Ref.No.TBGP 5 / 41 / 2011 Dated: 07.12.2011 Sirs, Sub: Forests - Tamilnadu Biodiversity Conservation and Greening Project External Monitoring and Evaluation agency Regarding. --You are hereby invited to submit separate technical and financial proposals for undertaking the state wide Monitoring and Evaluation of the Tamilnadu Biodiversity Conservation and Greening project (TBGP) for a period of 8 (eight) years from 201112 to 2018-19. The project will be implemented in the entire state of Tamilnadu. The tender submitted would be the basis for future negotiations and a contract between your firm and the Project Management Unit, TBGP. Incomplete tenders or tenders not in the prescribed format will not be considered. Any declaration/information provided by the firm found to be untrue at any stage would make its tender invalid/lead to cancelation of the contract and the firm would be debarred from participating in the tenders of the Forest Department in future. Name of the work: Monitoring and Evaluation in Tamilnadu Biodiversity Conservation and Greening Project The following documents are enclosed to enable you to submit your proposals: a) Brief note on the Project (Annexure - I) b) Terms of Reference (Annexure II) c) Supplementary information for tenderers (Annexure III) The eligibility conditions of the firms to participate in the tender are as follows: i. Should be a reputed firm with experience in forestry projects and should be capable of handling the 8 year long state wide assignment.

ii. The firm to provide its legal status. Necessary copy of Registration certificate etc., to be enclosed. iii. Should have undertaken Monitoring and Evaluation assignment in the field of forestry in the last 5 years. The value of such assignment should not have been less than INR 0.5 million. Copy of the Work order awarded and the contract shall be enclosed. iv. Total turnover of the firm should not have been less than INR 3 million in last 3 years (2008-09 to 2010-11). Necessary statement from the audited annual reports shall be enclosed in support of this. The firms that do not meet the eligibility conditions need not apply. Proposals submitted by firms not meeting the above conditions will not be taken up for technical evaluation. SUBMISSION OF PROPOSALS The proposals are to be submitted in two parts viz. technical and financial, and the TECHNICAL and FINANCIAL proposals must be submitted in two separate sealed envelopes (Both respectively marked in bold letters) following the formats/schedules given in the Annexure III. The first envelope marked TECHNICAL PROPOSAL should indicate the description of the firm/organization, general experience in the field of assignment, the qualification and competency of the personnel proposed for the assignment and the proposed work plan methodology and approach in response to suggested terms of reference. The second envelope marked FINANCIAL should contain the detailed price offer for the M & E services with breakup of cost. The Technical proposals should be brief and maintain clarity. Verbose descriptions and enclosing irrelevant attachments is to be avoided. Both the envelopes are to be put in a separate envelope and marked in bold Tender for Monitoring and Evaluation in Tamilnadu Biodiversity Conservation and Greening Project and submitted at the above address. The last date for the receipt of the proposals is 1500 hrs, 02.01.2012 and proposals received after that will be returned without opening. OPENING OF PROPOSALS: The proposals (first envelope containing technical proposal only) will be opened by the Chief Project Director, TBGP, Chennai-15 or his authorized representative in his office at 1600 hrs on 02.01.2012 in the presence of such tenderers or their authorized representative who may choose to be present. It may please be noted that the second envelope containing the detailed price offer of only those who qualify

by obtaining the minimum technical score 75 points, will be opened after the technical evaluation is completed. EVALUATION: A two-stage procedure will be adopted in evaluating the proposals with the technical evaluation being completed prior to any financial proposal being opened. The technical proposals will be evaluated using the following criteria: the firms capability and relevant experience in the field the quality of the methodology proposed the qualification, experience and competence of the two senior most personnel who will actually be heading the assignment. The Curriculum vitae of the above two Senior most personnel should be included in the proposal (in the format for sample curriculum vitae) for assessing the qualifications, experience and competence. The evaluation criteria for the technical proposal will be as follows: i) Capacity of the firm with reference to the assignment (a) Description of the firm and brief profile of the key personnel 30% (b) Firms experience 50% (b) Size of the firm indicating capacity to undertake the state wide 8 year assignment 20% ii) Quality of the methodology proposed 30 Points 40

The firms whose proposals are selected will be notified indicating the date and time set for opening of financial proposals. The firm, whose proposals do not meet the minimum qualifying mark will be notified and their financial proposals returned unopened on completion of the selection process. After the evaluation of quality, the financial proposals shall be opened in the presence of the tenderers or their representatives who may choose to be present. The name of the firm, the quality scores and the proposed prices shall be read out and recorded when the financial proposals are opened. The minutes of the public opening will be prepared. The lowest financial proposal (Fm) will be given a financial score (Sf) of 100 points. The financial scores (Sf) of the other financial proposals will be computed as Sf=100 X Fm/F, in which Sf is the financial score, Fm is the lowest price and F the price proposal under consideration. Proposals will be ranked according to their combined technical (St) and financial (Sf) scores (total 200 points). The firm achieving the highest combined technical/financial score will be invited for negotiations. During negotiations, the firm must be prepared to furnish the detailed cost breakup and other clarifications to the proposals submitted by them, as may be required to adjudge the reasonableness of the price proposals. Negotiations will commence with a discussion of the technical proposal, the proposed methodology (work plan), staffing and any suggestion the firm may have to improve the Terms of Reference (TOR). The final TOR will include the questionnaire and the formats of the monitoring as well as surveys to be conducted. Agreement must then be reached on the final ToR, the staffing and staff members, logistics and reporting. Special attention will be paid to optimization of the required outputs from the firm and to define clearly the inputs required from the department to ensure satisfactory implementation of the Assignment. Changes agreed upon will then be reflected in the financial proposal, using proposed unit rates. Having selected the firm, the department expects to negotiate a contract on the basis of the two senior most personnel named in the proposal and prior to the contract negotiations, will require assurance that these personnel will be actually available. The client will not consider substituting during the course of

implementation except in cases of unexpected delay in the starting date or incapacity by professional staff for reasons of health. The negotiations will be considered with a review of the draft form of contract. The department and the firm will finalize the contract to conclude negotiations. If the negotiations with the firm are successful, the award will be made and all other firms notified. If negotiations fail, and if it is concluded that a contract with reasonable terms cannot be reached with the firm, the firm with second highest combined score will be invited for negotiations. This process will be repeated till an agreed contract is concluded. Please note that the department is not bound to select any of the firms submitting proposals. You are requested to hold your proposal valid for 90 days from the date of submission without change of the personnel proposed for the assignment and your proposed price. The department will make its best efforts to select a firm within this period. Please note that the cost of preparing the proposal and of negotiating a contract including visits to the places of assignment, if any is not reimbursable as a direct cost of the assignment. The successful bidder is expected to commence the assignment immediately. Please note that the remuneration, which you receive from this contract, will be subject to normal tax liability in India, including service tax. ANNEXURE-I BRIEF NOTE ON TBGP Objective of TBGP To strengthen biodiversity conservation by improving the ecosystem and the management capacity as well as undertaking tree planting outside the recorded forest areas, thereby contributing to environmental conservation and harmonized socio-economic development of Tamilnadu. Project Management Unit (PMU) A Project Management Unit, which is a registered society, will implement this project all over the state. The implementation of works will be done by the concerned District/Divisional Forest Officers/Wildlife Warden/Field directors designated as Divisional Management Units (DMU). The implementing Forest Ranges under their control are designated as Field Management units (FMU). Component and activities The major components and subcomponents of this Project are as follows: i. Biodiversity conservation Habitat restoration, enhancement & management Resource Protection Reduction of human-animal conflict Ecologically sustainable development ii. Increasing the Natural Base Tree cultivation in private lands (TCPL) (10 crore seedlings in a notional area of 143,000 ha) Research on production forestry/ agro-forestry / farm forestry (10 topics) iii. Institutional Capacity Development Capacity development (23,959 trainees) Monitoring & Evaluation Construction of buildings Augmentation of office facilities & equipment Strengthening mobility Project Management Staff Relevant Sub-components i. Ecologically Sustainable Development Approach: This component is focussed on mainstreaming village level, communitycentred development initiatives into the overall goal of biodiversity conservation.

Rationale: The project provides a major opportunity to develop and establish community-centred programmes that can harmonize conservation and development goals, using the approach of community mobilization, micro-planning and establishment of village-based livelihood programmes. Providing further impetus to this component is the dedicated strategy and programme that has evolved for ecotourism. Strategies Socio-economic and forest dependency surveys of village communities in 63 villages Eco-development activities in villages abutting Protected Area or Elephant Reserves in 30 villages Ecologically sustainable development in 33 tribal villages peripheral to Reserved Forests. Community-based ecotourism in 25 sites.

Target area: A total of 88 villages will be tackled under the Ecologically Sustainable Development (ESD) sub-component. 2. Tree Cultivation in Private Lands (TCPL) Objectives: a) b) c) d) To contribute to the national goal of bringing 33% of the geographical area under forest and tree cover by increasing the tree cover in the villages To increase the supply of wood and non-wood products from private land for industrial as well as household consumption contributing to reduction of pressure on forest land To establish tree-based farming system as a sustainable and viable economic enterprise for farmers To strengthen technical capabilities of the farmer to create farm plantations

Target Area and Farmers The TCPL sub-component is proposed to be implemented in about 4,000 - 5,000 villages in the state. The extent of district wise coverage would vary according to availability of fallow land in the district. The villages would be selected based on multiple criteria such as availability of fallow land, interest of farmers etc. Private fallow land and farm bunds covering a notional area between 140,000 ha to 150,000 ha would be planted with a variety of tree species. About 3,000 ha of proposed area would be covered under short-rotation tree crop mainly Casuarina. The rest would be covered with medium and long rotation crops. Although the component would target all categories of fallow land, it would focus on other fallow category of land for creating compact block plantations. The current fallow category of land would be targeted mainly for farm boundary plantations and inter-cropping (agro-forestry) models. All categories of farmers are proposed to be covered under TCPL. Small and marginal farmers would be given priority in selection as beneficiaries.

Strategy 1) Financial support and incentives for creation and maintenance of plantations 2) Technical support in the form of quality planting stock and planting by forest department. 3) Beneficiary contribution and participation -- involvement of beneficiaries in planning, implementation and monitoring. 4) Cluster approach to village selection for coverage under TCPL. 5) Enlarged basket of species and planting models to suit the needs of different socio-economic, farming and agro-climatic conditions. 6) Informed choice of species and planting models by farmers. 7) Transfer of skills to (women) farmers for nursery and planting operations. 8) Capacity building of farmers for proper management of plantations. 9) Robust monitoring system Process The proposed TCPL process is based on principles of good governance participation, transparency and accountability as well as keeping in mind the practicality and ease of project implementation and management. The main stages of the process are: Village Cluster Selection and Rapid Appraisal Engaging NGOs/Resource organizations Entry Level Activity Preparation of Microplan for TCPL Microplan Implementation Monitoring & Evaluation (M&E)

Selection of Farmers for TCPL All farmers are eligible but priority to be given to small & marginal farmers and women SHGs for selection as TCPL beneficiaries they would be provided the first chance to benefit from the programme. Large and medium farmers to be supported for maximum 5 ha of fallow land. Farmers who are willing to plant at least 50 seedlings and groups (SHGs) who are willing to plant at least 200 seedlings would be preferred first as beneficiaries under TCPL. Selection of Land for TCPL At least one year old fallow land to be prioritized for TCPL More than 5 year old fallow to be taken for TCPL plantation only after an assessment of natural regeneration on the site. Based on the assessment it could be considered for gap planting. Current fallow to be considered mainly for boundary plantations and intercropping (agro-forestry) models Land suitable for dry-land farming to be avoided for growing short-rotation and quick growing species. No pure Casuarina plantations would be undertaken under TCPL by a single farmer.

Choice of Species Under TCPL, it is proposed to have short rotation crop (Casuarina) constituting a maximum of 30% of the seedlings (up to 50% in case of small and marginal farmers) and a minimum of 70% in case of medium and long rotation crops (a minimum of 50% in case of small and large farmers) within the overall planting target. The total target under TCPL would be limited to 10 crores seedlings of which a maximum of 3 crores would be constituted by casuarinas and 7 crores by other miscellaneous and timber species. Proportionately, a notional area of 3000 ha would be covered under casuarina (@ 10,000/ ha and 140,000 ha under timber and other miscellaneous species (@ 500/ ha.

ANNEXURE II TERMS OF REFERENCE I Expected Activities of the M & E agency i. Visit each circle (the State has been divided into 12 circles) each quarter (3 months) and monitor the activities conducted in the sites and implementing units (DMU / FMU). The actual sites and DMU/FMU and the activity will be chosen at random by the PMU and conveyed at the beginning of each quarter. One site (including the office of concerned DMU/FMU) in each circle would be chosen and the field work in each site would approximately involve 3 (three) skilled man-days. ii. Undertake a baseline survey in 60 villages spread over Tamil Nadu to track the outcome and output indicators of the project. The focus would be on the socio-economic situation in the villages. The list of 60 villages will be provided by PMU as soon as the work is awarded. This task to be completed by end of 2011-12. The field survey work in each village would approximately involve 20 (twenty) skilled mandays. iii. Undertake a mid-term survey to evaluate the socio-economic impacts and the project indicators in the same 60 villages during 2014-15. The survey work in each village would approximately involve 30 (thirty) skilled mandays. iv. Undertake an end-term survey to evaluate the socio-economic impacts and the project indicators in the same 60 villages during 2018-19. The survey work in each village would approximately involve 30 (thirty) skilled mandays. Additional details of the survey to be undertaken are provided in section III. II Outputs expected from the M & E agency i. Brief quarterly reports summarizing concurrent monitoring observations. [12 sites to be visited each quarter and first of the report to be submitted by the 1st of the second month for the preceding quarter and 10 copies (with soft copy) after acceptance] ii. Annual reports summarizing project M & E of preceding quarters, crosscutting issues and recommendations, and updated project indicators [First copy by the 1st of June for the preceding year and 10 copies (with soft copy) after acceptance]: and

iii. Three comprehensive reports the baseline and the impact evaluations at mid-term and project completion. Each of these comprehensive reports will have individual reports for the 60 villages and the overall analysis report using the data of the various villages. [First copy of the Baseline report to be submitted by 1st June, 2012 and the first copy of the reports based on the mid-term and end-term survey to be submitted by the 1st July of the next year. 10 copies (with soft copy) of each to be submitted after acceptance]. One Copy of all raw data collection sheets to be provided with the above reports. III Additional details to understand the expected activities and outputs Monitoring: The work would involve visiting the specified sites, examining the quantity and quality of work undertaken with respect to the sanction accorded. The visit may also include the examining the status of prescribed documentation at the DMU/FMU level. This will not be restricted to the 60 villages chosen for the evaluation surveys and will cover the whole range of activities undertaken in the project. Evaluation: The Baseline for the project will be developed with the inputs from surveys and analysis to be conducted in the 60 villages. Baseline will also capture situations in control villages for making comparisons during evaluations exercise. The baseline survey is to be completed before to the initiation of project interventions. The focus will be to track the key project indicators. Sound methodology for analysis should be worked out prior to undertaking baseline survey and sampling frame will be designed to capture situations and variability across project implementations sites. Follow up surveys will use same households and same villages. Out of the total sample of 60 villages, Ecologically sustainable development (ESD) villages will be 18 (14 target and 4 control) and for 42 villages for TCPL (30 target with one in each district and 12 control with one in each circle). Use of control households and villages will be undertaken to isolate the impacts of other programme interventions that have taken place in these villages over the time frame of the project.

Surveys will also be carried out at mid-term and post project completion in the same areas/sites/households to allow for an accurate evaluation of project impacts on targeted areas and beneficiaries. To enable comparative assessment of a with and without project situation, as opposed to the more standard before/after project situation, the impact assessments and analyses will collect and use statistically robust comparable data from selected non-project areas also. Both primary data collected through sample surveys and spatial data would be utilized for analysis and bring out findings. Appropriate statistical tools and techniques, graphs/visuals should be utilized for present the findings. Preparation of evaluation studies for different components will be an on-going process resulting in a mid-term review, and a final project completion (end-term) review. The detailed surveys will collect data on key project indicators using agreed upon (with PMU) statistical sampling from project sites / areas and districts under the project, and assist with documentation of project reporting and lessons learned. These independent studies would focus on socio-economic dimensions of the interventions planned in the components of Biodiversity conservation and TCPL. IV Duration and Man months The firm will begin its work in 2011-12 and will conclude after the acceptance of the report on the end-term evaluation to be conducted in 2018-19. V Budget and payment schedule The total budget for the assignment will be the amount finally agreed upon by both the parties of the contract. The amount will be paid in the following manner: 25% of the annual payment will be in advance. 25% of the payment on submission of the first report. The balance payment for quarterly monitoring after acceptance of every quarterly report 25% of the contract amount (for each survey report) before the commencement of the survey. 25% of the payment on submission of the first report and preliminary discussion with the Nodal Officer, M & E cell, PMU. The balance payment for baseline, mid-term and end-term reports after acceptance and submission of the necessary copies of the above reports respectively. VI Termination clause The contract will be terminated if any of the conditions of the Terms of Reference is not followed. ANNEXURE-III SUPPLEMENTARY INFORMATION FOR TENDERERS The technical proposal and the financial proposal to be put in separate sealed covers (duly marked as Technical proposal / Financial proposal) and along with the filled Form-A to be placed in another larger envelope and to be submitted A TECHNICAL PROPOSAL Proposals should provide the following information 1. The fulfillment of the eligibility conditions of the firms to participate in the tender in format of Form-B along with necessary enclosures. 2. A brief description of the firm/organization, profile of the key personnel and an outline of recent experience on assignments/projects of similar nature executed during the last three years in the format given in Form-C 3. A description of the approach or methodology in which tenderer would plan to execute the work is to be provided in the format of Form-D. Any comments or suggestions of the tenderer on the Terms of Reference to be included in Form- D. 4. The Curriculum vitae of the two senior most personnel heading the assignment. The Curriculum vitae should follow the attached Form-E duly signed by the concerned personnel. It is desirable that the key professional staff proposed be permanent employees of the firm or have a stable working relation with the firm. FINANCIAL PROPOSALS Proposals should indicate the following information 1. Schedule of price bid in Form-F with cost breakup. Since it is a 8 year assignment and projecting rates for the future will be a challenge and may lead to an unfavorable situation either for the PMU or the M&E agency, the rates to be quoted for the monitoring, baseline, mid-term and end-term survey (with subsequent reporting) should be on the basis of present (prevailing) prices only, i.e., treat as if the monitoring, baseline, midterm and end-term surveys are to be conducted in the immediate 12 months from the date of contract (expected in end January 2011) and quote rates accordingly.

2. The rates set forth in Form F shall be adjusted every 12 months (and, for the first time, with effect for the payment earned in the 13th calendar month after the date of the Contract) by applying the following formula subject to a maximum increase of 3.2% every 12 months: Pl = Plo x [ 0.1 + 0.9 Il Ilo ]

where Pl is the adjusted payment, Plo is the payment payable on the basis of the rates set forth in Form F. Il is the relevant index for salaries in India for the first month for which the adjustment is to have effect and, Ilo is the official index for salaries in India for the month of the date of the Contract. 3. It is made very clear that the evaluation shall be based on the rate quoted in Form F without taking into consideration the applicable adjustment as indicated in (2) above 4. The cost breakup needs to be provided only to understand the reasoning behind the quoted rates.
