Examining the Relationships between Corruption Incidence, Indebtedness, and Poverty from A Global and Regional Perspective Muyanja Ssenyonga Artikel ini mencoba melihat hubungan antara korupsi, hutang, dan kemiskinan berdasarkan data subregional dan global. Dengan menggunakan analisis korelasi, ditemukan adanya korelasi negative yang signifikan dan kuat antara korupsi dan prevalensi kemiskinan. Tingkat korupsi suatu Negara, seperti yang dinyatakan dalam Corruption Perception Index (CPI), berkaitan dengan kesejahteraan sosial negara itu yang diwakili oleh Human Development Index. Negara berkembang yang miskin cenderung lebih tinggi tingkat korupsinya dibandingkan dengan negara industri yang kaya. Berdasarkan data Asia Pasifik, jelas tampak hubungan yang negatif antara kemiskinan dengan korupsi. Korelasi yang negatif ini juga tampak dalam hubungan antara korupsi dengan pertumbuhan ekonomi. Tingkat hutang luar negeri suatu negara menunjukkan hubungan yang positif dengan tingkat kemiskinan, sedangkan tingkat hutang berkorelasi negatif dengan korupsi. Namun, investasi langsung pihak asing akan mengurangi kemiskinan karena kedua variabel itu berkorelasi negatif. Pemberantasan korupsi seharusnya mempertinggi pertumbuhan ekonomi dan meningkatkan

efektivitas penggunaan hutang luar negeri, yang akhirnya dapat mengurangi tingkat kemiskinan. Kata kunci: korupsi, investasi, kemiskinan, Human Development Index

Pembangunan Manusia Provinsi Daerah Istimewa Yogyakarta Sukamdi There is a gap of development achievement in Indonesia. At least it can be observed from Human Development Index (HDI) in the period of 1996-2002 which show a significant different across provinces. Among provinces in Java, Yogyakarta sit in the second position after Jakarta in the year of 1996 and 1999, but it became third rank in the year of 2002 compared to 1996, but higher than in 1999. It means the economic crisis which hit the country affect the human development a lot. In the same time among the district in the Yogyakarta province, the gap of HDI also appeared between the District of Gunung Kidul which the rank was 140 and the city of Yogyakarta which the rank was 3 in 2002. Even the gap was higher in 1996 and 1999 because the rank of Gunung Kidul is 187 and 1965 respectvely while it was 5 and 2 for the city of Yogyakarta. Gunung Kidul is also the area which was the most hit by the crisis as can be seen from the sharp decline in peoples purchasing power. However this area

experience faster recovery shown by the higher increase of purchasing power than other districts. Keywords: health, education and economic, human development

This has caused many forms of unemployment problems. The unappropriated quality between supply and demand of employment has trigged multidimensional problems in the job market. Empowerment of agriculture sector, informal sector and friendly manpower kind of industry along with the local entrepreneur reinforcing will be the important aspect in handling this kind of matter. Aside from that, the limitation of local capability should be upgraded with placing the employees to another countries or areas, such as AKAD and AKAN. Keyword: unemployment, labor market

Sunat Perempuan: Cermin Bangunan Sosial Seksualitas Masyarakat Yogyakarta dan Madura Basilica Dyah Putranti The objective of the study is to comprehend how the practice of Female Genital Cutting (FGC) or sunat perempuan in local term, reflects a social construction of sexuality in Indonesia society, and how it relates to sexual and reproductive health. The study was conducted during 2002 in Yogyakarta and Madura, considering that both areas have distinct sociocultural contexts. The study reveals that FGC, as MGC, is socially meant to Islamize member of society. The male religious leaders dominance and rigid interpretations of Islamic holy books may be conducive for male-biased sexual behaviors and harmful procedures of FGC among Madurese. Among Javanese, by contrast, FGC is known as a part of court tradition, to be connected with a puberty rite which articulates symbolic actions. As opened social discourse is more accepted among Javanese, FGC is easily forgotten. Nonetheless, the meaning of FGC as a puberty rite has served as a basis for gender divisions among Javanese todays. Keywords: female genital cutting, Islamize, sexuality, gender
