COMMITTEE II PLANNING & FACILITIES WEDNESDAY, September 19, 2012
Committee Report to the Board, October 1, 2012 Chairperson Wong opened the meeting with a tribute to Dr. Shirley Wong who recently passed away. He recognized her service to the District as Chair of Committee II from 2005 2008. 1. Standing Committee Orientation
The Chairperson of the Committee briefed the committee members on the Standing Committee Orientation information material dated September 2012. He stated that this memo outlines the function, responsibilities and protocol of all Standing Committees; and identifies the Committee composition, rules of order and reporting procedures. He highlighted the new date and time of Committee II meetings for 2012/2013. This item was received for information. 2. Capital Project Bylaw Queen Mary (Attachment A)
J. Meschino, Director of Facilities, reported that the Ministry of Education requires the Board to adopt a capital project bylaw with regard to the Queen Mary Elementary project. IT IS RECOMMENDED that the Capital Project Bylaw No. 114864 be given all three readings at the Board meeting on the 1st day of October, 2012; IT IS RECOMMENDED that the Capital Project bylaw 114864 be: Read a first time the 1st day of October, 2012; Read a second time the 1st day of October, 2012; Read a third time, passed and adopted the 1st day of October, 2012; and that the Chairperson and Secretary-Treasurer be authorized to sign, seal and register Capital Project Bylaw No. 114864; and that the signed and sealed Capital Bylaw No. 114864 be forwarded to the Ministry of Education, Capital Management Branch for registration and certification as required.

J. Meschino, Director of Facilities, and D. McLauchlan, Manager of Planning, stated that the proposed Five Year Capital Plan includes over 60 proposed capital projects comprised of seismic and new school projects, and includes building envelope and mechanical upgrade projects. A Five Year Capital Plan Summary (proposed) was distributed and rationale for the plan was illustrated through a PowerPoint presentation. In response to queries, it was confirmed that: o As instructed by the Ministry, mechanical and building envelope projects are included in the Capital Plan; and o The intent of the Capital Plan is not to identify exact cost requirements. Replacement funding figures have been used for the seismic projects as the Seismic Project Identification Reports (SPIRs) have not yet been completed. A Trustee stated that this is an ambitious plan which will require a strongly coordinated effort between the Ministry and the VSB; a Project office is required as current staffing levels cannot carry out this plan; and upfront funding for the SPIRs is crucial. IT IS RECOMMENDED THAT the Board: 1. Approve for submission to the Ministry of Education the 2012/2013 Five Year Capital Plan for the VBE including the seismic capital projects and the Mechanical Upgrade and Building Envelope projects outlined in the Five Year Capital Plan Summary presented to Committee II on September 19, 2012 (attached); 2. Request funding in advance of the project approvals from the Ministry of Education for the cost of planning and seismic investigation for each project; 3. Request funding for the establishment of a project office, under the direction of the VBE, so that sufficient staff and expertise can be hired to support the proposed capital plan; and 4. Support the adoption of the seven year seismic completion timeline and that all H1/H2 seismic projects be completed by 2020. 4. Renaming Committee New School at Acadia Road (Verbal)
David Nelson, District Principal Project Director Elementary, provided a hand-out on the board policy for naming new facilities and gave an update on the committee struck for the naming of the new elementary school at Acadia Road. This item was received for information.

J. Meschino, Director of Facilities, distributed a hand-out entitled Status of Capital Projects September 2012. He indicated that Stage Completion date for Acadia Road should be revised to April 2014; and confirmed that this spread sheet will be uploaded to the district website on Thursday. CAPITAL PROJECT BYLAW 114864 Queen Mary Elementary School - Seismic Renewal Project Funding A BYLAW by the Board of Education of School District No. 39 (Vancouver) (hereinafter called the "Board") to adopt a Capital Project. WHEREAS in accordance with provisions of the School Act the Minister of Education (hereinafter called the "Minister") has approved a capital plan of the Board. NOW THEREFORE the Board agrees to the following: (a) upon approval to proceed, commence the Project and proceed diligently and use its best efforts to complete the project substantially in accordance with the Project Agreement (where required); observe and comply with any rule, policy or regulation of the Minister as may be applicable to the Board or the Project; and, maintain proper books of account, and other information and documents with respect to the affairs of the Project, as may be prescribed by the Minister.
(b) (c)
NOW THEREFORE the Board enacts as follows: 1. The capital project of the Board approved by the Minister and specifying a maximum expenditure of $19,935,220 for Project No. 114864 (Queen Mary) is hereby adopted. 2. This Bylaw may be cited as School District No. 39 (Vancouver) Capital Project Bylaw No. 114864 (Queen Mary). READ A FIRST TIME THE 1st day of October, 2012. READ A SECOND TIME THE 1st day of October, 2012. READ A THIRD TIME, PASSED AND ADOPTED THE 1st day of October, 2012.
