelines on how to manage a training program. This is a result of the series of consultations and workshops conducted by the iSchools PMO among training managers, project managers and trainers.

BEFORE Issue a press release/information campaign on the simultaneous conduct of training, especially CILC. Include in the portal the PHS training schedule and list of all participants by September 4, 2009 -

Submit to iSchools PMO the list of training, its schedule and corresponding participants by August 24, 2009 Inform the DepEd division ICT coordinators of the training schedules and the required participants Inform all participants of the general CICT rules that 100% attendance is required to earn a Certificate Provide per diem allowance to the training team prior to the conduct of activities Coordinate with local authorities to ensure security of the training team Ensure that internet connection is working properly on all machines at the time of CILC training Secure endorsement from Deped regional office Arrange all documentations needed by trainers Assign transportation for the training team in case the venue and the boarding house is far for walking or commuting. Use the allowance allotted to the team

Ensure smooth implementation of all activities Ensure presence of a competent training team

BEFORE Secure correct travel guide maps, landmarks, means of transportation and exact fares Must arrive in the venue a day before to ensure that the laboratory, computers, software, connection, LCD, printers, etc are properly working Ensure safe and convenient accommodations for the training team Ensure that all training materials must be ready prior to rollout IDs, attendance sheet, training supplies, manuals, exercises, etc. -

DURING Set house rules and see to it that they are followed. Be strict with the training schedule Adapt a participatory approach to training management involve the participants by allowing them to prepare and implement ice breakers as needed, assign them to do the days synthesis to be presented the following training day Monitor attendance of trainer, lab assistants, participants Exercise good judgment and flexibility in case of power failure Implement a days assessment and ensure to apply corrective action as needed. Accomplish a daily feedback form and include this in the report Document the entire training proceedings all queries, comments and issues, learning, photo and video documentation (take action shots and class photo include caption); submit to the PMO ASAP Dont forget to socialize with the participants during break time Adopt and implement dress code. Acceptable attire is polo or polo shirt for men and blouse for women. Maong pants is allowed as long as it is decent, avoid wearing tight pants and shirts. Be culture sensitive with the attire. Be ready with a first aid kit Meet the training team everyday, assess the days situation, document all lessons learned (what went wrong) and best practices (what went well) and plan for the succeeding training days -

AFTER Conduct a posttraining evaluation; analyze and submit to the SUC project coordinator the evaluation report a week after the last day of training

BEFORE Must know the subject matter by heart; must be an EdUbuntu user (minimum requirement for all trainers) Must arrive in the venue at least 3 hours earlier than the scheduled training Check and review all materials prior to the conduct (at least a week) presentation materials, projects / exercises Conduct the pre-training assessment exam Anticipate power interruptions and prepare activities or supplemental lectures Be ready with the installers and recovery disks in case of need Take the assessment exam if needed (in the case of laboratory management training) Provide list of participants to the SUC in-charge, one month prior to the conduct of training Coordinate with local authorities to ensure security of the training team Provide generator in case of power failure during the training Secure all required logistics (training room, lodging room, equipment and other requirements of the training). On lodging, take note how many female and male participants it is advised that maximum occupancy per room is 4 with toilet and bathroom Ensure accuracy of training materials to use training design, presentation materials, manuals, worksheets, etc Ensure availability of competent trainer, LAs, TM and other support staff Provide travel advisory at least a month in advance to ensure that cluster SUCs have enough time to disseminate the information to their respective PHS Be culture sensitive Purchase travel/transportation ticket of RPs Ensure that all HW/SW/IC to use during training are properly installed and working -

DURING Ensure readiness and preparedness of lectures Apply an adult-learning approach to teaching, which puts more emphasis on problem-solving, knowledge sharing, and application Adopt an output-based approach; use the corresponding rubrics Arrange participants seating arrangement based on competency level, use the result of the pre-assessment exam Ensure 100% attendance of all participants -

AFTER Conduct the post training assessment exam; analyze and submit to the training manager

Make sure everything listed on the before column is readily available Ensure that everything is in order training room, lodging, meals, materials Facilitate refund of transportation asap; ensure that participants get their refund on the last day of training Prepare all documentations needed report, attendance sheets, CAs Schedule of the next training days (if first half)

Submit the after training report ASAP Submit the AFR one month after the training
