Subject : Sir, Regarding fixing lien of BRCs Upper Primary working under SSA.

Mainstreaming of the institution of Block Resource Centre Coordinator and fixing of their service lien against some permanent post has been engaging the attention of the government for quite sometime now. Under Sarva Shiksha Abhiyan there are two BRCCs in each education block i.e. one BRCC-Primary and other BRCC-upperprimary. In this regard following decision has been taken : (1) BRCC (primary) : For mainstreaming the post of BRCC primary one extra post of JBT has been provided by way of rationalsiation, in each of the primary school located at the block headquarter. The salary of the BRCC (primary) will be charged to that post and the BRCC primary would be responsible for carrying out various activities assigned to them as per their role in RTE/SSA. Since the Centre Head teachers of the Primary schools are also acting as Cluster Resource Coordinators, there may be conflict between the functions of the BRCC and the CRC as and when the JBT working as BRCC (primary) is promoted and posted as Centre Head Teacher. Keeping this in view already instructions have been issued that that as and when a BRCC is promoted as CHT he/ she will be repatriated to the department and will cease to function as BRCC (primary). The Deputy Directors (elementary) will be responsible for issuing orders of repatriation as and when needed. (2) BRCC (upper-primary): At present the salaries of Block Resource Centre Coordinators Upper Primary are being drawn against the vacant posts existing in the offices of the Dy. Directors Elementary Education. Due to this practice, their lien keeps on changing with the change in vacancy positions in various Upper-primary and Secondary schools, as maintained in Dy. Directors offices. In this regard it is especially notable that the BRC (upper-primary ) is normally a TGT and as per the norms of posts of TGTs being

followed in the State the High and senior secondary schools have four posts of TGTs, one TGT ( Medical), one TGT (non-medical)and two TGT (arts). Further, it is also notable that consequent upon the posting of Post-graduate teachers in the senior secondary schools, one or more teachers, from various educational backgrounds will be available for teaching classes 6th to 10th and as such it may not be very difficult to Contd.

-2spare the services of the TGT (arts) for working as BRCC-upper-primary. Therefore, in view the fact that the BRCC (Upper-primary) will be now reporting to the Block Project officer(Principal of the Head Quarter school of the Education Block), it has been decided that one of the posts of TGT(Arts) in such schools will be declared as the post meant for BRCC (upper-primary). Further, in view of the changed role which the BRC Upperprimary will have to perform, they will be now designated as the BRC Schools & will be responsible for providing support in relation to both SSA and RMSA. It must be noted that no additional posts are being created & the above mentioned arrangement is to be made within existing sanctioned posts. The school where lien of BRC is fixed as above will be referred to as Block Resource School, Upper Primary (BRS-UP) . (3) The BRCCs of Primary and Upper-primary shall perform all the jobs which are assigned to him/her as per the duty chart prescribed for the BRCCs, by the Central/ State Government/HPSES from time to time. More particularly, they will take care of the following functions: (i) He/ She will develop the school in which his lien is fixed, as model school wherein all the interventions related to RTE Act will be put into practice so that these can be shared with the trainees at the time of training. This includes the functional library, activity based and child centered learning, display and use of TLM and BaLA features etc. (ii) He / She will ensure that all the directions given by the State government from time to time in relation to quality improvement are given effect. (iii) When the trainings or other activities related to SSA are not going on for any reason the concerned BRC will also take up teaching in the school in which he/she has been posted.
