Introduction : The Engaging non state Actors in the promotion of alternative Energy project in Somaliland is funded by the European Union and ADRA, and implemented by ADRA Somaliland with MME&WR as a base line ministry . The projects overall objective engage non state actors in the promotion of alternative energy activities in Somaliland. This is the 2nd Monitoring field trip. This time , Mohamed Hamud from ADRA and Abdifatah Omar From MME&WR visited these sites , During this mission 6 sites from NSA projects have been visited . and this report will analysis the site situations and the solar installation conditions site by site.

Commander

1. Background Allaybaday is located near to the border of Somaliland and Ethiopia, it is an agricultural district , famous with production of vegetables and fruits , it controls 21 small villages around it .We met there Beddal Hassan Ismail , the police commander of the police station , and had with him an interview , which this report is being prepared from it , addition to that checking the conditions of the solar system , and how is working effectively as required. 1. Site Description In Allaybaday , the site selected for NSA project was , Allaybaday Police Station. The station consist of 5 rooms with a big wall around it, and 15 police men works inside it. They have been used to use the lighting system of the district, which went out early at 7 PM, suffering darkness till the sun rises again! Since it is a police station, it is obvious many cases come at night , which enforce the police to use the Lantern and torches to fill the O.P report. Also, it was big security issue, since when the light went out all police men getting in to their rooms, and no one will be in yard, especially in the raining season . 2. The Solar System : The solar system installed in Allaybaday Police Station consist of the following Two solar modules (panels), each is 150 watts, to convert sunlight into electricity. The panels put over the roof of the middle room. Charge controller to regulate the flow of electricity from the PV modules to the battery. Two batteries which stores the electricity at day for the use at night. Five lamps, four in the rooms, and the rest one in the veranda, each is 9 watt. Universal Multi Pin Charger (Multiple Mobile Phone Battery Charger), which the 15 police men and their commander use to charge every day as required.

About the system :

The solar system installed well and it was working effectively, after checking the system, we discovered that the color of the charge controller is still remaining red, instead of being green after a while . It is good to mention that there was a manual handbook to guide the users of system written in Somali, addition to that there was a chart on the wall explaining the steps of putting on and of the system. The NSA trained 3 police men the usage and maintenance of the system. 4. Advantages of the system for the police station : There are many advantages from this project observed in the police station, as the commander and the police men mentioned : a) Full lightening system all night, which helped the police men to work effectively at night, and helped them to fill the O.P reports at nights and every time. b) Security function , as the police station became lightened , and cant be targeted easily c) The system helped the 15 police station to charge their mobiles free and available every time and the hole day, which saved for each one at least 5 dollars per month to pay for charging in external shops .( 1000 sh each day ) d) Helped the gourd police men to do his work at night to sit in the veranda , and can see every movement in the near zone . 5. Suggestions from the Commander : The police commander requested from the NSA the following: Extend the wires up to main gate , to make sure to light the area in front of the police station To put one more lamp in the commanders room, next to the main gate, which is not included in the project.

2. Background Qulujeed is a village between Borama and Boon , there is no hospital in Qulujed, the only health center is the targeted MCH in this project. We met their Mr. Mohammed Omer Osman , Chief of the MCH and had with him an interview , which this report is being prepared from it , addition to that checking the conditions of the solar system , and how is working effectively as required. 3. Site Description In Qulujed , the site selected for NSA project was the only health center , the Maternal and Child Health ( MCH ) consist of 5 rooms , include the delivery room . The capture area of this MCH is 13 small villages near to Qulujeed and estimated population of 12000 person. The MCH used to care the patient at night using the traditional the Lantern and torches , and many cases dont come to the MCH till morning , taking in mind the darkness of the health center . Addition to that and because of the darkness of the delivery room, so many mothers didnt used to come to MCH at night to birth at the center , and used to birth inside home which was very risky . 4. The Solar System : The solar system installed in Qulujed MCH consist of the following One solar panel , 80 Watt , to convert sunlight into electricity. The panel put over the roof of the veranda of the MCH . Charge controller to regulate the flow of electricity from the PV modules to the battery. One battery of 100 watt ,which stores the electricity at day for the use at night. Five lamps , four in the rooms , and one more in the veranda , each is 5 watt. Universal Multi Pin Charger (Multiple Mobile Phone Battery Charger) which all the staff in the MCH charge their mobiles free and available (before failure)

About the system :

After checking the system , the solar system installed well and it was working effectively, and the purpose of the project to enlighten the MCH seems to be reached. Unless the multi charger was not working right , in addition to that there was a lamp of 5 watt which is not working properly , SOHURA removed them, and promised to change both the charger and the lamp as soon as possible . Here in Qulujedd, the NSA trained 3 of MCHs staff, to regulate and maintain the system. 7. Advantages of the system forMCH : There are many advantages from this project observed in the police station, as the commander and the police men mentioned : e) Full lightening system all night, allowed the staff to work at night . f) Helped the Midwife to do her job effectively at night, and allowed mothers to trust in MCH to birth in delivery room at night . g) Beauty function, since the MCH is only enlightened center in the village at night, and when the person coming from any other village at night , the first thing he sees is the light of MCH h) The system helped the staff in the MCH to charge their mobiles free and available every time and the hole day. 8. Suggestions from the Chief of the MCH : The Chief of the MCH requested from the NSA the following: To put more two lamps in the corner of the MCH rooms, to make sure to light the area around. 9. Other issues : The MCH, at the time we reached their, was very crowd, and more mothers was sitting there, and getting their consults from the midwife there.

3. Background Gargara District is located about 30 km far from coastal city Lughaya , just like Qulujeed, there is no official hospital in Gargara, the only health center is the targeted MCH in this project. We met their Abdirahman Hossein Diriye , head of the nursing staff in the MCH and had with him an interview , which this report is being prepared from it , addition to that checking the conditions of the solar system , and how is working effectively as required. 5. Site Description At Gargara , the site selected for NSA project was the only health center , the Maternal and Child Health ( MCH ) consist of 5 rooms ,The capture area of Gargara MCH is 5 villages , and the estimated targeted population of Gargara MCH is about 12000 person. The MCH used to care the patient at night using the traditional the Lantern and torches , and many cases dont come to the MCH till morning , taking in mind the darkness of the health center . Addition to that and because of the darkness of the delivery room, so many mothers didnt used to come to MCH at night to birth at the center , and used to birth inside home which was very risky . 6. The Solar System : The solar system installed in Allaybaday Police Station consist of the following Two solar panel, 80 Watt each, to convert sunlight into electricity. The panels put over the roof of 2nd room from the left of the MCH . Charge controller to regulate the flow of electricity from the PV modules to the battery. Two batteries, each is 100 watt ,which stores the electricity at day for the use at night. Five lamps in the rooms , and two more in the veranda , each is 5 watt.

One Inverter to converts the DC to AC power , 3000 watt. After we visited the field of MCH , the solar system installed well and it was working effectively, and the purpose of the project to enlighten the MCH and the use for refrigerator seems to be reached .but also the multi charger was not working right , SOHURA removed them, and promised to change both the charger and the lamp as soon as possible . In Gargara , also the NSA trained 3 of MCHs staff, to regulate and maintain the system. 10. Advantages of the system for MCH: There are many advantages from this project observed in the police station, as the commander and the police men mentioned : a. Full lightening system all night, allowed the staff to work at night b. Use of solar Helped the Midwife to do her job effectively at night, and allowed mothers to trust in MCH to birth in delivery room at night. c. The use for The system helped the staff in the MCH to charge their mobiles free and available every time and the hole day. 11. Suggestions from the Chief of the MCH : The Chief of the MCH requested from the NSA the following: To put a Van in the rooms , since Gargaara is very hot .

12. Other issues : There was a kerosene refrigerator, which is not used in Gargara MCH!

Implemented NSA Purpose of NSA project 4. Background

Dilla District is located in Awdal region , it is agricultural district on the way to Borama from Hargaysa , also , there there is no official hospital in Dilla, the the only health center is the targeted MCH in this project. We met their Mr. Jamac Yousuf Ali , the Deputy Head of MCH and Mr. Nouh Ismail Soleiman , qualified nurse in Children department , and had with him an interview , which this report is being prepared from it , addition to that checking the conditions of the solar system , and how is working effectively as required. 7. Site Description At Dilla , the site selected for NSA project was the only health center , the Maternal and Child Health ( MCH ) consist of 7 rooms ,The capture area of Dilla MCH is 20 villages , and the estimated targeted population of Dilla MCH is about 10,000 person. The MCH used to care the patient at night using the traditional the Lantern and torches , and many cases dont come to the MCH till morning , taking in mind the darkness of the health center . Addition to that and because of the darkness of the delivery room, so many mothers didnt used to come to MCH at night to birth at the center , and used to birth inside home which was very risky . 8. After we visited the field of MCH , the solar system installed well and it was working effectively, and the purpose of the project to enlighten the MCH and the use for refrigerator seems to be reached . Here in Dilla MCH the multi charger was working right , and the lamps after checking was working also. In Dilla , also the NSA trained 3 of MCHs staff, to regulate and maintain the system. 13. Advantages of the system for MCH: There are many advantages from this project observed in the police station, as the commander and the police men mentioned : a. Full lightening system all night, allowed the staff to work at night . b. Use of solar helped the Midwife to do her job effectively at night, and allowed mothers to trust in MCH to birth in delivery room at night (15-20 births per week) c. The use for the system helped the staff in the MCH to charge their mobiles free and available every time and the hole day(14 persons). d. Increase number of outpatient at night, much more than before . 14. Suggestions from the Chief of the MCH : The Chief of the MCH requested from the NSA the following: The install more powerful lamps in the Delivery rooms

15. Other issues : Just like Qulujed MCH , Dilla MCH at the time we reached their, was very crowd, and more mothers was sitting there, and getting their consults from the midwife there.

SH.Osman and Central Borama MCH Sh. Osman MCH is located in west corner of Borama , while Central Borama MCH is located at the center of Borama . Both of them share , that there : Still there is rebuilding the roof going on the MCH , No one knows what is time that the rebuild will be completed.

So , there is no solar installation in these two MCHs , and its depending upon time when the rebuild is completed. And since both of them , can be affordable to the city electricity , ADRA and MME&WR recommended as follows : Consult the Ministry of health to shift the two MCH solar installation to two other villages that dont have any access to electricity , e.g. Rural area villages
