Web site URL: www.ElectJudgeBaldwin.com Phone: 503-893-2799 Fax: Please limit your response to each of the following questions to about 75 words but be specific. 1. Have you ever been convicted of a crime, been disciplined by a professional licensing board/organization or had an ethics violation filed against you? If so, please give the details. No. 2. Have you ever filed for bankruptcy, been delinquent on your taxes or other major accounts, or been sued personally or professionally? If so, please give the details. No. 3. Why should people vote for you? What separates you from your opponent(s)? As a full-time circuit court judge for eleven years I will bring a unique perspective and experience to the Oregon Supreme Court that my opponent does not have. There are currently no justices on the Oregon Supreme Court who have served as full-time circuit court judges. A lawyer who serves as a pro tem judge in Multnomah County handles only motions and does not preside over jury or non-jury trials. As a regular circuit court judge, I have presided over hundreds of trials including murder and other major felony trials, as well as, a wide range of civil trials. I also serve as one of the few circuit court judges in the state to sit on the new Oregon Complex Litigation Civil Court handling complex civil cases such as securities, fraud, product liability, medical malpractice, and other difficult claims, as well as multi-party and class actions. In addition, as a practicing attorney, I was a trial attorney for 14 years, with legal services programs and my own law firm, representing clients in a wide range of matters. I also have an extensive record of public service on a voluntary basis and for non-profits, for which I have been flattered to receive major civil rights awards both as an attorney and as a judge. 4. What are the three most important issues you would address if elected? How? (75 words for each
issue)

A. Adding to the efficiency of the Oregon Supreme Court to help get the courts work done in a timely manner. My expectation is to promptly become a highly productive member of the court. I enjoy producing scholarly and well-written legal opinions. I also enjoy working in a collegial and cooperative manner with fellow judges, and this adds to the efficiency of the operation of any collaborative body and is an important trait for a Supreme Court Justice.

B. Assisting the Supreme Court in understanding the important role trial judges can fill on the court and providing guidance in the operation of courtrooms, as well as, clearly defining the parameters of applicable law. As one who has presided over hundreds of trials, I also intend to bring my background and experience to the petition for review process. Because the Supreme Court often exercises discretion in determining what cases to accept for review, I will carefully consider whether to vote to accept review of cases when such review and clarification of the law may assist trial judges.

C. Assisting the Supreme Court in providing litigants and lawyers clear guidance as to the parameters of the law with respect to issues presented to the Court for review. Having handled both as a judge and previously as a lawyer - a broad range of cases, with clients from varied backgrounds, I appreciate the needs of litigants and their attorneys to understand the law, and to have guidance on the nuances of issues that may be presented to the Supreme Court. 5. What do you see as other important issues? I will continue to work for a more inclusive legal profession and to increase public access to justice. My public service record has included a commitment to this work for over 20 years. We must restore critical court services we have lost in the past 5 years due to state budget cuts. We must also advocate for the reopening of legal services offices in Oregon, which have been closed due to recent cuts in federal funding. We must encourage attorneys to meet their professional obligation to provide pro bono legal services to low income clients. We must initiate and support additional initiatives with the Oregon State Bar and Oregon law schools to build professionalism and to increase access to justice for Oregonians in civil and criminal matters. 6. How would you describe your political style or for judicial candidates, your judicial temperament? As a judge, my oath of office requires me to enforce all laws whether I agree with a particular law or not. I also pride myself on having demonstrated that all litigants and their attorneys are entitled to be treated courteously and with respect, regardless of whether I agree with their beliefs. During my many years on the bench, I have always set aside my policy preferences when necessary to honor my oath. Our unique form of democratic government works best when public officials show respect for the proper exercise of constitutional authority by all 3 branches of government. My judicial temperament is also characterized by the expression of a high level of respect for all parties and counsel appearing in my courtroom. As a justice, I will continue to demonstrate my understanding that all parties are equal before the law. I believe that the endorsements I have received from lawyers representing both plaintiffs and defendants, and involving all types of clients, demonstrates that I have been successful in meeting these standards.

7. If you are an incumbent, what have you achieved during your current term? If you are not an incumbent, how have you prepared yourself for this position? I have continued to build my skill set as a trial judge during my 11 years of office. During my terms of office, I became a panel member of the Oregon Complex Civil Court, presided over 350 criminal and civil trials, presided over a drug treatment court and helped to establish Multnomah Countys first Mental Health Court. 8. What is the largest budget you have handled, and in what capacity? I served as the executive director of the Oregon Law Center, a statewide legal services program from 1996 to 2000. During that time period, I managed an annual budget of 1.5 million dollars. 9. What is the largest number of employees youve supervised, and in what capacity? During the time I served as the Oregon Law Centers Executive Director, I supervised 35 staff members including attorneys and legal support staff. 10. Who is your role model for this office the person/people you would most like to emulate? I admire Justice Robert Skip Durham who will retire at the end of this term. Over his 20 years as an associate justice, Justice Durham has served the people of Oregon exceptionally well. I am running for his position in this contested race. 11. Any skeletons in your closet or other potentially embarrassing information that you want to disclose before it comes up in the campaign? No, Thanks for asking. 12. As a public official, your views on public issues are relevant to voters and potential constituents. Please indicate whether you support or oppose each of these statewide measures on the Nov. 6 ballot. (This question does not apply to judicial candidates.) Measure 77, catastrophic disaster Measure 78, separation of powers Measure 79, real estate transfer taxes Measure 80, marijuana legalization Measure 81, gillnetting ban Measure 82, allows private casinos Measure 83, authorizes Wood Village casino Measure 84, eliminates inheritance tax Measure 85 shifts corporate kicker to K-12 schools Yes/No Yes/No Yes/No Yes/No Yes/No Yes/No Yes/No Yes/No Yes/No
