will be speaking on how to protect your assets, Power of
Attorney, consequences and alternatives to sharing PIN
numbers, reverse mortgages and other related topics.
In the afernoon Crown Counsel will do a brief pres-
entation on Criminal Law as it relates to elder abuse.

Happens When Elder Abuse Is Reported?. Te panel will

Counsel and a provincial representative of the Public

Te cell phone dead zone along Nelsons North Shore
is now a thing of the past.
Telus has announced their new $600,000 tower at
Willow Point, approximately 13 kilometres north of the
Queen City, is now live. Te new tower gives about 10
kilometres of wireless coverage on the highway going to-
wards Balfour.
Shaun Hall, Telus Spokesman, says the work on High-
way 3A is part of their multi-billion dollar investment in
4G wireless and high-speed internet upgrades in black
spots across BC Highways.

On July 26, 2012, FortisBC Inc. (FortisBC) applied
to the British Columbia Utilities Commission
(Commission), pursuant to sections 45, 46, and 56 of
the Utilities Commission Act (the Act), for approval of
the Advanced Metering Infrastructure (AMI) Project
(Project) for its electricity customers, including
approval of a revised depreciation rate for the
proposed meters to be installed (the Application).
The Application estimates the capital cost of the
Project to be $47.7 million and expects the Project to
commence in late 2013 and be completed by 2015.
FortisBC proposes to install 115,000 residential and
commercial AMI meters. To maintain firm contract
vendor pricing, FortisBC requests approval of the
proposed Certificate of Public Convenience and
Necessity by July 20, 2013.
On September 28, 2012, the Commission issued
Order G-137-12 establishing the amended Preliminary
Regulatory Timetable and the Community Input
Sessions for this Application.

The Community Input Sessions will provide Members
of the public an opportunity to make presentations
to the Commission Panel on the AMI Project, and the
presentations will be recorded. Each presentation
will be limited to 15 minutes. All parties making
submissions at the Community Input Sessions
are encouraged to provide a hard copy of their
submissions for filing on the official record.

Malikai is a one and a half year old big, bouncy,
Husky, Malamute cross. Malikai was surrendered to
us because his owner had to leave town for work
and could not provide the right care for him. He will
need a lot of exercise and some obedience training.
We highly suggest that you do your homework on
the Husky breed before adopting one. Malikai
gets along with cats and dogs but can be a little
dominant. He loves toys and plays fetch really
well. He can sit and shake a paw, and walks well
on a leash. We would suggest that Malikai go
to a home without small children as he can be
quite excitable and jumpy. Malikai was very
good at keeping wildlife out of his yard in his
last home and is very protective of his family.
He is a sweet, goofy boy that will make you

What is the purpose of OCP Bylaw No. 1470, 2012?
Te revised Electoral Area B Ofcial Community Plan (OCP) will replace the current OCP that was
adopted in 2001. Te OCP contains objectives and policies to guide future development for Electoral Area
B, which includes the unincorporated rural land between Nancy Green Provincial Park and the Canada-US
border; and the Sheep Creek Valley and the Columbia River.
How will this afect me?
Several objectives and policies have been updated and revised based on community input and the work of a
steering committee created to advise RDKB staf through the revision process. Individual property owners
may want to see if any new or revised policies apply to their land.
Who will be at the Open House/Public Hearing?
Director Linda Worley, who has been delegated by the RDKB Board of Directors to preside over the hearing,
members of the steering committee and RDKB staf.
How do I get more information?
A copy of the bylaw, the Boards resolution delegating the public hearing to Linda Worley, along with
supporting documents is available for inspection at the RDKB ofce (843 Rossland Avenue, Trail) from
now to the date of the Open House/Public Hearing between 8:00 a.m. to 4:30 p.m., Monday to Friday and
also on-line at www.rdkb.com.
How does the public hearing work?
Tose in attendance will be given the opportunity to speak. Alternatively written submissions can be
submitted to the RDKB ofce until 4 p.m. on the day of the hearing, or at the hearing. All verbal and written

Cuba as it is the storys two Celias.
Jordans literary novel, Far From Botany Bay, was the
2011 One Book, One Kootenay selection (OBOK). She
has also written four books for young adults and the
award-winning TV movie, Te Sweetest Gif. Jordan,
who has developed several grass-roots environmental and
social justice projects in places such as Guatemala and
Ecuador, lives with her husband in Rossland.

It is with great sadness that
we announce the passing of
Sophie at the age of 87. She
was born in Kaslo and was a
resident of Burnaby for most of
her life. Sophie is survived by
her loving family and husband Armando of
67 years; daughters Sharon (Rob) and Gloria
(Alex); son Garry (Donna); grandchildren Leanne
(Mike), Todd, Ryan and Shaun; precious great granddaughter
Mila; brother Joe of Kaslo and sister Margaret (Fin) of Trail;
plus many special nieces, nephews and friends. Sophie was
predeceased by her parents Steve and Teresia, sisters Anne
and Mary and brother Steve Jr.
Sophie was a wonderful mother and excelled in cooking,
baking, entertaining and gardening. She extended great hos-
pitality to all who visited her home and always thought
of others before herself. She will be dearly missed and
remembered for her kindness and generous heart.
At her request there will be no formal ser-
vice. A private family gathering will be held
in Kaslo at a later date. In lieu of fow-
ers, donations to BC Children's Hospi-
tal would be appreciated.

Bats Arent Really Scary
As Halloween approaches, bats with bloody teeth or
scary green eyes become more common, conjuring up
images of blood-sucking, dirty, aggressive creatures. Edu-
cators trained by the Kootenay Community Bat Project
(KCBP) are gearing up to dispel these myths to students
in the Columbia Basin.
Bats are actually very shy, clean creatures, says Juliet
Craig, Coordinating Biologist for the KCBP. Tey are
extremely benefcial in eating nocturnal fying insects in-
cluding mosquitoes, and cycling nutrients from wetlands
to upland forests.
Craig trained a group of talented, keen educators last spring
so they would have the tools and information to provide
school programs on bats during Halloween. In partnership
with Wild Voices for Kids, the educators will be ofering free
school programs to teach children about the amazing world of
bats including their unique features, their role in ecosystems,
and our local bat species. Students will get a virtual tour of
bats from around the world, eavesdrop on their echolocation
calls, and explore current issues in bat conservation.
Of the sixteen species of bats in BC, half of them are
considered vulnerable or threatened and an additional
species, the little brown myotis, has recently been assessed
for federal Endangered status, says Craig. Bats need all
the help they can get including more positive press, and
school programs can help do that.
Te Kootenay Community Bat Project, which began in
2004, has just wrapped up another year of identifying local
bat species, providing educational programs and work-
shops, and assisting landowners with bat issues. Funded
by the Columbia Basin Trust, the KCBP has provided over
400 visits to local residents, and identifed over 300 roost
sites for seven bat species. In addition, with funding from
the Public Conservation Assistance Fund, the KCBP is
paying for bat-house materials for residents who would
like to build a bat-house this winter.
