A delegation representing the Fijian Government today attended the hearing of a petition before the Generalized System of Preferences Sub-committee (GSPSC) at the United States Trade Representative Office in Washington DC. The petition seeks to remove Fiji from the list of eligible beneficiaries of the Generalized System of Preferences. The delegation was led by the
Acting Solicitor-General Sharvada Sharma, and included His Excellency Ambassador Winston Thompson, Principal Legal Officer from the Solicitor-Generals Office, Salaseini Serulagilagi, and First Secretary, Ray Baleikasavu. Addressing the GSPSC, the Acting Solicitor-General updated the members of GSPSC about the constitutional
processes that have been implemented by the Fijian Government. This includes an inclusive nation-wide dialogue process by an independent Constitutional Commission that will result in the promulgation of a new Constitution in early 2013; and lead to Fijis first non-race-based democratic elections by September 2014. Fijian Government Attends GSP 'Friends Of Fiji Health' Work For Case In USA Charity
highlighted that the Decree is not unique as its key provisions are comparable to that of the U.S. National Labor Relations Act and laws in the United Kingdom and Ireland. GSPSC was also informed about the successful implementation of the Decree in essential industries where workers have freely organized, formed bargaining units, and elected representatives. Furthermore, they have successfully reached collective agreements with employers and have devised their own dispute resolution processes. The Fijian Governments concerns with respect to the impact of the loss of GSP to Fiji and the Fijian workers were also emphasized at the hearing. Currently, 39 Fijian companies export Fijis products into the US market under the GSP system. In 2011 alone, this generated $57 million in export revenues. If GSP were lost, worker layoffs of about 15,000 workers would be the only option for affected companies and would adversely affect 75,000 Fijians (over eight percent of our population). Government affirmed its commitment to a future of equality and opportunity for all Fijians. This includes ensuring that the rights of its working people are protected and extended. The Fijian Government made this promise not only to the United Nations but also as the newly chosen Chair of the G-77 for 2013. In addition, GSPSC was informed that, in order to address the lack of bilateral relations between the Fijian Government and the US Government, a bilateral informal dialogue process could be established with appropriate U.S. trade and labour officials to assist all parties in obtaining true facts about the rights of workers in Fiji. The Hearing concluded with answers being provided to questions raised by the GSPSC to correct inaccurate information and to give further factual information. Following detailed discussions, GSPSC has now invited both the Government and the petitioner to present post-hearing written submissions within 3 weeks. The visit by Friends of Fiji Health is one of many undertaken by doctors and medical personnel under the FOFH program, set up 18 months ago as a charitable trust. Seven Fijian doctors and businessmen who have immigrated to New Zealand founded the charity as a means of giving something back to their homeland. On Monday, the team carried out the first local laparascopic operation to remove gallstones (cholecystectomy), watched by a number of local surgeons and medical students. Team leader Dr Rishi Ram, who has worked at Lautoka Hospital early in his career along with Dr Avinesh Kumar, said FOFH's main aim was to send teams of specialists to Fiji to provide medical treatment for the neediest of local people.

With the implementation of the constitutional consultation process, all persons and organizations, including trade unions are now able to hold public meetings without the need for a permit or other form of advance notice. In addition, all forms of media censorship have been wholly removed. GSPSC was also updated on numerous other recent worker-related reforms in Fiji, including the implementation of substantial income tax reduction for workers, a National Employment Centre, a soon-to-be-established National Minimum Wage for Fijian workers, and a no-fault compensation scheme for injury at work. In terms of the Essential National Industries (Employment) Decree 2011 (Decree), GSPSC was informed that the intention of the Decree is to ensure the viability of specific industries that are vital to the Fijian economy and GDP. The Decree is designed to protect jobs, while safeguarding the fundamental rights of workers. It does not destroy the trade union movement in Fiji, as has been alleged. It was also stressed to the GSPSC that under this Decree, workers continue to have fundamental rights, including the right to organize; form unions; independently vote for representatives; bargain collectively; and develop processes to resolve employment disputes and grievances. Wages Councils To Complete Review Of The Proposed Wages Regulation Order

The Minister for Labour, Industrial Relations and Employment Mr Jone Usamate confirmed that the 10 Wages Councils, headed by Deputy Chairpersons are currently going through the submissions on the proposed Wages Regulation Order. He confirmed that, in view of the significant numbers of written objections received by the Councils during the objection period against the proposed Wages Regulation Orders (WROs), the Wages Councils are required under Section 54(3) of the ERP to consider any written representations and may make any other inquiries before submitting the WRO proposals to the Minister. He said this oversight process is intended to be completed by the end of this week. The Labour Minister is expecting the recommendations from the 10 Wages Councils before making his decision. He reiterated that the Ministry will implement the final WROs after due process is completed as required under the ERP. He said that Government is fully committed to social justice for workers in ensuring fair wages that are also affordable to employers. A 8 to 15 per cent increase has been proposed for the 10 employment sectors including, printing trades, wholesale & retail trades, hotel & catering trades, garment industry, sawmilling & logging industry, road transport, building & civil & electrical engineering trades, manufacturing industry, mining & quarrying industry and security services.
A 22-year-old trainee teacher who allegedly raped a seven-year-old girl over a period of three years from 2004 was arrested in Lautoka on Monday and is now facing three counts of rape charges.

Laisenia Qarase's Transfer Denied

The Fiji Correction Services has rejected a request made by Laisenia Qarase's lawyer, Tupou Draunidalo requesting that her client be transferred to an infirmary because of his age and health condition. In an interview, Ms Draunidalo said she wrote a letter about a month ago because her client was diabetic. Acknowledging receipt of the letter Fiji Correction Services spokeswomen Ana Tudrau-Tamani said Qarase would be treated like any other prisoner serving his sentence. "There is no special treatment given to any inmate, including Laisenia Qarase," Mrs Tamani said. Qarase was sentenced to 12 months imprisonment by the High Court in Suva on August 3. Judge Justice Priyantha Fernando convicted and sentenced Qarase on six counts of abuse of office and three counts of discharging his duty with respect to property in which he had a private interest. "We received the letter from Ms Draunidalo soon after Mr Qarase was sentenced," Mrs Tamani said. She said there were other diabetic inmates in prison and they were treated the same.

Former Prime Minister Brian Mulroney warned against underestimating Justin Trudeau's political capabilities as the Quebec MP made his first campaign stop for the federal Liberal leadership in Calgary on Wednesday. Mulroney called Trudeau a "talented" and "fine young man," adding that the 40-year-old MP's "youth is an advantage." "People who trivialize his achievements and hold out little hope for his prospects ought to be very careful," said Mulroney in an interview with Amanda Lang. "Life doesn't work that way. And there are always surprises in political life. And he's capable of delivering a major one if they underestimate him." Trudeau, the eldest son of former Prime Minister Pierre Elliot Trudeau, officially announced Tuesday night that he was entering the race to lead the Liberals. In his announcement speech, he sought to establish himself as a political contender, hitting out at rival parties over the economy and reaching out to youth, the middle class and Quebecers. However, Trudeau's lack of experience as a critic on a major policy file is considered by some to be a weakness in his leadership bid. Still, Mulroney cautioned rival parties to "be careful." October 2nd declared World Melody Day to commemorate Gandhi Jayanti Gandhi Jayanti or Mahatma Gandhi Jayanti is observed every year as a national holiday to commemorate the birth of Mohandas Karamchand Gandhi (October 2, 1869 - January 30, 1948). His non-violence or satyagraha continues to influence political leaders and movements till date. The celebration and essence of Gandhi Jayanti is not restricted within India and also observed by the United Nations as the International Day of non-violence that aims to disseminate his philosophy, principle and believe in non-violence through proper education and public awareness. Celebration of Gandhi Jayanti is also a moment to relive Mohandas Gandhi's life and contribution in India's Independence. Born in a small coastal town Porbandar in Gujarat, Gandhi married Kasturbai Makhanji at the age of 13. His childhood memories and experiences are vividly depicted by him in his autobiography 'My experiments with truth'. Gandhi at the age of 18 went to England to study law and returned to India in 1915. After his homecoming, he led nationwide stir for achieving Sawaraj, abolition of social evils, empowering women rights and improving economic conditions of peasants and farmers. He further strengthened his movement against the British Raj and led Indians in protesting Dandi March Salt in 1930 that was later followed by the popular Quit India in 1942 calling British to leave India. At Raj Ghat, New Delhi, and across India, people gather to observe Gandhi Jayanti in innovative ways that includes offering flowers on Gandhi's pictures, statues and singing his favourite devotional song Raghupati Raghava Raja Ram. 75,000 FIJIANS TO BE EFFECTED BY GSP ACTION Over the weekend, a delegation from the Government left for Washington, DC, to participate in the U.S. governments public hearing, concerning whether Fiji provides internationally recognised worker rights to its citizens. I would like to take this opportunity to reiterate that the Fijian Governments commitment to a future of equality and opportunity for all Fijians includes ensuring that the rights of its working people are protected and extended. My government considers it paramount to safeguard Fijian peoples livelihoods and jobs. In this regard, addressing issues raised about Fijis provision of internationally recognised worker rights is of the highest priority. We are very concerned about the potential impact of losing duty-free entry for so many of Fijis products into the U.S. market if Fiji is no longer an eligible country under the U.S. Generalized System of Preferences. We have estimated that 15,000 jobs could be lost among the 39 companies that export products using this preference, and there could also be indirect job losses. Fiji is a family-based society. The loss of these jobs would affect 75,000 people - which is more than eight percent of our population because of the multi-generations of family that live together and depend on the familys breadwinner. As part of Fijis progress toward establishing a parliamentary democracy, we are reviewing our current labour laws to ensure their compliance with the 34 International Labour Organization Conventions that Fiji has ratified. The Employment Relations Advisory Board comprised of representatives from Government, trade unions, and employers is undertaking this review process. We are committed to protecting all Fijian workers and we will soon adopt Fijis first national minimum wage to ensure that they receive fair earnings as well. We are equally committed to providing help through Fijis National Employment Centre to create meaningful employment opportunities for our young adults and others who seek work. Furthermore, the Constitutional Commission has received submissions from all sectors of Fijian society, including trade unions, employer groups, and public employees. It is very important that employees and employers make their views known to the Commission. We expect that the new Constitution will help us continue to build an environment that promotes safe working conditions, allows workers to form unions, and protects them from arbitrary actions. We seek to ensure that unions can take collective action as directed by their member workers and are subject only to restrictions that are generally accepted to protect the public good. We also seek to protect the rights of those workers who choose not to affiliate with unions. We look forward to bringing the U.S. government up to date about Fijis government-wide reforms, which include our labour laws. These reforms have been undertaken to prepare for adoption of a new Constitution next year and for holding democratic elections in 2014. We also look forward to establishing an informal labour dialogue with appropriate U.S. officials to exchange ideas and views.
Fiji And Russian Foreign Ministers Meet In New York
Fijis Minister of Foreign Affairs, Ratu Inoke Kubuabola met with the Foreign Minister of the Russian Federation, Sergei Lavrov. The meeting took place in the context of the Russia-PSIDS (Pacific Small Island Developing States) Ministerial Meeting held at the United Nations. The meeting was a follow-up to the Russia-PSIDS Ministerial Meeting held in Nadi in January, 2012. Ministers Lavrov and Kubuabola expressed satisfaction at the progress of the various bilateral issues tabled between Fiji and Russia at the Nadi meeting. Heads of Government, Foreign Ministers and Ambassadors of the PSIDS were present to discuss development issues with Minister Lavrov and the Russian Permanent
Representative to the UN, Ambassador Vitaly Churkin. The PSIDS present included Cook Islands, Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. The Ministers acknowledged the desire of the Russian Federation and the Pacific Small Island Developing States to promote and strengthen their bonds of friendship and cooperation. Discussions covered sustainable development, climate change, security, scholarships, communications and bilateral visa arrangements. The Ministerial Meeting agreed to meet annually in the margins of the United Nations General Assembly during the September General Debate.
Two out of the five escapees that fled from the Naboro Medium facility two weeks ago appeared before Magistrate Janaka Bandara charged with resisting arrest and criminal intimidation. Tevita Sugu and Josaia Usumaki appeared before Magistrate Bandara along with Rajeshwar Kishore Dutt, who is charged with aggravated robbery. The latter charge relates to the daylight robbery of the Bank South Pacifics Samabula branch last month. BSP have declined to disclose the amount of money stolen. The three other escapees failed to appear as they are still medically unfit and further remanded into police custody.

State prosecutor Lisiate Fotofili informed Magistrate Bandara that Solomoni Qurai, Epeli Qaraniqio and Isoa Waqa were still unfit to attend court and needed more time to recover before appearing. Sugu, with visible injuries, was taken to court with the support of police officers and Usumaki needed crutches to help with his walking. Mr Fotofili requested if the accused could be remanded in custody and the matter transferred to the High Court because of its seriousness. According to Mr Fotofili, charges against the accused had just been filed and no disclosures had been provided to the accused persons.

Fijian Foreign Minister Tells UN

Fiji's Foreign Minister, Ratu Inoke Kubuabola, has pledged to uphold the rights of the nation's workers in a speech to the United Nations General Assembly on behalf of the Prime Minister, Voreqe Bainimarama. In the face of union action in the United States next week that could jeopardise the jobs of 15-thousand Fijians, Ratu Inoke launched a strong defence of the Government's labour reforms in a wide-ranging speech to the UN General Assembly in New York. He said the only restrictions on unions in Fiji were those that were generally accepted to protect the public good and the rights of those workers who chose not to affiliate with unions. "The Bainimarama Governments commitment to a future of equality and opportunity for all Fijians includes ensuring that the rights of working people are protected and extended. We seek to ensure that unions can take collective action as directed by their member workers", he said. Ratu Inoke said the Government envisaged that the new Constitution would also ensure workers' rights. "We expect the new constitution to help us to continue to build an environment that promotes safe working conditions, protects workers from arbitrary actions and allows workers to form unions", he said. A Fijian Government delegation is heading for Washington next week to defend an attempt by the Fiji Trades Union Congress to stop Fiji from benefiting from the US Generalized System of Preferences (GSP) Scheme, which, since 1976, has given certain Fijian exporters duty free access to the United States. The 39 Fijian companies at risk of losing their preferential access to the US market are warning that 15-thousand Fijian workers could lose their jobs if the action succeeds.
Fijis Ministry of Education permanent secretary Brij Lal has described the street fights between students of Suva Grammar and Marist Brothers High School as a disgrace. The second incident happened Monday, despite police warning following a similar incident four days ago that landed a student in hospital. He said students "should be mature enough to make the right decisions". Lal also pleaded with parents to play a more active role in monitoring their children as soon as they leave the school gates. This is not good. Students should learn to live peacefully, Lal said. He commends the work by the heads of the two schools and the police in stepping in to question and possibly discipline those involved. Fiji Police spokesperson Ana Naisoro confirmed that the recent incident happened at 4.30pm at Bau St where a group of MBHS students entered a school bus carrying SGS and Veiuto students home from school. One suspect with particulars not known, assaulted an 18 and 17-yearold, both students of Suva Grammar School, and also damaged the rear glass of the bus, Naisoro said. The estimated cost of damages to the bus is around $600 and both victims have been issued medical reports. Investigations continue in both cases. The two schools have been known for their rivalries. It is unclear when and how the first fight started, but in 2003 students and teachers of the two schools reconciled after a fight involving two other schools in 2002.

Fiji To Chair G77 And China In 2013

Fiji has been elected to Chair the Group of 77 and China in 2013. The election took place by acclamation at the G77 Ministerial Meeting in New York, following the nomination of Fiji by the Asia-Pacific Group of the United Nations. With 132 Member States, the G77 is the largest intergovernmental organization of developing countries in the United Nations. Minister of Foreign Affairs, Ratu Inoke Kubuabola, who represented Fiji at the Ministerial Meeting to accept the nomination in a statement, said they accepted this high office with a sense of deep humility. He was very grateful for the collective confidence the G77 had shown in entrusting Fiji with the 2013 chairmanship. He noted it was matter of pride for the Pacific Island region that for the first time in the 48 year history of G77, there would be a G77 Chair in 2013 from one of the PSIDS (Pacific Small Island Developing Countries). The President of the General Assembly, H.E. Mr Vuk Jeremic, and the UN Secretary-General, H.E Mr Ban Ki-moon, were present at the Ministerial Meeting and congratulated Minister Kubuabola on Fijis election to the 2013 G77 Chair. Meanwhile, Fijian Prime Minister, Commodore Voreqe Bainimarama said, All Fijians have a reason to be intensely proud of our country and the advances we are making. He also added that he wished to pay tribute to the work of Fijis Foreign Minister, Kubuabola , his team and Permanent Representative at the UN Peter Thomson for the honour they have brought to Fiji.

The Consumer Council of Fiji has come out strong against a foreign company they claim are practicing double standards when buying gold from customers. Secured Gold and Silver Buyers Limited (SGB), traders of gold, silver and platinum has been operating in Suva, Nadi and Labasa recently buying unwanted, new, old and broken jewellery. This "enticing" offer, the council claims, has resulted in a variation of prices offered by the company for particular gold products. "There is a variation in the price of 3.4 grams of 18ct gold offered by this company in the Central and Western divisions. The company offered $130 in Suva and $95 in Nadi for the 3.4g of 18ct gold jewellery," council chief executive officer Premila Kumar said. The council said various offers from local stores for the same product ranged from $102 to $340. "Consumers are advised to be careful with caution when responding to advertisements from gold buyers," she said. "In the last five years, the council received 41 complaints against goldsmiths. Consumers need to know that there is no such thing as 'old' or 'new' gold. Gullible consumers are often duped by traders when they take their old jewelleries either to be traded in or sold for cash at jewellery stores. "Traders smartly but falsely inform consumers that since the jewellery is old, it will be traded at a lower price. This is unacceptable because gold stays as gold and there is no issue of it being old or new. The traders are well aware that the price of gold is at its peak in the global market." Meanwhile, SGB chief executive officer Ryan Knott told the reporter they had stringent measures in place to ensure customers understood the trade transactions taking place. Speaking from the United States, Mr Knott said it was not just about making a quick buck. He said it was also an educational process for customers because they had staff on hand to carryout instant testing and grading of merchandise. "The calibration and certification are done in their presence so they can see the value of what they're brought to us," he said. The company has over 300 markets worldwide 'smelting' or melting unused gold, silver and platinum products among other operations.

Samoa And Fijian Government Joint Statement
Fiji has endorsed the Samoan Governments hosting of the Small Island Developing States Global Conference in 2014. At a New York reception held at the Fiji Mission to the United Nations in the margins of the United Nations General Assembly, the Prime Minister of Samoa, Tuilaepa Sailele Malielegaoi and the Minister of Foreign Affairs of Fiji, Ratu Inoke Kubuabola, in the presence of the Minister of Foreign Affairs and Trade of Nauru, Chair of the Alliance of Small Island States (AOSIS), the Minister of Foreign Affairs of Papua New Guinea, Chair of the Pacific Small Island Developing
States (PSIDS) and other Pacific representatives, agreed that Samoa will host the SIDS Global Conference in 2014 and Fiji will host the preparatory meetings for the conference. Minister Kubuabola said that Fiji's endorsement of Samoa as host of the SIDS Global Conference was made in the spirit of solidarity and mutual support that exists within PSIDS. He said Fiji had every confidence Samoa would host a conference that would prove to be a landmark in SIDS development. Prime Minister Tuilaepa thanked Fiji for its understanding and support. He said the agreement demonstrated the long-standing tradition of Pacific Island countries being always ready to cooperate in the Pacific Way. He also congratulated Fiji for its assumption of the Chairmanship of the Group of 77 and China in 2013, an honour the Pacific region should justifiably be proud of. The first SIDS Global Conference was held in Barbados in 1994, with the second one in Mauritius in 2005. At the UNs Sustainable Development Conference in Rio de Janeiro in June, 2012, it was agreed the third SIDS Global Conference would be held in the Pacific Region in 2014. SIDS (Small Island Developing States) is recognized as a distinct group of developing countries facing specific social, economic and environmental vulnerabilities. This recognition was first made at the UNCED conference, also known as the Earth Summit, held in Rio de Janeiro, Brazil in 1992.

Tax Fraud Investigations

More than 10 companies are under scrutiny for fraudulent activities, including understatements of documents for duty. The investigation was confirmed by Fiji Revenue and Customs Authority chief executive officer Jitoko Tikolevu at the Fiji Economy Update 2012 in Suva. Addressing the issue of tax reforms, Mr Tikolevu said there was no reason for some in the private sector to engage in illegal activities because of changes in taxation implemented by government. "Everything has been reduced across the board. Duty, imports and even compensation for individuals. There is no purpose to engage in tax planning again. It's redundant," he said. "I will not name them but these are current cases involving big and small companies. There is no purpose for them to engage in those activities. "We have to be really aggressive with this and tell people they have to be compliant. The investigation is into people who are still trying to dodge tax legislations. "We really want to send people to prison for this and that's even clear in our legislation for evading the law. Clearly there's no purpose for going the other way." Meanwhile, Mr Tikolevu said progress on the proposed Income Tax Decree was positive. "It's going to Cabinet this month because our target is to have it effective on January 1, 2013," he said. "It will look at certain rules and regulations with consolidated subsidiaries all forged into one act. For example, if you're looking for incentives or concessions, you'll find these grouped together and arranged under one chapter so it basically is a more simplified legislation." The proposed legislation will be a simplified version of the existing Income Tax Act introduced in 1974.

A JOINT project between the University of Texas, the Fiji National University and the Ministry of Health will see healthcare in emergency centers improved in order to save more lives. University of Texas Assistant Professor of Emergency Medicine Dr Rohith Malya said a network of consultants and registrars from the US would be in Fiji over the next year to revolutionize emergency care. This is all being done as part of attempts to prepare physicians in emergency rooms to administer the drug Alteplase to heart attack victims. Korea Praises Fiji's Progress

The Republic of Korea while celebrating its National Foundation Day supports Fijis roadmap for return to full democracy. Korean Ambassador Hae-wook Cheong said Korea welcomed Fijis on-going progress in electronic voter registration and establishment of the Constitution Commission to be followed by national consultation on a draft Constitution. Korea supports the roadmap for return to full democracy by 2014 election, Mr Cheong said. The bilateral relations between the two countries has reached another new height after the Prime Minister Commodore Voreqe Bainimarama, opened Fijis Embassy in Seoul in July. In our bilateral relations, I am most delighted that the opening of Fijis Embassy in Korea was realised in July. It is a landmark event to herald fullfledged and reciprocal engagements in 41 years of diplomatic relations. After the opening of the Fiji Embassy the Prime Minister presided over the observance of the Fiji Day celebrations during the Yeosu Exposition. Korea Institute of Ocean Science and Technology (KIOST, formerly KORDI) launched seafloor metallic sulfide exploration in April this year. Subsequently, the MOU was signed between Ministry of Land, Transport and Maritime Affairs of Korea and the Ministry of Land and Mineral Resources of Fiji. In the area of development assistance, Korea International Co-operation Agency (KOICA) dedicated a photovoltaic power generation system at the USP as part of the renewable energy development project during 2010~2012. In the wake of successive floods in the Western Division early this year, KOICA provided a total of $US100,000 as humanitarian relief assistance. Learning from Koreas own experience that human resources are valuable assets in a countrys development, Korea continues to provide training and scholarship opportunities to Fijian government officials. On the average, KOICA sponsors seven people for Masters Degree programmes and 25 people for shortterm courses each year. Over 250 government officials have benefited from these programmes to date. He said cultural exchanges and peopleto-people contacts were expanding in scope. In August, the Explore the Taste of Korea event in Suva was well received by invited guests. In return, Fijian cultural performance was showcased to Korean people by the famed Kabu ni Vanua Meke Group at the Fiji Day celebrations during 2012 Yeosu Expo.

3000 Welfare Recipients Disqualified

A welfare recipient is being investigated and 3000 cases disqualified as a result of an ongoing review by the Ministry of Social Welfare, Women and Poverty Alleviation to ensure that assistance is provided to those who are eligible. Welfare Minister Dr Jiko Luveni in a statement said the review is to ensure accountability and transparency in welfare services. The review team looks at the number of years a person has been assisted, conducts home visit to confirm on current living conditions and makes recommendations on their findings as to whether such cases should continue to be assisted, she said. Based on this review exercise, the 3000 recipients who have been disqualified were found to no longer qualify for the assistance as their economic circumstances have improved over the years. Those recipients whose cases have been disqualified can write to the Appeals Panel for clarification on their cases, Luveni added. She said the Ministry will also take to task those who are trying to defraud the system. We came across a case in Ra whereby an applicant had falsified information on documents by changing the dates on medical report. We are appealing to members of the community to inform social welfare officers about those in their communities who dont deserve to receive social welfare assistance. Once such information is received, our officers will carry out thorough investigation, she said. Luveni further said her Ministry does not want a dependency syndrome developing among the able-bodied population. Those recipients under Care and Protection Program are assisted through the Poverty Alleviation Program to venture into income generating projects. Magistrate Mohammed Ajmeer ordered a 17-year-old girl to be placed in custody of the department of social welfare. The judgement was made after the girls father told the court that he did not wish to keep his daughter who had eloped with her 18-year-old boyfriend. The girls boyfriend appeared before Magistrate Ajmeer facing one count of abduction of a person under 18 years of age. While the girl will be cared for by the social welfare department, her boyfriend was granted bail under strict conditions.

The Reserve Bank of Fiji has issued several new disclosure requirements for licensed credit institutions. The key initiatives will now be on standardization and disclosing details on fees, charges and interest rates to the public. The central bank said the standardization was aimed at ensuring greater transparency and comparability of fees, charges and interest rates across the different institutions. The level of details required is aimed at assuring customers of the likely total cost of borrowings or net returns they will receive from deposits before a decision is made, it said in a statement. Reserve Bank Governor, Barry Whiteside, said this completed the first phase of the central banks work on reforming fees and charges charged by licensed credit institutions in the country. He said the second phase, which was in progress, was the review of all current fees and charges of the credit institutions. The policy statement is the culmination of three years of work towards ensuring customers get sufficient information before deciding to take a loan or invest in a time deposit, during the term of the loan or deposit and when it is paid off, he said.
New Disclosures For Credit Institutes
The requirements were carefully chosen to provide customers with relevant information to enable them to make sound decisions after comparing carefully the features and costs of products available. The policy is applicable to Home Finance Company Limited, Merchant Finance Company Limited and Credit Corporation (Fiji) Limited. It is a review of the July 2002 Disclosure of Fees and Charges Policy which credit institutions have implemented for over 10 years. The revised policy requirements are effective from October 1, 2012, while provisions requiring non-system changes, such as updating and printing of revised fees and charges brochures and updating letters of offer, would become effective from January 1, 2013. Credit institutions have also been given time to implement other longterm changes. Mr Whiteside has urged all customers to make good use of the information provided by banks and credit institutions to ensure they understood what they were buying and how much they would be paying for a product or a service. A similar policy guideline was issued to licensed commercial banks in September 2011.
The trial date for the former Post Fiji executives, Peni Mau and Dhirendra Pratap, has been set for May 1, 2013. Mau denies one count of extortion by a public officer and Pratap denies one count each of abuse of office and giving false information to a public servant. The two men appeared in the Suva High Court before Justice Prabaharan Kumararatnam. Justice Kumararatnam said the postponement would give time for Fiji Independent Commission Against Corruption (FICAC) lawyers to obtain documents requested by the defence lawyer. Suva lawyer Aseri Vakaloloma appeared on behalf of lawyer Mehboob Raza for Pratap. Mr Raza is expected to appear in court today because he is currently in New Zealand.

Mau, a former managing director of Post Fiji, was charged with extortion in 2007 for allegedly accepting a promise of a reward namely a gratuity payment from his employment with Post Fiji Limited which was beyond proper pay. Pratap faces charges of abuse of office in the same year, allegedly giving a letter to the Ministry of Finance Special Internal Audit Team falsely stating that the board of directors of Post Fiji Limited had passed a resolution in March to give Peni Mau two years and four months of salary and $24,000 gratuity on his early exit from employment, which was prejudicial to the Government of Fiji. In his second count Pratap is accused of knowingly causing the said audit team to do something which the team ought not to do if the true state of affairs were known to the members of the team.

FMF Foods Packaging Company Posts Increase In Profits
Atlantic & Pacific Packaging Company Limited chairman, Hari Punja Atlantic & Pacific Packaging Company Limited recorded a 29.6 per cent increase in its profit after tax for the financial year ending June 30, 2012. A subsidiary of FMF Foods Limited, the companys profit went up from $510,654 the previous year to $661,836 this year. This was revealed in the companys 2012 Annual Report released by the South Pacific Stock Exchange Monday.
Atlantic & Packaging also recorded a modest growth in sales of about $8.48 million compared to $7.72m the previous year an increase of 9.8 per cent. Chairman, Hari Punja, said unlike the previous year, there was no spike in paper prices and thus your company was able to maintain greater stability in its performance this year. Increased sales, combined with effective cost control practices resulted in a good operating profit for the company compared to the previous year, he said. Mr Punja said the company continues to work on developing alternative sources for paper and other critical raw materials in order to reduce operating costs. On the flip side, the company is also witnessing reduced off take by some key customers who are facing intense competition for their own products from Asia, he said. It is expected that these two factors would negate each other; therefore, barring unforeseen circumstances, the outlook for the coming year is more or less the same as the current one. The Suva High Court extended the bench warrant for prominent businessman, Mahendra Motibhai Patel. Justice Prabaharan Kumararatnam said two other accused in the case Peni Mau and Dhirendra Pratap had been appearing at court regularly while Patel had been absent. Justice Kumararatnam turned down the request made by Patels lawyer, Barbara Malimali, who had asked for the cancellation of a bench warrant issued in March. Ms Malimali said her client was currently undergoing medical treatment by eye surgeons in Sydney, Australia. Patel denies the charge of abuse of office. AIRPORTS Fiji Limited wants to see Pacific Sun's commercial decision to halt flights to Waiqele Airport in Labasa resolved as soon as possible. Even if this means hiring the services of an independent surveyor, says AFL general manager airports Lawrence Liew. Pacific Sun had, on two occasions cancelled its flights to Labasa, reasoning the runway was not safe for its passengers and its airlines. One of its concerns is understood to be the existence of loose gravel and or sand on the runway that could get sucked up by the aircraft's engine that would later develop into problems, possible consequences of which would be more disastrous. Mr Liew neither confirmed nor denied they were obtaining a second opinion when asked. In earlier statements, Pacific Sun general manager Shaenaz Voss said the safety of their passengers and property was an uncompromised priority. Mr Liew said there would always be loose chips like small stones present on every airstrip but it remained opened that meant it was still safe as assessed carefully by the regulator - Civil Aviation Authority of Fiji (CAAF). CAAF chief executive officer Netava Waqa declined to comment and referred all questions to AFL and Pacific Sun. A Pacific Sun staff said they had submitted their report containing the finding of an independent review team to AFL. Mr Liew confirmed receiving the report and he was yet to go through the report. "We'll meet with Pacific Sun quite soon. We will continue talks with them," he said.

OVER 600 billion cigarettes are traded illicitly on the world cigarette market every year resulting in government revenue loss of over $71.4bn globally. This was the reality of the illicit tobacco trade highlighted at the opening of a two-day workshop on the issue by Customs general manager Jone Louie. "The challenges associated with the illicit tobacco trade are becoming more complex. "In addition to the vast amounts of government revenue loss, illicit tobacco trade also affects the economic and social fabric of our society," Mr Louie said in a statement. "It obstructs economic development, undermines government policy objectives and the rule of law. "It funds organised crime, terrorism and encourages the expansion in criminal activity. "Significant investments by the legitimate tobacco industry towards manufacturing, innovation, employment, branding and intellectual property rights are undermined." Mr Louie confirmed there have been cases of illicit tobacco trade in Fiji.

Peni Tui Laselase is jointly charged with Sitiveni Tuisamoa, Samuela Beeby and Ravuama Kedraika in a case before Judge Justice Salesi Temo. While submitting his bail application, Laselase said he hurt himself while bathing.
He said he believed it was an OHS breach, saying there were cracked tiles on the bathroom floor where he slipped and got hurt. Justice Temo earlier adjourned the matter to October 17 for information and disclosures to be served by the State. GM Cow Produces Allergy-Free Milk
New Zealand researchers have genetically engineered a cow to produce milk free of the protein that causes allergies in children. The milk could also prove to be healthier than normal milk as it contains higher levels of the protein casein, which would result in higher calcium levels and improved cheese yields from the milk. The development targets the 2 per cent to 3 per cent of infants in the developed world who are allergic to cows' milk proteins - used in the production of baby formulas - in the first year of life. The researchers add that the success of their approach suggests it may also be used to alter other traits in livestock. The development, published this week in Proceedings of the National Academy of Sciences, uses a technique known as RNA interference to block the production of the protein, betalactoglobulin (BLG). Co-author Dr Stefan Wagner, of AgResearch in New Zealand, says BLG is produced in cows and other ruminants, but is not found in human milk. He says although it has long been suspected as a milk allergen it remains "enigmatic" and its role in cows' milk is unknown. He says the study was based on a "very simple idea - to completely knock it [BLG] out". He says to do this the team had to first develop a "designer microRNA" (short ribonucleic acid molecules) to target the BLG protein. They then developed a mouse model that could produce milk containing BLG and introduced into the mouse their designer microRNA to knockdown the expression of the BLG protein. This initial work led to a 96 per cent reduction in BLG. From embryo to cow
The team then turned its attention toward cloning a calf with the same anti-BLG trait by transferring 57 cloned embryos into cows. This resulted in five pregnancies with one live female calf, known as Daisy, born without a tail - a defect the researchers say is linked to the cloning rather than the omission of BLG. The team then hormonally induced Daisy to lactate and analysis of the milk to their surprise showed no detectable levels of BLG. Dr Wagner says Daisy was induced to lactate "to avoid the delay of two years before a natural lactation". "We only obtained small quantities over a few days for these initial studies. We now want to breed from Daisy and determine the milk composition and yield from a natural lactation. We also want to investigate the origin of Daisy's 'taillessness', a rare congenital disease in cows," he said. Dr Wagner says the absence of BLG has a strong effect on the composition of the milk, with greatly enhanced levels of other milk proteins, in particular casein. The higher levels of casein correlate with increased levels of calcium and improved cheese yields from the milk. In the future, the authors suggest the methods could potentially serve as an efficient tool to target additional genes and modify other livestock traits such as enhanced disease resistance or improved lactation performance. Dr Wagner says the researchers expect the work to raise criticism from antiGM groups, but it remains tightly regulated. The animals were being kept in containment systems and the milk is only used for analytical purposes. He says any commercial use of the milk is a long way off as the research must now wait on analysis of milk from natural lactation by Daisy.

American Express Fined For Misleading Customers

Oregon Farmer Eaten By His Pigs
Authorities are investigating how a farmer in the US state of Oregon was devoured by his pigs. Terry Vance Garner, 69, went to feed his animals last Wednesday on his farm by the coast, but never returned. His dentures and pieces of his body were found by a family member in the pig enclosure, but the rest of his remains had been consumed. The Coos County district attorney's office said that one of the animals had previously bitten Garner. The animals are estimated by the authorities to each weigh about 700lb (320kg). 'Good-hearted guy' Investigators say it is possible that the hogs knocked Garner over before killing and eating him But they have not ruled out the possibility that the farmer could have collapsed from a medical emergency, such as a heart attack. A pathologist was unable to determine the cause of Garner's death and his remains have been sent to the University of Oregon to be analysed by a forensic anthropologist. Garner's older brother, Michael,
described him as a "good-hearted guy". He said his brother had raised several large adult sows and a boar called Teddy, and they would sell their piglets to local children. "Those animals were his life," Michael Garner, 75, told the newspaper. "He had all kinds of birds, and turkeys that ran all over the place. Everybody knew him." Garner was a Vietnam war veteran who suffered from post-traumatic stress disorder, according to his brother, and the farm had been a "life-saver" for him. Michael Garner said one of the hogs had bitten his brother last year, after he had accidentally stepped on a piglet. "He said he was going to kill it, but when I asked him about it later, he said he had changed his mind," he said. Coos County District Attorney Paul Frasier told the local newspaper: "For all we know, it was a horrific accident, but it's so doggone weird that we have to look at all possibilities." The New York Attorney General has sued JP Morgan Chase for allegedly defrauding investors who lost more than $20bn (12bn) on mortgagebacked securities sold by Bear Stearns. JP Morgan bought the investment bank Bear Stearns in March 2008. It said that it would contest the allegations. This is the first action to come out of a working group created by US President Barack Obama looking into the causes of the 2008 financial crash. JP Morgan said: "The NYAG civil action relates to Bear Stearns, which we acquired over the course of a weekend at the behest of the US government. This complaint is entirely about historic conduct by that entity." Crisis spark US mortgage-backed securities were the investment products that sparked the global financial crisis in 2008. In essence, each security or bond was linked to pools of US mortgage loans, many of which were classified as subprime - mortgages awarded to highrisk and low-wage homeowners. When many of those homebuyers defaulted on their mortgages as the US property bubble burst, it turned the linked securities into bad debt. This caused billion-dollar losses at banks, who were forced to write down the value of their investments. Banks around the world were affected, not just those in the US, because the securities were resold globally. The securities had been widely purchased because rating agencies had mistakenly given them the highest possible credit rating. There are more than 1,500 products affected by the recall across Canada because of concerns of possible E. coli contamination at the Alberta meat processing plant. Products have been recalled in at least 40 U.S. states as well. So far there have been no cases of E. coli linked to the recall detected in B.C., but there have been five confirmed cases of E. coli illnesses in Alberta associated with the XL Foods plant. Four other E. coli cases are being investigated. In Saskatchewan, health officials are looking into 13 cases of E. coli infection a higher figure than normal in September. Meanwhile, dozens of people have joined a class-action lawsuit against XL Foods, according to a lawyer acting for a man who became sick from E. coli after eating a steak that came via the company's plant. On Wednesday, the head of the CFIA said the plant at the centre of the biggest beef recall in Canadian history wasn't properly following some safety procedures. George Da Pont said the CFIA had issued seven corrective action requests to the XL Foods plant, and was monitoring them before the agency decided to shut the plant down.

Ottawa Examines High Cost Of Flying That Is Driving Travellers To U.S. Airports
We dont have an easy solution yet. While estimates peg the number of travellers avoiding Canadian airports at about five million, Gooch said the actual tally could be higher since it doesnt count people who drove to their destination instead of flying or stayed home altogether because of the high fares. Among the reports recommendations are reducing taxes and fees, reexamining the trans-border Air Travellers Security Charge, bringing Canadian aviation policy more closely in line with the U.S. approach and adjusting airline pricing strategies.

Ingredients:
1/2 kg Spinach 100 grams Paneer 1 Onion 3 tbsp. Butter 2-3 Bay leaves 1 tsp. Cumin seeds Salt to taste 1/4 tsp. Black pepper powder 3/4 tsp. Ginger-garlic paste 1/2 tsp. Green chilli paste 1 tsp. Garam Masala Powder Vegetable oil as required 2. Cut paneer into small cubes. Keep 3 cubes separately for decoration. 3. Heat oil in a pan. Fry the paneer pieces on 'medium' heat till they turn slightly brown. Set the paneer pieces aside. 4. Heat 2 tbsp. of butter. Fry bay leaves and cumin seeds. Add chopped onion. Fry until the onions become pink. 5. Add salt, black pepper powder, garam masala. Stir well. 6. Add paneer and cooked spinach (grinded). Mix well. 7. Put palak paneer in a baking tray . 8. Add rest of the butter. Bake for 1/2 hour at 180 deg C. Grate the paneer kept aside for decoration. Decorate. Palak paneer is ready to serve.

Ingredients:
2 cups besan 1 & 1/2 cup sugar 1 tspn crushed cardamom 1/2 cup raisins Ghee or oil for frying and 1 cup of water. Keep the syrup till its consistency reaches a long string stage. Hold a perforated ladle over oil. Pour some prepared besan batter on the ladle and the drops will fall through the holes of the ladle in to the hot oil. Cook on low flame, stirring continuously. Continue till the batter is cooked. Now mix boondi, sugar syrup cardamom powder, raisins and stir well. When the mixture is cool, shape into laddus of desired size.
Preparation:
Mix besan with 1 &1/2 cup water to make a smooth batter free from lumps. Powder cardamom and keep aside. Fry raisins in a little ghee and keep ready. Make sugar syrup with sugar
Method:
1. Mix ginger-garlic paste, green chilli paste and some water with spinach. Pressure cook it for about 7-8 minutes (just before the first whistle).

Those who smoke and drink heavily may develop pancreatic cancer at an earlier age than those who don't, according to a new US study. Researchers from the University of Michigan Health System found that heavy smokers with pancreatic cancer were diagnosed around 62 years and heavy drinkers at age 61 - almost a decade earlier than the average age of 72. Smoking is a strong risk factor for pancreatic cancer and alcohol has been shown to cause oxidative damage to the pancreas, which sets the stage for the inflammatory pathways that can lead to cancer, the American Journal of Gastroenterology reports. The finding is based on study of 811 pancreatic cancer patients only indicate these habits can lead to developing pancreatic cancer earlier in life. The study does make a step toward understanding at what age screening for pancreatic cancer should begin once widespread screening is available, according to a Michigan statement. "As screening programmes are developed, an understanding of how personal features influence the age of presentation will be important to optimize the timing of those screenings," says gastroenterologist Michelle Anderson, assistant professor of internal medicine at Michigan who led the study. Detecting pancreatic cancer early is difficult and contributes to the poor survival rates. Longer sleep hours could prevent the onset of diabetes among teenagers, besides improving their insulin resistance, suggests a new study. "High levels of insulin resistance can lead to the development of diabetes," said Karen Matthews, who teaches psychiatry at the University of Pittsburgh. "We found that if teens that normally get six hours of sleep per night get one extra hour of sleep, they would improve insulin resistance by nine percent," said Matthews, who led the study. Insulin resistance is a set of metabolic dysfunctions linked with or contributing to a range of serious health conditions that include type 2 diabetes (formerly called adult-onset diabetes), metabolic syndrome, and obesity, among others. The study tracked the sleep duration and insulin resistance levels of 245 healthy high school students. Participants provided a fasting blood draw, and they kept a sleep log and wore a wrist actigraph for one week during the school year, the journal SLEEP reported. Results show that higher insulin resistance is associated with shorter sleep duration independent of race, age, gender, waist circumference, and body mass index, according to a Pittsburgh statement. The study is the only one in healthy adolescents that shows a relationship between shorter sleep and insulin resistance that is independent of obesity, added Matthews.

Researchers have discovered a new genetic mutation responsible for deafness and hearing loss associated with Usher syndrome type 1. These findings could help researchers develop new therapeutic targets for those at risk for this syndrome. For the study, researchers at the University of Cincinnati (UC) and Cincinnati Children's Hospital Medical Center work together with the National Institute on Deafness and other Communication Disorders (NIDCD), Baylor College of Medicine and the University of Kentucky. Usher syndrome is a genetic defect that causes deafness, night-blindness and a loss of peripheral vision through the progressive degeneration of the retina. In this study, researchers were able to pinpoint the gene which caused deafness in Usher syndrome type 1 as well as deafness that is not associated with the syndrome through the genetic analysis of 57 humans from Pakistan and Turkey, said Zubair Ahmed, PhD, assistant professor of ophthalmology who conducts research at Cincinnati Children's and is the lead investigator on this study. Ahmed stated that a protein, called CIB2, which binds to calcium within a cell, is associated with deafness in Usher syndrome type 1 and nonsyndromic hearing loss. To date, mutations affecting CIB2 are the most common and prevalent genetic cause of non-syndromic hearing loss in Pakistan. However, we have also found another mutation of the protein that contributes to deafness in Turkish populations, he said. But those who haven't watched 'Krishan Vs Kanhaiya', then watching its film interpretation should be a fine experience. It has all the elements that make a movie work: an interesting premise, amusing episodes and an underlining message that settles with you. Kanji Mehta [Paresh Rawal] is an atheist, who runs an antique shop. For him, God and religion are nothing more than a business proposition. He purchases idols of God and sells them as antique idols at double or triple its original price. His wife, on the other hand, is a devout believer. When a slight tremor of an earthquake shakes the city, it causes the destruction of only one shop in the entire city -Kanji's shop. The insurance company invokes this act of God and promptly rejects the claim. Frustrated, and left with no option, Kanji decides to file a case against God on the premise that if God is responsible for his loss, then it is God's responsibility to compensate him for his losses.
Kanji sends legal notices to the various high priests and heads of various religious sects. In the court, Kanji argues his own case, not because he doesn't trust any lawyer, but because it's difficult to find a lawyer who is willing to put God on trial. The proceedings begin. An agitated crowd gathers outside the court premises and upon sighting Kanji emerging from the court, run to attack him. Just as Kanji begins to lose ground, a man enters... riding a bike. He swoops Kanji off the road straight on his bike and speeds off. The man introduces himself. His name is Lord Krishna... the God. OMG - OH MY GOD! Carries a social message, a significant one, but the best part is, it does so without losing the wit and humor. Most importantly, it doesn't get preachy, nor does it deviate into the sermonizing mode. The film demonstrates Kanji as a nastik or a non-believer in God at the very outset, who, paradoxically, uses religion to run his business. The episodes in the first hour raise a chuckle, in fact you wear a smile ceaselessly. The turn of events in the latter part gives the film that extra sheen, thus raising the bar. The courtroom drama is transfixing and the underlying message that God dwells within us is profoundly heartwarming. Director Umesh Shukla keeps you involved in the on-screen happenings, courtesy an absorbing screenplay. Also, Umesh's choice of actors for supporting roles adds a lot of sparkle to various sequences. On the flipside, the film is stretched in the second half (more towards the final stages). Also, the execution of a few sequences is plain ordinary. To cite an instance, the introduction of Akshay could've been more dramatic and spectacular.

OMG - OH MY GOD! is the cinematic adaptation of a play, but in keeping with the splendor of Hindi movies and the requirement of the script, the sets/production values (right from Kanji's shop to his Bhuleshwar home to the courtroom) are most appropriate. There's not much scope for songs in the movie, but the 'Go Govinda' song is full-on energetic. Akshay Kumar and Paresh Rawal -- this is a deadly combo when it comes to satirist flicks. The duo is by now famous when it comes to keeping the audience in splits with their faultless humorist timing. Paresh Rawal is acknowledged as a supremely accomplished and consummate actor of our times. The veteran carries the film on his shoulders and executes this challenging character with candor. He's the show-stopper, the scene stealer. Akshay Kumar is significantly present in the second half and is fabulous in a role that seems tailor-made for him. His sequences with Paresh contribute enormously to the delightful moments. Mithun Chakraborty is incredible in a role that has negative shades. Om Puri is exceptional in a cameo. Mahesh Manjrekar is effective. Govind Namdev leaves a strong impression. Nikhil Ratnaparkhi is satisfactory. Murli Sharma and Poonam Jhawar are alright. Sonakshi Sinha and Prabhu Dheva sparkle in a song. On the whole, OMG - OH MY GOD! Is a thought-provoking adaptation of a massively successful play. A movie tackling a sensitive and an untouched subject matter, it will find its share of advocates and adversaries, but the social message the movie conveys comes across loud and clear and that's one of the prime reasons why OMG - OH MY GOD! New Zealand is an island country located in the southwestern Pacific Ocean. The country geographically comprises two main landmasses that of the North and South Islands and numerous smaller islands. New Zealand is situated some 1,500 kilometres (900 mi) east of Australia across the Tasman Sea and roughly 1,000 kilometres (600 mi) south of the Pacific island nations of New Caledonia, Fiji, and Tonga. Because of its remoteness, it was one of the last lands to be settled by humans. During its long isolation, New Zealand developed a distinctive biodiversity of both animal and plant life. Most notable are the large number of unique bird species, many of which became extinct after the arrival of humans and introduced mammals. With a mild maritime climate, the land was mostly covered in forest. The country's varied topography and its sharp mountain peaks owe much to the tectonic uplift of land and volcanic eruptions caused by the Pacific and Indo-Australian Plates clashing beneath the earth's surface. Polynesians settled New Zealand in 12501300 CE and developed a distinctive Mori culture, and Europeans first made contact in 1642 CE. The introduction of potatoes and muskets triggered upheaval among Mori early during the 19th century, which led to the inter-tribal Musket Wars. In 1840 the British and Mori signed a treaty making New Zealand a colony of the British Empire. Immigrant numbers increased sharply and conflicts escalated into the New Zealand Wars, which resulted in much Mori land being confiscated in the mid North Island. Economic depressions were followed by periods of political reform, with women gaining the vote during the 1890s, and a welfare state being established from the 1930s. After World War II, New Zealand joined Australia and the United States in the ANZUS security treaty, although the United States later, until 2010, suspended the treaty after New Zealand banned nuclear weapons. New Zealand is part of the intelligence sharing among the Anglosphere countries, the UKUSA Agreement. New Zealanders enjoyed one of the highest standards of living in the world in the 1950s, but the 1970s saw a deep recession, worsened by oil shocks and the United Kingdom's entry into the European Economic Community. The country underwent major economic changes during the 1980s, which transformed it from a protectionist to a liberalised
free-trade economy. Markets for New Zealand's agricultural exports have diversified greatly since the 1970s, with once-dominant exports of wool being overtaken by dairy products, meat, and recently wine.
The majority of New Zealand's population is of European descent; the indigenous Mori are the largest minority, followed by Asians and nonMori Polynesians. English, Mori and New Zealand Sign Language are the official languages, with English predominant. Much of New Zealand's culture is derived from Mori and early British settlers. New Zealand is organised into 11 regional councils and 67 territorial authorities for local government purposes; these have less autonomy than the country's long defunct provinces did. Nationally, executive political power is exercised by the Cabinet, led by the Prime Minister. Queen Elizabeth II is the country's head of state and is represented by a Governor-General. The Queen's Realm of New Zealand also includes Tokelau (a dependent territory); the Cook Islands and Niue (self-governing but in free association); and the Ross Dependency, which is New Zealand's territorial claim in Antarctica. member of the Asia-Pacific Economic Cooperation, Commonwealth of Nations, Organisation for Economic Co-operation and Development, Pacific Islands Forum, and the United Nations. New Zealand place names Aotearoa (often translated as "land of the long white cloud") is the current Mori name for New Zealand, and is also used in New Zealand English. It is unknown whether Mori had a name for the whole country before the arrival of Europeans, with Aotearoa originally referring to just the North Island. Abel Tasman sighted New Zealand in 1642 and called it Staten Landt, supposing it was connected to a landmass of the same name at the southern tip of South America. In 1645 Dutch cartographers renamed the land Nova Zeelandia after the Dutch province of Zeeland. British explorer James Cook subsequently anglicised the name to New Zealand. Mori had several traditional names for the two main islands, including Te Ikaa-Mui (the fish of Mui) for the North Island and Te Wai Pounamu (the waters of greenstone) or Te Waka o Aoraki (the canoe of Aoraki) for the South Island. Early European maps labelled the islands North (North Island), Middle (South Island) and South (Stewart Island / Rakiura). In 1830 maps began to use North and South to distinguish the two largest islands and by 1907 this was the accepted norm. The New Zealand Geographic Board discovered in 2009 that the names of the North Island and South Island had never been formalised, but there are now plans to do so.[The board is also considering suitable Mori names, with Te Ika-a-Mui and Te Wai Pounamu the most likely choices according to the chairman of the Mori Language Commission. The Parliament of New Zealand holds legislative power and consists of the Sovereign (represented by the Governor-General) and the House of Representatives. It also included an upper house, the Legislative Council, until this was abolished in 1950. The supremacy of the House over the Sovereign was established in England by the Bill of Rights 1689 and has been ratified as law in New Zealand. The House of Representatives is democratically elected and a Government is formed from the party or coalition with the majority of seats. If no majority is formed a minority government can be formed if support from other parties during confidence and supply votes is assured. The Governor-General appoints ministers under advice from the Prime Minister, who is by convention the Parliamentary leader of the governing party or coalition. Cabinet, formed by ministers and led by the Prime Minister, is the highest policy-making body in government and responsible for deciding significant government actions. By convention, members of cabinet are bound by collective responsibility to decisions made by cabinet. Judges and judicial officers are appointed non-politically and under strict rules regarding tenure to help maintain constitutional independence from the government. This theoretically allows the judiciary to interpret the law based solely on the legislation enacted by Parliament without other influences on their decisions. The Privy Council in London was the country's final court of appeal until 2004, when it was replaced with the newly established Supreme Court of New Zealand. The judiciary, headed by the Chief Justice, includes the Court of Appeal, the High Court, and subordinate courts.[

Since the Lexus IS 250 and IS 350 sedans were last completely redesigned, six years ago, much has changed among compact sport sedans. All of its rivals have seen more recent redesigns, and this year BMW and MercedesBenz have turned to turbocharged fourcylinder engines in their base models of 3-Series and C-Class, respectively. Except for the IS-F high-performance version and IS C hardtop convertibles that have been added in the meantime, there's not all that much to differentiate a 2012 from a 2006. All considered, the 2012 Lexus IS sedans still look great, with a sleek, low, and attractive silhouette; the rather low hoodline and rising beltline altogether gives it a wedge-like appearance from some angles--and an undeniable gofast look compared to the more luxuryoriented (and Camry-based) ES 350. The IS models got a light touch-up last year in front and in back, including new exhaust tips, HID headlamps with LED running lamps on the IS 350, and a new 17-inch wheel design. An F-Sport Package gives the IS an even more serious performance look. Inside, the IS sedans arguably show their age the most, with a rather tight, cockpitlike layout--although trims feel upscale and high-quality. Lexus positions its cars along two tracks--one plush and detached, the other more visceral and sporty--and the 2012 IS sedans fit into the latter. If you want to make the most of that performance feel, though, just don't go with the base 204-horsepower, 2.5-liter V-6; it's smooth but remarkably short

on power, especially with the automatic transmission. IS 350 models come with a much more enjoyable 306-hp, 3.5-liter V-6 but unfortunately only come with the six-speed automatic. They're a good, responsive team, and overall the IS feels quite agile but never quite on the same high dynamic ground as the BMW 3-Series or Infiniti G37. Rear-wheel drive IS models have a better steering feel than AWD versions. Inside, the 2012 IS 350 and IS 250 models are true luxury sedans in that they come with leather upholstery, top-notch materials, and a long list of standard features, even in base versions. But as with most compact sport sedans in this class, there's quite a bit of tire thrum and road coarseness. Front seats are well contoured and firmly padded, bit the IS sedans are tight inside; adults trying to ride in back will find a severe shortage of headroom and legroom, and some taller than six feet might find headroom tight up front. The 2012 IS Sedans are completely up to snuff with respect to features. Bluetooth hands-free capability is included across the model line, and upgrades include a nav system, retractable moonroof, ventilated front seats, dynamic radar cruise control, adaptive front lighting, and a backup camera. The base sound system includes 13 speakers and 194 watts of power and has iPod connectivity and Bluetooth audio streaming. A 300watt Mark Levinson surround sound system includes ten separate amplifier channels and also has the capability to play audio DVDs and DVD movies.

Polyunsaturated fats These fats can lower bad cholesterol levels (LDL cholesterol). One type of polyunsaturated fat is omega-3, which can help prevent clotting of blood, reducing the risk of stroke and also helps lower triglycerides, a type of blood fat linked to heart disease. The best sources of omega-3 fat are coldwater fish such as mackerel, sardines, herring, rainbow trout and salmon, as well as canola and soybean oils, omega-3 eggs, flaxseed, walnuts, pecans and pine nuts. Because there are so many varieties of fish and seafood available, get some tips to help you select the healthiest types and ways to enjoy eating them. Another type of polyunsaturated fat is omega-6. It helps lower LDLcholesterol, but in large amounts it's thought to also lower the good HDL cholesterol. Eat it in moderation. Omega-6 is found in safflower, sunflower and corn oils, non-hydrogenated margarine and nuts such as almonds, pecans, brazil nuts and sunflower seeds. It is also in many prepared meals. Saturated fat

One of the common complaints I hear from my clients is that theyre tired of eating egg-white omelettes at Sunday brunch. When I ask why they dont use the yolk, I always get the same answer: Yolks are rich in cholesterol, which is bad for my blood cholesterol levels. My clients are pleased to hear that Canadas Food Guide recommendations for Meat and Alternatives include eggs yolk and all. The Guide says that eggs can be part of a nutritious diet. If, like most of my clients, you are surprised to learn this news, read on to see how you can incorporate eggs into a healthy eating plan. Eggs and cholesterol just 1.6 grams of saturated fat and no trans fat, scientists have recently concluded that the earlier link between eggs and blood cholesterol was largely exaggerated. Eggs in moderation In general, studies show that for healthy people with no history of heart disease, diabetes or high blood cholesterol, eating an average of one egg per day (or seven eggs per week) does not increase the long-term risk of heart disease. However, foods that contain high levels of dietary cholesterol, such as egg yolks, may have a small effect on blood cholesterol levels in people diagnosed with high blood cholesterol or type 2 diabetes. A recent study showed that individuals with type 2 diabetes need to watch their egg intake because it can increase their risk of heart disease. The Canadian Diabetes Association suggests that people with diabetes may have up to two eggs per week. If you have either one of these conditions, or any other concerns about your health, speak to your healthcare provider, who will advise you on how much food containing dietary cholesterol you should eat. Egg nutrition One large egg contains 70 calories, six grams of high-quality protein and five grams of total fat, most of which is the healthy, unsaturated type. Eggs are a source of zinc, vitamin A, vitamin D and B-vitamins including folate, riboflavin and B6. Eggs also contain the antioxidant lutein, which may protect against the progress of early heart disease. Egg facts Brown vs. white: Eggshell colour depends upon the breed of the hen. Both colours provide the same nutritional value. Storage: Eggs should be stored in their original carton, which prevents them from absorbing strong odours from other foods in the fridge. Store them inside the fridge, not in the refrigerator door. Freshness: Use the best-before date, which indicates that eggs will be grade A quality as long as they have not expired. To double-check freshness, gently place a raw egg in a bowl of water. A fresh egg will sink while an older egg will float.

How much fat should you eat in a day? Remember that since all fats are calorieheavy, you'll need to use even the healthier ones in moderation. A healthy eating pattern includes between 20% to 35% of your day's calories from fat. For women, this works out to 45 to 75 grams of fat a day, and for men, 60 to 105 grams of fat a day. (For example, 15 mL (1 tbsp) of oil equals about 14 grams.) The amount of fat a child or adolescent needs depends on their height, build, gender and activity level. Permanent Resident Card: After applying Permanent Resident Card: Arriving If you are immigrating to Canada, you will receive your Permanent Resident Card by mail. If you did not provide a mailing address when you were granted permanent resident status at either a port of entry or a local Citizenship and Immigration (CIC) office within Canada, please contact the Call Centre as soon as possible. You have 180 days to provide this address. If you do not provide a mailing address within the 180 days, you will not receive the Permanent Resident Card. Camilo Sanvezzo blew a chance to give the Vancouver Whitecaps a crucial win over Seattle last weekend when he missed an open goal from close range in the games dying seconds. He slumped to the ground in despair after his shot went inches wide of the post. But the diminutive Brazilian striker came back with a vengeance Wednesday, leading the Caps with a goal and two assists as Vancouver thrashed a listless Chivas USA side 4-0 in front of 17,777 fans at BC Place Stadium. It was the Caps biggest winning margin in their brief MLS history, ending a seven-game winless streak and giving the team three huge points in their quest for a Major League Soccer playoff berth. The goal-scoring explosion came after the Whitecaps had scored just three goals in their previous seven matches and the club now has a five-point lead over FC Dallas for the fifth and final playoff position in the MLS Western Conference. Vancouver has two games remaining while Dallas has three matches left, including two against a last-place Chivas club that extended its winless streak to 11 games in Vancouver. The Whitecaps employed a textbook strategy against a team clearly lacking confidence by scoring early and often. Camilo, the Caps MVP last season with 12 goals, played like a man on a mission as he collected his fifth goal of the season and his sixth and seventh assists. He was involved in all four Vancouver goals but wasnt given an

assist on the first goal of the game. I tried not just to score, but to give assists too because we needed these three points, Camilo said after the game. Caps head coach Martin Rennie felt last-place Chivas played well when it had the ball. But when they dont have the ball, the players I think are letting (coach Robin Fraser) down a bit because the players are not working when they dont have the ball, he said. In soccer you must play both sides of the ball and theyre not doing that. Rennie clearly hopes Chivas can raise its game for its two matches against FC Dallas as the Whitecaps try to become the first Canadian team to qualify for post-season play in MLS. THE Cubana Boxing Federation is willing to help lift amateur boxing in Fiji. This was after a successful meeting of Fiji's Minister for Youth and Sports, Vilimae Naupoto and his Cuban counterparts. The CBF is now not only committed to sending boxing coaches to Fiji but also to train more coaches, administrators, technical officials and referees over a period of time. Cuban Boxing president Alberto Barca informed Naupoto that Cuba's record, experience and knowledge of amateur boxing at the international level would be shared with Fiji.
