Hurricane Sandy Situation Report

Situation Report #8

State Emergency Operations Center Activation Level: Full Activation of the State
EOC was ordered for Sunday October 28, 2010 at 0800 hrs.

Summary: Shoreline areas are currently experiencing flooding. President Obama has
approved Governor Malloy�s request to declare a pre-landfall emergency in
Connecticut, which allows the state to request federal funding and other assistance
in advance of Hurricane Sandy's impact on the state.
On October 29, 2012 at 0937 hrs Governor Malloy issued a driving ban on all limited
access highways being at 1100 hrs for truck traffic and at 1300 hrs for passenger
vehicles. Exceptions: emergency response and recovery vehicles, including public
safety vehicles, utility vehicles and vehicles carrying essential supplies or
healthcare providers.
On October 27, 2012 at 10:45am Governor Malloy signed the Declaration of Civil
Preparedness Emergency. Additionally Governor Malloy activated contracts for
Disaster Debris Management and Removal Services, and Disaster Debris Monitoring.
The Interagency Debris Management Task Force was also activated. The Governor is
now urging shoreline towns to use their flood and evacuation emergency plans for
category 4 hurricanes.

Weather:
FLOOD WARNINGS IN AFFECT FOR COASTAL CT

CL&P and UI are reporting 29,000 outages at this time
Winds are from the Northeast at 30 MPH gusting to near 60 MPH
Wind Gust on Long Island to near 70 MPH during the past hour
At 2:00 PM the center of Hurricane Sandy was located near 110 Miles Southeast of
Atlantic City, New Jersey. Hurricane Sandy has maximum sustained winds of 90 MPH
and is moving to the Northwest at 28 MPH. Sandy is currently a Strong Category I
Hurricane. The National Hurricane Center is forecasting Sandy will continue to the
Northwest during the next 3 hours. The storm is forecast to continue to intensify
and grow in size as the storm interacts with an approaching winter type storm
system. Sandy is forecast to move Northwest to a position near the south coast of
New Jersey by 5:00 PM this afternoon.
High Wind Warnings remain in effect for very strong winds sustained at 40 � 60 MPH
and gusting to 60 � 85 MPH along the coast and in the higher elevations at times.
Coastal Flood Warnings have been issued for the potential for major to record
coastal flooding. The Department of Emergency Services

State EOC Staffing: State EOC is fully activated with all requested Federal, State
Agency, Public and Private Utilities, Private and Volunteer Partners.

Emergency Support Function (ESF) Reports

ESF 1 � Transportation
Department of Transportation (DOT)
Driving ban: A driving ban for limited access highways is in effect. Details
provided in summary section.
Train:
All Metro-North, Shore Line East and Amtrak intercity train service has been
suspended. Metro-North and Amtrak will be operating patrol trains on their
respective rail lines assessing conditions until weather conditions dictate
otherwise. Both railroads have prepared for storm based on their respective
emergency plan protocols. Amtrak and Metro-North continue to position employees
and resources at facilities on the rail lines for post-storm clean-up.
Air: Bradley last flight at 1300 until further notice. Groton/New London closed and
evacuated.
Bus: We have a tremendous amount of assets and drivers made available to us today.
We have all transit buses and paratransit vans from the operators along the
shoreline totaling about 275 buses and about 200 vans. We also have about 200
transit buses and 200 school buses available in the Hartford and Waterbury areas,
and local operator assets in Danbury and Norwich/New London.

Department of Motor Vehicles (DMV)


Declaration of Emergency Notice (Hurricane Sandy) for the intrastate transportation
of diesel fuel, gasoline and propane in connection with a weather related emergency
effective October 26, 2012 at 5pm. This Emergency Notice is in effect for the
duration of the declared emergency or November 6, 2012 at 5pm., whichever is
sooner.
ESF 2 � Communications
Public Safety Communications
Municipal situation reports monitored for public safety communication system
issues. No requests for assistance and no system outages reported.
All DESPP/CTS sites reporting 100% availability.
Continued support for deployment of communications resources in field, including
cache portables, MCV

Conference calls held prior to storm, scheduled moving forward.
ESF2 personnel continuing preparation and deployment of communications equipment.
Communications continued with DHS/Office of Emergency Communications as well as
surrounding states.

AT&T
Our wireline and wireless networks in Connecticut are monitored 24/7. Specific
preparations throughout the state include; In flood-prone areas, we have checked
and removed debris at our Central Office cable vaults to limit flooding damage, and
have sandbagged high-risk facilities.
We are working with Connecticut electric companies to identify high-risk
substations. Locations have been identified in Stamford, Branford, Bridgeport,
Milford and New Haven. We have moved trucks and other critical equipment, such as
portable generators, from flood-prone areas to less vulnerable locations.

ESF 3 � Public Works and Engineering

As of 4:00am, the MDC has no storm related problems to report at this time.

Water Task Force


Information provided to water companies by the Department of Health.

DEEP
There are 24 municipal sewage treatment plants that are in the area of potential
storm surge.
With a storm surge of 11 feet (worst case identified scenario)
15 plants would likely be inundated
4 potentially would be inundated
3 would probably not be inundated
2 would not be inundated
DEEP has contacted the plants and informed them of the threat and requested updates
daily at 7:00 am.Old Lyme HQ is secured. All State Parks have been closed.

ESF 4 � Firefighting
Commission of Fire Prevention and Control
As of 05:00hrs this morning (Monday) Boats have been moved to a Forward Staging
Area at a Fire Station. There is a State Communications Vehicle assigned to this
taskforce.
2 Hybrid Strike Teams (Rescue-Engine-Boat) have been deployed to assist in Rescue
operations in shoreline communities if needed. They will meet at a Forward Staging
Area located at Cheshire Correctional Facility and relocated as needed.

Significant Incident:
Bridgeport Emergency Operations Center / EMD has reported that the UI has notified
them at 1015 am that in about two to three hours they could have their New Congress
Substation be compromised by flooded waters. This will result in an outage of
30,000 customers (the same they felt during Hurricane Irene). This was the downtown
area as well as a majority of our lower end areas and areas in the vicinity of
downtown.

Region 2
Processed requests for cots and sandbags.

Region 2 Volunteer Team Activation Status:
No additional volunteer activations during this time period.
Local Declarations:
No additional State of Emergency declarations during this operational period.
Additional Requests for State Assistance:
East Haven requested National Guard resources to assist with evacuation and
security.

As reported yesterday a campground in Tolland was evacuated/closed.
School Closings:
Majority of schools in Region 3 closed today and tomorrow � complete list will be
included in 1500 report.

Region 4:
Surveying municipalities/territories on EOC status, shelter details, evacuation
preparations, gaps, and unmet needs ARES amateur radio to be operational in Region
4 on Monday
Receiving updates from colleges with on-campus students � nothing new to report
Coordinating with CL&P representative for downed wires/blockages reported by
municipalities

Old Lyme reporting local beach roads continuing to show increasing coverage by
tidal waters.

State Resource Support:


Orders for cots are now being fulfilled with a priority given to shoreline
communities and multijurisdictional shelters.

Interagency Debris Management Task Force:


IDMTF is in operation at the SEOC and is meeting with contractors.
Fuel and Generator Task Force:
The Task Force has assembled at the State and coordination efforts continue. They
are monitoring the status of fuel terminals and anticipated interruptions.

Water Task Force


All community water supply systems fully operational and on alert. DPH sent
advisory information regarding hurricane preparation to public water supply systems
in anticipation of the storm.
DPH has important pre-hurricane and post hurricane public health information
currently on their main page.
DPH will update its current public health information for residents about the
affect of flooding and potential sewage system and private septic system failures
or inundation All municipal waste water treatment plants are operational and on
alert. All POTWs have emergency power and were sent advisory information by DEEP
regarding hurricane preparation.

ESF6 � Mass Care, Housing and Human Services

Mass Care Task Force:


Danbury has opened a multi jurisdictional shelter.

Department of Children & Families


This group is continuing preparation activities.

Department of Developmental Services


DDS Agency Command Center will activate at 8 AM at 460 Capitol Avenue.
Private agencies reported they will be evacuating more people today from low lying
areas.
Once evacuation is complete they will report specific information.

Department of Social Services


This group is continuing preparation activities.

Department of Mental Health and Addiction Services


The Department of Health and Addiction Services is present at the State EOC.

American Red Cross


The Red Cross will update status on shelter occupancy after receiving noon counts.
We are verifying cot distribution and remaining inventory. American Red Cross
divisional rep coordinating with FEMA region 1 for additional cots. We have
received requests for shelter assistance at non-Red Cross shelters from several
communities who are not on our multi-jurisdictional shelter list. At this time we
are unable to fulfill these requests but will be working with DEMHS Regional
Coordinators and if resources become available will let them know.

ESF7 � Resource Support


Commodities Task Force
The Commodities Task Force is fully staffed and is coordinating deliveries of
coots. Made contact with National Guard for distribution planning, verified
contracts in place for food and water.

Department of Consumer Protection:


DCP desk is staffed at the State EOC. Field staff is on standby, other DCP staff
are providing updated information on the status of gasoline, diesel, and heating
oil supplies.

Department of Administrative Services


Staff are present at the State EOC assisting with purchasing. No activity to
report

Department of Insurance
Nothing Significant to report at this time.
Recovery Task Force
Recovery continues to develop information for the Presidential Disaster
Declaration. We are also working on IDA/PDA processes to promote recovery
operations once underway.

ESF8 � Public Health and Medical Services

Department of Public Health


Operations are underway to relocate residents from Apple Healthcare in Old
Saybrook.
Surge Management: 2 additional MRC activations approved since 0800.
Logistics: The New England Disaster Training Center has been identified for a
staging area for pre deployment of HHS ASPR resources should that become necessary.
A decision by HHS ASPR is still pending. The equipment identified would be for two
DMAT teams and one Field Medical Station.

ESF 9 Urban Search and Rescue


Urban Search and Rescue (USAR)
All USAR assets are currently in a fully deployable state of readiness. DEEP also
has water rescue assets available in the Northwest, Southwest and Eastern
Connecticut Regions. Federal USAR Teams are being positioned at Brainard Field and
Webster CI to assist CTTF 1.

ESF11 � Agriculture and Natural Resources

DEEP
Various water assets are being deployed to sections of the state to assist in
rescue missions.

Department of Agriculture
A complete list of pet friendly shelters in CT has been provided to 2-1-1.
ESF12 � Energy
C.L. & P.
Current Customers Affected by Outages as of 0844: 2,606
Of the 2,000 outside lineworkers requested, 1,060 are now available to us.
Approximately 400 CL&P lineworkers and 550 tree-trimming workers are ready to
respond. In total, we are actively seeking 2,000 out-of-state contractor
lineworkers and 1,300 tree contractors; we are continually onboarding crews as they
arrive (orientation and safety meetings).
In addition to the steps we have taken to protect substations in Stamford and
Branford to reduce the risk of flooding (using sandbags to limit water penetration
and installing high-capacity pumps), we are taking the additional step at the South
End substation in Stamford to construct a 6-foot concrete barrier wall to minimize
the impact of any flooding.
After the storm passes, staging locations will be set up for outside crews
(Waterford Speedbowl, Day Hill Road in Windsor, Aetna in Middletown, Fairfield
Hills in Newtown, Timex facility in Middlebury).

United Illuminating
The UI Storm Team is fully staffed for 24 hour coverage.
All town EOC�s are open and staffed with UI personnel.
Sandbagging was done at substations. Pumps are installed and ready to go with
discharge hoses. All substations have been manned.
All UI warehouses are stocked for a restoration event.
As of 9:45 AM there are 13 events with 154 customer outages
Millstone
State EOC is staffed. Hurricane emergency preparations are underway. Unit 2 is
shutdown for refueling. Unit 3 is operating at 100% capacity. Millstone will
electronically test the sirens in the EPZ after the storm.

ESF13 � Public Safety and Security

Division of Public Safety


A small amount of road closures are occurring related to the storm. CSP facilities
are operating as normal.

Critical Infrastructure Protection Unit


CTIC staff are monitoring critical infrastructures within the state. Nothing
significant to report at this time.

Connecticut National Guard


National Guard is responding to municipal requests for assistance through the State
EOC.
JOC and SEOC Liaison positions fully staffed.
State EOC CTNG Liaison and CTNG JOC staffed. All units have been notified regarding
potential activation.

Department of Correction
DOC staff is assisting with State EOC Operations, assisting at the Regional Offices
and are involved in the commodities and evacuation task forces. Facilities report
no staffing concerns and no issues reported as related to Hurricane Sandy.

United States Coast Guard


Long Island Sound�s zone is closed to all commercial vessel traffic (including
vessel transits within the port) beginning at 10 AM, Monday October 29th and cargo
operations are suspended. This prohibition will not apply to vessels which have
requested and received approval from the COTP to transit the port. The approval of
the COTP has only been granted if the transit can be made safely and mooring or
anchorage space has been identified; or if the vessel is departing to sea, only if
the vessel can reach safe water prior to encountering hurricane conditions. The
area affected by this order will include all Navigable Waters of the United States
within CT, Long Island Sound, and the South Shore of Long Island (twelve nautical
miles offshore).
Judicial Department Judicial has evacuated children from Bridgeport Juvenile
Detention to Hartford Juvenile Detention. Monitoring New Haven closely plans are
being developed if flooding occurs. Judicial Branch will provide Judicial Marshals
and prisoner transport vehicles beginning on Wednesday to assist with commodity
distribution.

ESF 15 External Affairs
Info Line (2-1-1)
We are staffing the EOC. In anticipation of increased demand for information, a
prominent Hurricane Sandy link is on our homepage at www.211ct.org. As of 9:30 am
this page has been viewed 948 times today. This page includes emergency
preparedness materials and links to state agency information for the storm. As
community resources such as shelters, charging stations etc. are opened, this
information will be available on the site and over the phone via 2-1-1.
We have sent alerts through E-bulletin, Facebook, and Twitter. This alert notifies
people that online resources are available and asks municipalities and other
providers to update 2-1-1 as community resources are opened. As of 9:30, 2-1-1 has
handled 51 storm related calls today. Callers are seeking information on mass care
shelters, mass emergency notification systems, and information from their municipal
emergency management director.
InfraGard
InfraGard Connecticut continues to disseminate information to private sector
businesses and organizations to assist in business closure decision-making and
transportation-related issues. InfraGard Connecticut is working with the Debris
Management Task Force to secure private sector resources capable of hosting staging
areas for debris management along the Connecticut shoreline with access to I-95.
InfraGard Connecticut is working with the Mass Care Task Force to identify private
sector resources capable of providing long-term sheltering options (e.g., Pfizer
facilities in Groton). InfraGard Connecticut is also coordinating communication
between private sector businesses and CT DOT and RI DOT (RIEMA EOC - ESF-1 Officer)
on transportation-related issues rel
