Rationale: The Prime Movers Society or otherwise referred as PMS is the Representative Student Organization of the Department of Social Work wherein Social Work Students as regular members and other bona fide Louisians as affiliates to organize themselves to represent the academe sector of the Social Work Profession in Saint Louis University thus it is an avenue of orientation and training as well as for camaraderie, friendship, and rapport to the aforementioned students to further develop and enhance their knowledge, skills, attitudes, and values for future deployment in various communities in order to advance and expedite social transformation and development that leads to the attainment of the globally accepted fundamentals of the Social Work Profession which are Social Justice and Human Rights. Saint Louis University has a community of students which is called as the Louisian Studentry, it is composed and subdivided by various professional fields and expertise that are interrelated and interdependent as an integrated whole within an Institution which serves as an avenue of education and training for future professionals in the society. The subdivisions of the Louisian Studentry is either discipline-based such as the Prime Movers Society of the Department of Social Work, sector-based such as a debaters club (Debate Society), or cause-based such as an Ecology-oriented Group (Ecolodians) and the student government which is the Supreme Student Council or otherwise referred as SSC, these subdivisions are the main centers of influence and power that affects the dynamic and collective movements of students and produces the vast emerging trends of the studentry within the Louisian Community. However, the stated subdivisions of the Louisian Studentry are disintegrated and are aloof to one another causing disparities, extreme and excessive competition, political and social stratification, and an over-all retrogression that affect the majority if not all the existing associations and organizations in the University. It is observed that the rate of distrust and disappointment to the Elected and Appointed Officials of the KASAMA/SSC is gradually increasing resulting to apathy and the lack of proper student representation on the part of the student council leaving the redress, grievances, sentiments and the plight of the studentry to remain unrepresented and unattended on the other hand the majority if not all the committed and dedicated Officials of the KASAMA/SSC as well as the Officers in the same nature of the extracurricular and co curricular organizations are exhausted and frustrated to initiate individual initiatives for reform that are often replicated but remain in a deadlock at the end of their terms as a consequence the studentry had always been used to be dissatisfied, pessimistic, and disinterested in campus life that leads them to seek other means of acquiring status quo and social life which some of this alternatives are seemingly unproductive and destructive such as excessive drinking sessions, excessive partying, gambling, excessive playing of computer games, gossiping, and etc. The lack of opportunities for the students to conduct activities and projects that develop and enhance their attributes is eminently manifested in the deterioration of the students over-all performance and professional culture as the rates of absences and failing marks are still high thus it is the lack of awareness, involvement, information, and participation that causes a culture of backwardness in the Louisian Studentry as well as the lack of unity, cooperation, coordination and collaboration among its subdivisions.
The Prime Movers Society is aware of this despicable condition in the Louisian Studentry and as a part of this community, the PMS decided to present a modified and remodelled pattern of its Decentralization and Empowerment Agenda of the Kyu Administration in the Academic Year 2010-2011 which is readapted and implemented in the current PMS Administration of His Excellency, the Honorable President Kevin Antonio Bumagat which is more applicable in the context of the structure and system of the Louisian Studentry that is under the general administration and supervision of the Supreme Student Council in which it is an imperative that to address this issue of underdevelopment on the part of the Louisian Studentry, the Supreme Student Council should serve as an impetus and primary vessel in undertaking a university-wide reorganization, restructuring, and integration in order to initiate collective and effective reforms in the system enabling the Louisian Studentry to become a more dynamic, developmental, and sustainable community of future professionals that empowers students to become responsible and productive members of the institution and of the society as an integrated whole. Therefore, with the modified and remodelled pattern of the aforementioned PMS Decentralization and Empowerment Agenda that will be referred as the Louisian Inter-organizational Collaboration and Integration Scheme, a strategic and logistic development planning towards over-all reorganization and restructuring of the Louisian Studentry will be presented to the Supreme Student Council as a proposal for social transformation and development of the Louisian Studentry. The scheme is mainly focused on social legislation that seeks to improve the legal framework which serves as the backbone of the Louisian Studentry in all its day-to-day operations. The composition of the proposed reforms which are deemed as social legislations are deeply rooted in the amendments in the KASAMA/SSC Constitution and By-Laws on Article VIII pertaining to the Structure of the Executive Committee, Article X pertaining to the Structure of the School Assemblies, and Article XIII pertaining to the funds of the student council and its disbursements and for the creation of a Constitutional Commission on Student Rights as well as the enactment of statutes which are referred as Louisian Acts: (a) for the creation of Leagues for the different positions of Officers in the School Assembly and for the School-based Presidents; (b) for the creation of a Disaster Risk Reduction Coordinating Council; (c) for establishing a Code of Conduct and Ethical Standards of KASAMA/SSC Officers and Members; (d) for the mandatory creation of a Disaster Risk Reduction Coordination Committee to all extra and co curricular organizations; and the (e) mandatory creation of committee on student welfare and development for university-wide organizations. It also aims to implement measures for transparency and service-oriented administration by promoting a joint-effort for comprehensive and systematic information dissemination through the use of a Louisian Integral Calendar that is composed of all the plan of actions and official activities of the KASAMA/SSC as well as extra and co curricular organization and by promulgating mandatory submission of progress reports and financial statements in a monthly, semi-annual, and annual basis which will eventually lead to a fast track change and development manifesting (a) participatory democracy; (b) institutional viability; (c) viable, sound and broad-based development; (d) university-wide cooperation; and (e) the increase of competency and character of the Louisian. Lastly, the Scheme also seeks to continue the operation of the Louisians Charter and its successful implementation under the reorganized and restructured Louisian Studentry.
The implementation will be divided into four parts as consistent to the standard operating procedures of social legislation. The first part is the orientation of the scheme immediately after the Official Oath-taking of the Elected Officers of KASAMA/SSC which will be facilitated by a duly authorized representative of the Prime Movers Society with the aid of the Officers of the SSC Executive Committee at the Prince Bernard Hall on September 22, 2012. The second part of the scheme will begin as the Congress begins its first session in the presence of all other duly constituted and recognized bodies in the University. The session will begin in the speedy determination of the Speaker and the Deputy Speaker of the Louisian Congress and shall immediately proceed to the presentation of the drafted legislative bills, its thorough deliberation which serve as the first reading, second reading, public hearing, third reading, and promulgation as well as the motion for the constitutional amendments and its immediate first and final drafting while the President at the same time promulgates an executive order for the creation of the Social Reform and Development Council that will serve as the primary agency for the implementation of the said scheme and enacting other necessary executive orders and legal requisites needed. The third part will be the processing of necessary requirements needed for its validity in the part of the University Administration which will be spearheaded and administered by the Social Reform and Development Council in coordination with the KASAMA/SSC Executive Committee to the Office of the University President for approval and immediate implementation to be held two (2) working days after the second part of the implementation of this scheme. The fourth part to be held at the enrolment period for the second semester of the same academic year, the scheme will be in its implementation proper wherein a plebiscite ,as facilitated speedily by the COMELEC in coordination with the Enrolment Staff in the different Schools of the University and with the Accounting Office, will be conducted enjoining forms to filled up by the studentry for the Louisians Charter immediately before paying the required down payment for enrolment provided that no student will be entertained for whatever reason in the accounting office in paying his/her down payment until a slip will be presented by each and every student that verifies that he/she had voted in the plebiscite and had filled up the form for the Louisians Charter. Then call for the first general assembly of all duly recognized Louisian Leaders in the KASAMA/SSC and also from the University-wide and School-based Organizations and Publications to be held at the last day of the official enrolment period. The assembly will be mainly focused on the orientation of the new system, the organization of leagues, and the delegations and designations to all obliged units of the Louisian Studentry. The necessity, practicality, sensibility, and significance of this Scheme is highly regarded as relevant, pertinent, and rational in the development of the Louisian Studentry into a New Era of integrating academics and campus life to each and every Louisian by addressing their academic-related concerns as well as their plight on social, economic, civic, and political aspects through the Louisians Charter and through the newly introduced communication and legal system in favor of the studentry. The new system will also improve the services of elected and appointed officers in the KASAMA/SSC and also from the University-wide and School-based Organizations and Publications resulting to more confidence in the aforementioned student bodies and more legitimate means to present the sentiments of the students as well as attaining genuine student representation that will lead to an organized, legitimate, and factual consolidated information that will explain the genuine position of the Louisian Studentry towards the University Administration which will be a guide for policy formulation and development.
Goals and Objectives: Goals: The Scheme is geared towards the following: 1) To institutionalize collaboration and integration in the Louisian Studentry; 2) To revitalize the structure and system of the Louisian Studentry; and 3) To attain a more cohesive Louisian Studentry. Objectives: At the end of the implementation of the Scheme, the stakeholders would be able to: 1) Promulgate the following Executive Orders: A) Executive Order No. 1- An Order adapting the Louisian Interorganizational Collaboration and Integration Scheme. B) Executive Order No. 2- An Order for the Mandatory Creation of the Disaster Risk Reduction Coordinating Council and its auspices in the university-wide and school-based organizations and publications thereof. C) Executive Order No. 3- An Order for the Mandatory Creation of the Council for Student Welfare and Development and its auspices in the university-wide organizations and publications thereof. D) Executive Order No. 4- An Order for the Mandatory Creation of the Louisian Integral Calendar and for other purposes thereof. E) Executive Order No. 5- An Order for the Mandatory Submission of Progress Reports and Financial Statements and for providing guidelines and sanctions thereof. F) Executive Order No. 6- An Order for the Declaration of the Effectivity of the Creation of the Commission on Student Rights as provided in the 2012 KASAMA/SSC Constitution and By-Laws, providing guidelines for the operation thereof, and for other purposes. 2) Promulgate the following Louisian Acts: A) An Act Establishing a Code of Conduct and Ethical Standards for KASAMA/SSC Officers and Members; and B) An Act Promulgating the Creation of Leagues. 3) Ratify the following amendments: A) The inclusion of a Secretary for Student Welfare and Development in the Executive Committee Structure and defining his/her duties, functions, and powers; B) The inclusion of duties, powers, and functions of the Officers in the School Assembly and the establishment of School-based Committees; C) A Constitutional Provision for the creation of the Commission on Student Rights; and D) A Constitutional Provision for the creation of a bank account for KASAMA/SSC and guidelines thereof.

EXECUTIVE ORDER NO. 1 (DRAFT) REORGANIZING AND RESTRUCTURING OF THE LOUISIAN STUDENTRY. WHEREAS, the current structure and system of the Louisian Studentry is subjected to reorganization and restructuring as an integral plan of this administration and as certified by the President as an urgent matter; WHEREAS, an action plan that serves as the priority agenda of this administration is the Louisian Inter-organizational Collaboration and Integration Scheme, prepared by the Prime Movers Society; WHEREAS, the Louisian Inter-organizational Collaboration and Integration Scheme is necessary to the realization of the current administrations program to effect social reforms in the Louisian Studentry; NOW, THEREFORE, I, XXXXXX XXXX XXXXX XXX XX, President of the Supreme Student Council, by virtue of the powers vested in me by the Constitution, in order to put into effect the desired changes and reforms to the over-all condition of the Louisian Studentry, do hereby order and decree that the Louisian Inter-organizational Collaboration and Integration Scheme as prepared, completed, and submitted by the Prime Movers Society shall be, as it is hereby adopted, approved, and made as part of the existing laws: Provided, That there shall be created and organized, in lieu of the administration and supervision of the implementation of the scheme as recommended in the Louisian Interorganizational Collaboration and Integration Scheme, a Social Reform and Development Council which shall have the following duties and functions: A) To administer and supervise the actual implementation of the LICI scheme; B) To enact and regulate policies in line with the development of the aforementioned scheme; C) To delegate appropriate persons to the vacant positions in the New KASAMA/SSC Structure; D) To submit other proposals deemed necessary to the operations of KASAMA/SSC. The composition of the Social Reform and Development Council shall be the following: A) Three Delegates from the Prime Movers Society; B) Three Delegates from KASAMA/SSC. (One from the ExeCom, School Assembly, and Congress); C) Two Delegates from any duly recognized student publication; and D) Three Volunteers from the Studentry. Implementation of the Louisian Inter-organizational Collaboration and Integration Scheme as herein adopted, approved and decreed shall be carried out by the instructions provided by the Executive Committee during the implementation of the aforementioned scheme. All concerned, especially heads of university-wide and school-based organizations and publications as well as instrumentalities of the Supreme Student Council, shall act accordingly, pursuant to the contents of this decree. EXECUTIVE ORDER NO. 2 (DRAFT) AN ORDER FOR THE MANDATORY CREATION OF THE DISASTER RISK REDUCTION COORDINATING COUNCIL AND ITS AUSPICES IN THE UNIVERSITYWIDE AND SCHOOL-BASED ORGANIZATIONS AND PUBLICATIONS. WHEREAS, the presence of calamities had been eminent all throughout the beginning of this academic year; WHEREAS, in fulfilment of the role of the Louisian Studentry for social responsibility, duly constituted bodies are organized in times of need for relief operations and other disaster-coordination activities and are immediately disbanded after the termination of its short-term purpose; WHEREAS, the creation of the said bodies for relief operations and other disastercoordination activities are abrupt, unsystematic, and unsustainable as well as may endanger the lives of both Louisians and the target groups to be aided; WHEREAS, in order to secure the safety of the Louisian Studentry and its efficiency to fulfil its role for social responsibility as well as maintaining coordination and cooperation to the entire Louisian Community; NOW, THEREFORE, I, XXXXX XXXX XXXXX XXX XX, President of the Supreme Student Council, by virtue of the powers vested in me by the Constitution, do hereby order: Section 1 A Disaster Risk Reduction Coordinating Council shall be created under the administration and supervision of the President Section 2 The composition of the Disaster Risk Reduction Coordinating Council shall be the following: 1) 2) 3) 4) 5) 6) The KASAMA/SSC Executive Committee; The Speaker and Deputy Speaker of the Congress of Louisians; The Chief Justice and Deputy Chief Justice of the Student Court; The Chairperson and Deputy Chairperson Commission on Student Rights The Governors and Vice Governors of the School Assemblies The heads and deputy heads of the university-wide and school-based organizations and publications; and 7) The heads and deputy heads of the standing committees from the different schools. 8) The heads and deputy heads of the disaster- risk reduction coordinating committees.
Section 3 All extra and co-curricular organizations as well as all the publications are mandated to create a Disaster Risk Reduction Coordinating Committee within their respective organizations and publications which will serve as auxiliary auspices of the Disaster Risk Reduction Coordinating Council provided that organizations and publications are given the prerogative to integrate the aforementioned committee to any of their existing committees provided further that a letter of explanation will be submitted to the President upon the submission of the official list of members in the said committees.
Section 4 A Disaster Risk Reduction Management Plan shall be formulated, adapted, and implemented to guide the operation of the Disaster Risk Reduction Coordinating Council and its auspices. Section 5 The Congress of Louisians shall determine the budget allotted for the Disaster Risk Reduction Coordinating Council and its auspices provided that all its counterparts are required to submit a budget proposal of their own to subsidize the burden of the Supreme Student Council in term of funds. Section 6 This Executive Order shall take effect immediately. EXECUTIVE ORDER NO. 3 (DRAFT) AN ORDER FOR THE MANDATORY CREATION OF THE COUNCIL FOR STUDENT WELFARE AND DEVELOPMENT AND ITS AUSPICES IN THE UNIVERSITY-WIDE ORGANIZATIONS AND PUBLICATIONS. WHEREAS, the Louisians Charter and the Louisian Inter-organizational Collaboration and Integration Scheme are primarily focused on student welfare and development guided by its vision for the Louisian to attain his/her maximum human potential by alleviating or totally eradicating the existing impediments to his/her holistic development; WHEREAS, to further attain consensus as well as widening the range of social reform for social legislation, there is a need to establish consultative bodies in all existing structures in the Louisian Studentry; WHEREAS, the KASAMA/SSC School Assemblies in line with the same goals are mandated to establish a Committee on Student Welfare and Development in each and every school for the purpose of broadening measures in the observance of student rights as well as to formulate and initiate social action for developmental goals in the school-based units of the Supreme Student Council; WHEREAS, it is a necessity to create a Council for Student Rights and its auspices to give effect to the current administrations policy of social reform towards social transformation and development in the Louisian Studentry; NOW, THEREFORE, I, XXXXX XXXX XXXXX XXX XX, President of the Supreme Student Council by the powers vested in me by the Constitution, do hereby order: Section 1 A Council for Student Welfare and Development shall be created under the administration and supervision of the President. Section 2 The Composition of the Council for Student Welfare and Development shall be the following: 1) The KASAMA/SSC Executive Committee; 2) The Chairperson and Deputy Chairperson of the Committee on Welfare and Development in the Congress of Louisians; 3) The Chief Justice and the Deputy Chief Justice of the Student Court; 4) The Governors and Vice Governors of the School Assemblies; 5) The heads and the deputy heads of the university-wide and school-based organizations and publications; and 6) The heads and the deputy heads of the committee on student welfare and development in the different schools.
Section 3 The Lousians Charter shall be a simultaneous project of the KASAMA/SSC which shall fall under the joint initiatives of the Council for Student Welfare and Development and the Commission on Student Rights provided that the official governing body of this project shall be the Council for Student Welfare and Development provided further that the Commission on Student Rights shall be the consultative body of the aforementioned project provided furthermore that the said implementers of the Louisians Charter shall be subjected under the administration and supervision of the KASAMA/SSC President. Section 4 All university-wide extra and co-curricular organizations as well as all the publications are mandated to create a Committee on Student Welfare and Development within their respective organizations and publications which will serve as auxiliary auspices of the Council for Student Welfare and Development provided that organizations and publications are given the prerogative to integrate the aforementioned committee to any of their existing committees provided further that a letter of explanation will be submitted to the President upon the submission of the official list of members in the said committees. Section 5 An Implementing Rules and Regulations for the Louisians Charter shall be formulated, adapted, and implemented to guide the operation. Section 6 The Congress of Louisians shall determine the budget allotted for the Council for Student Welfare and Development and its auspices. Section 7 This Executive Order shall take effect immediately. EXECUTIVE ORDER NO. 4 (DRAFT) AN ORDER FOR THE DECLARATION OF THE EFFECTIVITY OF THE CREATION OF THE COMMISSION ON STUDENT RIGHTS AS PROVIDED IN THE AMENDED KASAMA/SSC CONSTITUTION AND BY-LAWS, PROVIDING GUIDELINES FOR OPERATION THEREOF, AND FOR OTHER PURPOSES. WHEREAS, the amended KASAMA/SSC Constitution and By-Laws has been ratified by the studentry; WHEREAS, the KASAMA/SSC Constitution and By-Laws has created an independent office called the Commission on Student Rights; and WHEREAS, there is an urgent necessity to constitute the Commission on Student Rights to give effects to the current administrations policy of social reform towards social transformation and development in the Louisian Studentry; NOW, THEREFORE, I, XXXXX XXXX XXXXX XXX XX, President of the Supreme Student Council by the powers vested in me by the Constitution, do hereby order: Section 1 The Commission on Student Rights as provided under XXX of the KASAMA/SSC Constitution is hereby declared to be now in existence. Section 2 The Commission shall be composed of a Chairman and nine (9) members who are appointed from the different schools in the university Section 3 The members of the Commission shall be determined through the appointments done by the Congress of Louisians through the Committee on Appointments, after a thorough screening and determination by the Congress as a whole, shall submit the final list to the EXECOM for final consideration and approval Section 4 The Commission on Student Rights shall have the following powers and functions: 1) To promote the practice and observation of student rights cited on Art. III of the KASAMA/SSC Constitution and other basic rights thereof pertaining to student rights and human rights duly promulgated by legitimate law-making bodies such as the Congress of Louisians, the University Administration, the Commission of Higher Education (CHED), and of the Republic of the Philippines; 2) Adopt its operational guidelines and rules of procedure, and cite for contempt for violations thereof in accordance with existing laws, policies, and regulations; 3) Establish a continual program of research, education, and information to enhance respect for student rights and as well as the primacy of human rights; 4) Accept, investigate and present complaints ,to the EXECOM and/or the Congress of Louisians, by any bona fide student of Saint Louis University pertaining to all forms of student rights and human rights violations;
5) Recommend to the EXECOM and/or the Congress of Louisians effective measures to promote student rights and as well as human rights and provide compensation to complainants; 6) Monitor the University Administrations compliance with laws, policies, and regulations promulgated by the Philippine Government pertaining to the rights of students; 7) Exercise jurisdiction pertaining to the existing rights of students to all extra and co curricular organizations within the University premises; 8) Request the assistance of any department, office, or agency in performance of its functions; 9) Appoint its officers and members in accordance with law; 10) Perform such other duties and functions as may be provided by law. Section 5 The Commission shall enforce the promotion and observance of student duties and responsibilities cited on Article IV of the KASAMA/SSC Constitution Section 6 There shall be established three (3) divisions in the Commission on Student Rights as provided with designations and shall be chosen by the Commissioners themselves in the following: 1) Research and Education Division- 4 members 2) Monitoring, Legal and Investigation Division- 5 members 3) Information Management Division- 1 member Section 7 There shall be appointed school coordinators by the Commission on Student Rights which shall serve as student rights watchers in the university. The number of school coordinators may vary per school and shall be decided in an En Banc Meeting of the Commission. Section 8 The Commission on Student Rights shall formulate, adapt, and implement a manual operating guidelines and procedures for all its operations. Section 9 The approved annual appropriations of the Commission on Student Rights shall be automatically and regularly released by the determination of the Congress of Louisians. Section 10 This Executive Order shall take effect immediately. EXECUTIVE ORDER NO. 5 (DRAFT) AN ORDER FOR THE MANDATORY CREATION OF THE LOUISIAN INTEGRAL CALENDAR. WHEREAS, the Louisian Studentry and its units are dynamic in initiating various movements, activities, and projects that enhance socio-political and cultural faculties of Louisians; WHEREAS, the Louisian Inter-organizational Collaboration and Integration Scheme as adapted in Presidential Decree No. 1 seeks to create strong and sustainable measures for the holistic development of the Louisian Studentry as a whole by alleviating or totally eradicating social exclusion and promote social inclusion among all sectors of the aforementioned Studentry; WHEREAS, the social exclusion is due to the lack of comprehensive and systematic information dissemination which results to exclusivity of certain projects and activities carried upon by various organizations and publications that often if not always limit the participation of the studentry to a few elites and aristocrats in the said bodies; WHEREAS, in order to address this concern, the Louisian Inter-organizational Collaboration and Integration Scheme and all its measures for social reform towards social transformation and development in the Louisian Studentry; NOW, THEREFORE, I, XXXXX XXXX XXXXX XXX XX, President of the Supreme Student Council by powers vested in me by Constitution and By-Laws, do hereby order: Section 1 There shall be established a Louisian Integral Calendar that will serve as the complete list of all undertakings of all sectors of the Louisian Studentry and shall be under the jurisdiction of the President, the Secretary for Public Relations, and the Committee on Public Relations of the Congress of Louisians. Section 2 The Louisian Integral Calendar shall contain the following: 1) Plan of Action by each and every existing and duly recognized student body within the university; and 2) The Official List of Activities and Projects to be undertaken by and every existing and duly recognized student body within the university provided it must be endorsed to the Secretary for Public Relations for at least a period of one week before the activity after official approval by the university administration. Section 3 The approved annual appropriations of the Louisian Integral Calendar shall be automatically and regularly released by the determination of the Congress of Louisians. Section 4 This Executive Order shall take effect immediately. EXECUTIVE ORDER NO. 6 (DRAFT) AN ORDER FOR THE MANDATORY SUBMISSION OF PROGRESS REPORTS AND FINANCIAL STATEMENTS AND FOR PROVIDING GUIDELINES AND SANCTIONS THEREOF. WHEREAS, under XXXX, section 1 of the KASAMA/SSC Constitution, the KASAMA/SSC shall extend its endorsement, cooperation, and assistance whose purpose are not in conflict with the Constitution as may be determined; WHEREAS, under the same article of the said Constitution, section 2a states that without the prior favorable endorsement by the KASAMA/SSC, school-based and university-wide extra and co curricular organization may be given a certificate of recognition by the Student Affairs Office; WHEREAS, under the same article again of the said Constitution, section 2c states that recognition of these organizations may be revoked or cancelled for violations of this Constitution, University Rules, and/or laws of the land; WHEREAS, under the same article once again of the said Constitution, section 5 states that (a) university-wide extra and co-curricular organizations shall fall under the administrative supervision of the KASAMA/SSC Executive Committee and the Student Affairs Office and (a) school-based co-curricular organizations may fall under the joint administrative supervision of the School Assembly, the KASAMA/SSC Executive Committee, and the Student Affairs Office; WHEREAS, in consonance with the role of the KASAMA/SSC for its administrative supervision and assistance to extra and co-curricular organizations, there is a need to enact mandates and measures that would further strengthen and empower organizations in terms of social development and sustainability; WHEREAS, the compliance and progress of extra and co curricular organizations and publications as well as the school assemblies had been subjected into allegations of dereliction and incompetence on the part of its officers upon the discharge of their duties and responsibilities; WHEREAS, the Louisian Inter-organizational Collaboration and Integration Scheme seeks to alleviate or eradicate its occurrence or supposition to put into effect the current administrations policy of social reform towards social transformation and development in the Louisian Studentry; NOW, THEREFORE, I, XXXXX XXXX XXXXX XXX XX, President of the Supreme Student Council by the powers vested in me by the Constitution, do hereby order:
Section 1 All extra and co curricular organizations and publications are mandated to submit their plan of action and progress reports monthly, semi-annually, and annually.
Section 2 The composition of the progress report shall be the following: 1) Accomplishments and Achievements with supporting documents; 2) Evaluation (either summative, process, or impact/outcome evaluation) 3) Financial Statement 4) Requests or Proposals (optional) Section 3 The Sanctions for extra and co curricular organizations and publications who failed to comply with this Executive Order will be the following: 1) Revoking of the endorsement by the KASAMA/SSC to be given a Certificate of Recognition by the Student Affairs Office; and 2) Filing of Administrative Charges against the Officers in-charge before the Student Court. Section 4 The Sanction for KASAMA/SSC Officers who failed to comply with this Executive Order will be the following: 1) Filing of Administrative Charges against the Officers in-charge before the Student Court. Section 5 This Executive Order shall take effect immediately. RULES OF PROCEEDINGS GOVERNING THE CONSTITUTIONAL CONVENTION SECTION 1: TITLE: This shall be known and cited as the Rules of Proceedings Governing the Constitutional Convention. SECTION 2: COMPOSITION: The Constitutional Convention shall be composed of all the members of the Congress of Louisians for all legislations undertaken provided therein that others sectors of the SSC/KASAMA and the student body shall be allowed to participate by the giving their propositions, objections, and sentiments to the deliberations done in the said Convention. SECTION 3: DURATION: The Constitutional Convention shall continue its operation until its completion otherwise it will operate until the end of the current term of the SSC/KASAMA wherein the Constitutional Convention is conducted. SECTION 4: ORGANIZATION OF THE CONVENTION: (1) The sessions of the Constitutional Convention shall be determined by the Congress of Louisians. (2) The deliberations done in the Constitutional Convention shall be open to the public provided that proper decorum and decency is strictly observed upon participation on the sessions of the Convention (3) Only the members of the Congress of Louisians can decide upon matters concerning this Constitutional Convention provided that all students from the different sectors of the university shall be given equal rights to give their opinions upon the deliberations done in the Convention. (4) The Committee on Constitutional Amendments shall be in charge of facilitating the drafting of the said amendments. (5) The proposed amendments to the Constitution and By-Laws shall be published through the posting of the drafts to the different bulletin boards of the SSC/KASAMA throughout the university. (6) The House Speaker shall preside in all sessions undertaken of the said Convention. SECTION 5: COMPLETION: (1) The consolidated amendments shall be presented to the other sectors of the SSC/KASAMA upon its completion. (2) It shall be published through posting into the different bulletins of the SSC/KASAMA throughout the university. SECTION 6: RATIFICATION: (1) The Congress of Louisians altogether with the COMELEC shall set a date of the plebiscite for the ratification or rejection of the proposed amended SSC/KASAMA Constitution and By-Laws. (2) It shall become valid and effective upon ratification by the majority of votes cast in the said plebiscite, and upon the approval of the University President. SECTION 7: BUDGET: The amount necessary for the operational expenses of the Constitutional Convention shall be borne and derived from the budget of the Congress of Louisians with the aid of the Executive Committee.
Amendment to Article VIII of the KASAMA/SSC Constitution The Secretary for Student Welfare and Development of the KASAMA/SSC shall have the power to: a) Implement programs that fosters the social cohesion and development of the studentry; b) Handle all matters pertaining civic and welfare-oriented activities and projects of the KASAMA/SSC; c) Serve as a link between different institutions when handling concerns about the welfare and development of the studentry; d) Monitor the condition of the studentry pertaining to their basic rights and their welfare; e) Assist the President in enforcing the protection and observance of the basic rights, the welfare, and the development of the studentry. He/She must be a Third Year or Fourth Year Bachelor of Science in Social Work Student Amendment to Article X of the KASAMA/SSC Constitution The School Assemblies Section 1 There shall be an Assembly in every School in the University Section 2 The Assembly shall be composed of all members who shall be the following officers: A. School Executives 1. Governor 2. Vice Governor 3. Year-level Mayors B. School Council 1. Governor 2. Heads of School-based Organizations 3. Appointed School Advisers on: i. Welfare and Development ( 3 Advisers) ii. Budget and Appropriations (2 Advisers) C. Year-level Councils Each Year-level shall have a council which shall be composed of the following: 1. Mayor 2. Vice Mayor 3. Appointed Course Representatives referred as Councillors Section 3 The School Assembly shall protect the common interest and promote development among its constituents in a respective school The School Executive Committee
Section 1-Powers, Duties, and Functions of Governors The Governor, as the Chief Executive of the School Assembly, shall exercise such powers, and perform the following: i. ii. iii. iv. v. vi. vii. viii. Exercise general supervision and control over all KASAMA/SSC programs. Projects, services, and activities of the School Assembly Coordinate and implement programs, plans, and activities of the School Assembly Call and preside over meetings of the School Assembly, School Executives, the School Council, and shall vote only to break a tie Appoint members of the School Assembly as deemed necessary Represent the School in its transactions and sign in behalf of contracts and obligations and other documents alike under the authority of the School Assembly Ensure that all School Assembly Officers shall properly discharge their duties and functions as duly provided by law Enforce all laws and ordinances relative to the governance to the School Assembly Comply with all pertinent policies duly enacted by the KASAMA/SSC President and of the Congress of Louisians
Section 2 Powers, Duties, Functions of the Year-level Mayor The Year-level Mayor, as the Chief Executive of the Year-level Assembly, shall exercise such powers, and performs such duties and functions: i. ii. iii. iv. v. vi. Section 3- Powers, Duties, and Functions of the Vice Governor The Vice Governor shall: i. ii. iii. iv. Assist the Governor in the implementation of programs, projects, and other activities and such other duties assigned by the Governor Represent the Governor in any occasion in cases when such representation is necessary Assume the office of the Governor for the unexpired term of the latter in the event of permanent vacancy as provided in the rules Exercise the powers and perform the duties and functions of the Governor in cases of temporary vacancy as provided by law
Section 4- Powers, Duties, and Functions of Vice Mayors The Vice Mayor shall: i. ii. iii. iv. v. Section 3- The Public Relations Committee of each School shall be composed of the following: A) The Editor-in-Chief of the School-based Publication(s) within the respective School from which the School Assembly is designated. B) The Press Relations Officers/ Communication Officers/Public Relations Officers or any reference that carries the same role(s) and/or function(s) of the said officers from the School-based Organizations within the School from which the School Assembly is designated. Section 4-Special Committees The School Assembly of each School may create other Committees as may deem necessary and shall be referred as Special Committees
Section 5-Functions of the Standing and Special Committees shall be the following: A. To assist the School Assembly within the delegated functions as designated in the name of each Committee. B. To ensure student involvement and participation in the deliberation and implementation of administrative tasks of the School Assembly. Section 6- Each School-based Standing and Special Committee shall be composed of at least seven (7) to fifteen (15) members from the students of the respective School in which the School Assembly is designated. Section 7- Authority over the School-based Standing and Special Committees A) The School-based Standing and/or Special Committees of each School shall be under the supervision and control of the KASAMA/SSC School Assembly to which it is designated. B) The creation, behavior, and performance of School-based Standing and/or Special Committees shall be the responsibility and accountability of the School Assembly to which it is designated. Proposed Constitutional Provision Commission on Student Rights Section 1 There is hereby created an independent office called the Commission on Student Rights Section 2 The Commission shall be composed of a Chairman and nine (9) members who are appointed from the different schools in the university Section 3 The members of the Commission shall be determined through the appointments done by the Congress of Louisians through the Committee on Appointments, after a thorough screening and determination by the Congress as a whole, shall submit the final list to the EXECOM for final consideration and approval Section 4 The Commission on Student Rights shall have the following powers and functions: 1) To promote the practice and observation of student rights cited on Art. Section 5 The Commission shall enforce the promotion and observance of student duties and responsibilities cited on Article IV of the KASAMA/SSC Constitution Section 6 The Commission in providing means to attain academic freedom shall aid the students through conducting academic assistance programs in coordination with the EXECOM with the endorsement of the Congress of Louisians Section 7 The Commission may conduct other activities pertaining to the welfare and the development of students under the approval and strict supervision of the EXECOM and the Congress of Louisians Amendment to Article XIII of the KASAMA/SSC Constitution Article XIII Funds and Disbursements Section 1 a) Funds for the operation of the KASAMA/SSC shall come from the student fees collected with the other school fees during semestral registration, in accordance with the laws, and regulations of the CHED and the university; b) The KASAMA/SSC may sponsor fund-raising activities to finance its activities when the need arises, subject to applicable laws and rules; c) No monetary contribution may be accepted by the KASAMA/SSC from any source; Section 2 Until the Congress of Louisians provide otherwise the amount of twenty pesos (PHP 20.00) shall be collected from each student per term through the University Accounting Office to finance the operations of the KASAMA/SSC; from said amount the equivalent of 20% shall be allocated for College-wide student publications;
Section 3 The KASAMA/SSC Funds collected by the University Accounting Office shall be forwarded and kept in the official duly recognized bank account of the KASAMA/SSC provided that the KASAMA/SSC President, KASAMA/SSC Secretary for Finance, and the Chairman of the Committee on Budget and Appropriations under the Congress of Louisians shall only have the authority to access the aformentioned bank account; Section 4 a) No disbursement shall be made without the appropriate resolution prepared by the Committee on Budget and Appropriations and approved by the Congress of Louisians; b) The disbursement shall be subjected to the Commission on Audit; c) A petty cash fund of PHP 2,000.00 shall be held by the KASAMA/SSC Secretary for Finance and shall not be disturbed unless a requisition stating therein the purpose of disbursement be made and countersigned by the KASAMA/SSC Secretary for Audit. In the absence of the latter, the KASAMA/SSC President and the Moderator may countersign the requisition; d) Before the KASAMA/SSC Secretary for Finance should get a replenishment, he must first present a book of accounts supported by the receipts incurred since the last replenishment to the Commission on Audit and to the Congress of Louisians; e) In case of emergency, when no written record of the previous expenditures is available, the KASAMA/SSC Secretary for Finance, with the approval of the President, Secretary for Audit and the Commission on Audit, duly noted by the Moderator, may request for replenishment; f) All expenditures of the KASAMA/SSC shall be audited by the KASAMA/SSC Secretary for Audit and subject to the final audit by the Commission on Audit.
Code of Conduct and Ethical Standards for KASAMA/SSC Officers and Members An Act Establishing a Code of Conduct and Ethical Standards for Officers and Members of the Kataastaasang Sanngunian ng mga Magaaral ng Unibersidad ng San Luis- Supreme Student Council or referred as KASAMA/SSC in order to uphold the time-honored principle of public service being a public trust, enumerating prohibited acts and transactions and providing penalties for violations thereof and for other purposes. Section 1-Title This Act shall be known as the Code of Conduct and Ethical Standards for KASAMA/SSC Officers and Members Section 2-Declaration of Policy It is a policy promulgated by the Congress of Louisians to promote a high standard of ethics in public service. KASAMA/SSC Officers and Members shall at all times be accountable to the studentry and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest. Section 3-Norms of Conduct of KASAMA/SSC Officers and Members Every KASAMA/SSC Officer and Member shall observe the following as standards of personal conduct in the discharge and execution of their duties: a) b) c) d) e) f) g) h) Commitment to public interest Professionalism Justness and sincerity Political neutrality Responsiveness to the studentry Nationalism and patriotism Commitment to democracy Simple and decent living
Section 4-Duties of KASAMA/SSC Officers and Members a) b) c) d) e) Act promptly on letters and requests Submit semi-annual and annual performance reports Process documents and papers expeditiously Act immediately on the KASAMA/SSCs transactions to students Make documents accessible to the studentry
Section 5-Prohibited Acts a) Financial or material interest in any transaction requiring the approval of their office b) Disclosure or misuse of confidential information c) Solicitation and acceptance of gifts in course of their official duties Section 6-Review and Compliance Procedure a) In order to carry out the responsibilities under this Act, the Congress of Louisians shall have the power, within their respective jurisdictions, to render any opinion interpreting this Act, in writing, to persons covered by this Act, subject in each instance to the approval by affirmative vote of the majority of the members in the Congress of Louisians.
The individual to whom an opinion is rendered and any other individual involved in a similar factual situation, and who, after issuance of the opinion acts in good faith in accordance with it shall not be subject to any sanction provided in this Act. b) The heads of the other offices shall perform the duties stated in subsection a and hereof insofar as their respective offices are concerned, subject to the approval of the KASAMA/SSC President, in the case of the Executive Department, and the Chief Justice of Student Court, in the case of the Judicial Department. Section 7-Penalties a) Any Officer or Member of the KASAMA/SSC whether elected or appointed committing any violation of this Act shall be punished with suspension ,which length of time shall be determined by the Congress of Louisians, or expulsion ,from the KASAMA/SSC, depending on the gravity of the offense after due notice and hearing by the appropriate body. b) Any non-officer or member of the KASAMA/SSC who participate in conspiracy as coprincipals, accomplices, or accessories, with the Officers or Members of the KASAMA/SSC, in violation of this Act, shall be subject to penal liabilities such as perpetual disqualification to hold any elective or appointive office in the KASAMA/SSC and in extra and co curricular organizations as well as the deprivation of the right to suffrage by the KASAMA/SSC, without prejudice, the individual shall be tried jointly with the KASAMA/SSC Officers and Members Tried. Section 7- Promulgation of Rules and Regulations, Administration, and Enforcement of this Act The EXECOM shall have the primary responsibility for the administration and enforcement of this Act. It shall transmit all cases for prosecution arising from violations of this Act to the proper authorities for appropriate action. Provided, however, that it may institute such administrative actions and disciplinary measures as may be warranted in accordance with law. Nothing in this provision shall be construed as a deprivation of the right of the Congress of Louisians to discipline its members for disorderly behavior. Section 8-Separability Clause If any provision of this Act or the application of such provision to any person or circumstance is declared invalid, the remainder of this Act or the application of such provision to other persons and circumstances shall not be affected by such declaration Section 9-Repealing Clause All laws, and other orders or parts thereof inconsistent herewith, are deemed repealed or modifies accordingly, unless the same provide for a heavier penalty Section 10-Effectivity This Act shall take effect after one (1) week of public circulation in the different offices of the KASAMA/SSC
An Act Promulgating the Creation of Leagues Section 1- There shall be established an organization of the same respective officers, in duly designated offices, to be re referred as Leagues from the different positions within the School Assembly and the heads of the School-based organizations in the University Section 2-The Leagues to be established shall be the following: a) b) c) d) e) League of Governors League of Vice-Governors League of Mayors League of Vice Mayors League of School-based Organizations Presidents or referred as League of Presidents
Section 3-Purpose of Organization The Leagues shall be established for the purpose of ventilating, articulating, and crystallizing issues affecting governance in specified duly respected offices, administration, and securing, through proper and legal means, solutions thereto. Section 4- Powers, Functions, and Duties of Leagues: a) Assist the EXECOM and the Congress of Louisians in the formulation and implementation of policies, programs, and projects affecting the local offices in all the School Assemblies as a whole; b) Promote local autonomy and decentralization at the local level pertaining to the School Assembly; c) Adopt measures for the promotion of the welfare of all Schools under the jurisdiction of School Assemblies and its officers and members; d) Encourage student involvement and participation in local administration in order to promote united and concerted action for the attainment of university-wide development goals; e) Supplement the efforts of the EXECOM and the Congress of Louisians in creating opportunities to foster the development of its projects and activities; f) Give priority to programs designed for the total development of the School Assemblies in consonance with policies and regulations of the EXECOM and the Congress of Louisians; g) Serve as a forum for crystallizing and expressing ideas, seeking the necessary assistance of the EXECOM and the Congress of Louisians, and providing the studentry avenues for cooperation in the promotion of the welfare of the constituents of the different School Assemblies; h) Exercise such other powers and perform such other duties and functions as the league may prescribe for the welfare of the different Schools in the University.
