(HBRC) is the body responsible for developing and disseminating knowledge, technology and codes & technical specifications related to construction in Egypt.

Procedure for Egyptian Code Issuance


1- Forming a permanent committee through a ministerial decree naming the chairman, members, and technical secretariat. 2-This is proposed by HBRC which scrutinizes the choice of members from various universities, research institutes, consultants, industry, and NGO's. 3-For some specific codes, international members are included on their committees. 4-The secretariat is usually chosen from HBRC staff members. 5-Regular meetings take place in which they draft the outline of the code 6-General rules of a thumb apply where the code should abide to an international standard after taking into account the Egyptian needs and specific requirements that suit us, e.g. our climate, our available raw materials, etc.

Procedure for Egyptian Code Issuance


7-Cross revision then takes place where the groups revise the work produced by each other. 8-A first draft is then reached, where the whole committee meets together and thoroughly revises the code. 9-The code is then printed as a final draft and distributed to concerned parties, especially University and Research Institutes Professors and consulting offices as well as companies working in the field of the considered code, etc. 10-They then submit their criticism if any, to the committee before being invited for a public seminar attended by the committee members to brief the different chapters of the code and then respond to the enquiries by the stakeholders. 11-All comments are reviewed and filtered before being applied to the prepared draft.

Procedure for Egyptian Code Issuance


12-The final copy of the code would be ready after the issuing of the ministerial decree. 13-Later, the code would be printed and sold at the HBRC premises or at universities and venues of some relevant conferences held nationwide. 14-This whole step is repeated on regular basis where the issued code has to be updated every 5 years in average. 15-HBRC offers periodical training courses for the code

Why green building ?


Green design has a variety of benefits among which are: Reduces energy and water consumption, Conserves natural resources (metals, wood, stone, etc.), Increases productivity (work, schools, home), Improves health (reduce likelihood of asthma, allergies and other environmentally related illnesses), Reduces generation of solid waste, Reduces the amount of greenhouse gas, Reduces strain on infrastructure (storm water pipes), Reduces liability and Overall positive impact on the Egyptian resources and economy and population health. It is very important to start familiarizing the people with the green building concept and to be pioneers in this filed worldwide.

Advancement of GB in Egypt
The Egyptian Green Building Council (EGBC) has just been formed A kickoff meeting and roundtable accompanying the formation the EGBC was held last January. International recognition from experts worldwide took place. An International conference was held in March 2009 with the NSF cooperation addressing the Green building issues. HBRC is about to be handled a village to apply green building concepts on as a pilot project for more than 400 villages spread nationwide. The Egyptian Green Building Code Committees will start their work soon. An Egyptian rating system (Green Pyramid) is on its way to be announced adopting a system similar to the LEED & BREEAM rating systems.

1- Implementing Birth control policies. 2-Rationalizing the use of energy (both in construction & operation). 3-Alternative renewable energy researches are needed. 4-Need for energy efficient and environmentally compatible structures. 5-Need to update the Egyptian energy efficiency code issued by HBRC periodically. 6-HBRC is carrying out a program in view of producing a green building code. 7-A law is required to enforce the use of solar/ wind energy as a primary requirement for construction in the northern coast, the red sea as well as new cities. 8-Increasing the level of awareness between engagement of food markets and production and energy markets and uses.

There is an Urgent Need for Developing an Efficient National Green Building Code Educating and Promoting the Green Building Concept at all Levels: Development of Training Programs for Professionals, Contractors, Development of Curricula for Schools and Universities, Development of Conferences, Workshops and Seminars in GB Area Media Promotion
