CONFERENCE RATIONALE

The State recognizes the vital role of youth in national development, as enshrined principle in the 1987 Philippine Constitution. It has mandated the state to develop the youth into their full potentials and enable them to participate in governance processes. Republic Act 7160, also known as the Local Government Code of 1991, created Sangguniang Kabataan as a youth governance mechanism institutionalized down to the barangay level, with its own budget and a national agency as its secretariat. SK is empowered to promulgate resolutions and initiate programs for their constituents. They are further empowered to conduct fund raising activities, consult and coordinate with both civil society and government institutions for policy formulation and program implementation. More than a decade after its creation, SK now faces calls for its abolition due to issues of inefficiency, corruption and irrelevance. The SK, in general, is perceived to have failed in its function. On the other hand, reform measures have also been proposed to strengthen and empower by enhancing capacity building, providing financial autonomy and accountability, shielding from political corruption, and broadening the support mechanisms. These proposals however have lagged in Philippine Congress. To provide a venue, and a process to assess the SK performance and its impact on local youth development, the Philippine Conference on Impact Assessment of Sangguniang Kabataan on Local Youth Development, to be called as Philippine SK Impact Assessment Conference will be convened. The Conference is anchored on the theme, Sanggunaing Kabataan: Actors for Local Youth Development. This conference will bring together SK officials and other stakeholders, in an open and honest dialogue on the experiences of SK officials on the ground. It will gather practitioners and experts in discussing available literature on SK performance vis--vis current ground realities. It will revalidate proposed legislative reform mechanisms, as well as develop immediate and practical proposals for SKs to perform with greater transparency, accountability and participation.

CONFERENCE OBJECTIVES, OUTPUTS & INSTRUMENTS Specifically the conference has the following objectives: To identify and map different SK programs and projects for Local Youth Development To evaluate these projects vis--vis their roles and functions as indicated by law and as expected by the community

To determine capacities & competencies needed by SKs that hinder/support their role To identify and mainstream best practices in SK governance to ensure effective, non politicized and good leadership To reiterate the principles of accountability, transparency, good governance on all projects in conformity to the existing rules and regulations of the Government.

At the end of the Conference, the SK participants will be: Able to assess their performance based on their roles and responsibilities, in law and in social norms More aware of different programs and projects to better perform their duties Well-oriented on best and worst practices More supported with a network of like-minded SK and other reform advocates.

At the end of the Conference, the outputs are: A collegial recommendation on the SK reform and empowerment mechanisms A conference declaration in support of SK reform and empowerment (to be agreed)

How can political intervention be minimized and used to support SK in performing their duties rather than hindering them? What is the effect of Federation in the politicizing of SK? Workshop Group 2: Budget Process Budget autonomy is proposed for SK to have the say on how to manage their resources and limit intervention of politicians. How can corruption be avoided? Which is the best way to manage SK funds? Workshop Group 3: Worst and Best Practices What can be learned from worst and best practices among SKs? What innovative initiatives can be undertaken? What are the factors that contributed to these practices?

THE ORGANIZERS AND PARTNERS The Caraga Youth Leaders Network (CYLN) and Institute for Youth Development Affairs of the Philippines (IYDAP) both are duly registered non-profit, non-government institutions advancing youth development. The Sangguniang Kabataan (SK) Reform Coalition is a national coalition of organizations and individuals committed to a reformed and empowered Sangguniang Kabataan. The Coalition is a member of the National-Anti Poverty Commission Youth and Students Council, under the Office of the President. The Youth Lead Philippines is a national non government organization specializing on transformational leadership. The Philippine Society of Youth Good Citizens is a national non government organization deals on the advocacy of good citizenship. CONFERENCE DETAILS The Philippine SK Impact Assessment Conferece is a 3 day live-in gathering at JJs Seafoods Village, Tagbilaran City, Bohol Province on November 16 18, 2012. It has a minimal registration fee of Php 7, 500. 00 per participant to cover the 3 day hotel boarding and accommodation, Conference materials and kits, souvenirs, tour, speakers honoraria, certificates and Conference operational expenses. The primary organizations taking the lead in the administration of the conference are the Caraga Youth Leaders Network and Institute for Youth Development Affairs of the Philippines. The SK Reform Coalition will share with the participants its expertise on the issues of SK empowerment and reform. It will run workshops and some technical discussions on SK reform. It shall also request memorandum or endorsement from various national government agencies. The other partners will provide learning instruments to develop accountability, transparency and assessment of the SK programs and projects.
