Dear Sir/Madam: Upon my return to Israel, I received the four, above referenced letters from your offices. In reviewing these latest communications on the background of previous communications in this matter (summarized in [1], below), it should be noted: 1) Neither the Israel Bar-Central Committee, nor the Jerusalem-, Tel-Aviv-District Committees have responded so far on previous requests for a statement on the record, regarding the relationship between the Israel Bar Association and ComSign, LTD. Conduct of Attorneys Yoram HaCohen and Amit Ashkenazi, relative to ComSign, LTD, is central to the complaints, previously filed with the Jerusalem- and Tel Aviv-District, respectively. 2) It should also be noted, that the August 12, 2012 response by the Tel Aviv Bar, while informative regarding the complaint procedure in general, is short on specifics, pertaining to the matter at hand: - It fails to refer to the previously filed Complaint against Attorney Amit Ashkenazi as such. It only confirms receipt of a "letter" [;] - It fails to include a reference number for the previously filed Complaint against Attorney Amit Ashkenazi; - It fails to explain, why the previously filed Complaint against Attorney Amit Ashkenazi has not been registered by the Tel Aviv-District as such; - It fails to include a reference number for its August 12, 2012 correspondence. Overall, conduct of the Tel Aviv Bar suggests that it is ready, willing, able to initiate a simulated complaint review procedure.

I would be grateful for specific responses by your good offices regarding the matter in 1) and 2) above. Absent such responses, upon review of the matter as a whole, a reasonable person would seriously doubt that the Israel Bar Association and/or its District Committees are competent for review of Ethics Complaints against Attorneys HaCohen and/or Ashkenazi in matters pertaining to their conduct vis--vis ComSign, LTD.
