Captain Cook Cruises is continuing its Crowns of Thorns Removal programme in Fiji. It is working to control the population outbreak of the starfish and keep the coral reefs healthy; maintaining the excellent habitats for the fish and invertebrates in the Fiji waters the company operates its cruises. Captain Cook Cruises owns Tivua Island, which is currently being listed as a marine park, and operates daily cruises from Port Denarau to Tivua and twice weekly cruises to the islands of the Mamanuca and Yasawa. Crown of thorns starfish are a threat to the health of any coral reef as they feed on living coral tissue. In small numbers, they are a part of the coral reef ecosystem. However, in vast numbers they can eat corals faster than corals can reproduce leading to a

We run a similar programme at Sacred Islands in the Mamanuca and at other reefs in the Yasawas that we visit. A lot of adult size crown of thorns starfish, who were in their reproductive stages already were caught, so it is imperative that we continue this programme to maintain the levels to 0.1 to ensure our coral reefs in Fiji remain thriving and healthy. Suva Chamber of Commerce president, Dr Nur Bano Ali said such presentations on insurance were encouraged and important for Fiji. Greg Bullard was admitted as a legal practitioner at the Supreme Court of New South Wales in 1999. In 2006, he held the position as Solicitor at the Law Society of New South Wales. Greg Bullard is an Australian national and comes with vast experience in the legal fraternity.

An executive of the Fiji Car Club has asked the Land Transport Authority (LTA) for some sort of guideline on high performance vehicles so that its members are not hassled unnecessarily. The official, who asked not to be named because of the position he holds, made the comment after nine sports cars were seized and impounded by Police. He said the vehicles were parked along the seawall on Queen Elizabeth Drive while the drivers chatted, when Police officers arrived asking that they take their vehicles to the Totogo Police Station. Apparently, Police had received a report of cars racing in the area, but it was two guys unknown to us, who later left before Police arrived, the official said. We gave their registration numbers to Police, but there has been nothing done about them. The official alleged that their car keys were taken from them at Totogo and the vehicles locked up. They arrived early on Monday only to

be told that LTA officials would check the vehicles. The vehicle owners were later escorted to the LTAs Nasinu office for checks on the cars. At LTA the story changed from street racing to illegal vehicle modifications. We were given a defect order, citing illegal modifications, the official said. We tried to explain to LTA officials that the vehicles were not modified and came from the factory in that condition. LTA spokesperson Alfred Williame said it was initially a Police operation but the LTA staff were asked to check the vehicles for modifications. As far as LTA is concerned we were asked to check on vehicles after they were seized by Police, he said. LTA believes such modifications were made after vehicles passed the fitness test. Police spokesperson Inspector Atunaisa Sokomuri said Police mounted an operation last Sunday after a series of complaints from residents about noisy vehicles.

The President of Kiribati Anote Tong reaffirmed his stand in advocating Fijis return to the Pacific Islands Forum. Mr Tong was the key note speaker during the launch of the Pacific International Relations Forum on Tuesday night, organised by the School of Government Development and International Affairs of the University of the South Pacific. The launch was at the Holiday Inn Suva. Mr Tong said the South Pacific should rally behind Fiji in calling for our return to the Pacific Islands Forum. Fiji was suspended in 2009 following the takeover in 2006. Mr Tong said countries of the region would make a strong voice if they rallied behind Fiji. It is not only the governments; it is the people and their countries. The small island States and other countries should get together and rally for Fijis return, President Tong said. I have been doing this all along and will continue to advocate for Fijis return. If we work together as island States then our voice will make an impact. I want to see Fijis return and even if that means that Fiji be reinstated tomorrow. Mr Tong was part of the Fiji Day celebrations at the invitation of the President, Ratu Epeli Nailatikau. He said climate and environmental change in the Pacific were two areas the region should raise their concern in unison. What happens in other parts of the world affect the lives of our communities. Climate change, world economic crisis, food and fuel prices, conflicts and others are some examples of the interdependent nature of the world we live in today. The Pacific is entering a new phase, a paradigm shift where the Pacific needs to chart its own course and lead global thinking in crucial areas like climate change, ocean governance and sustainable development. For a long time we have been branded as small island developing States. Our mindset and vision of ourselves see a world where developed countries will continue to dominate global politics, whether we have a say in it or not. Govt Officials Celebrate Fiji Day With Students Around The Country
Government officials visited various schools for children with special needs to celebrate Fiji Day. While Fiji Day celebrations in Suva officially started on Wednesday, the Ministry of Information, National Archives and Library Services visited the Gospel School of the Deaf at Samabula to celebrate with students. Ministry permanent secretary Sharon Smith Johns highlighted to the students the importance of the occasion and shared with students the vision that Government has for a united Fiji. Sometimes people do not take Fiji Day seriously and sometimes we forget what it means. Its good to know that all of you know and understand the importance of Fiji Day. Its inspiring to see each of you in your Fiji Day wear and your flags, Ms Smith- Johns said. Independence is a new beginning. When we celebrate Fiji day, we start new chapter. The message from Government is unity; let us unite as one nation to celebrate Fiji day, Ms
Smith Johns said. Sharing similar sentiments, the chairman of the school board Howard Politini encouraged the students to celebrate this momentous occasion. When asked if he had plans on increasing his supply, he said: Not yet. I am still managing the demand of my current clients and this will keep me busy for a while. But Mr Nelesh was not always an exporter. I started off with kava dealing in the Labasa local market. And I realized that there was a potential market for overseas, he said. With a few phone calls and meetings, one of my friends in New Zealand agreed to buy my products. And from there, it has grown. Mr Nelesh operates in Labasa with only three staff to manage his day to day business.

PNG Removes Tariffs From Selected Goods

THE recent removal of duty on selected products, by Papua New Guinea (PNG) will provide jobs in Fiji, as well as benefit Papua New Guineans. This comes after PNG took steps to remove duty on most of the products listed on their negative list, ahead of the scheduled time frame set by the Melanesian Spearhead Group (MSG) in their Trade Agreement. This move by PNG was acknowledged by the Attorney-General and Minister for Industry and Trade Aiyaz SayedKhaiyum "We are pleased that PNG has heeded our call, as this will bring tangible benefits to Fijian exporters and will create jobs in Fiji," Mr Sayed-Khaiyum said. "It will also benefit Papua New Guineans who will be able to enjoy quality Fijian products at competitive prices." The minister said this move by PNG acted as a signal to other countries, enforcing the need to keep to the commitments made regarding regional trade and economic integration. "This has been a positive move by PNG, which shows the true spirit of MSG," he said. The MSG Trade Agreement, which was revised in 2005, removed all existing barriers in trade within the sub-region, "PNG is a lucrative and rapidly growing market in the region, with a total population of more than seven million, and offers many exciting new prospects for Fijian businesses," he said. A statement by the Ministry of Information stated that PNG had removed tariffs on numerous items with a few exceptions "PNG has maintained tariffs only on mackerel, salt and sugar, while the rest of the more than 400 items in their negative list have become duty free with the recent gazettal," it read. Mr Sayed-Khaiyum noted the importance of the relationship between the Ministry of Industry and Trade and Fijian industries in keeping to the targets set in the Trade Agreement "The Ministry of Industry and Trade will work closely with the Fijian industries to enable them to fully understand the rules and requirements of the MSG Trade Agreement," he said. This way, he said, "more trade can take place under the agreement."

There will be now a tsunami warning beforehand for residents living between the Wailekutu and Delainavesi area in Lami. Fiji's Commerce Commission announced an increase in the price of flour, kerosene and diesel. Commission Chairperson, Dr Mahendra Reddy said the reason for the increase in flour prices was due to supply side constraints. The main supply side issue is the prolonged drought in USA and Australia which has restricted production and supply of heat and thus created avenue for increase in price, Dr Reddy said. The prices began rising since June this year and the price changes at wholesale are as follows: The price of Bakers flour has increased by 7%, normal flour has increased by 3%, Sharps have increased by 5% and normal wholemeal flour has also increased by 5%. Kerosene price has increased by 3 cents and diesel has increased by 7cents however premix prices have fallen due to sluggish demand as well as new refinery into the market so the prices have fallen by 4 cents. AUSTRALIA acknowledges that progress has been made in the return of Fiji to democratic elections and a unified agreement to reappoint High Commissioners from Australia and New Zealand to the country was a positive move. This, according to the acting Australian High Commissioner Glenn Miles. Speaking at the University of the South Pacific's Faculty of Business and Economics Fiji Update 2012 in Nadi, Mr Miles said while progress towards democratic elections was lauded, there was room for improvement in some areas. "The visit by the Ministerial Contact Group, of which our Prime Minister is a member, from the Pacific Islands Forum in May this year was an important marker," he said. "The MCG met government officials, civil societies and other groups and identified that progress had been made in the march towards election and Fiji's transition towards democracy and they also acknowledged that further progress was needed. In particular, on freedom of association, freedom of expression and freedom of media.

"At that time, the government provided assurances to the MCG on these issues and Australia looks to the government to continue to meet those assurances," he said. This was highlighted by the 2012 Pacific Regional MDGs Tracking Report launched on Tuesday by the Pacific Islands Forum Secretariat (PIFS). The report provided relevant data that showed Fiji's path to achieving the Millennium Development Goals before 2015. One of the goals is the elimination of extreme poverty and hunger which according to the review, is still a concern in Fiji. The report noted the improvement of Fiji's poverty line by 5 per cent over a period of 10 years between 2000 to 2010, however, it said that the poverty gap ratio and the poorest quintile's share of consumption also fell during the same period. No Two Sets Of Scholarships For Fijians

Making a submission to the Constitution Commission at Khemendra College in Savusavu, a student of Savusavu Secondary said that scholarships should be awarded on merit. Krishal Kumar, a Form 7s student said, There should be a platform for giving scholarships to the qualified students irrespective of their race and ethnic background. He said all people born in Fiji are Fijians so there should not be two sets of scholarships if we all are considered Fijians. Sharing his sentiments of being a Fijian, Kumar said, We should be all called Fijians but it should not just be written down in the Constitution, it should also be practiced in real life. He also stated that there was a different cut off mark for the i-taukei students and a separate one for the others. For example, if there are 700 scholarships then the best 700 should be chosen without considering race or gender, Kumar added. Meanwhile, another student from Savusavu Secondary, Uday Prasad proposed that parents paying school or university fee should be given tax allowance as some people have more than one child attending these institutions. The two students have also proposed for the President of Fiji to be elected through voting by the people of Fiji.

Peoples Party Calls For Equal Status For 3 Languages

THE United Peoples Party has made a submission for the Hindi, Fijian and English languages to have equal status as the languages of the Fiji Islands. It recommended the three main languages be taught in schools and thereby remove the remaining elements of mistrust because of a basic lack of understanding. This was one of the many points made by the UPP in its written submission to the Constitution Commission. In the submission the party also called for any members of the judiciary assisting illegal governments in future to be found guilty of treason. The UPP also called for all funds except salaries and pensions to be frozen in the event of an illegal takeover only to be reinstated once the democratic government is either reinstated or reelected. "All banks holding government funds will be prohibited from dispensing any monies other then salaries and wages so long as the elected members of parliament and government are denied their right to govern," the UPP said. The party also voiced its support for the use of the name 'Fijian' to be reserved for the iTaukei community and while all other citizens of Fiji be known as 'Fiji Islanders'. "We further submit that the issue of a common name is a matter that can only be properly discussed and debated in an all inclusive process to be conducted by our soon to be re-established democratically elected parliament," the UPP said. The party submitted its support for dual citizenship but said there needed to be regulations in place to ensure there was no abuse of the privilege.
18-Year-Old Student Found Dead On Beach

The body of an 18-year-old student was found floating at Taunovo Bay in Pacific Harbour. Fiji Police spokesperson Ana Naisoro said the student was reported missing during a picnic trip at Loloma Beach in Pacific Harbour. The deceased was discovered missing at 2:10pm by a staff member of the school. Naisoro could not reveal other details saying the investigation is still in its initial stages and is still underway.

A 16-year-old female student of Muaniweni College who went missing on October 1 has returned home. Fiji Police spokesperson Atunaisa Sokomuri said that the girl ran away from home because she was not happy. She turned herself in at the Nabua Police Station and her parents were informed, Sokomuri said. Parents are being advised to be more vigilant when supervising their children.

THE Constitution Commission is calling on citizens who are mailing their submissions to get them in by October 15. Constitution commissioner Penelope Moore said though the deadline was set for October 10, they were giving people until the 15th to mail their submissions in. "We are also asking if those who are hand delivering and emailing their submissions to have them in by the end of the week," said Ms Moore. "These dates are the absolute last because we need to digitize them and have a chance to read them before we continue with our work." AROUND $133.6million was paid as interest to members of the Fiji National Provident Fund in 2011 while withdrawals decreased from 2010 to 2011 by $26.89m. These were some of the updates presented by University of the South Pacific's Doctor Sunil Kumar at the recent Fiji Economic Update 2012 in Suva. Highlighting a range of activities, Dr Kumar said the fund had an investment portfolio of $3.15billion which steadily increased over the years to $3.5bn in 2011. The investments included government with $2107.9m in 2010, Housing Authority with $67.2m, and statutory bodies and local governments comprising $507m. Private housings comprised $63.2m while investments towards tourism projects for 2010 reached $439.1m bringing the total value of investments

Fijis National Fire Authority is reiterating the need for members of the public to take extra precautionary measures following the latest house fire at Rara Sub Division in Lajonia, Labasa. Australias development assistance to Fiji is expected to increase, says acting Australian Head of Mission Glenn Miles. Mr Miles made the announcement at the University of the South Pacific's Fiji Update in Nadi. He said Australia's commitment directly benefited the health and education of low income earners and those affected by the two floods earlier this year. "We remain Fiji's largest development partner with a total official development assistance estimated at $100m Fijian dollars in 2012-2013 and that's only going to increase further in 20132014." Mr Miles said. "Our assistance is focused on increased support for the most vulnerable communities in Fiji," he said. On the health front, Mr Miles said Australian aid was focused on ensuring kids had access to vaccines and on natal and non-communicable disease awareness programs. "Our current programs are focused on improving pre and post natal care at 17 sub-divisional health centers and hospitals, supporting diabetes centers at 32 health centers and supporting new vaccination programs targeting children," he said. "We need to ensure Fiji's children are protected from pneumonia, diarrhea, sepsis and cervical cancer. "And the socio-economic benefits are obvious, they free up hospital resources which are constantly under pressure and by improving the quality of life for children and their families, this will contribute to an active and prosperous community," said Mr Miles. On education the senior diplomat said: "We're also improving education by providing grants to school committees and refurbishing 180 primary schools in Fiji's poorest districts."

Fiji's pig farmers association has warned that the local industry is under threat from subsidised imports, with products made from imported pork on sale for at least 10 per cent lower than local producers can supply it. The imported products, which are Australian-branded, are made from pork produced in Europe and Canada's heavily subsidised markets. Chairman of the Pig Farmers Association of Fiji, Simon Cole, told the media that while the fresh pork market will remain, Fiji's processed pork market will be "hammered." "There's going to be a tightening, we're going to lose farmers, we're going to lose production to a subsidised product, and that just doesn't seem to make sense," he said. Fiji's pork industry is worth FJD $16 million, compared with Australia's $3 billion industry. Doreen Singh is charged with one count of money laundering and another count of fraudulent conversion. It is alleged she pocketed the money for personal use. A trial within a trial is being held to ascertain if her statement was given voluntarily to Police. Justice Salesi Temo will rule on the matter after which a proper trial will resume. As the country celebrates its 42nd birthday as an independent nation, Fiji President, Ratu Epeli Nailatikau has urged all citizens to dedicate this special day to reflect on the past, assess the current situation and to fine-tune their path towards the future. "This years Fiji Day theme of Celebrating a United Fiji is a bold call to all Fijians. The theme invites all of us to be united and to remain united and positive as we face the many challenges before us," he said in his national address to the nation "Fiji, since 1970, has experienced many defining moments and life-changing experiences. We have had many good times as we provided and became a home to a wide range of people from within the Pacific and beyond, and from diverse cultural and religious backgrounds which contributed to our rich multi-ethnic, multi-cultural and multi-religious society." "We provided an enabling environment for our entrepreneurs to establish, flourish, create employment and generate revenue, thus helping to drive and sustain the economy." We embraced globalization and were accepted into the United Nations where we have been playing an active supporting role but are now set, to play a lead, role in this august body through our recent nomination to Chair, by 2013, the Group of 77 which comprises the largest inter-governmental organization of developing countries in the United Nations." "Because of the lack of thorough and proper monitoring and evaluation, as well as the checking and balancing, and the close scrutiny of the protective mechanisms, we encountered many instances of poor governance. Corruption set in and became systemic and we began to see the huge disparity between the rich and the less fortunate." "When there is a national crisis, whether it is political or economic, the larger part of the population of Fiji become victims and the effects of this cannot be measured in monetary terms or fully assessed. I humbly advise that we should tread with the uttermost caution on this issue for I am a firm believer in the age-old adage of the separation of the church and the state. The Way the World Should Be "If we were to study the relationship that existed between our people at the community and the village level, we would have found that the majority of our people related very well with one another. We would have found that our people had big hearts and were very caring." "Fiji was not referred to as the Way the World should be for no reason. The world saw an island paradise filled with an interesting combination of people who were very friendly and accommodating. The world saw the good in us." "However, as I mentioned earlier, our political structures of the past only served to divide us, although they were not designed to be divisive. Ingredients: 1 Cauliflower 1/4 cup Flour 3 tsp Cornflour . 3 tsp. Ginger-garlic (finely chopped) 1 bunch Spring Onions 1/4 tsp. Red Chilli Powder 3 tsp. 2 Red Chillies Oil 1 tsp. Milk 1-1/4 cup Water Soy Sauce to taste Salt to taste Method: 1.Clean and break cauliflower into medium sized florettes. Finely chop spring onions. 2.Boil florettes in large quantity of water. Add milk to this water. After 3 minutes, remove florettes from water and dry them. 3. Prepare batter by mixing flour with 2 tsp. of cornflour, red chilli powder, 1/2 tsp. of ginger-garlic mix and salt. 4. Heat oil in a pan. Dip florettes in the batter and carefull fry in oil. Set aside. 5.Crush red chillies. Add remaining ginger-garlic mix and crushed red chillies to the oil. Fry till mixture is light brown. 6. Add spring onions and salt to the mix. Fry for a minute. Add water and bring to boil. 7.Separately dissolve remaining cornflour to a 1/4 cup water. Slowly add this cornflour mix to the gravy. Boil till gravy looks transparent. 8.Add florettes and Soy Sauce to the gravy. Boil for 2 minutes. 9.Serve hot with Rice.
Buffalo Chicken Wings

Ingredients oil for deep frying 1/4 cup butter 1/4 cup hot sauce 1 dash ground black pepper 1 dash garlic powder 1/2 cup all-purpose flour 1/4 teaspoon paprika 1/4 teaspoon cayenne pepper 1/4 teaspoon salt 10 chicken wings Directions Heat oil in a deep fryer to 375 degrees F (190 degrees C). The oil should be just enough to cover wings entirely, an inch or so deep. Combine the butter, hot sauce, pepper and garlic powder in a small saucepan over low heat. Stir together and heat until butter is melted and mixture is well blended. Remove from heat and reserve for serving. In a small bowl mix together the flour, paprika, cayenne pepper and salt. Place chicken wings in a large nonporous glass dish or bowl and sprinkle flour mixture over them until they are evenly coated. Cover dish or bowl and refrigerate for 60 to 90 minutes. Fry coated wings in hot oil for 10 to 15 minutes, or until parts of wings begin to turn brown. Remove from heat, place wings in serving bowl, add hot sauce mixture and stir together. Serve.

Raja Narasimhan, who set up the Spit Free India Campaign, does not have high hopes of a hygiene revolution on spitting, with gutka still found on the black market and its ingredients available separately. "There's no way you can stop it," he said. "Even people driving or riding in a Mercedes roll down the window and spit." Traditional handmade "paan" (areca and flavourings wrapped in betel leaf, sometimes with tobacco) remains a hugely popular palate cleanser. The 200 rupee fine is more than a day's pay for some Mumbai citizens, and in the year to July, roughly 170,000 spitting penalties were collected in the city, according to Seema Redkar at the MCGM's solid waste management department. As well as the nuisance detectors, hundreds of "clean-up marshals" deployed through private agencies were introduced in 2007 to help enforce cleanliness bylaws, but they have been dogged by allegations of misconduct. The public's attitude is partly to blame, said Ms Redkar. "Culturally we're not ready to pay fines". Other novel attempts to halt spitting have struggled. Local activist Vijay Sangole tried sticking up pictures of Hindu gods at popular spitters' spots in a bid to make offenders think twice.

At a bus stop in south Mumbai, a man hawks loudly before expelling a mouthful of brown saliva into the road without a second thought - but unfortunately for him, the spit inspector is watching. Rajeshree Rajaram Kamble, a 53-yearold grandmother dressed in a flowery tunic with matching blue shawl and trousers, strides towards her prey and firmly requests a fine of 200 rupees ($3.78). The man appears surprised by her finger-waggling admonishment, and says he does not have any money on him. "You can wash it away," Ms Kamble retorts, marching him to a nearby sugarcane juice stall to get some water. "If you don't wash it, then you can take off your clothes and clean it." The man is still reluctant and their row gets increasingly heated. Onlookers pause to watch as voices are raised - "Sorry is not enough!" Ms Kamble insists - until the man relents and sheepishly rinses away the evidence. For Ms Kamble, such altercations are just part of the job. "Everyday I fight with people," she said. "Nobody is interested in paying the fine." Working for the Municipal Corporation of Greater Mumbai (MCGM), she is one of 25 "nuisance detectors" taking on grown men and women every day over offences such as public littering, urinating and bathing on the street. In such a dirty and overcrowded city, Ms Kamble faces an uphill battle but refuses to admit defeat against habits such as spitting, which health experts believe may help to spread tuberculosis. "Every time I see someone spitting, something happens inside me. My blood boils and I get very angry," said Ms Kamble, who goes out on patrol armed with just a plastic identity tag and fine receipt book. Spitting in a public place, unless a spittoon is provided, is banned under a 2006 Mumbai bylaw. But across the country, many Indians spit regularly at street corners, out of car windows, onto and even inside buildings: few spaces are spared, especially from those who chew various mixtures of tobacco and areca
"They were not deterred at all," he said. "There's absolutely no civic sense." More concerning are the health risks that spitting poses. While the link between spitting and the spread of TB has not been widely studied, "logically it's very much possible", said Soumya Swaminathan, director of the Chennai-based National Institute for Research in Tuberculosis. She said the bacteria of TB, an airborne disease that kills about 1000 people a day in India, could be spat out into dust particles and then inhaled by others. "It can survive for quite a long time," she said. Since March, health officials in Mumbai have been distributing anti-TB posters and leaflets containing simple pictorial warnings against spitting and openly coughing. But many doubt whether such campaigns can be effective. "Our view is that awareness stickers have really minimal impact. Most people find it hard to make these connections," said Ram Prasad at Final Mile, a behavioral research group in Mumbai. The conventional "do not spit" signs that currently dot Mumbai may even encourage new spitters. "If we keep communicating that a lot of people spit, it kind of becomes a norm and hence acceptable," warned Mr Prasad. Old habits may die hard, but Ms Kamble remains convinced that her mission can make a difference. "I feel proud of raising awareness in society," she said.

Australia's economy has overtaken Spain's to become the 12th-largest in the world, according to the Government's analysis of new International Monetary Fund (IMF) data. Treasurer Wayne Swan has described the result as a "remarkable achievement" given Australia's relative population size. "Since the Government came to office, Australia has moved up three places from 15th-largest economy to now be the 12th-largest economy in the world," Mr Swan said. "Since 2007, Australia's economy has surpassed the economies of South Korea, Mexico and now Spain. "These are three very different economies from three very different parts of the world, further highlighting the exceptional performance of our economy." The comparisons are based on a country's gross domestic product expressed in the current exchange rate for the US dollar. But it comes as the IMF cuts the growth outlook for the global economy and warns that while the recovery is continuing, it has weakened. It says the debt crisis in the eurozone remains the most obvious threat to the global outlook and unemployment is likely to remain "elevated" in many parts of the world. Despite the gloomy predictions, Mr Swan says the Government remains on track to deliver a surplus this financial year. "The Australian economy remains the standout performer of the developed world, with solid growth, low unemployment, contained inflation, strong public finances and an enormous pipeline of investment in resources which is boosting our economic capacity and export volumes," Mr Swan said in a statement. The Treasurer is due to deliver a budget update before the end of the year, which is expected to include significant spending cuts given the continuing decline in company tax receipts.
Moamar Gaddafi's son Seif al-Islam without a doubt would get a death sentence if tried in Libya, his Australian lawyer has told International Criminal Court (ICC) in The Hague. While the ICC wants Seif, the only son of the slain Libyan leader in custody, to be tried in The Hague, Libya's postrevolutionary authorities insist he should stand trial in his home country. Libya's lawyers told a three-judge bench the country had enough evidence to charge Seif with crimes against humanity, committed when Gaddafi and his loyalists tried to put down Libya's bloody revolution last year. But the lawyers admitted that although Tripoli was committed to a fair trial for Gaddafi, it was a "complicated process and that Libya needed more time". Australian lawyer Melinda Taylor, a member of the ICC's defence office, said Gaddafi's right to a fair trial was being violated while he is held in isolation in the north-western Libyan hill town of Zintan, where he has been in custody since his arrest on November 19. Ms Taylor and three of her ICC colleagues were arrested on spying allegations earlier this year before an apology from the ICC saw her released. "Although the Libyan government has danced around the issue, let's be very clear; if convicted (in Libya) Mr Gaddafi will be hanged," Ms Taylor told judges. The ICC issued arrest warrants for Gaddafi, 40, and the late Libyan
leader's former spymaster Abdullah Senussi, 63, in June 2011 on two counts of crimes against humanity committed while trying to crush the uprising that ended over four decades of Gaddafi's iron-fisted rule. But the ICC's jurisdiction is complementary to that of national courts, and it can only act when a member state is unwilling or unable to do so. Ms Taylor cited a law passed by Libya's post-revolutionary National Transitional Council (NTC) which said no child of Gaddafi will ever benefit from leniency. Putting Gaddafi on trial will "not be motivated by a desire for justice but a desire for revenge," Ms Taylor said. "Mr Gaddafi is not a guinea pig (for Libyan justice). He is a person with rights. "He should not be languishing in prison while Libya tries to build a judicial system." Libyan officials had asked in May for the court to quash a surrender request and throw out the case. The court's judges are to make a ruling at an unspecified later date. Asked to clarify dates for Seif and Senussi's possible trials, Philippe Sands who represents Tripoli in the case said "the best estimate for a start date is February 2013". The UN estimates that up to 15,000 people were killed in the conflict, but Libya's NTC put the figure as high as 30,000.

A South Auckland teenager has become a millionaire from an investment belonging to his parents because they didn't get around to transferring it into their names. The 19-year-old from Papatoetoe, who wanted to remain anonymous, said he was in shock when he was told he had won the top prize of $1 million in the Bonus Bonds monthly draw. He hung up twice on the ANZ representative who rang him because he thought it was a practical joke. "It wasn't until she rang a third time that I suspected she might be telling the truth. I was just basically in shock," he said. His parents bought the $1500 in bonds from their son to help him buy his first car four years ago. But they never got around to transferring the bonds into their names. "It was up to them but they never ended up doing it. I was a bit young to know about that sort of stuff." He said there were no hard feelings. He had paid off their mortgage of almost $300,000. He has also bought a $19,000 car and a laptop, and a boat for his brother. The family was also looking at buying a new house. "It would have been spent in exactly the same way anyway. They are happy as, to be honest. And I know that what's theirs is also mine, so I don't mind," the teenager said. "We never ever in our wildest dream thought this would happen. At the time we thought about going in and changing [the names] over," his mother said. But it was likely she would have simply withdrawn the amount in cash. The parents had been buying Bonus Bonds for their two sons since they were 3 years old.

A STRONG earthquake shook parts of eastern Indonesia, sending residents and hotel guests running out of their rooms, but there were no immediate reports of damage or injuries. Indonesia's meteorology and geophysics agency said there was no danger of a tsunami after the quake, which struck at 6.43pm local time (10.43pm AEDT). The US Geological Survey said the quake measured magnitude 6.3 and was centered 139 kilometers southeast of Ambon, the provincial capital of Maluku, at a depth of 34 kilometers. Edi Hatu, a hotel employee in Ambon, said panicked guests ran out of their rooms, but there was no damage. Indonesia, the world's largest archipelago nation, is prone to seismic upheaval due to its location on the Pacific "Ring of Fire," an arc of volcanoes and fault lines in the Pacific Basin.

Teen Has Stomach Removed After Drinking Liquid Nitrogen Cocktail

A TEENAGER nearly died and had her stomach removed in hospital after drinking a cocktail containing liquid nitrogen.
Indian National Lok Dal (INLD) leader and former Haryana chief minister Om Prakash Chautala on Wednesday backed the view that the marriageable age for girl be lowered to prevent the rising number of rapes in the state. "I am with the khaps on this issue. This will protect women," Chautala told journalists as he came out of the Haryana Raj Bhavan after submitting a memorandum to Governor Jagannath Pahadia against the increasing instances of rapes in the state. In the memorandum, Chautala urged the governor to call a special session of the Haryana assembly to discuss the rising crime in the state against women. Khap panchayat (community council) leader Sube Singh this week said that the lowering of marriageable age, which is 18 years for girls at present as per law, would help prevent rapes.

To assuage resentment among people, Congress president Sonia Gandhi flew to Sachhakhera village near Narwana town in Jind district of Haryana on Tuesday to meet the family of a minor, Dalit girl who was gang-raped last Saturday. The victim later set herself on fire and died. Reacting to the khap leaders' demand to lower marriageable age for girls, Gandhi said the judiciary will decide on law and no one else. Just a day after Gandhi's visit, another gang-rape was reported on Wednesday in Kalayat area of Kaithal district.
Gaby Scanlan, from Heysham in the UK, drank the cocktail during a night out celebrating her 18th birthday in Lancaster last Thursday. She first felt breathless, then developed severe stomach pain and was taken to Lancaster Royal Infirmary, where doctors diagnosed a perforated stomach. Ms Scanlan was rushed to surgery where her stomach was removed in order to save her life. On Monday she was reported to be in a serious but stable condition. A Lancashire police spokesman told the reporter their investigation was still in its early stages and they were interviewing witnesses. "The premises involved have fully cooperated with all agencies and have suspended drinks involving liquid nitrogen," they said. The media reported that the venue, Oscar's wine bar, sent their "heartfelt best wishes" to Ms Scanlon and her family "at this distressing time". The Oscar's had recently promoted a cocktail called the "Pornstar Martini", containing liquid nitrogen and champagne, for nine pounds ($14). Ms Scanlan's stepfather, Ian Henshall, said the family was hoping for a quick recovery. "We are just concentrating on her getting better," he said. Ms Scanlan was apparently well enough to post on Twitter on Sunday, complaining that people were joking about her nearly dying, incident. A local councilor, Paul Aitchison, said he had also tried a liquid nitrogen drink
at the bar called a "Nitro Jagermeister" - but without any ill effects. Local director of public health Dr John Aston said Ms Scanlan was the victim of an "irresponsible alcohol industry that's now competing on gimmicks." "(Bartenders) should not be playing chemistry," he said, calling for closer regulation of the drinks industry. Several trendy bars in Australia have recently jumped on the liquid nitrogen cocktail trend, including The Roosevelt and The Zeta Bar in Sydney. The latter's website boasts that "guests can expect the unexpected with deconstructed vintage classics and drinks with edible components and liquid nitrogen infusions." Nitrogen takes liquid form at 196 degrees below zero Centigrade. Thanks to the 'Liedenfrost Effect', people will survive brief contact with liquid nitrogen unscathed. But longer exposures will cause 'cryogenic burns' and kill unprotected flesh in the same way as frostbite. Drinking liquid nitrogen is a party trick with occasionally devastating consequences, as the gas rapidly warms and expands in the stomach, causing it to burst. Drops of liquid nitrogen can also burn away the lining of the stomach. People who have had their stomach removed can continue to live a normal life and eat and drink regular food, but they can only eat smaller portions and need to take vitamin supplements for nourishment.
Indian Court Puts Deadline On Toilets In Schools

India's Supreme Court has ordered that schools nationwide must be provided with toilets and drinking water within six months. Research in India shows that wherever toilet facilities are inadequate, parents are reluctant to send their children to school - especially if they are girls. The activist group, Right to Education Forum, says 40 per cent of schools in India do not have toilets. The Supreme Court says having the basic facilities are part of a child's right to an education. The judgement says a lack of toilets and drinking water "clearly violates the right to free and compulsory education of children". The top court was acting on a petition filed in 2004 by a charity organization, but that had still not been implemented despite several rulings. State and privately run schools in the country now have six months to ensure students have access to toilets and drinking water.
High Court Welcomes New Justice

The High Court of Australia in Canberra has sworn its 49th Justice, with Stephen Gageler taking his place on the bench. Justice Gageler was sworn in during a ceremony witnessed by his colleagues, three former High Court Chief Justices, family and even a few of his old high school teachers. The High Court is familiar territory for Justice Gageler who told the court he has taken part in about 100 cases there, since his time as an associate to former Chief Justice Sir Anthony Mason. Attorney-General Nicola Roxon who chose Mr Gageler, noted the irony that there are not many professions where ending up where you began is a career progression. Other speakers paid tribute to Justice Gageler's command of the law, noting the breadth of his experience from a case where he represented Avon cosmetics, to his recent win in the plain packaging case against the big tobacco companies. It has been a long journey for the sawmiller's son from the Hunter Valley region in New South Wales, who attended public schools, before going on to excel in the law and Tae Kwon Do, in which he has a black belt. Justice Gageler has swapped camps from Commonwealth Solicitor General and key legal adviser to the Federal Government. He has promised to bring to the court no ambition or agenda. He has replaced former Justice William Gummow, who retired last week.

Strippers Pole-Dance To Appease The Dead

DRESSED in miniskirts barely covering their hips, the two girls took to the neon-lit stage and moved vigorously to the loud pumping pop music. Their job: to appease the wandering spirits.
"I've watched this since I was little so it's nothing peculiar for me. Performing for the dead is just like performing for the living people," she said. "They liked to sing when they were alive and their relatives thought they would have liked to have somebody sing for them in the end. For me, I get good tips and I hope I am accumulating good karma too." Other performers, however, make much less money and tend to be more discreet about their job, especially those who still do striptease despite risking arrest. Stripping nude is rarely seen in public now because it is a criminal offence, but partial stripping is still performed at festivals, private parties and funerals, people in the business say. "Some people like going to hostess clubs, so when they pass away their relatives arrange striptease to reflect their interests while they were alive," said Chiang Wan-yuan, Pei-ying's father and a 30-year veteran in the business. It is difficult to imagine a similar show going on outside a European village church, and some local critics have dismissed the practice, which emerged in the 1970s, as shocking and vulgar. Others, however, see it as a natural extension of a traditional folk culture lacking in the sharp separation of sex and religion often seen in other parts of the world. Marc Moskowitz, an anthropologist at the University of South Carolina, said the practice evolved out of the special Chinese concept of "hot and noisy", which brims with positive connotations. "In traditional Chinese and contemporary Taiwanese culture this signifies that for an event to be fun or noteworthy it must be full of noise and crowds," said Mr Moskowitz, who shot a documentary "Dancing for the Dead" in 2011. He added most people who watched his work appeared to enjoy it and recognise this practice as an "interesting and unique cultural phenomenon," which to his knowledge is only found in Taiwan. "As I watched these performances I came to appreciate the idea of celebrating someone's life to help assuage the feelings of grief," he said.

"This is hard work but I need to make a living," said 18 year-old En En, out of breath after stripping for the crowd during the recent religious festival. En En had just earned Tw$3000 ($100) for her act, which began on stage, but ended as she mingled with the audience, letting men touch her for tips. Folk religion in Taiwan is a unique mixture of the spiritual and the earthly, and one of its most remarkable manifestations is the practice of hiring showgirls to perform at festivals, weddings, and even funerals. "They have become part of our religion and folk culture." At 26, Chiang Pei-ying is already a veteran performer with nearly 20 years of experience, travelling across Taiwan with her father and two sisters for their family business to entertain audiences - both alive and dead. Ms Chiang made her debut when she was in kindergarten because she liked singing and dancing on stage and has become a celebrity performer with her sisters, charging up to Tw$80,000 for a 20-minute show. She said she enjoys her line of work, even if she has to deal with some odd requests from customers such as walking around coffins and singing for the deceased at funerals.
'Bulletproof Vest' Man Arrested At Los Angeles Airport

A man has been arrested at Los Angeles International Airport who, officials say, was carrying weapons in his luggage and wearing a bulletproof vest. Yongda Huang Harris, a US citizen, had arrived from Japan and was due to board a flight to Boston when he was stopped. Border officials said a number of items were found including knives, handcuffs, body bags and a smoke bomb. He was charged with transporting hazardous items - an allegation relating to the smoke bomb. "He was detained by customs border protection because he was wearing a full ballistic vest with a trauma plate and knee pads and to them that was unusual," Commander Blake Chow of the Los Angeles police department said. "He had a myriad of items in his checked-in luggage and it raised a lot of suspicion." Mr Harris, a 28-year-old man from Boston, was also said to be wearing flame-resistant trousers. Other items found included a hatchet, a collapsible baton, a bio-hazard suit, a gas mask, leg irons and lead-filled truncheons. Officials said he had recently been living and working in Japan but was not co-operating with investigators attempting to question him. They also gave no explanation of how he was able to board his flight in Japan without raising suspicions.
The American agency that screens airline passengers says it followed proper procedure when it patted down a dying woman in what she described as an embarrassing and very public security check. Michelle Dunaj, 34, has terminal leukemia. She is hooked up to feeding tubes because of organ failure and carries saline bags with her. The Michigan woman was waiting in the security line at Seattle-Tacoma International Airport on Oct. 2, en route home from Hawaii from what she believed would be her final trip ever.

They also opened one of her medical bags, contaminating the saline fluid inside. But the security agency denied Dunaj's claims. In a statement issued Tuesday, the TSA said it has reviewed the surveillance video of the security check and has determined screening procedures were followed.

Suspect In Deadly Quebec House Fire To Appear In U.S. Court
Justin Bresaw, the man wanted in connection with a house fire and the deaths of three people in Amos, Que., was arrested in Florida He is set to appear in court to answer to a slew of charges stemming from his arrest in the U.S. Bresaw will face charges including burglary, battery of a law-enforcement officer and charges of resisting arrest in Florida, along with three counts of first-degree murder in Canada. It is unclear when he will be extradited back to Canada. Christine Coulombe, a spokeswoman for Quebec provincial police, said Sunday the extradition process is underway to bring him back to Canada. That process could be held up by the charges Bresaw now faces in Florida. "We don't know how long it will take," Coulombe said. Bresaw was on the run since September 17, when three bodies were found in a burned out house where he used to rent a room in the town of Amos in Quebec's Abitibi region, about 500 kilometres north of Montreal. Officer Dave Northway of the Tallahassee Police Department said Bresaw was arrested at 4:30 a.m. after an altercation with a police officer. Sergeant Sam Gereg found the suspect using a laptop computer behind a small church at around 1:30 a.m. The suspect told Sgt. Gereg he was called "John Colman," but the officer thought the spelling was off and decided to run an identity check. Bresaw then tried to run away from the officer but was held back. "The man started to try to get away," Northway said. "He took a step or two. Sergeant Gereg got a hold of mister

Bresaw was taken into custody after suffering a bite from a police dog, Northway said. After his arrest, police determined that Bresaw was wanted by Quebec authorities and by Interpol. Bresaw is being held at the Leon County Sheriff's Office, where he is facing charges of resisting an officer with violence, resisting an officer without violence and being a fugitive. Bresaw is suspected of having killed Ren Deschtelets, Diane Duhaime and Jean-Guy Labelle before setting fire to the house they were in. He may face charges of first degree murder, along with arson, once he is extradited. A lawyer who successfully challenged the B.C. government on spiritual access for an inmate is hammering the Harper government's decision to nix nonChristian chaplains in federal prisons. An opposition MP is outraged after the federal government awarded a contract to produce Canadian passport covers to an Ottawa-based company - which then sub-contracted the work to the Netherlands. Passport Canada awarded the contract to produce the new ePassport covers to Canadian Bank Note after a competitive bidding process last year. Canadian Bank Note is headquartered in Ottawa and has plants and offices in nine other locations around the globe. When the company sub-contracted the work to a firm in the Netherlands, NDP MP Linda Duncan criticized the decision, accusing the Conservatives of using Canadian symbols for political gain. "They're waving the flag, but in the meantime they're undercutting Canada by outsourcing the manufacturing of our most important icon," she said. Previously to Canadian Bank Note, Columbia Finishing Mills had produced the plastic covers for about 30 years. The firm, located in Cornwall, Ont., will stop making the covers this spring. Company president Brian Lynch said the lost contract would cut about $1 million from the company's bottom line. Columbia Finishing Mills sales manager Dan Ploure told the media the company was surprised to hear that being Canadian would have no bearing on the bidding process. "We were told from the beginning when tender came out that Canadian content had no bearing," he said. "I was very, very shocked about that." The company says it will have to lay off staff as a result of the lost business. The decision has infuriated Cornwall and Area Chamber of Commerce President Rick Shaver, who believes all parts of the passport, should be Canadian-made.

A new case of E.coli in British Columbia has been linked to the XL Foods beef recall as the Canadian Food Inspection Agency prepares to evaluate the Alberta meat processing plant at the centre of the tainted meat scare. Meanwhile, meat products originating from the XL Foods plant have been recalled in Hong Kong, the latest country to be affected by the largest beef recall in Canadian history. Stores throughout Canada have been identified by the CFIA as sellers of the recalled products, including major grocers such as Superstore, Sobeys, No Frills, Quality Foods, Metro and Walmart. However, the CFIA warned that the recall also includes unlabelled and unbranded beef products that are not identified on the agency's website. The RCMP say Zhongming "James" Mou admitted to second-degree murder in the death of 27-year-old Yating "Lancy" Hu in B.C. Supreme Court in New Westminster Tuesday. Mou was initially charged with firstdegree murder. Hu's body was found in the Fraser River off Richmond in August of 2011. She vanished a month earlier and Mou gave police conflicting stories about her disappearance. The couple had two young children, who are now in the care of their grandparents.

Botox Offers Effective Treatment For Urinary Urgency Incontinence A new study has found that botox urinary urgency incontinence. One
(onabotulinum toxin-A) injections to the bladder are as effective as medication for treating urinary urgency incontinence in women, but the injection is twice as likely to completely resolve symptoms. These findings were reported by a National Institutes of Health clinical trials network including Loyola University Chicago Stritch School of Medicine (SSOM). Urgency incontinence is urinary incontinence with a strong or sudden need to urinate. Traditionally, this condition has been treated with drugs known as anticholinergics, which reduce bladder contractions by targeting the bladder muscle through the nervous system. However, many women who take anticholinergic medications experience side effects, including constipation, dry mouth and dry eyes. Prior to this study, we reserved onabotulinum toxin-A for women who did not respond to traditional oral medication. However, this research supports the use of either of these approaches as appropriate first-line treatment in women, said Linda Brubaker, MD, MS, co-author and dean, SSOM. Women are twice as likely to experience urinary incontinence as men. This study evaluated 241 women with

More participants in the anticholinergic group reported dry mouth (46 percent versus 31 percent) while the onabotulinum toxin-A group had more urinary tract infections (28 percent versus 15 percent) and more incomplete bladder emptying, requiring temporary bladder catheterization (5 percent versus 0 percent). These results will help doctors weigh treatment options for women and make recommendations based on individual patient needs, said Dr. Brubaker, who is in the Division of Female Pelvic and Reconstructive Surgery, Loyola University Health System.

Tomatoes Are 'Stroke Preventers'
A diet rich in tomatoes may reduce the risk of having a stroke, according to researchers in Finland. They were investigating the impact of lycopene - a bright red chemical found in tomatoes, peppers and water-melons. A study of 1,031 men, published in the journal Neurology, showed those with the most lycopene in their bloodstream were the least likely to have a stroke. The Stroke Association called for more research into why lycopene seemed to have this effect. The levels of lycopene in the blood were assessed at the beginning of the study, which then followed the men for the next 12 years. They were split into four groups based on the amount of lycopene in their blood. There were 25 strokes in the 258 men in the low lycopene group and 11 strokes out of the 259 men in the high lycopene group. The study said the risk of stroke was cut by 55% by having a diet rich in lycopene. 'Major reduction' Dr Jouni Karppi, from the University of Eastern Finland in Kuopio, said:
"This study adds to the evidence that a diet high in fruits and vegetables is associated with a lower risk of stroke. "The results support the recommendation that people get more than five servings of fruits and vegetables a day, which would likely lead to a major reduction in the number of strokes worldwide, according to previous research." He said lycopene acted as an antioxidant, reduced inflammation and prevented blood clotting. Dr Clare Walton, from the Stroke Association, said: "This study suggests that an antioxidant which is found in foods such as tomatoes, red peppers and water-melons could help to lower our stroke risk. "However, this research should not deter people from eating other types of fruit and vegetables as they all have health benefits and remain an important part of a staple diet. "More research is needed to help us understand why the particular antioxidant found in vegetables such as tomatoes could help keep our stroke risk down."
Heavy caffeinated coffee drinkers are at increased risk of developing exfoliation glaucoma, the leading cause of secondary glaucoma worldwide, according to a new study. The study is the first to examine the link between caffeinated coffee and exfoliation glaucoma in a U.S. based population. Scandinavian populations have the highest frequencies of exfoliation syndrome and glaucoma, said author, Jae Hee Kang, ScD, of Channing Division of Network Medicine at Brigham and Women``s Hospital in Boston, Mass. Because Scandinavian populations also have the highest consumption of caffeinated coffee in the world, and our research group has previously found that greater caffeinated coffee intake was associated with increased risk of primary open-angle glaucoma, we conducted this study to evaluate whether the risk of exfoliation glaucoma or glaucoma suspect may be different by coffee consumption, he stated. The study was composed of two cohorts: 78,977 women from the Nurses Health Study (NHS) and 41,202 men from the Health Professionals Follow-up Study (HPFS) who were at least 40 years of age, did not have glaucoma and reported undergoing eye examinations from 1980 (for NHS participants) and 1986 (for HPFS participants) to 2008. History Almost all parliamentary general elections between 1853 and 1996 were held under the first past the post voting system. The elections since 1930 have been dominated by two political parties, National and Labour. Since 1996, a form of proportional representation called Mixed Member Proportional (MMP) has been used. Under the MMP system each person has two votes; one is for the seventy electoral seats (including seven reserved for Mori), and the other is for a party. The remaining fifty seats are assigned so that representation in parliament reflects the party vote, although a party has to win one electoral seat or 5 percent of the total party vote before it is eligible for these seats. Between March 2005 and August 2006 New Zealand became the only country in the world in which all the highest offices in the land (Head of State, GovernorGeneral, Prime Minister, Speaker and Chief Justice) were occupied simultaneously by women. New Zealand is identified as one of the world's most stable and wellgoverned nations. As of 2011, the country was ranked 5th in the strength of its democratic institutions and 1st in government transparency and lack of corruption. New Zealand has a high level of civic participation, with 79% voter turnout during the most recent elections, compared to an OECD average of 72%. Furthermore, 67% of New Zealanders say they trust their political institutions, far higher than the OECD average of 56%. Foreign relations and the military Early colonial New Zealand allowed the British Government to determine external trade and be responsible for foreign policy. The 1923 and 1926 Imperial Conferences decided that New Zealand should be allowed to negotiate their own political treaties, with the first successful commercial treaty being with Japan in 1928. Despite this independence New Zealand readily followed Britain in declaring war on Germany on September 3, 1939 with then Prime Minister Michael Savage proclaiming, "Where she goes, we go; where she stands, we stand." In 1951 the United Kingdom became increasingly focused on its European interests while New Zealand joined Australia and the United States in the ANZUS security treaty. The influence of the United States on New Zealand weakened following protests over the Vietnam War, the refusal of the United States to admonish France after
the sinking of the Rainbow Warrior, disagreements over environmental and agricultural trade issues and New Zealand's nuclear-free policy. Despite the USA's suspension of ANZUS obligations the treaty remained in effect between New Zealand and Australia, whose foreign policy has followed a similar historical trend. Close political contact is maintained between the two countries, with free trade agreements and travel arrangements that allow citizens to visit, live and work in both countries without restrictions. Currently over 500,000 New Zealanders live in Australia and 65,000 Australians live in New Zealand. New Zealand has a strong presence among the Pacific Island countries. A large proportion of New Zealand's aid goes to these countries and many Pacific people migrate to New Zealand for employment. Permanent migration is regulated under the 1970 Samoan Quota Scheme and the 2002 Pacific Access Category, which allow up to 1,100 Samoan nationals and up to 750 other Pacific Islanders respectively to become permanent New Zealand residents each year. A seasonal workers scheme for temporary migration was introduced in 2007 and in 2009 about 8,000 Pacific Islanders were employed under it. New Zealand is involved in the Pacific Islands Forum, AsiaPacific Economic Cooperation and the Association of Southeast Asian Nations Regional Forum (including the East Asia Summit). New Zealand is also a member of the United Nations, the Commonwealth of Nations, and the Five Powers Defence Arrangements The New Zealand Defence Force has three branches: the Royal New Zealand Navy, the New Zealand Army and the Royal New Zealand Air Force. New Zealand's national defence needs are modest because of the unlikelihood of direct attack, although it does have a global presence. The country fought in both world wars, with notable campaigns in Gallipoli, Crete, and Cassino. The Gallipoli campaign played an important part in fostering New Zealand's and strengthened the ANZAC tradition it shares with Australia. According to Mary Edmond-Paul, "World War I had left scars on New Zealand society, with nearly 18,500 in total dying as a result of the war, more than 41,000 wounded, and others affected emotionally, out of an overseas fighting force of about 103,000 and a population of just over a million." New Zealand also played key parts in the naval and the Battle
of Britain air campaign. During World War II, the United States had more than 400,000 American military personnel stationed in New Zealand. In addition to Vietnam and the two world wars, New Zealand fought in the Korean War, the Second Boer War, the Malayan Emergency, the Gulf War and the Afghanistan War. It has contributed forces to several regional and global peacekeeping missions, such as those in Cyprus, Somalia, Bosnia and Herzegovina, the Sinai, Angola, Cambodia, the IranIraq border, Bougainville, East Timor, and the Solomon Islands. New Zealand also sent a unit of army engineers to help rebuild Iraqi infrastructure for one year during the Iraq War. New Zealand ranks 8th in the Center for Global Development's 2011 Commitment to Development Index, which ranks the world's most developed countries on their dedication to policies that benefit poorer nations. New Zealand is considered the second most peaceful country in the world according to the 2012 Global Peace Index. Local government and external territories The early European settlers divided New Zealand into provinces, which had a degree of autonomy. Because of financial pressures and the desire to consolidate railways, education, land sales and other policies, government was centralised and the provinces were abolished in 1876. As a result, New Zealand now has no separately represented subnational entities. The provinces are remembered in and sporting rivalries. Since 1876, various councils have administered local areas under legislation determined by the central government. In 1989, the government reorganised local government into the current two-tier structure of regional councils and territorial authorities. That existed in 1975; have now been consolidated into 67 territorial authorities and 11 regional councils. the regional councils' role is to regulate "the natural environment with particular emphasis on resource management", while territorial authorities are responsible for sewage, water, local roads, building consents and other local matters. Five of the territorial
councils are unitary authorities and also act as regional councils. The territorial authorities consist of 13 city councils, 53 district councils, and the Chatham Islands Council. While officially the Chatham Islands Council is not a unitary authority, it undertakes many functions of a regional council. Geography New Zealand is made up of two main islands and a number of smaller islands, located near the centre of the water hemisphere. The main North and South Islands are separated by the Cook Strait, 22 kilometres (14 mi) wide at its narrowest point. Besides the North and South Islands, the five largest inhabited islands are Stewart Island, the Chatham Islands, Great Barrier Island (in the Hauraki Gulf), d'Urville Island (in the Marlborough Sounds) and Waiheke Island (about 22 km (14 mi) from central Auckland). The country's islands lie between latitudes 29 and 53S, and longitudes 165 and 176E. Fiordland's steep mountains and deep fiords record the extensive ice age glaciation of this south-western corner of the South Island. The North Island is less mountainous but is marked by volcanism. The highly active Taupo volcanic zone has formed a large volcanic plateau, punctuated by the North Island's highest mountain, Mount Ruapehu (2,797 metres (9,177 ft)). The plateau also hosts the country's largest lake, Lake Taupo, nestled in the caldera of one of the world's most active super volcanoes.

What is cancer?
Cancer is a disease that starts in our cells. Our bodies are made up of millions of cells, grouped together to form tissues and organs such as muscles and bones, the lungs and the liver. Genes inside each cell order it to grow, work, reproduce and die. Normally, our cells obey these orders and we remain healthy. But sometimes the instructions get mixed up, causing the cells to form lumps or tumors, or spread through the bloodstream and lymphatic system to other parts of the body. Tumors can be either benign (noncancerous) or malignant (cancerous). Benign tumor cells stay in one place in the body and are not usually lifethreatening. Malignant tumor cells are able to invade nearby tissues and spread to other parts of the body. Cancer cells that spread to other parts of the body are called metastases. The first sign that a malignant tumor has spread (metastasized) is often swelling of nearby lymph nodes, but cancer can metastasize to almost any part of the body. It is important to find malignant tumors as early as possible. Cancers are named after the part of the body where they start. For example, cancer that starts in the bladder but spreads to the lung is called bladder cancer with lung metastases. carcinoma is the most common type of breast cancer.

What is breast cancer?
Breast cancer starts in the cells of the breast. The breast tissue covers an area larger than just the breast. It extends up to the collarbone and from the armpit across to the breastbone in the centre of the chest. The breasts sit on the chest muscles that cover the ribs. Each breast is made of glands, ducts (thin tubes) and fatty tissue. Lobules are groups of glands that can produce milk. Milk flows from the lobules through a network of ducts to the nipple. The nipple is in the centre of a darker area of skin called the areola. Fatty tissue fills the spaces between the lobules and ducts and protects them. A womans breasts may feel different at different times of her menstrual cycle, sometimes becoming lumpy just before her period. Breast tissue also changes with age. Breast tissue in younger women is mostly made of glands and milk ducts, but older womens breasts are made up mostly of fatty tissue. The breasts also contain lymph vessels and lymph nodes, which are part of the lymphatic system. The lymphatic system helps fight infections. Lymph vessels move lymph fluid to the lymph nodes. Lymph nodes trap bacteria, cancer cells and other harmful substances. There are groups of lymph nodes near the breast under the arm, near the collarbone and in the chest behind the breastbone. Cancer cells may start within the ducts (this is called ductal carcinoma) or in the lobules (lobular carcinoma). Ductal

NHL Lockout: Get Ready For Hockey Rerun Night In Canada

the famous Boston vs. Montreal, toomany-men-on-the-ice playoff game, which is my bet for this weeks winner, and featured Don Cherry behind the bench. Hes still going to be there this week, as Stewart says Cherry wont be involved in the first two weeks of broadcasts, but Ron MacLean will be hosting, and she hints there will be some fun during the in-between period segments. Were going to do some interesting things. The benefit of doing historic and retro games is that we can have some funny elements around it, she says. There may be some interesting outfits and some people might be breaking out the handlebar moustaches. Stewart also responded to a Friends of Canadian Broadcasting release sent out on Tuesday, titled NHL Lockout just the tip of the iceberg for CBC, which estimated the CBC will lose $200 million if it loses HNIC in 2014, and this lockout could serve as a precursor. They have no access to our financials so I have no idea where they get there numbers from, was her response, reminding that it is still two years until the HNIC deal is up. The CBC arent the only people getting in the hockey rerun business. TSN is filling Wednesday nights with the best of Team Canada, with 2009s World Juniors featuring Jordan Eberles magic on tap this week, and Sidney Crosby and Team Canada 2010 up next. TSN will also add more coverage of other sports, including baseball, NBA and NCAA, but Tuesday nights will be sports-themed movies. Another interesting decision, and clearly a growth area for all sports is

documentaries. TSN has Canadian rights to ESPNs 30 for 30 series, which just started up again in the U.S. with the much lauded Broke, a doc on how many athletes lose their massive fortunes. TSN plans to fill holes with the series starting Thursday by jumping ahead and showing 9.79*, which looks at Ben Johnson and the mens 100-metre final at the 1988 Seoul Olympics. It will be followed by a discussion with Brian Williams and Gino Reda who covered it at the time. Over at Sportsnet, the MLB playoffs will carry the day, but the network is also going the minor league route, moving up its CHL coverage by a month, airing games on Friday nights, and as long as the lockout is on, American Hockey League games on Saturday nights. All the broadcasters say that they hope a deal is forthcoming, and that this scrambling doesnt last too long it does helps that now is a busy time with other sports but come January, things will get more desperate with no NHL hockey. NHL Players Association executive director Donald Fehr spoke to the Toronto Stars editorial board on Tuesday, and he offered a novel solution that could solve the networks and potentially all of our lockout problems. Look if the law would permit it, and the other side would be interested in doing it, I would do the bargaining on television so everybody could see, he said. It will never happen, but that sounds like the best idea for alternative NHL programming weve heard so far.
Kirstine Stewart, head of CBC English-language services, says the network is trying to make "lemonade out of lemons" with Hockey Night in Canada: Your Pick, which asks viewers to help select a classic NHL game to rerun each Saturday night during the lockout.

The broadcaster put five classic games on its website and asked fans and viewers to vote on what they would like to watch on Saturday night. The first weeks voting is closed, with now the only suspense being the winner, and week twos games are now up for your choosing. Over 80,000 people

You can throw up classic hockey games without giving people the opportunity to choose, but I think what makes this special is allowing people through social media to make their choices known.
