Gov Case:
Background Information: Historically, the capital of Thailand has moved four times in history due to adverse conditions. Definition: Capitalthe capital city of Bangkok. No distinction between political, economic, or social capital.
Capital city, the area of a country, province, region, or state, regarded as enjoying primary status, usually but not always the seat of the government

Move means to relocate permanently. Scope: Thailand Split: as pm, I will outline the harms of having Bangkok where it is, the model/principle, and the justification. The dpm will go over the arguments for it economically, politically, and socially.

Harm:

1. Bangkok is sinking: From time magazine, Bangkok is sinking a 1-3 cm a year and could be underwater by 2030. Historicaldont read out loud.

a. The most under developed portion of the country is the northeast, by moving it to a city in the northeast, this will spur infrastructure development and promote economic gain. b. A new airport, train and rail, and improved roads. 2. Moving the capital can help relationships between different groups. a. There is currently a red/yellow crisis by moving the seat of govt to the northeast, this will create a situation of understanding.

3. Bangkok can remain the economic center while the new capital is in transition, but the impending flooding should not be on the centerpiece of the country. a. When sukothai floods, the world doesnt care. When Chiangmai floods, people dont care but when the capital has problems the world cares. The capital is the focal point of the country. 4. Justification of private and government. We will use private companies to build the infrastructure and give them subsidies and tax breaks. They will reach a deal similar to the bts. Where a private firm has the right to finance the operational costs of the train system while the govt provide funds for civil construction.

Important background but not part of speech: Regarding changes in the financing of Skytrain, note that in 2002 the Thai government amended a law permitting a private firm the right to finance the operational costs of the train system, while the government provided funds for all civil construction. However, by October 2005 with no action forthcoming by the government on the civil works side, the BMA decide itself to fund completion of the 2.2 km Silom line extension. Due to difficulties with tendering the signaling system and other on-going design problems, the line extension was delayed several years, finally opening in May 2009. Also, after the late 2008 debt restructuring, BTSC's total liabilities decreased to about 10 billion baht which is schedule to be repaid over the next eight year period.

Weighing the advantages of a new capital vs keeping the current capital we see by moving Bangkok, there will be an economic boom in that area. Bangkok meanwhile will survive and still be a major economic player in the region. 1. The economy of Thailand is up.

Projections show the stimulus from the flood prevention spending has added to the economy and it grows at 3%. By moving the capital, this will add to the development of the country overall and create another modern city for domestic and international use. Already developed. Located in geographical center. Can handle the current amount of workload. Disadvantages: more costs. Inherent barrier: the status quo would never move the capital on its own.

Govt Intro: Energy is depleting. Nuclear produce lots of energy. Lots of country adopt it. Its time to do whats best for Thailand. Thailand signed NPT treaty, and is ready to develop any time. Harm: 1. Energy depletion 2. Environmental damage dams and such destroys cultural sites and force people to relocate. Defn: TH Thailand; pursue nuclear energy develop nuclear energy; Stance: We want to do what is best for Thailand by giving it what it needs in term of energy. Mechansm:

1. Assign team of researchers to survey for best place to locate nuclear power plant a. Research team include govt officials, university professors and other intellectuals, and representative of various NGO groups. i. Have govt because they are the one authorizing. Have intellectuals because they are able to give informed opinions. Have NGO groups so that they would see how safe and reliable the plant is going to be almost like a supervisor b. Research regarding areas furthest from populated areas and the supply line c. Take advantage of NPT and request for foreign engineers to come and regulate building process 2. Build the plant under supervision of NPT personnel. a. Reduces risks and increases design via production standard 3. Joint venture between govt and private companies with 20 years ownership benefit. a. Just like BTS model Thailand cooperate with Italian-Thai company, foreign investors help fund the development with 8 years benefit. b. Probably with Japan or Russia b/c they already have nuclear reactors c. Model: India i. Over 9 nuclear plants, joint venture with Japan and Russia. Those two countries support regarding plant production and nuclear reactor. Arguments: 1. Energy demand a. Projections: 10% increase in electricity demand by 2030, 50% increase in energy consumption by 2013, citing International Energy Outlook of the year 2008. b. 1 gram of Pu-235 (uranium isotope 235) can produce 3 tons worth of coal c. Power supply is constant and reliable. d. Conclusion: Nuclear energy will solve energy problem 2. Nuclear most efficient a. One factory can produce over mega-watts of power. b. Limit the scope of natural resources damage and guarantees reliability. Others are: i. Nuclear takes up very small land ii. They can be guaranteed that construction process does not do anything that is against humanity and the world. 2. Promote alternative energy design a. Competitions i. Winners design will be implemented b. Public campaigns 3. Funding for development comes from joint venture with Germany, Sweden, France, and China a. Those countries already pursue clear energy. b. Just like BTS model Thailand cooperate with Italian-Thai company, foreign investors help fund the development with 8 years benefit. Arguments: 1. Alternative energy need more support a. Reason it cannot produce as much energy is because no investment. With sufficient investment, it would be able to create much more than nuclear b. At the present, all alternative energy produces over 13% of USs overall energy while nuclear produces 15%. The difference is that alternative energys trend is growing and the rate of energy growth is linear per year while nuclear energys statistics stand still. i. This means with sufficient support, the energy production growth rate will be even higher and will eventually surpasses nuclear. c. Thailands Kasetsart University is dedicated in alternative energy ever since the early 1990s, but lack financial support. 2. Nuclear Bad a. Expensive i. Introduction: ACTA is the Anti-Counterfeiting Trade Agreement. By disguising under the term Trade Agreement ACTA has a much further effect than that. In the past few years, ACTA has been negotiated by 39 countries. However the negotiators are not democratically elected. This action bypass the democratic process. The origin of ACTA is suspicious and the content of the agreement itself is much worse. Stance: THW not support ACTA Harm:

1. ACTA takes away the online privacy 2. ACTA endangers peoples life 3. ACTA takes away peoples freedom and rights

Current status of ACTA: - Japan is the only nation to ratify ACTA - Other nations just signed but not ratified - ACTA was declined by European parliament - USA signed but the US gov declined it So, the representatives to negotiate cant do anything without the government permission hence from our mechanism we ensure that ACTA wont be ratified.
