Terms of Reference Environmental Monitoring (pollution) in EPC & EPA roads under the World Bank Assisted KSHIP-II

programme I BACKGROUND OF THE PROJECT The Karnataka State Highway Improvement Project has taken up improvements of 831 kms of State Highways in the state with financial assistance from the World Bank under the Second Karnataka State Highways Improvement Project at cost of US$ 350 Millions. Under the project the existing single/intermittent roads will be strengthened and widened to 2 way carriage way with paved/unpaved shoulders on either side. The civil works will be taken up under (i) Engineering Procurement Construction (EPC) contract in five packages for 268.9 kms of roads for which contractors are already in place and (ii) Engineering procurement Annuity contract in four packages for 562 kms of roads where in the procurement is in progress and contractors are expected to be in place by April 2012. Environmental Monitoring is part of the project consultancy assignment. Duration of Monitoring: Environment Monitoring will cover: both EPC Construction stage which varies from a minimum of 1.5 years to maximum of 3 years and EPA Construction stage which varies from a minimum of 2 years to maximum of 3 years. It is proposed to carry Environmental monitoring for one year after the construction is complete. EPC road construction works are expected to start in the field from June 2011 and EPA road construction works are expected to commence from April 2012. .The period for environmental monitoring has been broadly divided in 3 quarters spread over 12 months, each year. Ambient Air Quality Monitoring

An average total of about 54 samples per year for EPC roads and 105 samples per year for EPA roads in the frequency of 8-hour sampling for four consecutive years have been estimated for the ambient air quality monitoring. The monitoring locations will include established monitoring stations under the project , crushers, hot mix plants, construction sites etc. The broad locations will be determined by the client during project execution where as sampling points will be determined by the environmental monitoring consultants as per CPCB/KSPCB guidelines. Noise Level Monitoring

An yearly average total of about 54 samples for EPC roads and 105 samples per year for EPA roads in the frequency of 8-hour sampling for four consecutive years have been estimated for the noise level monitoring for four consecutive years. Broad locations will be determined by the client during construction where as sampling points will be determined by the Environmental monitoring consultants as per CPCB/KSPCB guidelines.

Water Quality Analysis

The samples will be about 30 locations per year for EPC roads and 69 locations per year for EPA roads for four consecutive years. The client will broadly identify the sampling points along the project corridors where the bridge/cross drainage structure construction is under progress; where as sampling points will be determined by the Environmental monitoring consultants as per CPCB/KSPCB guidelines. Soil Quality Analysis

The soil testing will be carried out at12 locations per year in EPC project roads and 21 locations per year in EPA project roads per year for four consecutive years to assess the soil characteristics such as PH, Na (mg/gm), P (mg/gm) and K (mg/gm) in the project area which helps to assess the nutritional requirement for the plantations and survivability of the avenue plantations in the project area. The client will identify broadly the sampling locations the project corridor during monitoring period, where as sampling points will be determined by the environmental monitoring consultants as per CPCB/KSPCB guidelines.

OBJECTIVES The main objectives of the Consultant thus appointed for carrying out the

Environmental Monitoring would be: a) To carry out the Environmental Monitoring as per the Central Pollution Control Board and Karnataka State Pollution Control Board Guidelines and to adhere strictly to the methodology prescribed under the BIS guidelines on measurement of ambient air pollutants, noise level and water quality analysis.

b) Selection and suitability of the monitoring locations shall be as per criteria outlined by the Pollution Control Board in selection of sampling points. c) To submit periodical reports on the monitoring carried out and infer upon the monitored status with the prescribed standard limits for the various parameters and the baseline status of the pollutants, established for the project. d) Preparing location specific monitoring report for submission to statutory agencies like the State Pollution Control Board, State Environment Impact Assessment Authority, Ministry of Environment and forest, GOI and the World Bank.

TASKS OF THE CONSULTANTS The Consultant will function as a data bank for the client and their associates.

Specifically, the selected Consultant will carry out:

Air Quality Monitoring: Ambient Air Quality Monitoring at selected locations, for analyzing the below

mentioned parameter which will be as per the methodology prescribed by the Central Pollution Control Board. Ambient air quality monitoring would be carried out to yield 8hourly averages coinciding with the period when construction activity is on. The client depending upon the sensitivity of the location may modify the frequency of monitoring. The monitoring station should be 20-m from the centerline of the road on any one side, preferably near habitations. Air quality monitoring would be carried out for SO2, NO2, SPM, RPM, CO, Benzene (C6H6) and Benzo (a) Pyrene (BaP) and The consultant shall make their own necessary arrangements in the form of Generators/Power back ups to ensure uninterrupted sampling during the designated period in the situation that there is power cut in the area or due to non availability of electricity at a sampling location. The client will not bear any cost on this account in the field.

Noise Monitoring The consultant will carry out Noise Level Monitoring at the selected location,

thereby providing the L10, L50, L90 and Equivalent Noise Level (Leq) in dB (A). The analysis should be as per the methodology prescribed by Central Pollution Control Board and other statutory agencies. Ambient Noise level monitoring would be carried out to yield 8-hourly averages coinciding with the period when construction activity is on. The client depending upon the sensitivity of the location may modify the frequency of monitoring. The monitoring station should be 20-m away from the centerline of the road on any one side, preferably near habitations & (noise sensitive receptors). 3. Water Quality Monitoring: The consultant will carry out water quality monitoring and analysis as per the methodology prescribed in BIS specifications, APHA, AOAC and WHO and surface water body quality as approved by the Central Pollution Control Board. Soil Quality Monitoring The consultant will carry out soil test monitoring and analysis as prescribed in the relevant codes and as approved by the Central/State Pollution Control Boards. IV REPORTING The Consultant shall submit an inception report detailing methodology, plan of action, manpower deployment, time schedule within 15 days of the commencement of the assignment. At the completion of the monitoring pertaining to a quarter, the Consultant shall within one week submit a Quarterly Report summarizing the environmental monitoring under taken during the Quarter, the methodology and manpower used to carry out the 4

work. The consultant shall also include information showing the comparison of the monitored pollutant level with the baseline status and permissible standard limits (Environmental standards). A consolidated Annual Report covering all quarters of the year shall be submitted at the end of each year for the monitoring carried out in along the Project Roads. A Draft Final Environmental Monitoring Report covering all annual reports shall be submitted on completion of the assignment covering the monitoring carried out in the Contract Period for review by the client. A Final Environmental Monitoring Report shall be submitted after incorporating of the comments of the client. V TIME SCHEDULE

It is estimated that the Consultancy services will be spread over duration of four years for carrying out the Environmental Monitoring and submission of quarters, annual draft and final Reports. VI REVIEW OF REPORTS

A review committee (to be restricted to three members) consisting of following officers of the Project Implementation Unit will review all reports of consultants (inception, quarterly progress, annual report, draft final and final report) and suggest any modifications/changes considered necessary within 15 days of receipt. 1.
