Message from Kombo Elijah Ogaro, Aspirant for Member of Parliament 2013 in Kitutu North Constituency
First, I apologies for not making it to the conference this time round. I am currently winding up my tour in the diaspora where I am engaging the Kisii diaspora community on the way forward in several fronts. This is all meant for the benefit of our corporate vision. It is my sincere hope and prayer that you will organize another forum in December to interrogate those seeking positions of leadership. I will gladly obliged to battle it out on issue based discussion with other aspirants. Will you? Three months ago, I officially launched the campaign to win the Kitutu North Parliamentary seats. As I welcome to the official Kombo4Kitutu North Campaign Family, I would like to highlight a few things that prompted such a decision which some have called courageous, daring, and visionary. The promulgation of the constitution of Kenya epitomized the new era of governance and management of public affairs. In the heart of the constitution is the shift from old adage politics to politics of development through devolved government systems which also brought to an end protracted and dictatorial leadership. The current August House was elected on a sole platform to legislate laws that will back the constitution and lead the country towards a steady reform agenda. Instead, what Kenyans have witnessed are laws enacted for selfish interest. Few examples include the bill on Integrity and Election Act amongst others. Despite the inclusion giving Kenyans in the diaspora dual citizenship, Parliament is yet to come up with clear legislation that advances the interest of over 1million Kenyans living and working the diaspora. In four months time, Kenyans will throng polling stations to usher a total new dispensation. The 11th parliament will be duty bound to enact progressive legislations that advances the letter and spirit of the constitution. This task calls for individuals of unquestionable integrity those who will put the country first. Professionals have been encouraged to seek some of these positions and be in the fore-front of bringing the long desired change. I am one of those professional who want to inject new blood in our constituency. Consider m candidature as a chance for you. I am selfless, open, social and accommodative. Chapter six of the constitution defines the nature, character and spirit of a leader: integrity forming the core criteria. As a Member of the National Assembly and having diverse international experience in the field of humanitarian and finance management for the last 7years, I will inject new leadership based on the following core values summed in the credo ICREAT (integrity, commitment, respect, excellence, accountability and transparency). My vision is to create an environment that will uplift the socio-economic status of every individual regardless of their clan, political and religious affiliation through equitable distribution of resources and economic empowerment. By launching my campaigns to capture the Kitutu North Parliamentary seat, I will join other progressive leaders and form a formidable force that will enhance full reforms before the year 2017. The group I belong has already mapped out strategies that will move the country forward to ensure maximum recognition of the role of the critical youth mass. Young people are more affected due to rising levels of unemployment which on other hand has had a negative impact on the development of our society. I will work with the various stakeholders both in government and private sectors in the following areas of prioritization which form key pillars in my campaigns in Kitutu North constituency: 1. Political Representation & Strategy: My vision is that we move forward into the future as one people under one God. Through credible leadership, Kitutu North will be a model constituency in the country. For the very first time in Kisii politics, you have a youthful leader who will bring people together. I will unite all leaders in Kisii to bring out a powerful political voice at national level. I will employ several strategies to ensure security, peace and conflict management is enhanced. Eradication of corruption will top of my political agenda and lastly, I will ensure that viable systems are in place and that public participation in all decision making is ensued. I will establish a public watchdog unit that will watch over devolved public funds and resources. Revenue allocation will be the responsibility of the county government. I will ensure that through my strong political voice, we have enough funds allocated by the central and county government for infrastructural development (roads, schools and medical facilities).

This strategy also has a strong focus on the youth. I will ensure that we have a leadership training centre where young people will annually assemble to be mentored on leadership skills. I will also ensure that the large population of youth with qualification access to meaningful employment opportunities both in Kenya an outside through job placement opportunities, scholarship and training. 2. Social Development Strategy: My Vision is to invest in the people of Kitutu North and ensure equitable resource distribution, enhance social development in a clean and secure environment. Key areas to address include Education & Training, Introduce Vulnerable Groups Initiative & Empowerment to address issues related to Youth, Women and Disabled. I will address issues related to affordable health care for all, food and security for the elderly, cultural promotion, environmental conservation, poverty eradication and employment creation through multi-faceted blueprint. Lastly, I will ensure that Marani and Kegogi amongst other centres are on the right path towards urbanization. As a start, I sponsored this years Petronillah Getena Cup which has seen atlreast SIX youth employed by the Ministry of Youth and Sports. We have agreed with Mrs Getena of Egesa and other sponsors that this will be an annual event. We will also introduce other sports such running, rugby, netball, taekwondo/karate among others. These opportunities will see hundreds of our youth shine both at national and international levels. 3. Economic Development Strategy: Multi-faceted Economic Development Strategy Program will be introduced led by professionals, students and ordinary citizens. The programme involve robust economically viable projects, Committee to fast track Infrastructural Development (roads, factories/industries), micro-finance projects that will target groups with interest free loans amongst other projects. On Agriculture and land use, I will engage professional on modern system of farming in addition to provide mechanism for marketing of our produce. Within my powers, I will ensure that cooperative societies and saccos have been formed to take advantage of government loans and grants from International donors. This economic blueprint has a strong aspect to involve the youth in enterprenuerical skills development. Presently, I am using my international networks and experience, I have embarked on two programme that will empower the youth an create thousands of job through OvOPP (One Village One Product Project) and YEP (Youth Empowerment Programme). On annual basis, we will be awarding the youth who have excelled in business and boost their financial base in business. Other than gaining valuable skills in enterprenuership, I will establish a skills development centre in Marani and Kegogi where the youth will gains valuable knowledge on modern technology. I intend to ensure that our youth are digital connected with easy accessibility to internet. The disabled population in our constituency is rising. And example is my good long time friend Mwebi who was disabled by physical circumstances. My interaction with him inspired me to put a keen focus for those who are physically challenged either as a result of natural or artificial causes. Our constitution itself has recognized the need to involve the physically challenged members of our society. I have therefore put in place specific target based programme to ensure that the physically challenged members of our society are well catered for. I will establish three business centres where they will be able to undertake special economic activities. I will link them through OvoPP by giving them forward market contracts with establishment market outlets both locally and internationally. They will no longer be neglected or be needy in our midst. They will enjoy full benefits and equal opportunities. Lastly, I will lobby and advocate for financial institutions like banks and micro financiers to establish bases in the Constituency and advocate for interest free loans. I will also encourage formation of cooperative societies and saccos that will give loans to farmer, and business people at lower interest rates. My links with international organization will also see an influx of new development projects financed fully by donors. Together with other Kenyans in the Diaspora, I have engaged international institutions that will venture into Kisii and support our initiative under the banner Maendeleo Inka Seito Organisation, a movement united by purpose. All the above development agenda will come true if you consider to elect a visionary youthful leader who is selfless to assist others achieve their goals. As your Member of Parliament, I will listen to the voice of young people and allow them to own the process and make desired decisions. As I told University Students recently, I will ensure that in every development agenda we must have a youth representative who will represent our youth and protect their rights.

My campaigns in Kitutu North have elicited a mixed wave of opposition from those defending the status quo. I have also welcomed those challenging me in the forthcoming elections. Many mini-leagues have been played around the villages when we were away. Si mnajua paka akitoka, panya utawala. We are back to reclaim our position. We must drive our politics based on issues. I am aware that there are many candidates with agendas that will transform the constituency. But I would want you to vet their manifestos and weigh their commitment to fulfil each of them. WE cannot be taken for granted any longer. We are like lions - endangered species. We cannot compete with their weights and wealth but we can compete with the ideas God has given us. We must stand and be counted in bringing the CHANGE we want TODAY. Let every youth take this opportunity to ARISE AND SHINE. Just like David stood against Goliath, we must stand to defeat the agents of corruption, impunity, and bad governance and leadership. God bless you. ARISEANDSHINE for your Glory has Come! Amen
