POLICE arrested three suspected members of the terrorist group Abu Sayyaf, including a notorious kidnapper with a P3.3-million reward on his head, in separate operations in Basilan and Sultan Kudarat early this week, ofcials said on Wednesday. National Police chief Nicanor Bartolome said operatives of the Task Force Sanglahi-A Mindanao arrested Sali Basal Taib, alias Gonggong Sali, and Abu Husni in Palimbang, Sultan Kudarat, on Tuesday. Taib was directly involved in the kidnapping of American missionaries Martin and Grace Burnham in 2001, Barolome said. The government has offered a P3.3 million reward for his capture. Journalists, bloggers and human rights groups have criticized Congress and the President for Section 4 of the Cybercrime Prevention Act, which covers online libel, arguing that it is a violation of free speech rights. Velasco had filed 13 counts of libel against Vitug, founding editor of the now-defunct online news magazine Newsbreak and now editor-at-large of another online news Web site, Rappler, for her story SC Justice in Partisan Politics? that was published on the websites of ABS-CBN news and Newsbreak in 2010. In that story, Vitug wrote about Velascos alleged role in the campaign of his son Lord Allan for the lone congressional post of Marinduque. Vitug interviewed residents who said that the magistrate had invited them to join his sons ticket, with a promise that he would help finance their campaign. The petitioners said Velasco himself applied the multiple publication rule in basing the 13 counts of libel on the number of days that the article appeared on the Web sitesan issue being tackled in their petition against the anti-cybercrime law. Velasco voted with the rest of the justices to issue a temporary restraining order to stop the government from implementing the new law until its legality has been established in court.

He also said he could not veto the entire bill because the provisions against identity theft and online fraud were important. Mr. Aquino did not say if his administration would push to decriminalize libel, saying he could only carry out existing laws. The Executives function is to enforce the law. We cannot choose not to enforce a law that is existing, the President said.
Some 15 petitions have been filed questioning the constitutionality of the law before the Supreme Court, which imposed a 120-day temporary restraining order on its implementation. Presidential spokesman Edwin Lacierda earlier said Congress should use the days to amend the laws more controversial provisions. Lacierda admitted that the Courts order was a temporary setback in the governments battle against cybercrime. Obviously, we are stymied in the sense that we cannot use this law to file cases against those criminals, he said. The oral arguments at the Supreme Court have been set for Jan. 15, 2013. In an interview Monday, Recto defended his version of the sin tax bill and also suggested that the House was in cahoots with the alcohol companies to lower their tax burden. Did they make a deal with alcohol companies? asked Recto, who pointed out that under the House version of the sin tax bill, taxes from distilled and fermented liquor went down from the original P30 billion target to only P5.2 billion. The Finance Department had originally sought P60 billion in new revenues from the sin taxes, with the tobacco and alcohol companies sharing the burden equally. But under the House version of the bill, lawmakers slashed the tax take from liquor to only P5.2 billion, and the revenue from tobacco to P27 billion, for a total of P32.2 billion, Recto said. Recto also defended his own version of the bill, which he withdrew after Mamba was quoted as saying any senator who did not support the administration target would be suspected of accepting bribes from the tobacco and alcohol companies. In a separate interview, Senator Gregorio Honasan said Mamba claimed he was misquoted in news reports, and that it was not his intention to imply that the tension started in April this year. Supreme Court Associate Justice Presbitero J. Velasco Jr. on Wednesday inhibited himself to erase any doubts that might be cast on the final decision. Velasco dismissed accusations that he was biased in favor of the Cybercrime Prevention Act because he had filed libel complaints against online journalist Marites Vitug, but said he would recuse himself anyway to remove any suspicions that he might influence the outcome of the case. Earlier, the National Union of Journalists of the Philippines, Center for Media Freedom and Responsibility, and the Philippine Press Institute sought his inhibition in the case, even though he later dropped the libel comsenators had accepted bribes. But Palatino disagreed. Essentially, what this administrative order wants is to squeeze more money from citizens, he said. There is already a proposed sin tax bill, and now this. What about our poor who have no money? Our people are hungry and jobless. Clearly, P-Noy has lost touch with the condition of our people. Palatino said local government units could take the order as a cue to also increase fees. He feared that AO 31 could trickle down to the state universities and colleges, which he said were also government agencies. The miscellaneous fees in [state colleges and universities] have ballooned in recent years, with some even imposing fees that are higher than the students actual tuition, Palatino said. With this order, the administration of [state colleges and universities] may again justify the imposition of new and higher fees. Palatino called on the President to immediately withdraw AO 31. The government has been pushing for the digitization of government documents, which would supposedly bring down the cost of transactions, he said. Why push for fee hikes? Before the government orders new fee hikes and charges, it should first account for all the fees that it has collected in the past years.

Commissioner Kim Henares, Health Secretary Enrique Ona and Presidential Legislative Liaison Officer Manuel Mamba, who attacked the senators for considering a bill that slashed the revenue target from new taxes on alcohol and tobacco to P15 billion, down from the governments original target of P60 billion. Capacite said the JBC would no longer entertain applications for media accreditation for live coverage of the interviews next week, and members of the media would just have to go through security checking. FORMER President and now Pampanga Rep. Gloria Macapagal-Arroyo has been cleared in the Amparo case led by a militant linked to the Communist Party of the Philippines who claimed to have received threats from the military during her administration.
Also on Wednesday, Arroyo scored another legal victory of sorts after the Sandiganbayan First Division granted the motion allowing her to be detained at the Veterans Memorial Medical Hospital in connection with the case of plunder led against her. In a 19-page resolution, the SC dismissed with finality the appeal of Anakpawis member Francis Saez of its ruling in August 2010 junking his petitions for writs of Amparo and habeas data where he accused Mrs. Arroyo of having a hand in alleged threats to his
life and security by the Armed Forces. The high court ruled that while the President cannot be automatically dropped in a petition merely on the basis of presidential immunity from suit, it held that Saez had failed to establish accountability of the President as commander-inchief under the doctrine of command responsibility. The Court took a second look on the evidence on record and nds no reason to reconsider the denial of the issuance of the writs prayed for, the SC resolution penned by Associate Justice Bienvenido Reyes said. THE House of Representatives on Tuesday night approved on second reading the K to 12 education program which adds two more years of schooling to public secondary students. Prior to viva voce voting of House Bill 6643 or the Enhanced Basic Education Act of 2012 via, Davao Oriental Rep. Thelma Almario, member of the House committee on basic education, said the measure would be an additional burden not only for the poor families but also to teachers who would have to perform dual functions without additional benets. Earlier, the House committee on basic education voted for the approval of the still unnumbered Substitute Bill to the K to 12 measure, with Speaker Feliciano Belmonte Jr. as one of the principal authors. The bill adds two more years to 10-year basic education by dividing secondary education to two phases, namely: junior high school (four years) and senior high school (two years). Party-list Reps. Luz Ilagan of Gabriela and Raymond Palatino of Kabataan also opposed the K to 12 program which would entail additional funding for the DepEd which should have been allotted to classroom shortage, among others. THE names of their organizations may sound similar, but at this point it may be all that Akbayan, Anakbayan and Bayan Munathe party-list organizations perceived as Left-leaninghave left in common. Akbayans news conference Tuesday was disrupted by heckling from representatives of Anakbayan, who accused the former of being a fake party-list group and called for its disqualication. Anakbayans claim is backed by facts: a number of Akbayan members have cozied up to the Aquino administration. Former Akbayan Rep. Loretta Ann Rosales heads the Commission on Human Rights while another former nominee, Risa Hontiveros-Baraquel, is

Secretaries Corazon Dinky Soliman of Social Welfare and Development, Leila de Lima of Justice, Ramon Jesus Paje of Environment and Natural Resources and Arsenio Balisacan of Socio-economic Planning are still awaiting CA conrmation. The fth Cabinet secretary whose appointment was left hanging was that of Jesse Robredo, whose death in August prompted legislators to fall over themselves and propose that he be conrmed, albeit posthumously. The postRobredo guilt trip led to the speedy conrmation of his replacement, Secretary Mar Roxas, and Roxas replacement, Joseph Emilio Abaya. As for the four secretaries whose fate remains in limbo, there is no guarantee that they still enjoy the support of Aquino, if the Presidents recent actions are any indication. Of the four, it looks like DENRs Paje is the most endangered (pun intended) in Aquinos Cabinet. At least two senators have received complaints not only from industry stakeholders but also from the departments own employees on a wide gamut of issues, including charges that Paje himself or his lieutenants were in cahoots with illegal loggers or miners or involved in the questionable sale or lease of government lots or reservation areas. A career ofcer who had been in the department for 30 years, Paje hit it big during the Arroyo administration by sucking up to two successive DENR secretaries both known to be close Arroyo allies Mike Defensor and Lito Atienza under whose terms Paje served as undersecretary. When Aquino took over as President in 2010, Paje managed to align himself with the Samar faction of the Palace, and was rewarded with the DENR post. However, Paje supposedly agreed to serve for just 12 months, or until defeated Liberal Party senatorial bet Neric Acosta was no longer covered by the one-year ban on poll losers from taking on appointive posts. Acosta never got the job promised to him, because Paje had, in time, solidied his position with the help of a powerful religious group of which he is a member. But recently, the move to replace Paje has been gaining strength. After disastrous oods hit Cagayan de Oro and Butuan Cities, illegal logging continues unabated in Mindanao and other areas, despite the governments total ban on tree-cutting. The recent scandal about the smuggling of ivory into the Philippines and the loss of seized elephant tusks in DENRs custody is also being blamed on Pajes lackadaisical management. Little more needs to be said about how Paje has been criticized by the mining industry for attempting to impose his own rules that are contrary to Aquinos executive order that provided a roadmap for the exploitation of the countrys mineral resources. Perhaps Aquino will nd a way to remove Paje soonquietly, as is the Presidents wont, and hopefully with someone who can actually get the job done.
has the power to commit to amend the Constitution to make it conform to any agreement: The MOA-AD not being a document that can bind the Philippines under international law notwithstanding, respondents almost consummated act of guaranteeing amendments to the legal framework is, by itself, sufcient to constitute grave abuse of discretion. The grave abuse lies not in the fact that they considered, as a solution to the Moro Problem, the creation of a state within a state, but in their brazen willingness to guarantee that Congress and the sovereign Filipino people would give their imprimatur to their solution. There too is the thorny issue of the territory of the Bangsamoro. True, the area constituting the territory of the Bangsamoro appears to be nominally smaller than what was contained in the MOA-AD. But this need not be the case because after the recital of what constitutes the territory of the Bangsamoro, there is a provision that it is without prejudice to other contiguous areas from being included where there is a resolution of the local government unit or a petition of at least ten percent (10%) of the qualied voters in the area asking for their inclusion. Residents of Zamboanga City and Palawan: beware. Your areas may still be included. Then there is the issue of the Bangsamoro having maritime and other territories as if it were an independent state. In the MOA-AD, it was stipulated that the Bangsamoro Juridical Entity would have its own internal waters and territorial seas that according to the UNCLOS should only pertain to states. This provision appears to be adopted anew in the Framework Agreement except that it would be spelled out in the allegedly non-existing Annex on Wealth and Power Sharing. The Framework Agreement also contains a section on basic rights, which appears to be the counterpart of the Bill of Rights. Most noteworthy is the fact the rights of women in Bangsamoro is now limited to political participation. Is this intended to make womens rights in

Mindanao consistent with those enjoyed by their counterparts in Saudi Arabia, Yemen, Iran, Iraq? And whatever happened to the prohibition on torture and other cruel, inhumane and degrading forms of punishment? Again, is the intention to embrace the practices of Islamic countries that provide for beheadings, chopping of body parts, and other similar forms of treatment? The Agreement also states that the Bangsamoro may create its own auditing body and procedures for accountability over revenues and other funds generated within or by the region from external sources. Unless there is a distinct Islamic form of accounting, the perception is that this provision is only intended to legitimize the systemic plunder by the local Muslim elite of the scale and scope that has happened and is still happening in the ARMM. In other words, this is still dole in exchange for peace. Further, there is the issue of the relationship between the Republic and the Bangsamoro described in the agreement as asymmetrical. To the credit of the negotiators, this is a departure from the relationship of association, which was struck down by the Supreme Court as violating the sovereignty of the Republic. But what they fail to understand is that any other relationship between the national government and the Bangsamoro that deviates from the unitary form of government is equally constitutionally repugnant. The Bangsamoro, under our form of government, should only be entitled to exercise powers that are endowed to it by Congress. Full stop. Any other form of relationship will surely suffer the same fate as the MOA-AD. The nal point to be made is courtesy of Mssrs. Nur Misuari and Umbra Kato that is, the shootings in Mindanao will still continue. And while the agreement has assured some of its negotiators lucrative appointive posts and the Muslim elite unprecedented pork in Mindanao, the reality is that IHL, the lex specialis where there is an armed conict, would still be the applicable law in Mindanao.

ITS more fun in the Philippines. With this slogan, the country aims to attract 10 million tourists by 2016. If Baguio is going to be the yardstick, however, I doubt very much that we would attain this number. What has happened to Baguio is sad and tragic especially to those of us who grew up in the city and know the Baguio of old. Baguio is the only city built and planned by the Americans. Wanting to nd relief from the oppressive summer heat of Manila, Baguio was developed so that during the hot summer months, the Americans unaccustomed to the tropics could spend the summer up in the mountains where the summer temperature was and still is comfortable throughout the year. Daniel Burnham, the urban planner who did the planning of Manila was sent up to Baguio to draw up the plans. He came up with a proposal for a community of 25,000. The city was then given its charter in 1909 so early on, Baguio was promoted as the Summer Capital of the Philippines. And indeed for the better part of the last century, Baguio City was truly the summer capital of the country. This was the place where the rich and famous, as well as people from all walks of life, could come and enjoy the pleasant climate that Baguio could offer. Today, Baguio is a tourist destination but a lot of things have changed. It is a now a city of 318,676, increasing by 2.81 percent every year which is much more than the national average. It has a population density of 5,542.1 people per square kilometer. The city has become very crowded but on the positive side, business appears to be booming. Since Baguio is still being marketed as a tourist destination, one would think that tourist spots are maintained and improved so that visitors would keep coming. Nothing however is being done in this areatourism gures back this up. Tourist arrivals peaked in 2008 with

TERMINAL 1 of the Ninoy Aquino International Airport has once again been named the worst terminal. Our only consolation is that this time, it is only the worst in Asia, not in the world. This is according to a survey among transient passengers, who say there is no place to rest and sleep in Naia. They have to contend with dirty toilets, long queues, personnel who need to be bribed and the risk of being hurt or robbed. I wonder: what ever happened to the P1.1 billion earmarked for the restructuring, remodelling and refurbishing of this sorry terminal? Was the refurbishment ever started or has the money gone somewhere else? As taxpayers, we are entitled to know. The Aquino administration can no longer blame the Arroyo regime for everything that goes wrong. After all, President Noynoy Aquino has been in ofce for more than two years already. More recently, Naia has experienced ight delays of between 45 minutes and one hour. This is because it only has one runway. Technical glitches have also been more common. It seems Malacaang is not listening. In this regard, the Center for Strategic Initiatives, a group of professionals and businessmen headed by former Nueva Ecija Rep. Renato Diaz, has suggested that at least half of the ights be transferred to Clark International Airport. Indeed, these ight glitches are a black eye on the Aquino administration as far as tourists and investors attention are concerned. How then will it be more fun in the Philippines? According to Diaz, overseas Filipino workers going on international ights can benet from budget airlines. Clark can certainly ll the gap. I think the suggestion is sensible. The transfer of at least half the ights would also mean development of surrounding areas. The speed train, a project that has long been delayed, from Clark to Caloocan should be no problem. Migrant workers and their families bringing them to airports use jeepneys and vans to for the luggage, anyway. The problem however is that the administration does not have political will. I know that when the President wants something done, he could do it. Just look at how swiftly the impeachment and conviction of former Supreme Court Justice Renato Corona was brought about. Mr. Aquino also does not have any

814, 975 arrivals. By 2011, however, this went down drastically to 552, 497. Let us look at the tourism picture. There are three approaches to Baguio. The most famous and certainly the favorite is the iconic Kennon Road, also known as the zigzag road. What is happening to this historic road is unforgivable. Uncontrolled construction of houses and business establishments beside the road is not only destroying the scenic view but also damaging the environment like the Bued River. The river is now being used as a sewer and if no inspection is done by authorities to require the structures there to at least put up septic tanks, the environmental damage would be enormous. Very soon, it will be the foul smell of the rivernot anymore the scent of pine trees, which by the way are already gonesignaling to motorists that they are nearing Baguio. If one stands on the view deck of the Zigzag road, the sight will be that of squatters and not of the famous road. When one gets to the city, the tourist will get a glimpse of the treeless hills full of squatters. The visitor would have to grapple with the terrible trafc and air pollution within the central business district which the authorities cannot seem to solve. The other tourist attractions of the city are not also being improved and are in fact deteriorating. The Baguio Cathedral, built in 1931 and a must-visit for tourists, has now been gated. The grounds have been converted into a pay parking area. The open spaces around the church have also been built up. The Cathedral certainly no longer has the kind of ambiance that it used to have. This is not to mention the Post Ofce Loop being lled with small stores which adds to the blighted condition of the area. Since all trafc around the vicinity is routed through the loop, this area is always congested. Other tourist spots such as the Mines View Park is full of sidewalk stores that it is really no longer enjoyable to go there. It is called Mines View because it is one of the better places to view the old Baguio Gold Mines which unrtunately no longer exist. Had the place been basically retained in its original condition, I would think that its attraction would have been preserved. Commercialization has destroyed the place. Burnham Park where lovers used to stroll in the afternoon amidst the fog can no longer do it for fear of getting mugged. There is a wooden building along Governor Pack road which is called the Baden Powell building. It has now been converted into a cheap hotel. The structure is somehow obscured by stores and other commercial establishments. This historical building, where the Philippine Commission used to hold its sessions, was I understand the place where Baguio was decreed as the Summer Capital of the Philippines sometime in 1904. And the road going to that building was called then as it is still called today, Session Road. The building has a historical marker but as I have said, partly hidden. What a pity. No sense of history. Other tourist spots like the Wright Park, Crystal Cave, and Mirador Hill have also changed so much. They no longer attract as many tourists. Even Camp John Hay is changing fast. The hike trail is gone and more structures are going up. Clearly, a program must be undertaken to improve Baguios tourist attractions. Serious planning must be done; otherwise, the city will lose out if it has not already to other tourist destinations in the country like Palawan, Boracay, Clark, Subic and other resorts that are sprouting all over the country. The city has already suffered a severe drop in tourist arrivals and if something is not done, it will continue to suffer. The pleasant temperature that the city enjoys all year round is now the only main claim to fame but this may no longer be enough. Infrastructure must be improved. That includes improving and expanding the central business district by solving the trafc problem, air pollution and removing those monstrous electric posts in the middle of the roads. They give the impression of total lack of planning and of a sense of aesthetics. Restoring Baguio to its former glory can still be done.

Diazs group, if I am not mistaken, is the same group that suggested to the President to decongest the New Bilibid Prisons in Muntinlupa. The Bilibid houses more prisoners than it could carry. We all know that graft and corruption remains prevalent in prison and that some prisoners are treated like VIPs and kings instead of felons. Diaz has suggested that the prisoners in both the maximum and minimum security compounds be relocated to Fort Magsaysay and that the Muntinlupa property be privatized. Again, this makes a lot of sense. The problem is that Malacaang is not listening. Are we just going to be content with the fact that our airport terminal has become notorious in Asia and the world? *** What Malacaang wants, Malacaang gets. This appears to be true with the resignation of Senator Ralph Recto as chairman of the Senate ways and means committee that came out with a compromise on the so-called sin tax bill. The President did not like the compromise: Malacaang wants a P60billion windfall from higher taxes but the House could only settle for P31 billion. The Recto bill would only deliver revenues of P5 billion to P6 billion. With Liberal Party stalwart Senator Franklin Drilon now acting chairman of the said committe, the question now is: Will the Recto bill that took into consideration the fate of the tobacco industry in the North and the high taxes that would be slapped on the masses now be junked? Santa Banana, the President really wants the big revenuesnever mind that the sin taxes will only give premium to smuggled cigarettes. Addiction to smoking causes cancer and hence it must be stopped. This is the Palaces mantra. But has the President, a heavy smoker himself, stopped smoking? ** A sexagenarian housewife has suddenly surfaced as a mayoralty candidate in Dagupan City. Her name is Belen Fernandez. She is a namesake of Vice Mayor Belen Fernandez who is running against the incumbent mayor, Bejie Lim. The 66-year-old housewife was reportedly recruited by two people who had promised her perks and a lot of money. In a sworn statement, the woman claimed that the men got her a police clearance and had her sign a document it turns out that this document was a certicate of candidacy. Speaking of dirty tricks!

THE Senate ordered on Wednesday the arrest of three rice traders for failing to appear in the ongoing Senate inquiry into rice smuggling in the country.
Seventeen of 23 senators signed the arrest order against Protik Guha of India-based Amira Foods, Dexter Marl of Masagana Import-Export Incorporated and Magdangal Diego Maralit Bayani III of St. Andrews Field Grains and Cereals Trading. Guha is the chief executive ofcer ot the company that owns the P500-million worth of Indian rice that was purportedly smuggled through the Subic Bay Freeport Zoen last April 4. The senators had earlier said Subic Bay Metropolitan Authority ofcials may have connived with foreign exporters in the smuggling 420,000 sacks of Indian rice and 90 container vans of Vietnam rice into the country through the Subic Freeport. During the resumption of the Senate hearing, Senator Teosto Guingona sought the help of the Bureau of Immigration and the National Bureau of Investigation in tracking down the three who had allegedly left the country. Guha was earlier spared being detained at the Senate for contempt because his lawyer, Demetrio Custodio, said his client could not travel from New Delhi to the Philippines because of hypertension. Guha, through counsel, led a motion for reconsideration before the committees to lift the order citing Guha in contempt of the Senate and ordering him arrested, read the senate resolution. After a careful and thorough review of the case, we nd no merit in the arguments presented before the committees, hence, the motion for reconsideration is denied, the [arrest] order is afrmed, it added. Guingona also directed Senate lawyers to le charges against Marl for false testimony after he refused to answer the senators questions on his alleged involvement in the importation of 90 container vans of Vietnam rice in a previous hearing. Bayani, on the other hand, refused to answer questions on his nancing arrangements as he invoked condentiality in nancial agreement, Senate President Juan Ponce Enrile noted he cannot used this principle. Bayani also did not attend three hearings of the committee. He was one of the importers who supposedly attempted to sell in the Philippine market 420,000 sacks of illegally imported white Indian rice. Cesar Ramirez, a local rice importer based in General Santos City was detained last August at the Senate for lying in his testimony. After attending the hearing, presided by Senator Francis Pangilinan, Ramirez was prevented from leaving the building and was whisked by the Senate sergeant-at-arms to the Senates detention facility. He was only released after senators considered his appeal.

DAVIS, California A dog from the Philippines who became an international hero after she sacrificed her snout to save two young girls will have to wait a little longer for surgery to replace her missing muzzle. The Sacramento Bee reported that veterinarians at the University of California, Davis said Tuesday that Kabang needs treatment for heartworm and chemotherapy for a vaginal tumor before she can undergo facial reconstruction. The mongrel ended up in Davis last week after a nurse from Buffalo, New York, spearheaded a fundraising campaign to bring her to the US. Veterinarians in the Philippines had been unable to treat her injuries. Newspapers in the Philippines reported Kabang had her snout and upper jaw sheared off when she jumped in front of a speeding motorcycle while she was walking with her owners daughter and niece. AP

THE Department of Education thanked the Union Bank of the Philippines for the P2.8-million schoolbuilding it donated to the Barugo National High School in Southern Leyte. Education Secretary Armin Luistro, who attended the inauguration of the four-classroom, one-storey building, said the students of Barugo need not walk long kilometers to go to school. The schoolbuilding can accommodate around 500 students. Luistro said the project is part of the Adopt-A-School program of DepEd which invites individuals and corporations to donate in exchange for tax incentive. On the part of Union Bank, chief executive ofcer Justo Ortiz said, the endeavor was made under its corporate social responsibility program. With the continuing support of private business and other stakeholders, education resource gaps can be further narrowed down, Luistro said. Century Canning is the marine and tuna enterprise of the Century Pacic Group, which is owned by the Po family. It is the maker of Century Tuna, 555, Blue Bay Tuna and Fresca Tuna products. The Pacic Meat, on the other hand, produces the Argentina meat products and the Wow line of ready-to-eat meals. RFM, owned by the Concepcion family, reported a net income of P302 million in SOLAIRE Resorts & Casino, the $1-billion integrated gaming and resort project of listed rm Bloomberry Resorts Corp., said Wednesday it is set to open in March next year. THE Union Bank of Switzerland said the Philippines will likely post a relatively healthy economic growth in the coming years despite the current global nancial crisis. UBS senior economist Edward Teather said in the weekly edition of The Forum that the Philippines and Indonesia were expected to deliver high gross domestic product in the context of the last decade. That context is important because global and Asian growth is expected to be more modest in coming years than before the global nancial crisis, the UBS said. The bank said the optimism was not merely based on the recorded year-on-year real gross domestic product growth in the rst half, where Indonesia grew 6.4 percent while the Philippines expanded 5.9 percent. UBS attributed the positive outlook to the vibrant local stock market and the central banks measures to calm property lending, which were already implemented or are for implementation. Cerilles has led a complaint against Paje before the Justice Department for allegedly issuing an anomalous special mining permit to a questionable company. Cerilles is alarmed by the prospects of Paje being conrmed as Environment secretary, saying he is not adhering to the straight path declared by President Benigno Aquino III. Paje, according to Cerilles, issued a special ore extraction permit to Lupa Pigegetawan Mining Co. to mine in Bayog, Zamboanga del Norte. The permit allows Lupa Pigegetawan to explore, mine and process iron ore, particularly the oats and outcrops in Zamboanga del Norte. Paje, a former Environment undersecretary during the term of former President Gloria MacapagalArroyo, served as architect and inventor of the SOEP, claims Cerilles. Mr. Paje... knew for a fact that under existing laws..., theres no such thing as Special Ore Extraction Permit that may be issued within the letter or spirit of the laws mentioned. Despite his knowledge of the law, he tolerated the issuance of [an] SOEP in favor of Lupa Pigegetwan Mining Company, Cerilles said. Paje reportedly issued the SOEP because Lupa Pigegetawan was a corporation of indigenous people, or natives of the mining site referred to as an ancestral domain. The address of Lupa Pigegetawan, however, turned out to be in Banilad, Cebu City and not in Zamboanga del Norte. The Subanen natives of Zamboanga del Norte added the incorporators of the mining company were not from their place. The Subanen natives complained against the mining company due to the alleged militarization in their locality and threats from armed groups. Cerilles said Paje violated the law to favor a fake company of indigenous people so it could mine in the said place. Paje went out of context [in interpreting the law]. That is why I question his competence, Cerilles said. The DENR is the primary government agency responsible for the conservation, management, development and proper use of the states mineral resources, Cerilles said. The DPWH, Masbate I District Engineering Office, Masbate City through the source of funding stated intends to apply the sum being the Approved Budget for the Contract (ABC) to payment under the contract as specified above. WASHINGTONEuropean astronomers say that just outside our solar system theyve found a planet thats the closest you can get to Earth in location and size. It is the type of planet theyve been searching for across the Milky Way galaxy and they found it circling a star right next door 25 trillion miles away. But the Earth-like planet is so hot its surface may be like molten lava. Life cannot survive the 2,200 degree heat of the planet, so close to its star that it circles it every few days. The astronomers who found it say its likely there are other planets circling the same star, a little farther away where it may be cool enough for water and life. And those planets might t the not-too-hot, not-too-cold description sometimes call the Goldilocks Zone. That means that in the star system Alpha Centauri B, a just-right planet could be closer than astronomers had once imagined. Its so close that from some southern places on Earth, you can see Alpha Centauri B in the night sky without a telescope. But its still so far that a trip there using current technology would take tens of thousands of years. But the wow factor of nding such a planet so close has some astronomers already talking about how to speed up a 25 trillionmile rocket trip there.
