LABOR-MANAGEMENT PARTNERSHIP IN DEVELOPMENT Labor Management Partnership Defined Labor Management Partnership is basically defined as the joint-cooperation and the equal sharing of power between the owners of a company or business and their workers or employees. It is the joint-stakeholder ship on the administration of the operations of a company or business in which both workers or employees and the stockholders and executives are part of the decision-making process on policies and procedures as well as deriving a common goal and objectives of the company or business. It is commonly manifested by enjoining the Union of Workers or Employees as delegated representatives of all laborers within company or business on plenary sessions or meetings of the executives as a part of the decision-making body that will discuss all matters affecting the progress of the company and the condition of its workers or employees. Such practice is still rare in the Philippine Society today. Functionalist and Conflict Perspective Based on the functionalist and conflict perspectives, stratification had been imminent in the workplace since the age of industrialization in which the role of the working class was only purely labor while on the other hand the capitalist was only concerned on matters that leads to gaining profit. This structure and system of capitalism had led to materialism over the welfare and dignity of humanity that latter on resulted to the creation of an exploitative social stratification through segregating or designating persons into classes as originally made is the following:

the upper class (bourgeoisie), the middle class (petite bourgeoisie) and the lower class (proletariat). Thus the alienation of people arouse throughout the world particularly to democratic states that openly welcomed capitalism unlike socialist and communist states, social classes existed and contended to one another as each individual and their kinsmen strive to dominate each other for the race of supremacy by reaching the highest class while at the same time suppressing, repressing, and oppressing the others. This was the initial framework of Industry in its beginning and labor as a commodity is treated more of a product rather than as a human effort and companies existed for the single goal to earn profit as material and monetary entities was given higher importance than the life of others. Emerging Socialist, Communist, and Social Democratic Concepts As Centuries passed after the spark of the age of industrialization, humanity had already much concluded that the system and structure of a capitalist society is full of flaws such as overly-exceeding materialism, injustice, inequity, corruption, greed, and even considered as inhumane. Due to the system, poverty had existed and inflicted to people of hunger, underdevelopment, and oppression as well as causing resources to be scarce as the capitalists hoard as much as they could to maintain their social status in the hierarchy they created in the society based on wealth and material possessions. Eventually, the point of realization and actualization arouse to certain individuals bestowed with commendable intelligence that brought a distinct yet beautiful concept of an utopia were individuals may experience equality, justice, and real freedom that is not based in any material or monetary entity neither to any sort of nobility nonetheless a notable individual that is worth of praise would Karl Heinrich Marx who is referred as the father of a doctrine that can save humanity from any sort of alienation and oppression and that is communism

This concept did not only liberate the working class but also empowered them and made them more human as it brings justice to all who are oppressed through a revolution that will completely obliterate capitalists and imperialists along with the unjust and corrupt system they had created. However, the dilemma in the doctrine of communism is that no particular structure of society is found to be appropriate thus emerged various that modifies communism became imminent such as national socialism founded by the Adolf Hitler and as well as social democracy. These concepts changed the system and structure of industry into a more inclusive, welfare-based, and represented condition of laborers as well as limiting the powers of the capitalists and imperialists and also breaking the social stratification. Laborers/Employees as Co-Stakeholders of Development As social stratification diminishes and capitalism ceases to exist, industry had begun to formulate goals and objectives that are not profit-centered rather focused on innovation, human development, and contribution to the welfare of the state thus this system allowed companies to create a structure that is inclusive and participatory in the part of the laborers through the inclusion and recognition labor unions in bringing progress not only to the company but to the nation as a whole. It is started in collaboration then afterwards integration of the labor unions to the decision-making bodies of companies, in which it resulted to the formulation of a vision, mission, common goal, and objectives that are both derived and benefiting the company executives and their laborers.

Economic Democracy and Class Collaboration As an evolutionary process from exploitation to inclusion and later on over-all social development another concept emerged in which it greatly affect Labor Management Partnership by becoming more socialist and inclusive and this Economic Democracy. Economic Democracy is a socioeconomic philosophy that proposes to shift decision-making power from corporate shareholders to a larger group of public stakeholders that includes workers, customers, suppliers, the community it is located and the broader public. It is against the externalization of costs, the subordination of the general well-being to private profit, and the denial of the polity for a democratic voice in economic policy decisions. In addition to these moral concerns, economic democracy makes practical claims, such as that it can compensate for capitalism's claimed inherent effective demand gap. Proponents of economic democracy generally argue that modern capitalism tends to hinder or prevent society from earning enough income to purchase its output production. Corporate monopoly of common resources typically creates artificial scarcity, resulting in socio-economic imbalances that restrict workers from access to economic opportunity and diminish consumer purchasing power. Economic democracy has been proposed as a component of larger socioeconomic ideologies, as a stand-alone theory, and as a variety of reform agendas. For example, as a means to securing full economic rights, it opens a path to full political rights, defined as including the former. Both market and non-market theories of economic democracy have been proposed. As a reform agenda, supporting theories and real-world examples range from decentralization and economic liberalization to democratic cooperatives, fair trade, and the regionalization of food production and currency.

The proposed system aims to meet the basic needs of all citizens (macroeconomic decisions), and secure freedom of choice (microeconomic decisions). Therefore, the system consists of two basic elements: confederal assembly, and democratic planning, which involves a feedback process between workplace assemblies, demotic assemblies and a an artificial market using personal vouchers, which ensures freedom of choice but avoids the adverse effects of real markets. This may be a perfect end result and new definition of Labor Management Partnership if it had transpired. Thus, in the formulation of another concept by Eduard Aung Colod Kyu Jr, another structure of classes had been made which is the equal co-existence of a professional class, a paraprofessional class, and a dependent class that will result into harmonious interactions and a need for integration in a socialist society in which is later on developed to Class Collaboration. If this would become the structure of society, Labor Management Partnership would be the only system and structure of industry in the society. Social Inclusion and Social Development As an integral part, Social Inclusion shall be imminently observed that will result into a higher degree of satisfaction in work conditions that will affect performance into a maximized scale with the provision of a higher standard of living and a higher quality of human life in which such process and phenomenon is referred as Social Development.

Social Equity and Social Justice The distribution then of resources in the society in line with socialist views shall be maximized and equitable thus allowing everyone access to the product of their labor as well as attaining a communal means of living. Corporate Social Responsibility Industry shall then be mandated to abide and adhere to the consensus of the general populace of the society in which it shall observe corporate social responsibility in all its undertakings and shall be used solely for the development of its stakeholders and of the society. Social Protection The Social Welfare and Development of each individual shall be more prioritized in this concept thus Industry and the State will enact measures for Social Protection. Such example is cited on Section 1, Article XII of the 1987 Philippine Constitution which states that: The goals of the national economy are a more equitable distribution of opportunities, income, and wealth; a sustained increase in the amount of goods and services produced by the nation for the benefit of the people; and an expanding productivity as the key to raising the quality of life for all, especially the under-privileged.

The State shall promote industrialization and full employment based on sound agricultural development and agrarian reform, through industries that make full and efficient use of human and natural resources, and which are competitive in both domestic and foreign markets. However, the State shall protect Filipino enterprises against unfair foreign competition and trade practices. In the pursuit of these goals, all sectors of the economy and all regions of the country shall be given optimum opportunity to develop. Private enterprises, including corporations, cooperatives, and similar collective organizations, shall be encouraged to broaden the base of their ownership. Section 3, Article XIII of the 1987 Philippine Constitution further states that: The State shall afford full protection to labor, local and overseas, organized and unorganized, and opportunities for all. It shall guarantee the rights of all workers to self-organization, collective bargaining and negotiations, and peaceful concerted activities, including the right to strike in accordance with law. They shall be entitled to security of tenure, humane conditions of work, and a living wage. They shall also participate in policy and decision-making processes affecting their rights and benefits as may be provided by law. The State shall promote the principle of shared responsibility between workers and employers and the preferential use of voluntary modes in settling disputes, including conciliation, and shall enforce their mutual compliance therewith to foster industrial peace. promote full employment and equality of employment

The State shall regulate the relations between workers and employers, recognizing the right of labor to its just share in the fruits of production and the right of enter prises to reasonable returns to investments, and to expansion and growth. Social Transformation and Socio-economic Progress As the primary end, the society shall be in social evolutionary process that will lead to genuine betterment to the people through securing their welfare, ensuring their development, and the observance of socialist and communal views on human worth and dignity as well as its non-exploitative stratification and preservation. Conclusion Labor Management Partnership as a concept is has its roots derived from various theories on opposing alienation and exploitation and as it becomes imminent in the society its gradual impact would be another era of a new social order which is developmental. It aims to observe and promote the welfare and development of its constituents and if viewed in a radical general scale it may empower the citizenry. It can creates an environment where the staff and management feel comfortable working collaboratively to overcome roadblocks to effective communication and workplace safety, along with other challenges. This mutual understanding and trust fosters a more respectful workplace and a problem-solving process that includes all voices.
