Modulation Order Determination UE will use modulation order 2 ( QPSK) if the DCI CRC scrambled by P-RNTI, RA-RNTI and SI-RNTI Otherwise UE will use Modulation index to determine Modulation order (MCS Index 36.213 table 7.1.7.1.-1)

Transport size block determination If the DCI CRC is scrambled by P-RNTI, RA-RNTI, or SI-RNTI then for DCI format 1A: o the UE shall set the TBS index ( TBS I ) equal to MCS I and determine its TBS by the procedure in Section 7.1.7.2.1. for DCI format 1C: o the UE shall set the TBS index ( TBS I ) equal to MCS I and determine its TBS from Table 7.1.7.2.3-1. Else

for 0 28 MCS I , the UE shall first determine the TBS index ( TBS I ) using MCS I and Table 7.1.7.1-1 except if the transport block is disabled in DCI formats 2, 2A and 2B as specified below. For a transport block that is not mapped to two-layer spatial multiplexing, the TBS is determined by the procedure in Section 7.1.7.2.1. For a transport block that is mapped to two-layer spatial multiplexing, the TBS is determined by the procedure in Section 7.1.7.2.2. for 29 31 MCS I , the TBS is assumed to be as determined from DCI transported in the latest PDCCH for the same transport block using 0 28 MCS I . If there is no PDCCH for the same transport block using 0 28 MCS I , and if the initial PDSCH for the same transport block is semi-persistently scheduled, the TBS shall be determined from the most recent semi-persistent scheduling assignment PDCCH. In DCI formats 2, 2A and 2B a transport block is disabled if 0 MCS I and if rvidx = 1 otherwise the transport block is enabled. The NDI and HARQ process ID, as signalled on PDCCH, and the TBS, as determined above, shall be delivered to higher layers.
