DOH: Pneumonia top killer disease in Bicol

(DOH) regional office here
urged the public to take all
precautionary measures to
prevent serious respiratory infection as pneumonia
remains the top killer disease in the Bicol region.
Dr. Ferchito Avelino,
DOH Bicol assistant regional director, said a DOH
study in 2010 on the top 10
leading causes of death in
the region showed that pneumonia was the most fatal, on
top of heart diseases, stroke,
and tuberculosis among Bicolanos.

Carrying Each Other


I am certain that the scenario I am going to relate
below is not only true in our hometown but also in many
parts of our country.
People living in some villages of our hometown, due
to the distance and isolation, customarily seek medical
treatment when they are already in their last throes of
their illnesses. This is short of saying that the only time
that most people in our place got the thought of seeking
medical treatment is when they are already on their
death bed dying from some health complications.
Of course, at this final run, the last stage, our
already embattled medical professionals are, equally,
too helpless to do anything good for them.
It is to this familiar situation that I and some of my
siblings found ourselves one early morning, while we
were standing by a nearby riverbank watching some
people, with their fishing poles, catching fish when we
saw with our very own eyes a bamboo-made hammock
being carried , on each other end, by two very strong
men while they slowly walked the whole stretched of
the flowing river crisscrossed by a jerry-built bridge
made from the sliced limbs of coconut trees.
When the hammock reached the other side of the
riverbank where we were, we saw that it was covered
by a blanket and they told us that in it lies a sick and
dying family member of theirs and that they were on
their way to the nearest municipal medical center for
any available medical treatment it can still extend their
dying relative. From the looks of it, we knew, at that
very moment, that it is already the last straw before his
eventual death.
This particular incident is one big eye-opener for
us. For me and my siblings, in our young age and
immaturity, we resolved that we have to be strong for
our parents who, from our infancy and until now, used
their limited strength to sacrifice and take good care of
us, and also for each other.
We have to be there, in the name of goodness,
supporting and watching each others back. Or else,
when the future time comes when our parents or one of
us are already old and sick, how can we be there very
strong and able enough to carry each other?
Each of us have a mission to accomplish in this world
which might affect only a few or a multitude of people.
However, how can we do it if we are not spiritually and
physically strong enough?
Get up! Shape up! Build up our spiritual and physical
muscles! Our mission is not only limited to our own
family but to the whole wide world- to everybody. We
have to bring God to others and bring others back to
God. Be in a hurry! We have to beat the devil into it.
With our spiritual and physical strength, let us not allow
the devil, with his alluring temptations, to overwhelm
us. We will fight him to the end of our strength.
We are brothers and sisters. Some are strong and
some are not. If need be, we have to spiritually and
physically carry each other. It is not that hard. As the
motto of the Boystown clearly said it: He aint heavy,
hes my brother.

Pre-Need Plans

INSURANCE:
There are many
companies offering pre-need policies
including those for education, health and
hospitalization, even funeral services and
burial. Easily the most popularly availed
of are those for school tuition and related
expenditures. Lately, this area of pre-need
services has become the graveyard of
many policy holders dreams, what with
most of the service providers miserably
failing to make good their contracted
provisions,
The bigger the pre-need education
service providers, the heavier they fall
starting with touted College Assurance
Plan, Inc. Many others followed and
recently, the Prudentialife Plans is in the
headlines even as it stopped servicing its
pre-need education policies. Woe to the
policy holders who trusted the service
entities for their future expenses with their
hard-earned savings that are products of
their sweat and blood.
ANALYSIS: The major causes of the
pre-need companies defaults are: failure
to correctly estimate the future cost of the
services they are contracting to provide to
their policy holders, and very low return on
financial investments where they park their
funds. Especially for the education plans
the companies were unable to foresee
the periodic increases in tuition fees being
imposed by the colleges and universities,

more so the elite ones.
But the bigger reason for the shortfall
in the service-providers capability to
finance their obligations is the prevailing
low interest rate regime. Whereas before,
the annual rate of interest on time deposits
hovers around 12% (or l% per month)
- the average ongoing CTD rate is now
down to 2.0% per annum while savings
deposits fetch only as low as per cent.
Foreign deposits earn even lower than
peso deposits. So naturally even other
financial investments also have reduced
returns.
R.A. 8829: Operations of pre-need
companies are governed by the PreNeed Code of the Philippines which is
being implemented by the Insurance
Commission and to a certain extent by
the Securities and Exchange Commission.
The recent debacles involving education
pre-need companies highlighted the
need for bigger capitalization. Finance
Secretary Cesar V. Purisima believes
that equity capital of pre-need providers
must be increased by 500%.

The stability and sustainability of


the pre-need industry just like the
insurance industry, is primordial to
our economy even as the safety of
investments of the customer families
has to be assured by government. It
seems the current levels of net worth of
the pre-need companies are too small
and insufficient to sustain their present
and future obligations. The remedy is
to classify the plans being offered by the
companies and to match corresponding
liabilities with periodic equity levels.
MORE HEALTH:
The P-Noy
administration has taken a critical look
at improving the health care services
in the country. In response, the health
subsector has been allocated close
to P50 billion funding or 30% more
than the budget last year. Our theory
is if the citizenry are healthy, they
can be more productive and capable
of contributing more to the national
economy even as lesser budget is
needed for medications.
Under the 2012 budget for the
Department of Health, P12 billion will
be used to support premium subsidies
under the National Health Insurance
Program (NHIP). The support fund will
cover 5.2 million indigent households
which have been identified via the
National Household Targeting System.
Our government goals are noble and
truly needed but we just hope that
the big fund allocation wont just be
dissipated by graft and corruption.
CREDO: Remember impatience
is a greater impediment to wisdom that
plain ignorance.

What I saw during the Eucharistic Healing Mass, Mayor

I attended the Eucharistic healing mass
said by Fr. Fernando M. Suarez, MMMP
in Abo, Tigaon, Cam. Sur last February
10, 2012. It was held at the Abo Sports
Complex so that in case it rains, the sick
and elderly will not get wet. I arrived two
hours before the 10:00 A.M. mass but
it was already filled with people and so
many more outside the sports complex.
According to the staff of Fr. Suarez, they
estimated that fifeen thousand (15,000)
attended the mass and were individually
prayed over by the healing priests on that
day and around five thousand the next day
for general healing.
During the mass, my arthritis in the
hands for three years disappeared and my
sticky eyes with intermittent pain became
clear and normal.
Fr. Suarez said that he does not heal,
only God can heal and it is up to Him if He
wills it but faith in God of each one is most
important.
When I saw some of those in stretchers
get up and walk, those in wheel chairs

talk, thank Fr. Suarez in the microphone. I

He wills it. I also saw several doctors with
Dr. Acelita Llorin lain on the floor. I believe

some are healed instantly but others are


healed slowly if they continue to have
faith in God and pray for the intercession
of Mama Mary.

If you were born today, which country
in the world would you choose for your
birthplace? The United States, once
described as the land of milk and honey
or Japan or the Philippines with smiling but
impoverished people?
It wont probably take you a minute
to decide if you are looking for the best
opportunities for a healthy, safe, prosperous
and upwardly mobile life. Your choice may
be the US or Japan or any of the other
affluent countries. The Philippines? Never
mind.
An article in Newsweek on the best
countries to be born said that being a USborn has great advantage. You will have
all the opportunities for a satisfying life not
available in poor countries.
Indeed, those born in wealthy lands
have unheard of advantages over those
born in places with a limping economy like
the Philippines. Over there, you can go to
top universities, avail yourself of the best
medical care, live in well-furnished homes,
travel to beautiful places.

In poor countries, these things are
completely absent. The lucky ones from
affluent families comprise only about l0
per cent of the population. Most live in
grinding poverty. They have no future,
nothing except the forlorn hope of someday
escaping into a kinder world.
The very few lucky souls can go to
good universities in big cities, get into
well-paying jobs or enter politics and

earn millions. In the Philippines, it is


in politics where big money is easy to
come by. Countless have turned multimillionaires in a few years.
The best route to a life of ease for
the poor is through education. Whether
you live in Mindanao or Bicol, if you have
one or two or four college diplomas, it is
easy to move up. You can even get to
the top if you have strings in high places
to pull.
A college degree is, however,
beyond the reach of most Filipinos.
James Fallows, writing in the Atlantic in
l987 said many Filipinos could not afford
college education. This condition is still
very much true today.
I was one of them. My law and
doctorate degrees, I earned them 20
years after high school in Caramoan,
Camarines Sur. I got the lucky break after
I moved my family from Catanduanes to
Legazpi City years back.
But most of my elementary school

DILG chief urges UNEP Sister Schools Join

Robredo recently called
on all punong barangays
of the country to conduct
disaster awareness and response campaign in their
respective communities.
Robredo made the call
in a speech at the 2nd general assembly and National
Executive Board meeting of
the Liga ng mga Barangay,
the national association of
the countrys 42,000 barangays, held in Manila.
The assembly was participated in by more than
100 participants composed
of provincial and highlyurbanized cities chapter
presidents of the Liga ng
mga Barangay.

Highways (DPWH) will allot a total of P10.817 billion
or 11 percent of its 2012
capital outlay budget of
P99.49 billion to flood control projects.
DPWH Secretary Rogelio
Singson said that the amount
will go to long-term solutions
to the countrys flooding and
other water-related disasters.
Water catchments and impounding structures upstream
of major rivers will be given
priority. In highly urbanized
areas, climate change initiatives and rehabilitation of
flood-damaged
structures
will also given priority.
Among the identified major flood control projects for
implementation this year are
the Pampanga Delta and Pampanga River projects; Laoag
River Basin and Sabo project; Bicol River Basin and
Watershed project; Mindanao
river basins; Mandaluyong
City drainage improvement
project; Cagayan de Oro river

Festival Sidelights
They learned of the 2012 Tinagba 10th Gayon Bicol Festival
of Festivals on TV and saw tarps in Metro Manila and decided
hurriedly to book for Iriga specifically to confirm their suspicion
that the event was gong to be marvelous. My sister-in-law Alma
Lleno-Botor, wife of my late brother Cecilio, her sisters Nila
Lleno-Magpantay. Rosita Lleno-Cadag and Nilda Lleno-Villar
sure did come only to watch the festival and left immediately for
Manila the following morning but brought along with them aside
from my black Tinagba tee-shirt for souvenir, colored photos,
and very interesting stories about the celebration. They told me
they did not regret coming. The trip was worth it. They said, they
are coming back next year for another similar event. I told them
to come instead on June for the Ms Iriga/ Ms Rinconada/ Ms
Tourism Bicol and I guarantee them they shall be in for another
grand spectacular event only Iriga has for a beauty pageant.
They are thinking about it. Of course, they had a taste of our
Iriga delight: gulay na katnga, Iriga express, sinanglay and pili
nut candies.
At the festival I had a chance to rub elbows again with Sheila
Magat Basbas, a Naga-based marketing and events coordinator
who interviewed me sometime back for MagTV na Oragon. And
who should not miss ABS_CBN Jonathan Magistrado, already
a household name in the local television industry. I got two pretty
young ladies (of ABS_CBN too) to give me their names but did
write their like a doctors prescription. I am afraid I may err if I
mention them here. Names are very important I know.
Masbate came in full force. Not just dancers and musicians
and propsmen but Masbates government officials who rooted
for Masbates Lapay Bantigue with all their force. They were
never wrong. Their entry got the most coveted title as the
best festival. And so, the Masbateos who came started giving
away their rodeo hats for souvenirs. I got Jojo Cortez rodeo
hat. I understand he is Masbate City Public Information Officer.
His was the best hat and I now I have it and keeping it for a
souvenir.
Mayor Madelaine Alfelor-Gazmen said what she did not do
right was to have invited the very good looking Xian Lim, that
guy who dominated the screen in My Binondo Girl, and Derek
Ramsay who really exuded a truly animal appeal nondescript.
Males and females alike but most specially the bading group
were titillated to see him in person. My, but he is really very sexy.
Well, the duo did make the event truly memorable. And they are
very accommodating.
People did come. And were very happy to have seen the
festival of festivals. Coming for the event from where I reside
in San Juan gave me the longest walk I had done since many
years ago. I am not used to walking any more when there are
plenty of tricycles just waiting to take me to where I want to go.
Not last February 11, 2011, when these vehicles cannot go that
near to where the action was. The walk did proved me good
though. I stretched my legs and gave me appetite to eat more
for my supper.
The MAG weather was it again. Not humid, just right. There
was no indication that the rain would fall. The day was perfect
for the celebration.
The following day, February 12, the central and business
district and where the festival showdown would have been held
was underwater. It rained continuously the whole evening and
lasted for two more days. If it had rained on February 11 there
would not have been a 2012 Tinagba 10th Gayon Bicol Festival
of Festivals Showdown. What would it have been? Nothing. But
the rain did not pour. Many prayed for good weather and were

How vulnerable are our coastal areas to climate change


Environmental experts
answered this question during the VULNERABILITY
ASSESSMENT TRAINING WORKSHOP for
the MUNICIPALITY OF
TINAMBAC organized by
the Marine Environment
and Resources Foundation (MERF) -UP Marine
Science Institute (UPMSI)
and RARE, a US-based environmental non-government organization (NGO),
last February 14-16, 2012
at Naga Regent Hotel, City
of Naga.
The impacts of climate
change are being felt all
over the Philippines. Experts
from UPMSI discussed the
different climate scenarios
that can affect coastal communities. Vulnerability Assessment Tools developed
by the UPMSI and partner
institutions were presented and demonstrated for
the coastal barangays of
Tinambac, specifically Brgy.
Pag-asa, Agay-ayan, Caloco
and San Antonio to determine how vulnerable these
coastal areas, and the people
who reside in them, are to
the climate change effects.
These tools are the Integrated Coastal Sensitivity, Exposure and Adaptive Capacity
for Climate Change (ICSEACChange), Coastal Integrity Vulnerability Assessment
Tool (CIVAT) and Tools for
Understanding Resiliency of
Fisheries (TURF).
It is the aim of the work-

shop cum training to capacitate local communities and


planners in assessing vulnerability to climate change using these tools. Result of the
VA guides local planners in
identifying immediate adaptation measures to reduce the
impacts of the changing climate and identify long term
development agenda to pursue that will reduce future
vulnerability. UPMSI experts work with local stakeholders, e.g., fishers , barangay and municipal officials,
in determining the vulnerability of Tinambac. The
exercise covers three thematic areas, namely, coastal
integrity (e.g., coastal erosion), fisheries, and biodiversity. Available municipal
data as well as the perception by fishers and residents
of the barangays shared by
the participants during the
workshop were used to answer questions indicated in
the tools in addition to the
primary data on the areas
fisheries and coral reefs previously obtained by MERFUPMSI through its Marine
Protected Area monitoring
project commissioned by
RARE in which Tinambac is
among the 15 sites all over
the country that are being
monitored.
Initial results indicate
that the coastal barangays of
Tinambac are highly likely
to be impacted by effects
of climate change. It means

best be achieved if integrated in existing processes,
practices and policies and by
determining and exploiting
synergies across sectors of

to enhancing Tinambacs

Coastal Resource Management Plan, Fisheries Management Plan and Comprehensive Land Use Plan to
make these plans timely and
responsive to climate change
challenges. Moreover, participants from other areas
such as Albay and Leyte are
expected to apply what they
had learned and to undertake
vulnerability
assessments
in their respective municipalities to achieve the same
goal.

Alcala orders BFAR to stop . . .


Dennis Del Socorro, the
regional director of the Bureau of Fisheries and Aquatic
Resources (BFAR) based
here said his office is under
firm instruction from the DA
secretary into initiating an intensified crack down on illegal fishers and clear away unlawful activities in the Pass.
The Secretarys instruction was first issued verbally
during his consultation meeting with local government officials, fishermen and farmers
in Bicol held in Albay and
Sorsogon last Jan. 26 and it
was reiterated in writing received by the BFAR regional
office over the week indicat-

ing that he really means business in curtailing illegal fishing in the area, Del Socorro
said.
The problem was brought
before the agriculture secretary by the local officials in
the municipalities of Donsol of Sorsogon, Pioduran
in Albay, Balatan, Bula and
Pasacao in Camarines Sur
and Claveria and San Pascual
in Masbate, all towns covering the municipal waters of
Burias Pass, he said.
According to reports, superlight, trawl and blast fishing have been rampant in the
area depriving marginal fishermen of their only means

Mayor Arnie B. Fuentebella, the Congresmans son,
who heard this immediately wrote the Philippine Drug and
Enforcement Agency requesting to investigate immediately and
go with him to Elis Point in Patitinan, Sagnay, Cam. Sur. He also
requested the Provincial Director of the PNP, CamSur to go with
them. They went to Elis Point and did not find any shabu or drug

Mayor Arnie challenged L-Ray to have a blood test together
with Cong. Noli Fuentebella to see if who is taking drugs. He
said he is sure that his father, Noli, is not taking drugs. He also
challenged that the blood test be joint and should also include
their family. Arnie said he wants his mother, his brother Wimpy
and himself be included together with L-Ray, his sons and wife.
This challenged was hurled two weeks ago and there is
no reply from Gov. L-Ray. This challenge exists because the
Fuentebella family wants to show everyone that Cong. Noli
Fuentebella does not take drugs and if Gov. L-Ray is taking
drugs or not. Noli eats well and heartily but a dietitian controls his
weight to what just fit and right for him. Oftentimes, he cheats on
his dietitian. His companion while exercising told me that when
they see a taxi, he calls it and they go to a restaurant. There, he
eats his favorite foods with gusto without the knowledge of his
dietitian and his wife.

We have seen on TV how the Corona impeachment trial
is proceeding. For me, it is informative, educational and
entertaining with Sen. Miriam Santiagos antics. If Chief Justice
Renato C. Corona filed his assets and liabilities and networth
(SALN) truthfully, this would not be the basis to impeach him.
Ill wait for the presentation of his defense before making my
conclusion, but heres Associate Justice of the Supreme Court
Antonio Carpios dissenting opinion on the TRO of the PS Bank
published in the Feb. 14, 2012 issue of the Philippine Daily
Inquirer: Chief Justice Corona has the obligation to disclose
these foreign currency assets to the people who have the right
to know his assets. The strict disclosure rules of the Foreign
Currency Deposit Act of the Philippines (Republic Act No. 6426)
on dollar accounts were intended to protect foreign depositors
not Filipinos. He added that R.A. 6426 had also repealed or
modified by the Code of Conduct and Ethical Standards for
Public Officials and Employees (Republic Act No. 6713) which
says that government officials have the obligation to disclose
their assets and that the public has the right to know such
assets.

classmates in my barrio had not seen a high school classroom. In
my Caramoan hometown, not many have earned a doctorate.
If most young people have elementary grades education,
how can they enjoy a life free from penury and want? If they
are wretchedly poor, how can they own decent houses, avail
themselves of medical care or travel abroad to satisfy their
hunger for the exotic? What they can do is dream and hope for
a miracle.
But enjoy the good life? Too distant for them.
The lack of schooling has condemned many Filipinos to
poverty which is inherited by their children and their childrens
children. Scholarship grants are offered by some Albay
politicians, benefitting a few in urban areas, leaving out those in
distant communities.
But you know politicians, their hearts bleed when they seek
public office. Once installed, even their crocodile tears dry up.
Emil Saavedra, a well-respected mediaman in Naga City,
said politicians are there not for you but for themselves. Emil
has eagles eyes not to know how the politicos mind works. All
they care are their pockets.
When I was running a column in the Naga City-based
Bikol Standard Daily published by now Minalabac Mayor Gil
D. Basmayor, Emil was my fellow columnist, one of the best in
Bicols premier city.
Many believe that politicians have done more harm than
good to the country. They belong to an affluent small group of
powerful individuals called the oligarchy which controls the lives
and fortunes of people in their fieldom.
An American professor who came over years ago to conduct
a study on why the Philippines, despite its resources and welleducated professionals, has fallen behind its once impoverished
Asian neighbors said the oligarchs are much to blame.
A creation of the unlamented Spanish regime, the oligarchs
do not want the country to prosper because they will lose their
power and influence and everything they have worked for.
But that will be good for you and me. We wont have to wish
being born in a wealthy land.

E-trikes soon to hit the road
NAGA CITY -- With
the Department of Energy (DOE) on the helm
of its newest campaign
to ensure a more cleaner
and safer air for the next
generation, the streets all
over the country will soon
be filled with practically
designed electric tricycles
or e-trikes to replace the
usual and old model of
noisy and smoke belching tricycles roaming the
main thoroughfares of every city and municipalities
all over the country.
The E-trike Design contest launched on Jan. 18 by
DOE, aside from promoting
a pollution free- air, also
aims to assist the tricycle
drivers to reduce their daily
maintenance expenses. Instead of spending P300 for
fuel, they will just have to
shell out P80 to P95 to recharge their e-trikes.
Eligible
participants
could be any Filipino citizen, 18 years of age and
above and residing in the
Philippines.
Contenders
have to generate a 2D and
3D Computer-aided drawing of the best aesthetic and
functional design for the future Philippine e-trike look

and showcase modern tricycle innovation.


Here in Camarines Sur,
various universities from the
towns and key cities have
expressed their enthusiasm
to participate in the said contest. All in all, the province
has 53 colleges and universities; 29 from the different
municipalities in Camarines
Sur, 17 from the City of
Naga and seven from Iriga
City.
Contenders have to showcase their design base on its
theme: Bright Now! Do
right. Be Bright. Go E-trike!
Three winning entries will
be chosen and will receive
P 200,000 each. This will be
acknowledged at the DOE
official website and might be

utilized by the department


for possible adoption in its
E-Trike project.
Entries will be judged
based on its aesthetics or
creativity which is 50 percent of the criteria; 20 percent for originality and innovation; 20 percent for
safety and punctuality and
10 percent percent for Ergonomics or ease of passenger entry or total passenger

comfort.
The local government
for one, has adopted City
Ordinance No. 2011-065
which allows the operation
of e-trikes in this city for an
eco-friendly, noise, and pollution-free Naga City.
Interested parties who
wish to join the DOEs Etrike design contest should

parts of the country to provide additional income and
employment opportunities
for them, Del Socorro said.
In his recent Bicol sortie,
Alcala provided over P19
million worth of agricultural
and fishery inputs, equipment
and livelihood projects, benefiting thousands of farmers,

fisherfolk and their respective communities in Albay


and Sorsogon.
Funds for the projects
were provided under the

livelihood program of the DA
