Committee: ECOSOC Topic: Government Economical Programs and their effectiveness on the society.

The Economic and Social Council (ECOSOC) coordinates the work of the 14 UN specialized agencies, ten functional commissions and five regional commissions, receives reports from nine UN funds and programmes (see reverse) and issues policy recommendations to the UN system and to Member States. Under the UN Charter, ECOSOC is responsible for promoting higher standards of living, full employment, and economic and social progress; identifying solutions to international economic, social and health problems; facilitating international cultural and educational cooperation; and encouraging universal respect for human rights and fundamental freedoms. ECOSOC's purview extends over 70 per cent of the human and financial resources of the entire UN system. The Councils 54 member Governments are elected by the General Assembly for three-year terms. In carrying out its mandate, ECOSOC consults with academics, business sector representatives and more than 2,500 registered non-governmental organizations. The Council holds a four-week substantive session each July, alternating between New York and Geneva. The session includes a highlevel segment, at which national cabinet ministers and chiefs of international agencies and other high officials focus their attention on a selected theme of global significance.

Introduction Most of the countries around the world have social programs, these programs help the people in extreme poverty and in many cases they search to stimulate local economy. The main problem here is that many times this programs are used as political instruments for obtaining votes and

the support of the people, and also these programs are in many cases manipulated by corrupt government officials which stay with part of the money of the program. USA: The United States government has a number of tools available to influence the economy and secure the well being of its citizens. Fiscal policy allows the government to utilize spending and tax revenue on projects the government chooses to support. The actions of the government to achieve economic goals are enacted through legislation. When the economy is slow, the government can take action through economic stimulus bills. These bills or legislation specify the allocation of funds to specific areas of need. These areas could be general in scope and their recovery beneficial to the majority of the population, or they could be targeted and specific, as in natural disaster relief. The USA has very well made programs just that they are many times to expensive and unsustainable. Mexico: In Mexico many economic programs have been made and cancelled such as Solidaridad, Progresa, and now the actual administration has a program called Oportunidades. The Social Policies of the Mexican Government covers, with the Program Oportunidades, one of its core political axes, for better living. The programs coverage is sufficient to help and take care of 5 million households which represent one quarter of the Mexican population that are presently improving their abilities to overcome extreme poverty conditions, in order to build a different future. The economic incentives provided to our beneficiaries, helps the family, and specially their children, improve their nutritional and health standards in view of the fact that they eat healthier and increase school attainment. Even that the program takes care of many aspects it is considered by many a bad option to a local economical growth and also the high levels of corruption have given it a different image, it is far away of being a complete solution. Crisis: Nowadays the world is suffering the biggest economical crisis since the great depression and this have damaged the society in a way it has never happen before. According to recent studies it is the worlds poorest who will be hit hardest by the global recession. There have been many reports on how developed countries have been affected by the current financial crisis, but new research, which has come out in the past few months, has shown how the global downturn is hitting developing countries. This topic guide will be looking at research from several different sources, exploring

what information journalists, and editors, might find useful from each of these research reports. Triggered by the burst of the US housing bubble, in 2007, the global financial crisis led to a domino effect across the globe as the problems in internationally-linked financial markets caused a collapse in credit and demand leading to recession. In a globalised world, in which many economies are increasingly linked as a result of the removal of barriers to trade, investment and finance, problems in one country will inevitably affect others. The objective of this topic is to discuss the different economic programs that exist in different countries around the world, and trying to find better and more efficient ways of solving the issue. The actual economical crisis has not only affected the economy, but also the society, now more than ever before the nations have to work together for improving quality o life which has only been getting worse over the years, and which at this rate will take many time to reach some of the millennium goals. Economic programs are not only giving things to the people that need them, but also teaching them how to be productive and being auto sufficient from the government aid, all of this for having a better organized and society and a better structured world economy with effective economical programs.
