These statementsare included without consideration of veracity, accuracy, or reliability. a. (S//NF) Prior History: Detainee's formal educationendedafter the fourth grade. Detaineewas conscripted into the Yemeni military in 1985when he was 17 yearsold, and servedfrom 1985-1987 the infantry. Detaineewas trainedto usethe Kalashnikovassault in rifle, handgunsand various other weaponsthat he could not recall. After the military, worked on his parents'land as a shepherd.He also took odd jobs in construction, detainee security, and small trades dealing in sheepand vegetablesfor approximately 10 years. Detaineetraveled twice to Saudi Arabia, performing both the Hajj (major pilgrimage) and the Umrah (minor pilgrimage;.' The first trip to SaudiArabia was in 1994, for approximately12 months. The secondtrip to SaudiArabia was in 1998for approximately weeks.' 2 b. The Dimaj Institute is a suspected terrorist training facility, which recruits and indoctrinatesMuslim radicals.) o (S/AIF) Four other individuals capturedwith detaineewere also influenced by ShaykhMoqbil al-Wadi: Uthman H Al Rahim, ISN US9YM-000027DP(YM-027),24 MohammedA al-Ansi, ISN US9YM-000029DP(YM-029),25 Maiid M Abdu Ahmed, (YM-041),26 Ali A Al Rahizi,ISN US9YM-000045DP ISN US9YM-000041DP and

d. (U//FOUO) Detainee's Conduct: Detaineeis assessed be a LOW threatfrom a to detentionperspective.Detainee'soverall behaviorhasbeencompliantand rarely hostile toward the guard force and staff. Detaineecurrently has 16 Reports of Disciplinary Infraction listed in DIMS with the most recent occurring on 28 January 2007, when he was found in possession contraband,including a sheetof paper tom in half with foreign of languagewritten on the front and back. Detaineehas a total of two Reports of Disciplinary Infraction for assault with the most recentoccurringon27 May 2003,when he spit on and threw water and bodily fluids on guardswhile participating in a massdisturbance. Other incidents for which detaineehas been disciplined include threateningguards,assault,damage to governmentproperty, inciting and participating in massdisturbances,failure to follow instructionsand camp rules,possession food, and possession both non-weapon of of and weapontype contraband.On 3 June2004 severalrocks were found in the detainee's cell. In 2006 detainee had a total of five Reportsof Disciplinary Infraction and one so far in2007. 8. (U) Detainee Intelligence Value Assessment: ^. (S) Assessment: Detaineeis assessed be of MEDIUM intelligencevalue. Detainee's to most recent interrogation sessionoccurred on 6 June 2006. b. Detaineeis a committed veteranjihadist, and was possibly an alQaida facilitator or UBL bodyguard. c. (S/NF) Intelligence Assessment: Detaineeshouldbe able to provide limited information on Taliban and al-Qaida commandersthat were stationedat the Kabul front lines and Tora Bora. Detainee should be able to identify recruiters that operatedfrom the Dimaj Institute in Yemen. Detaineehas named some associates has provided very little insight but to their identitiesor activities. The information detainee can provide would probably incriminatehimself and other JTF-GTMO detainees, it would be datedand not but strategicallyor tactically critical. If corroborating information can be found that confirms his role as an al-Qaidafacilitator or UBL bodyguard,this would raisedetainee's intelligence value. d. (S/NF) Areas of Potential Exploitation: o o Personalities,training, and recruiting practicesat the Dimaj Institute Individualsin detainee's group that fled from Tora Bora
