SUPERSTORM Sandy left a trail of devastation and at least 101 dead as it moved from the Caribbean to America's East Coast - but amidst the misery of record power outage and epic flooding, the Fiji representative to the United Nations has assured that all Fijians are safe. New York-based Peter Thomson said the transportation and power systems were crippled and all public institutions were closed. Millions are affected. He said Manhattan was shut off from the rest of the world with nearly all bridges and tunnels to the outlying boroughs and to New Jersey shut down. "At this very moment, New York does not look very pleasant. The island is cut off because most of the workers live in areas surrounding Manhattan, the subway systems are all closed because of seawater surges that also damaged the power system," he said. "As far as we know, all Fijians are safe." "I take my hat off to the State and the government, the way they handled this disaster, the people were warned early and the emergency team was ready to work, so I expect the restoration of services won't take long," he said. Weather watchers had dubbed the storm "Frankenstorm" because Sandy, a wintry system from the west was expected to combine with cold air streaming from the Arctic as it zeroed in on America's largest city. The monstrous hybrid brought not only rain, high wind and sea surges but snow as well. The width of the storm was 1600 kilometers and it packed a wind speed of 280km/hr at landfall. The largestsized hurricane to hit the United States was expected to affect 60 million people across the East Coast, affecting major cities from New York, Portland, Philadelphia, Burlington, Buffalo, and Washington DC. Storm damage was projected at approximately $20 billion, meaning it could prove to be one of the costliest natural disasters in U.S. history. Prime Minister Commodore Voreqe Bainimarama has reassured the nation that elections will be held in 2014 despite people spreading rumours it would not happen. He said he was aware of certain people spreading this rumour. Let me reassure the people of Fiji that we will go to the polls in 2014 to elect a new government to lead the country, the Prime Minister said. He said he had continuously mentioned Governments commitment to see that the elections would be held in 2014 and has never looked back. In his communication with foreign countries he said, the Prime Minister also reassured them of the Fijian Governments roadmap to democracy. The Prime Minster said they had already started work on the formulation of the new constitution and the Constitution Commission had a timeline to follow. The Commission has just completed hearing and collecting submissions. Now they are collating the public submissions and based on the Guiding Principles, the Commission will draft a constitution. The draft constitution, he said, would then, in January 2013, be submitted to the Constituent Assembly. According to the Prime Minister, the Constituent Assembly will consist of representatives of civil society groups

PM Says Common Name Will Remain


Prime Minister Commodore Voreqe Bainimarama said while 'Fijian' is not specifically stated as a non-negotiable principle, common and equal citizenry (a non-negotiable principle) means that all citizens are common in their legal status in relation to the state and thereby have a common name. It is an accepted legal basis for all modern states. Although the Prime Minister has stressed that all citizens now have Fijian as the common name, Constitution Commission chairman Professor Yash Ghai said the issue of common name is not a non-negotiable. Professor Ghai said the decision on common name will be made by the commission. Professor Ghai said everyones views will be taken into account before the commission decides on the issue of common name. The commission is having a public seminar on religion and state at USPs Marine Studies Lecture Theatre. The speakers will include representatives from the Methodist Church, Catholic Church, Seventh Day Adventist Church, LDS, Pacific Regional Seminary, Shree Sanatan Dharm Pratinidhi Sabha, Fiji Muslim League and Pacific Theological College.

Farmers around the country received their last cane payment for 2011 season. Fiji Sugar Corporation executive chairman, Abdul Khan, said farmers were paid out $65.67 per tonne of sugar. Fiji has been highly praised for its chairmanship of the current African, Caribbean and Pacific (ACP) negotiations in Brussels. The Secretary General of the ACP Group of States, Dr Mohamed Ibn Chambas, said the Fijian delegation led by the Attorney General and Minister for Industry and Trade, Aiyaz Sayed-Khaiyum has shown exceptional leadership. At the international level, Fiji has been honoured to chair the Group of 77. This is a clear testimony that Fiji is respected in the community of developing countries, Dr Chambas (conditions apply) said. The ACP leader thanked the Attorney General and the Fijian delegation for agreeing to chair the 16th Group Ministerial Trade Committee meeting and for co-chairing the ACP-EU joint Ministerial Trade Committee meeting. He said the ACP trusted that relations between Fiji and the European Union would continue to improve.

Government Invests In 146K Veg Project


The government has invested $146,000 in developing an off-season vegetable planting program in an effort to ensure the availability of everyday vegetables all year round. The program conducted by the Department of Agriculture (DoA) in partnership with highland farmers in Nadarivatu saw the purchase of a tractor, storage containers and agroinputs and four kilometers of drainage works. Agricultural officer Ba Saidi Achari said the funding would also pay for the clearing of land for planting. "Under this program, we are also trying to open up new farming areas as there is a lot of plateau up in Nadarivatu," she said. "Land clearing will also be carried out in some farms so that planting programs can be carried out. "The DoA has purchased all agroinputs and farmers are buying them on a one third basis. "The interest has really grown with the farming communities and villages in Nadarivatu and we are expecting about 250 farmers to benefit from this program," said Ms Achari. Ms Achari said the program was initiated after the identification of a huge demand for vegetables in the offseason. "There is a lot of demand for vegetables during off-season and Nadarivatu is an ideal location for planting off-season vegetables. "Nadarivatu receives rainfall all throughout the year and the temperature is very good for vegetable production," she said. Under the program, farmers will plant carrots, zucchini, rock melon, capsicum, tomatoes, lettuce and english cabbage.

OPR Stays
Fiji's central bank - the Reserve Bank of Fiji (RBF) - says that while the pick-up in consumption and business investment domestically continues to drive the present recovery, recent downturns in trading partner demand can mean lower production and reduced earnings for the economy from some primary exports and remittances. However, RBF governor Barry Whiteside said the overall expansion for this year was expected to remain above 2 per cent. This, he said would be driven largely by the continued growth in consumption and investment related activities, evident through higher value added tax (VAT) collections, sales of new vehicles, private sector credit, and value of work put in place as well as domestic cement sales. Mr Whiteside made these comments while highlighting the outcome of the central bank board meeting where it was agreed to maintain the overnight policy rate (OPR) at 0.5 per cent. He also noted that the escalation in the financial and debt crisis in the Euro zone and persistent weakness in the US that was affecting economic activity globally prompted the International Monetary Fund (IMF) to downgrade its global growth projections for this year and 2013 from 3.9 per cent to 3.3 per cent and 3.6 per cent, respectively. Mr Whiteside said the downside risks had now worsened and subdued demand in the country's major trading partner economies had the potential to negatively impact the local economy through Fiji's trade and financial linkages. He said globally, the heightened risks were pushing authorities to maintain fiscal discipline through lower deficits and debt levels, as well as shore up foreign reserves in order to maintain buffers in the possible event of declines in their respective economies. He added the Macroeconomic Policy Committee was reviewing its April growth forecast of 2.7 per cent for this year. He said this would take into account the combined impact of continuing buoyancy in domestic demand on the one hand and the deterioration in external demand on the other.

Youth Ministry Assists Pineapple Farmers


The Nabaitavea Pineapple Farmers club of Natavea Village in the province of Naitasiri recently received a brand new chainsaw to assist them with their farming project. The Ministry of Youth and Sports director Mr William Naisara said that the new machine should help them with their farming project. I hope that you will use your machine wisely and make use of it so it can benefit your youth club in the long run, Mr Naisara said. In receiving the assistance on behalf of the farmers group, Mr Waisea Cakau of the farmers club thanked government for their support and their assistance towards their youth club. The Nabaitavea Pineapple Farmers club consists of 15 boys within the village who have been engaging in pineapple farming since February of this year. The Nakoroivau Village Youth Club from Bau also received a brush cutter to assistance them in their cleaning up campaign within the village boundaries. Club spokesman Sunia Waqairatu stated that the group is hoping to secure a contract with the Road Supervisor, Nausori for the youths to clean the main road that leads to their village. The group hopes to build a volleyball court with the income earned from the projects as volleyball is a very popular sport amongst the youths. Waqairatu added that the club is planning to hold an annual prize giving to honor the youth who has the biggest plantation in their village is also part of their short term plans. The Ministry of Youth and Sports permanent secretary Mr Josefa Sania stated that at times, youth around the country may have limitations, but with great faith and commitment, great things can be achieved if youth groups work together. Westpac Bank Launches Education Grant


Commercial bank Westpac Fiji has launched its third round of the women's education grant program. The program launched in Suva, offers girls and women a chance to receive financial assistance for their primary, secondary and tertiary education for a course of their preference should they wish to return to study. Westpac Fiji regional general manager Adrian Hughes said the grant was created to help girls and women in the country gain the education they deserved. "Education transforms the lives of women and girls in our country providing an empowering platform from which they can achieve their aspirations," Mr Hughes said. He said this could have a powerful effect on other women, in encouraging them to believe they could fulfill whatever goals in life. This year Westpac is offering six education grants two $500 grants for primary school girls, two $1300 grants for secondary students and two $3500 grants for female tertiary students or workers to return to study. Applications will be open from October 29 and close on November 23. Potential applicants are required to write on the one opportunity they would provide for Fiji and why.

The Pacific ACP (PACP) region has been negotiating the Comprehensive Economic Partnership Agreement with the European Commission (EC) for the past 9 years and a number of contentious issues are yet to be resolved said the Minister. Both Commissioner de Gutch and Minister Sayed-Khaiyum agreed that efforts need to be stepped by both sides to achieve a development focused and mutually beneficial Comprehensive EPA between the Pacific ACP and the EU.

The Fiji Police Force is concerned with the recent increase in the number of reported fire incidents as Diwali draws near. Police spokesperson Ana Naisoro said 10 structural home fires were reported this month alone, with two reported fires for business premises. She said a number of fires reported this month resulted from unattended cooking and unsupervised children left to play with fire ignition sources. As we near the Diwali celebrations with the use of firecrackers expected to be high, there needs to be closer supervision of their use because it could result in the unnecessary loss of property and lives, Ms Naisoro said. Prime Minister Praises Ba Province For Contribution Towards Nation Building


At the opening of the annual Adi Salusalu Festival held in Churchill Park (Lautoka), the head of government Prime Minister Voreqe Bainimarama praised the Ba province for their hard work and their commitment towards growing Fiji. Speaking in the iTaukei language, the Prime Minister pointed out the contribution made not only by the private sector, but also by individuals and various communities was contributing towards a nation for all Fijians. "This is what government wants to encourage so that we can build a better Fiji based on equality and common friendship", Prime Minister Bainimarama said. "Government has implemented significant changes for the benefit of all Fijians". Speed Limit Stays


The national speed limit will not be increased because of deteriorating road conditions that need immediate attention. Fiji Roads Authority manager change Mike Rudge said until the road conditions, road signs and other delineation were consistent and were sending reliable signals to the drivers, only then would the FRA consider increasing the national speed limit. "Until we stop seeing drivers swerve into opposing lanes or brake suddenly to avoid potholes then it would be unwise to increase the speed limit," he said. "Another key factor in Fiji is the amount of pedestrian traffic at night in rural areas. All these factors are vital in any decision to increase speed limit," Mr Rudge said. He said the state of the roads in the country was such that it would take time to get to a point where the national speed limit would be increased. As of January 1 next year, all municipal, provincial roads and jetties will be under the responsibility of the FRA. He said there were plans in the pipeline to start the road repairs with tar sealing of all Fiji roads. There have been calls for a review of the country's speed limits from stakeholders. Meanwhile, the Land Transport Authority (LTA) will also be holding meetings with FRA from next year regarding the review of the national speed limit.

The reporter also states the affected passengers have been isolated and no one is allowed to enter the quarantined area on the ship except the medical response team. Rhapsody of the Seas has departed Fiji for Noumea. In late August, the same cruise ship was quarantined in Victoria, British Columbia for a norovirus outbreak that infected at least 159 passengers and crew, according to the Centers for Disease Control and Prevention. Norovirus is a highly contagious illness caused by infection with a virus of the same name. It is often called by other

names, such as viral gastroenteritis, stomach flu, and food poisoning. The symptoms include nausea, vomiting, diarrhea, and some stomach cramping. Sometimes people additionally have a low-grade fever, chills, headache, muscle aches, and a general sense of tiredness. The illness often begins suddenly, and the infected person may feel very sick. In most people, the illness is self-limiting with symptoms lasting for about 1 or 2 days. In general, children experience more vomiting than adults do. Norovirus is spread person to person particularly in crowded, closed places. Norovirus is typically spread through contaminated food and water, touching surfaces or objects contaminated with norovirus and then putting your hand or fingers in your mouth and close contact with someone who is vomiting or has diarrhea. Norovirus causes more than 20 million illnesses annually, and it is the leading cause of gastroenteritis outbreaks in the United States.

Fiji TV To Capture Big Markets


Fiji Television Limited is changing its Pay TV satellite reach and including some of the regions bigger markets. It will lease a 36MHz transponder space, C-band frequency on its satellite, IS19 from Intelsat Global Sales and Marketing Limited. Fiji TV group chief executive, Tarun Patel, said they had to move from IS18 to IS19 for the long-term viability of its pay TV business and also capture the big markets in the Pacific especially Papua New Guinea, Fiji and Solomon Islands. The lease of space on IS19 was a critical one for the business, he said. Fiji TV board chairman, Isoa Kaloumaira, said the company was delighted with its long-term partnership with Intelsat. The move was in line with the companys vision of being the communications business for Pacific communities, he said. Fiji TVs strategic focus has always been to grow and expand our Pay TV business in the Pacific region and the signing of this agreement with Intelsat reaffirms our commitment to providing compelling content to Pacific communities. Currently, Fiji TV leases transponder space on IS18 for its SKY Pacific signal and this will expire in 2014. Under IS18, it covers territories in Fiji, Tonga, Samoa, Cook Islands, Niue, Vanuatu, Tuvalu, Tokelau, New Caledonia, Tahiti and American Samoa. In November 2011, Fiji TV had migrated its pay TV signal from IS701 to IS18, resulting in the exclusion of Solomon Islands, Nauru and parts of Kiribati from the satellite footprint. Mr Patel, however, said: We will continue to explore means by which we can make our channels/signal available in those territories that would no longer be served by IS19. The migration to the new satellite, IS19, is expected to take place from April 2013 and will result in a new footprint that includes Papua New Guinea plus the re-inclusion of Solomon Islands, Nauru and parts of Kiritbati. This is in addition to the territories it currently covers, with the exception of a few including Cook Islands, Niue and Tahiti. A project team is now operational in Fiji TV, overseeing the move right across the Pacific.

Foreign Investment Levels On Track


Investor interest in Fiji is increasing, Investment Fiji has confirmed. It received a total of 110 foreign investment proposals with a value of $700.44 million from January to September this year. Of these, Investment Fiji has registered 103 investment proposals with a value of $308.4m supported by employment figures of 2171. Last year, 97 investment proposals had been received for the same period. This has been confirmed by Investment Fiji chief executive, Ravuni Uluilakeba, in a press conference. Investors have at least 12 months from when they are issued with the Foreign Investment Registration Certificate to implement the projects. Mr Uluilakeba said the value of total projects implemented when compared to 2011 had also increased by 115 per cent and was 21 per cent above the target. Airports Fiji Limited has set up a centre to address emergency medical issues faced by international travellers transiting through Nadi. The setting up of the Nadi Airport Medical Centre is to prevent incidents which attract negative international publicity, such as a recent incident where it was claimed that a visitor had died because of the ignorance of airport staff. The clinic's medical officer, Doctor Kanna Goundar, said the centre was well staffed and prepared to handle cases. He acknowledged that the absence of medical staff at the airport could have

FNPF Reforms Acclaimed With Prestigious Global Award


The Fiji National Provident Fund has won a major global award for excellence at a gathering in South Korea of the International Social Security Organisation (ISSA). The FNPF was singled out before representatives from 360 member organisations in 160 countries for its ongoing program to reform the Fund and enhance returns on the retirement savings of ordinary Fijians. The Chairman of the FNPF, Mr Ajith Kodagoda, and the CEO of the FNPF, Aisake Taito, were presented with a citation at the awards ceremony in Seoul by thePresident of the ISSA, Mr Errol Frank, which reads: For Reforming National Provident Fund Pensions Scheme. Japan Training For Civil Servants


Seven potential leaders in the public service will attend a leaders training course in Japan over the next three weeks. The seven civil servants will participate in the Vocational Training Education Course Training Program for Young Leaders for South Pacific Countries. The program, which includes participants from Fiji and Kiribati, will attempt to encourage growth in developing countries by advancing human resource development in education and vocational sectors. Health Officials Raise Awareness On Proper Hygiene


As part of efforts to effectively address healthy living and proper sanitation, the ministry of health is taking the lead role in creating more awareness in rural communities across the country. A team from the ministry recently toured the Lomaiviti group to conduct awareness programs where typhoid cases were often prevalent in the past. The Ministry of Healths Lomaiviti sub divisional medical officer, Doctor Josaia Tiko said that, the visiting team conducted awareness programs about the illness and to reiterate the importance about hand washing and proper sanitation. It is important that the community learn how to prevent the spread of typhoid by washing hands well especially after using sanitary facilities, before preparing food or drinks. Its equally important to recognise the early signs and symptoms of typhoid fever so as to seek medical advice early, Tiko said. He has also advised members of the public to practice safe and clean hygiene to prevent the spread of such diseases.

The Ministry of Social Welfare, Women and Poverty Alleviation and UNICEF launched the Blue Ribbon Campaign to protect children against abuse and neglect. And a total of 19 days will be devoted to raise more awareness on the theme, Protection of Children Against Abuse and Neglect before the celebration of the universal Children's Day on November 20. Permanent Secretary, Govind Sami says the National Roadmap to Democracy and Sustainable Socio-Economic Development (RDSSED) 2009-2014 articulates this commitment enabling various ministries and departments to promote awareness on the protection of young citizens. There is a need for all of us to collaborate together to protect our children from fear, negligence and abuse so that they can live freely and independently in their countries, Sami said.

UNICEF Chief of Child Protection, Amanda Bissex added that 72% of the respondents admit to household abuse of their children. Child abuse is mostly perpetrated by someone close to the child like parents, guardians or teachers, she said. She further added that there will now be zero tolerance for child abuse and child negligence. Meanwhile, the Ministry has also hired a consultant to assist in review of the following legislations on child welfare and protection, the adoption of infants act, juveniles act and the probation act. Sami added that that there will now be a more controlled adoption in Fiji to avoid children become vulnerable to child labour and human trafficking which is on the rise across the world now. Activities across the country has been organised by the Ministry and Unicef for over a period of nineteen days ending a parade on November 20.

Minimum wage rates for Fiji workers have been revised by between 7.9% to 10.4% under new rates announced by the Labour, lndustrial Relations and Employment, Jone Usamate. The new minimum wage rates applies to workplaces covered under the ten (10) Wages Regulations Orders (WROs) and comes immediately into effect. Sawmilling and logging workers get the biggest rise of 10.4%, while road transport workers receive the second largest bump of 10%. Workers in the manufacturing and garment industries get a 9.9% increase and security service workers get a 9.7% increase. An increase of 7.9% has been extended to workers in the Printing Trades, the Building and Civil and Electrical Engineering Trades, Hotel & Catering Trades, Mining & Quarrying Industry, and Wholesale & Retail Trades. The Minister said these raises are reflective of the positive growth in the national economy and confidence in the labour market. He mentioned that this is the first time in the history of Fiji that government has introduced a productivity-based

More than 20 students boarding at Navala Catholic School now have proper sleeping facilities after the opening of their new dormitory at Navala Village in Ba. Built by the Fiji Water Foundation's charitable trust, the new dormitory will play a critical role in improving the education of Navala children. Fiji Water's chief executive officer Rokoseru Nabalarua said the dormitory was a good example of one of the foundation's three main goals of improving access to and quality of education. "If the students have a good dormitory, they will have good access to better and quality education," Mr Nabalarua said. He said the school appealed to the foundation for a better dormitory in 2010. "After assessing the old dormitory, we found that it was not good for the children and was not accessible daily. This was a denial of access to a basic human right," he said. A former pupil of the school, Mr Nabalarua said the completed dorm should be used to upgrade the education of children in the village and children had to play an active role in furthering their education. "Students should make use of the opportunity to upgrade their education for their future careers," he said. He urged parents to take special interest in their children's education, saying this should be one of their priorities. "Once you invest in your children's education, you will reap the fruits in the future," Mr Nabalarua said. He explained this was the motivation for the foundation's assisting village schools to have more access to quality education. Banks Warn On Credit Card Surcharge


As the no surcharge rule for credit cards comes into effect November 1st, the Association of Banks in Fiji has warned banks that failure to comply with this regulation would result in the withdrawal of merchant facilities by the issuing banks. Cardholders have been advised that merchants who continue to apply a surcharge for payment of goods or services by credit or debit card are violating the regulatory stance taken. The association said merchants should be reported immediately to the bank concerned or the Reserve Bank of Fiji who is the enforcement agency behind this rule. Following a spate of complaints and subsequent investigations the Reserve Bank found that the application of the No Surcharge Rule on card based transactions was uncertain and inconsistent. The Reserve Bank had then ruled that all acquiring banks and their merchants must cease levying an additional charge on their customers who make payments through debit or credit cards.

China Funded Fence Project Provides Security To PSC Staff


FIJI and the Peoples Republic of China marked the official handing over of the FJD$1.5m fence project surrounding the Public Service Commissions Berkeley Crescent premises. Chinese Ambassador His Excellency Huang Yong, while officially signing over the fence project to PSC chairman, Josefa Serulagilagi, highlighted that this was only one of the many areas of concern that the two countries were working together on. The China-aided fencing project demonstrates our commitment to better cooperation with PSC in the future, he told PSC and embassy staff present at the signing of the certificate of completion for the project. It is my sincere hope that the fence shall strengthen the security of the commission, and bring happiness to the staff working here. Foster's Group Pacific Limited's group operating profit before income tax dropped by 34.9 per cent to $6.039m this year from $9.277million last year. The company says the decrease was mainly driven by the increase in cost of sales by $4.6 million (8.9 per cent) over last year. And that increase, it attributed to the one-off $1.026million write-down of bottles and crate fraud, and the $0.389million write-down of spare parts stock write off (both in its Samoa operation); and commodity cost increases driven by the high Australian dollar. Another driver of the decrease in operating profit, it said was the increase in selling, marketing and distribution costs totaling $0.767million that because of increased investment in brand advertising, trade promotion activities and trade marketing to support its brands. The company's annual report released from the South Pacific Stock Exchange (SPSE) yesterday said those cost increases were partially offset by a decrease in administration expenses of $0.211 million. Overall, it reports consolidated sales revenue increased by 3.4 per cent ($4.653million) this year from $2.087million last year. Consolidated sales volume increased by 1.5 per cent to 3.352 million nineliter cases this year from 3.301 million nine-liter cases last year.

Foster's Group Suffers 34Pc Profit Drop

In his report, FGP's chairman John Murphy said during the year, their businesses continued to face many operational issues and challenges. He said sales demand and growth was modest, constrained by domestic economic and market conditions, while costs of production continued to increase, driven by the high Aussie dollar on imported raw materials and fuel prices. "Our business in Samoa incurred oneoff costs in relation to a fraud incident and a spare parts impairment charge. I am pleased to report that the fraud incident has been fully investigated and remedial action has been taken to prevent a re-occurrence, including a significant strengthening of our internal controls," Mr Murphy said. FGP's outlook for 2013 and beyond, he said would largely be determined by continued growth in the Fijian economy as well as further recovery in the global economy. He said a main focus for 2013 and beyond would be "unlock the growth potential of the local and export markets" for beer and rum via an increased capital investment program. "This will provide the essential plant and equipment upgrades needed to improve our business efficiencies and capability to enhance our ability to compete in export markets," Mr Murphy said. FGP is a stock listed on the South Pacific Stock Exchange (SPSE).

Sugar Corporation Wants Quality Changes


The Fiji Sugar Corporation is not anticipating a huge allocation from government in the 2013 national budget but has requested for continued support. FSC chief executive officer Abdul Khan said what they needed most was government's support in order to bring quality changes. Mr Khan said FSC was allocated $40.9million this year and about $31million had been used so far. "The allocation (for this year) was adequate," Mr Khan said. "About $31million was used in terms of working capital and the retirement of the high interest debts," he said. Mr Khan said year 2012 had been a quality year for FSC where most positive changes were brought about. However, for 2013, he said FSC would redefine the industry. "Sugar is a big industry for Fiji in terms of economics, business and employment," Mr Khan said. The 2013 national budget announcement will be delivered on November 24.

Heat ghee, add coconut, pepper,

Rub ghee into flour. Mix to a stiff dough by adding a little water at a time. Knead well by adding a little ghee. Dough must be stiff and smooth. Take a little dough and roll into rounds of 2 and a half inches in diameter. Fill with two teaspoons of coconut mixture in the centre of each round. Fold in half, damp the edges and press together with a fork or use a gujia mould. Fry in oil or ghee. Enjoy!

The Australian Transport Safety Bureau says quick thinking by a pilot who landed his plane on the Northern Territory's Stuart Highway at night prevented a serious accident. The ATSB says a Gippsland Aeronautics GA 8 Airvan was on a night training flight from Tennant Creek to Alice Springs in July when the engine started losing oil pressure. The crew planned a diversion to Ti Tree but the instructor could not turn on the airstrip's pilot-activated lighting system. When the plane was over the town the engine ran rough, and then stopped. The instructor followed a car's headlights to land on the Stuart Highway. The ATSB report shows extensive damage to the plane's engine. The Territory Government has since put in a solar powered lighting system at the Ti Tree airstrip that turns on automatically at sunset. The report praises the crew's quick decision-making that resulted in a safe landing.

About 30 people across the country have fallen ill with salmonella poisoning after eating what are believed to be contaminated raw almonds. Woolworths has announced a national recall of its own brand of almonds. The WA Health Department says three Western Australians are among the 30 people affected. It says symptoms of salmonella

Witchcraft People Smuggler Jailed In UK


A Nigerian people smuggler who used witchcraft rituals to force children to work as sex slaves has been jailed for 20 years. Osezua Osolase, 42, tricked povertystricken Nigerian orphans into travelling to the UK with the promise of a better life. But the young victims were raped, sexually abused and subjected to voodoo-style rituals by a child trafficking ring. Osolase, the linchpin of a multi-million pound global sex trafficking ring, used "juju" magic to control his victims. He told the teenage girls they would die or never bear children if they tried to escape or revealed what had happened to them. Judge Adele Williams told Osolase: "You are arrogant and manipulative; you are devoid of conscience, devoid of any compassion to your victims. You were dealing in exploitation and misery and degradation. You have been convicted on clear and compelling evidence of trafficking two girls in and out of the UK. "Once they arrived in the UK the reality was explained to them that they were going to have to work as prostitutes. "They were petrified that if they spoke out they would be harmed and killed." During the trial it emerged that Osolase raped one of the young girls knowing he had HIV. Judge Williams described this as a "seriously aggravating" feature to his crimes. At Canterbury Crown Court, Osolase was convicted of five counts of trafficking for sexual exploitation, one of rape and one of sexual activity with a child. The charges relate to three girls aged 14, 16, and 17. One was raped and all three endured juju rituals, including one conducted by Osolase himself. One feared she was being taken to another country to be used as a human sacrifice. Osolase slashed the chest of his youngest victim with a razor and rubbed black powder into her bleeding wounds. On the surface, Osolase was a recycling worker living in a terraced house in Gravesend, Kent. But his home was a secret staging post for vulnerable teenage orphans as they were smuggled from Africa, via Britain, to several European countries. Detectives discovered evidence that at least 28 victims were smuggled in and out of Britain over a 14-month period, earning him up to 1.5 million.

The NSW Police Integrity Commission (PIC) is investigating an officer accused of fraud, including helping fake marriages to fool immigration officials. The PIC has begun a public hearing into the conduct of Senior Constable Hoan Thien Pham. Counsel-assisting Jeremy Gormly SC has told the hearing that Senior Constable Pham helped his long-term partner Bich Tuyen Kha to fake two marriages to get Australian visas for Vietnamese men. The PIC heard one of the men was registered as a parent to a child who was actually fathered by Senior Constable Pham. Senior Constable Pham was also asked about a text message sent from his phone earlier this year warning his brother-in-law of a drug raid planned,

Cell Phone Text Warning System Could Come To B.C.


U.S. cell text system sends automatic warnings about natural disasters The B.C. government is looking at adding a cell phone-based warning system to its emergency response program to alert people to imminent dangers, such as tsunamis or severe storms. The provincial government has been criticized for its reaction to Saturday's massive earthquake near Haida Gwaii, where it took about 40 minutes before communities received a tsunami warning. There's discussion going on with service providers, local authorities, Industry Canada, and looking at the feasibility and a potential pilot project, said Chris Duffy, executive director of Emergency Management BC. Duffy said the process for setting up such a service is complicated, but he says the government is committed to exploring it. A new technology in the U.S. sends natural disaster-related warnings immediately to cell phone users in the path of danger, says Ted Buehner, a meteorologist at the National Weather Service in Washington. "It's just to get your attention so you're aware of the situation, can tune to other resources, and then take action to protect lives and property," Buehner told the reporter. Cell phone providers are required to provide the service by law, which was introduced in 2006 following Hurricane Katrina. B.C. needs this technology, said Carol Kulesha, mayor of Queen Charlotte City on Haida Gwaii. "If everyone was able to use their cell phone, and that alert came out and came down over the cell phone lines, that would be fabulous," said Kulesha. There are many areas of B.C. with little or no cell service, but most of the population lives in areas where service is available. Kulesha said a better system of some kind needs to be in place before the next big quake occurs.

Family Mourns Girl Killed In Alberta Classroom Crash

The family of the Grade 6 girl who died after being pinned by a minivan that crashed into her classroom in St. Paul, Alta. on Thursday says she was a happy girl with a passion for dance. Megan Wolitski died in an Edmonton hospital on Friday. We would like Megan to be remembered for the incredible girl that she was. She loved her family and loved to take care of her sister and baby cousins, her family wrote in an emailed statement.

Megan and two other girls were critically injured when a van smashed through a ground-floor window of Racette Junior High School on Thursday morning. All three were flown to Edmonton hospital. One was upgraded to stable condition on Thursday afternoon. We ask that you pray for her classmates who are still recovering from their serious injuries, the statement said. Megan's family said she was a Girl Guide who was looking forward to an upcoming trip to Switzerland with her unit. Police have charged the driver of the van, Richard Edward Benson, 46, with three counts of dangerous driving causing bodily harm, one count of resisting arrest and one count of possession of marijuana.

Many B.C. homeowners assume that earthquake coverage is included in their house insurance, or that governments will compensate them for damage, but neither is the case. Many homeowners who arent sure if they are insured are reminded to ask about it when events occur like Saturday nights 7.7-magnitude quake centered near Haida Gwaii. "Every time there's a bit of a rumble, we do see more uptakes, if you will, from the public in terms of looking at earthquake insurance," said Lindsay Olson, of the Insurance Bureau of Canada. A B.C. government study in 2002 showed that 65 per cent of British Columbians in high-risk areas have quake insurance. Those who dont buy the extra coverage often dont bother because they assume their fellow taxpayers will pick up the tab, according to Jason Vander Zalm, of Square One Insurance. They believe that the government will step in if theres a major catastrophe and the government is going to somehow magically compensate the public if something happens to their homes, Vander Zalm said. A California house insured for the same amount would have an annual premium of $865. Earthquake insurance will usually cover all damage caused by an earthquake. The only exception is damage caused by a tsunami.

Fatal Police-Involved Shooting At Mcdonald's


One man is dead after a policeinvolved shooting at an East Vancouver McDonald's restaurant Monday night. Gunfire erupted at around 8:15 p.m. at the franchise location in the 3400-block of East Hastings Street. Police said the shooting happened after a police officer, responding to reports of windows being smashed, was confronted by a man carrying a knife. The man was then shot by police. He was taken to hospital where he later died of his injuries. B.C.'s Independent Investigations Office, which is tasked with probing serious and fatal uses of police force, has been called to investigate. East Hastings Street between Cassiar and Skeena remained closed to eastbound traffic Tuesday. Busses were being rerouted.

Despite Travel Insurance, $140,000 Claim Denied


A Las Vegas vacation turned into a financial disaster for a Sunshine Coast couple after one of them was hospitalized and their travel insurance company left them on the hook for $140,000 in medical expenses. Mike Gojevic is now on the lung transplant list. Gojevic came down with what he thought was a bad cold just days before heading to Las Vegas to celebrate his wife Arleatha's birthday in February. An X-ray suggested he might have pneumonia, so an emergency doctor prescribed him a 10-day course of antibiotics. The doctor said he was good to go on vacation. "[He told me] I can stay at home and feel like crap at home or I can go down and feel like crap by the pool in Las Vegas," Gojevic told the reporter. But the 53-year-old started having difficulty breathing on the plane as the Las Vegas strip came into sight. He was administered oxygen on the plane and was met on the jet runway by paramedics. He was rushed to Desert Springs hospital in Las Vegas. Gojevic, an insurance adjustor by trade, gave his wife some breathless instructions to make sure that the company they bought travel insurance with, One World Assist, knew they would be in the hospital. "I gave her the book and I said 'you better call the travel insurance company, make sure we're all on board on this anyway,'" he said. Gojevic spent the next 10 days in hospital. Despite efforts of several doctors who saw him, his condition remained undiagnosed during the stay. One World Assist sent a fax to the hospital confirming his coverage, stating that: "The above mentioned patient has a policy with our company that provides coverage for medical emergencies that he might encounter while outside of Canada." The Gojevics said it never occurred to them that there would be any problem with medical coverage. "They certainly didn't allude to that all," Mike Gojevic said. After the couple was flown home via B.C. air ambulance they received a double whammy of horrible news: Mike was not suffering from pneumonia, but a life-threatening lung disease called pulmonary fibrosis. He was put on the list for a double lung transplant. Then One World Assist denied the travel insurance claim, saying he was on the hook for $140,000 in medical expenses. The company said he didn't qualify because he was treated stateside for a "pre-existing condition." In its denial letter, One World Assist told the couple it had saved them money. "If we had not arranged for your return to Canada via air ambulance, your medical expenses in the US would have been significantly higher," a claims representative wrote. But Mike Gojevic argued that it was the pulmonary fibrosis that was the health problem that kept him in hospital, and he hadn't been diagnosed with the serious lung condition at the time. He had only been diagnosed with pneumonia -- a condition considered minor by the insurance company. "The reality is it wasn't pneumonia that caused the problem -- it's the pulmonary fibrosis which caused the issue -- and that was not a pre-existing condition," he said. "It's like I went to sleep and woke up and my whole life has just been ripped apartit's just devastating," Artletha Gojevic added. The Gojevics appealed the decision with One World Assist but the company denied that as well. Steele on Your Side contacted the company after months of it refusing to reconsider the couple's claim, and it suddenly had a change of heart. One World Assist Managing Director Mike Starko said despite being initially denied - twice - it will now pay the claim. Starko said the company stands behind its decision to deny the claim, but understands that the ordeal has been "understandably difficult" for the couple. "We don't believe the claim is actually payable, but we're doing it on compassionate grounds," he said. One World Assist says it didn't have to pay the claim because Gojevic went to more than one doctor before leaving for his trip, and required medication and a follow-up visit. Starko said the lengthy timeline of the dispute resolution factored into the company's decision to forgive the outstanding bills. "I coupled that with just the situation that they're going through right now. That's when it just became obvious to me that we needed to make this exception on a compassionate basis," he said. The couple is beyond relieved. "What a huge weight off our shoulders," Mike Gojevic said. Shortly after our interview, Gojevic's health took a turn for the worse and he was admitted into St. Paul's hospital. He remains in treatment and is waiting for lungs to become available for a transplant. His wife, a home care nurse, travels back to the Sunshine Coast twice a week to see patients.

The energy drink you consume may contain more caffeine than you know, according to new testing by Consumer Reports. Health concerns about energy drinks were heightened last week with reports of five deaths possibly linked to Monster Energy drinks. The family of one victim, a 14-yearold girl, is suing the company that produces Monster, claiming she died after drinking two 24 oz cans, each containing 240 mg of caffeine. This is the equivalent of four or more cups of coffee or bottles of caffeinated soda. The company issued a statement that it did not believe its product was in any way responsible for the death. Before the FDA story broke, Consumer Reports asked Monster why it didn't list caffeine levels. A representative replied, "because there is no legal or commercial business requirement to do so, and because our products are completely safe, and the actual numbers are not meaningful to most consumers." Caffeine is a key ingredient in nearly every energy drink on the market, but it can be hard to tell how much they contain. Consumer Reports has just conducted lab tests on dozens of topselling drinks. Everyone from Tim Tebow from 50 Cent and even Joan Rivers are advertising them. With their Facebook pages and internet video campaigns, manufacturers specifically target young people. But Consumer Reports says you have to be careful how much caffeine you drink. "It can quicken your pulse, cause abnormal heart rhythms, keep you from sleeping well and elevate your blood pressure," said Gayle Williams. Consumer Reports analyzed the caffeine content of 27 top-selling energy drinks, testing three samples each. Although some list the amount of caffeine on the package, they're not required to.

Some Energy Drinks Have More Caffeine Than Listed

Consumer Reports found the numbers can be way off. "Some of the energy drinks underestimated the amount of caffeine listed on the label by 20 per cent or more," Williams said. So how much caffeine do energy drinks contain? In Consumer Reports' tests, it varied widely. For example, FRS Healthy Energy averaged 17 milligrams per container. Red Bull and Street Kings Energy around 80; 5-Hour Energy had 215 milligrams and 5-Hour Energy Extra Strength had 242. Most healthy adults can consume up to 400 milligrams of caffeine a day. "So for many people, an occasional energy drink is probably OK," Williams said. Or you can drink regular coffee. An eight-ounce cup contains roughly 100 milligrams of caffeine. Consumer and scientific groups have urged the food and drug administration to require companies to disclose caffeine levels, but the agency says it lacks the authority to do so. Many energy drinks do carry warnings that they are not for children, women who are pregnant or nursing women, or people sensitive to caffeine. Other research suggests that more than 13,000 people a year visit U.S. emergency rooms because of symptoms associated with these drinks, and thousands more call regional poison control centers. Health Canada used to classify energy drinks as natural health products because certain brands made health claims abut how they could restore alertness. That changed last fall, when the agency announced new regulations which will force manufacturers to say what's in those energy drinks, including the very high caffeine content. Health Canada has given the energy drink makers a transitional period to get up to speed. Labels should be present on all drinks by late 2013.

The province has introduced new legislation to protect public servants and employees of boards, agencies and commission from losing their jobs or facing bullying at work for reporting government misconduct. The Public Interest Disclosure Act will cover employees of the Alberta public service, school boards, health organizations and academic institutions and provincial agencies, boards and commissions. An independent agency called the Office of the Public Interest Disclosure Commissioner will be created to accept and investigate complaints from employees. The act also levies fines for anyone who impedes an investigation. "This is a historic milestone on our road to changing the way government does business," said Service Alberta Minister Manmeet Bhullar.

Whistleblower Laws Extend Beyond Alberta Public Service

Bhullar says that the law protects those who "speak up against the abuse of taxpayer dollars, threats to public health and safety and the environment and allows for the ethical disclosure of information from anyone." In 2002, Calgary Liberal MLA David Swann was fired as the medical officer of health for the Palliser Health Region after speaking in favour of the Kyoto Protocol. Swann said that in its present form, the new legislation would not have prevented him from losing his job. "It only applies to employees," Swann said. "I was a contracted physician for the Palliser Health Region. I think it needs to be broadened if we're really serious about trying to protect everybody." The new law is expected to take effect next June.

It was a sleepless night for a whole section of western North America watching and waiting for a tsunami threat to pass after a powerful earthquake rocked the northern tip of Vancouver Island. The 7.7 magnitude earthquake hit about 30 kilometers north of Sandspit, B.C., just a few minutes past 8 p.m. local time, sending tremors up Haida Gwaii and down as far as Metro Vancouver. There were about half a dozen aftershocks. Officials said it was the strongest earthquake to hit Canada in more than half a century. Neil Goodwin, a 35-year-old fishing lodge manager from Sandspit, B.C., was in his living room when the rumbling started. It was the kind of shaking that if you werent holding onto something youd be on the floor, Goodwin said. It wasnt very violent for probably the first ten seconds and then it really amped up. As the power cut out, Goodwin used the flashlight on his cellphone to find his two dogs and escape his house. He didnt have time to assess the damage or find his cat. I was just trying to get out as fast as possible, he said. Were all just waiting for the next aftershock. Goodwin drove to one of two hills designated as safety point in tsunami drills where he stood with his neighbours and watched the waves grow in size and strength. Within ten minutes pretty much 90 per cent of everyone in town was in one of the two points. In Queen Charlotte, Canadian Coast Guard Malcolm Dunderdale spent a sleepless night in darkness after the power cut off within seconds of the shaking. Gathering cell phone, mobile radios and general tsunami kits, plus blankets and pillows, Dunderdale said after the quake, which played out for what felt like as long as 30 to 45 seconds, there was nothing to do but wait. Its pretty dark out there right now, said Dunderdale about an hour after the earthquake first struck. Were all just playing it cool and waiting to see if it gets worse.

Tsunami Warning Lifted In B.C. Following Powerful Earthquake

The first tsunami was to reach the west coast at Langara Island about one and a half hours after the earthquake first struck at 9:16 p.m. But the waves caused no damage. While the northern tip of B.C.s coastline remained on tsunami advisory for more than seven more hours after the earthquake, the fear of tsunami shifted to Hawaii. Emergency sirens across Hawaii alerted residents of the oncoming tsunami. A tsunami has been generated that could cause damage along coastlines of all islands in the state of Hawaii. Urgent action should be taken to protect lives and property, the Pacific Tsunami Warning Centre said. Carla Morris, a stay-at-home mom in Kauai, Hawaii, first heard the emergency siren as she drove home from church. It continued for hours. As we passed by the WalMart and gas station, theyre filled with people headed to higher ground, Morris, 38, told the reporter in a telephone interview. Theyre just so scared. Members of Morriss church helped evacuate seniors who live near the beach. Were just praying for everyone to be safe. We dont want to see any destruction and most importantly you dont want to see any lives lost, she said. Highways and streets were clogged as residents living along the coast were ordered to seek higher ground. Honolulu Police ordered drivers to abandon their vehicles around 10 p.m. HST and begin walking to higher elevation. Hawaii Governor Neil Abercrombie issued an emergency proclamation about half an hour later giving emergency personnel authority to shut off water and gas mains and force evacuations. The tsunami warning was lifted around 3 a.m. for B.C., Oregon, Alaska from the West Coast/Alaska Tsunami Warning Center, but an advisory remained in place for California suggesting residents move out of the waters, off beaches and out of harbours and marinas.

Growth Disorders

Does your child seem much shorter or much taller - than other kids his or her age? It could be normal, or it could be a sign of a problem. Very slow or very fast growth can sometimes signal a gland problem or disease. The pituitary gland makes growth hormone, which stimulates the growth of bone and other tissues. Children who have too little of it may be very short. Treatment with growth hormone can stimulate growth. People can also have too much growth hormone. Usually the cause is a pituitary gland tumor, which is not cancer. Too much growth hormone can cause gigantism in children, where their bones and their body grow too much. In adults, it can cause acromegaly, which makes the hands, feet and face larger than normal. Possible treatments include surgery to remove the tumor, medicines and radiation therapy. Acromegaly Acromegaly is a long-term condition in which there is too much growth hormone and the body tissues get larger over time. Causes Acromegaly occurs in about 6 of every 100,000 adults. It is caused by abnormal production of growth hormone after the skeleton and other organs finish growing. Excessive production of growth hormone in children causes gigantism rather than acromegaly. The cause of the increased growth hormone release is usually a noncancerous (benign) tumor of the pituitary gland. The pituitary gland, which is located just below the brain, controls the production and release of several different hormones, including growth hormone. The following medications may be used to treat acromegaly: Octreotide (Sandostatin) or bromocriptine (Parlodel) may control growth hormone release in some people. Pegvisomant (Somavert) directly blocks the effects of growth hormone, and has been shown to improve symptoms of acromegaly. These medications may be used before surgery, after surgery, or when surgery is not possible. Eating more legumes - such as beans, chickpeas or lentils - appears to improve blood sugar control and reduce estimated coronary heart disease (CHD) risk in patients with type 2 diabetes mellitus (DM), according to a new study. David J.A. Jenkins, M.D., of the University of Toronto and St. Michael's Hospital, Toronto, Canada, and colleagues conducted a randomized controlled trial of 121 patients with type 2 DM to test the effect of eating more legumes on glycemic control, serum (blood) lipid levels and blood pressure (BP). Patients were randomized to either a low-GI legume diet that encouraged patients to increase eating legumes by at least one cup a day or to increase insoluble fiber by eating whole wheat products for three months. "People with diabetes did better in terms of blood sugar control on the bean diet versus a diet without beans, which was otherwise extremely healthy," says researcher David J.A. Jenkins, MD, PhD, DSc, professor of medicine and nutrition at the University of Toronto and St. Michael's Hospital in Toronto. The bean diet lowered the predicted risk of heart disease more, too, Jenkins says. And it did so in a way that surprised him, he says. "It reduced heart disease risk predominantly because of its effect on blood pressure," he said. "In conclusion, legume consumption of approximately 190 g per day (1 cup) seems to contribute usefully to a lowGI diet and reduce CHD risk through a reduction in BP," the authors note.

Young men who eat more than three slices of cheese a day may be risking their chances of becoming fathers, a new study has revealed. Even small amounts of full-fat dairy food have been shown to dramatically impair their fertility. Harvard academics have discovered that men who eat just three portions a day had poorer quality sperm compared to others, as reported. A portion included an ounce of cheese (28g), a teaspoon of cream, a scoop of ice cream or glass of full-fat milk. The researchers believe that female hormones that occur naturally in milk may be interfering with men's ability to reproduce. Until recently, experts have been far more concerned with how women's diets are affecting their chanced of having children. But there is increasing evidence that men's lifestyles - and crucially what they eat - may be just as important.

In Mori, Wellington goes by three names. Te Whanga-nui-a-Tara refers to Wellington Harbour and means "the great harbour of Tara". Pneke is a transliteration of Port Nick, short for Port Nicholson (the city's central marae, the community supporting it and its kapa haka have the pseudo-tribal name of Ngti Pneke).[Te Upoko-o-te-Ikaa-Mui, meaning The Head of the Fish of Mui (often shortened to Te Upokoo-te-Ika), a traditional name for the southernmost part of the North Island, derives from the legend of the fishing up of the island by the demi-god Mui. Importance Wellington is New Zealand's political centre, housing Parliament, the head offices of all Government Ministries and Departments and the bulk of the foreign diplomatic missions in New Zealand. Wellington's compact city centre supports an arts scene, caf culture and nightlife much larger than many cities of a similar size. Of cities with English as the primary language, Wellington ranked fourth in 2007. Of cities in the Asia Pacific region, Wellington ranked third (2009) behind Auckland and Sydney, Australia. Wellington became much more affordable, in terms of cost of living relative to cities worldwide, with its ranking moving from 93rd (more expensive) to 139th (less expensive) in 2009, probably as a result of currency fluctuations during the global economic downturn from March 2008 to March 2009. "Foreigners get more bang for their buck in Wellington, which is among the cheapest cities in the world to live", according to a 2009 article, which reported that currency fluctuations make New Zealand cities affordable for multi-national firms to do business, and elaborated that "New Zealand cities were now more affordable for expatriates and were competitive places for overseas companies to develop business links and send employees". Lonely Planet named Wellington 'the coolest little capital in the world' in its 'Best In Travel 2011' guide book. Settlement Legends recount that Kupe discovered and explored the district in about the tenth century. European settlement began with the arrival of an advance party of the New Zealand Company on the ship Tory, on 20 September 1839, followed by 150 settlers on the Aurora on 22 January 1840. The settlers constructed their first homes at Petone (which they called Britannia for a time) on the flat area at the mouth of the Hutt River. When that proved swampy and flood-prone they transplanted the plans, which had been drawn without regard for the hilly terrain. New Zealand's capital In 1865, Wellington became the capital city of New Zealand, replacing Auckland, where William Hobson had placed the capital in 1841. The Parliament of New Zealand had first met in Wellington on 7 July 1862, on a temporary basis, but Wellington did not become the official capital city for three more years. In November 1863, the Prime Minister of New Zealand, Alfred Domett, places a resolution before Parliament (meeting in Auckland) that "... it has become necessary that the seat of government ... should be transferred to some suitable locality in Cook Strait [region]." Apparently, there had been some concerns that the more highly populated South Island (where the goldfields were located) would choose to form a separate colony in the British Empire. Several Commissioners invited from Australia (chosen for their neutral status to help resolve the question) declared that Wellington was a suitable location because of its central location in New Zealand and good harbour. Parliament officially met in Wellington for the first time on 26 July 1865. At that time, the population of Wellington was just 4,900. As the national capital, Wellington is the location of the highest court of New Zealand, the Supreme Court. The historic former High Court building has been enlarged and restored for the use of the Supreme Court. Government House, the official residence of the Governor-General, is in Newtown, opposite the Basin Reserve. Premier House, the official residence of the Prime Minister, is in Pipitea on Tinakori Road. Geography Wellington is at the south-western tip of the North Island on Cook Strait, the passage that separates the North and South Islands. On a clear day the snowcapped Kaikoura Ranges are visible to the south across the strait. To the north stretch the golden beaches of the Kapiti Coast. On the east the Rimutaka Range divides Wellington from the broad plains of the Wairarapa, a wine region of national notability. With a latitude of 41 17' South, Wellington is the southernmost capital city in the world.[15] Wellington is also the most remote capital city in the world, the farthest away from any other capital city. Wellington is more densely populated than most other cities in New Zealand due to the restricted amount of land that is available between its harbour and the surrounding ranges of hills. Wellington has very few open areas in which to expand, and this has brought about the development of the suburban towns in the greater urban area. Because of its location in the latitudes of the Roaring Forties, and also its exposure to the winds blowing through the Cook Strait, Wellington is known to New Zealanders as "Windy Wellington". More than most cities, life in Wellington is dominated by its central business district (CBD). Approximately 62,000 people work in the CBD, only 4,000 fewer than work in Auckland's CBD, despite that city having three times Wellington's population. Wellington's cultural and nightlife venues concentrate in Courtenay Place and surroundings located in the southern part of the CBD, making the nearby suburb of Te Aro the largest entertainment destination in New Zealand. Wellington has a median income well above the average in New Zealand, with Wellington having the highest median income of all New Zealand cities. Wellington additionally has a much higher proportion of people with tertiary qualifications than the national average. Wellington has a reputation for its picturesque natural harbour and green hillsides adorned with tiered suburbs of colonial villas. The CBD is sited close to Lambton Harbour, an arm of Wellington Harbour. Wellington Harbour lies along an active geological fault, which is clearly evident on its straight western shore. The land to the west of this rises abruptly, meaning that many of Wellington's suburbs sit high above the centre of the city. There is a network of bush walks and reserves maintained by the Wellington City Council and local volunteers. These include Otari-Wilton's Bush dedicated solely to the protection and propagation of New Zealand native plants. The Wellington region has 500 square kilometres (190 sq mi) of regional parks and forests. In the east is the Miramar Peninsula, connected to the rest of the city by a low-lying isthmus at Rongotai, the site of Wellington International Airport. The narrow entrance to Wellington is directly to the east of the Miramar Peninsula, and contains the dangerous shallows of Barrett Reef, where many ships have been wrecked (most famously the inter-island ferry Wahine in 1968). On the hill west of the city centre are Victoria University and the Wellington Botanic Garden. Both of these can be reached by a funicular railway, the Wellington Cable Car. Wellington Harbour has three islands: Matiu/Somes Island, Makaro/Ward Island and Mokopuna Island. Only Matiu/Somes Island is large enough for habitation. It has been used as a quarantine station for people and animals, and as an internment camp during World War I and World War II. This island is now a conservation island, providing refuge for endangered species, much like Kapiti Island farther up the coast. There is access during daylight hours by the Dominion Post Ferry. The 2013 Nissan Cube is an outlier in the marketin many ways, really and it's hard to categorize, even in a market that's become increasingly segmented. It's not quite a van, but almost; not quite a crossover wagon, but almost. One thing is for sure: It's a quirky vehicle through and through, and it's unrivaled in style and packaging within its quirky limitations, of course. It's the details that make the design, and while the rounded corners on an upright box can make the Cube look a little appliance-like, just take a closer look at the asymmetry of the windows, the beveled window frames, and flared sheetmetal, and it's anything but simple. Combine all that with lower aero work that seems to pull the Cube downward, visually, and it has a gravitas that the Scion xB never had (at least not in its current version). Inside, the Cube can feel a little too overdesigned, with a "Casual Lounge" theme that rounds the curves, leaving you feeling like you're in a Jacuzzi tub (water ripples and all). But it's fresh, and it's functional. The Cube's least charming trait may very well be how it drives. Considering its car-based underpinnings and relatively low center of mass (compared to crossovers), it's surprising it doesn't feel a little sportieror have much of a driving personality. A 1.8-liter fourcylinder produces 122 horsepower and drives the front wheels. With either the six-speed manual gearbox or the continuously variable automatic transmission (CVT), the Cube can move along rapidly enough, but it's not at all a sports car, or the type of vehicle you'd fling into corners. The 2013 Nissan Cube has more space for people than you might guess from the outside, but if you need versatility, and to maximize space sometimes for larger items, you can do a lot better. Seating is one of the Cube's strengths; and in layout, inside, it's quite van-like. The seats up front are much better than what you get in the Versa or Sentra--

The rear seat has enough space for two adults (possibly three, squeezed in), and it slides back and forth and also reclines-though not all the way. Where you get into trouble is with larger cargo, as the seatback doesn't simply flip forward or flat. Ride comfort, on the other hand, is surprisingly good in the Cube next to other small cars or the smallest compact crossovers. What there isand this probably comes as no surpriseis quite a bit of wind noise at highway speeds. Otherwise interior materials betray the Cube's sub-$20,000 price tag, although all the styling touches will probably distract you from that for a while. And the Cube is a good value for the moneyespecially considering the value of having something that's genuinely different and quirky, yet also well-equipped. Prices are a bit higher for 2013, however; with the discontinuation of the base model, there are now just S and SL trims of the Cube--and if you want a manual transmission you're stuck with the S, as the top SL is only offered with a CVT. The S includes a lot of popular features, but step up to the SL and you get automatic climate control, alloy wheels, an Intelligent Key system, Bluetooth connectivity, and an upgraded sound system that includes iPod connectivity. Beyond that, a Preferred Package that adds an SD-based navigation system with XM NavTraffic capability, plus Rockford Fosgate audio with a subwoofer, XM satellite radio, and front fog lamps. And if you want appearance extras, though, you're in luck.
