TERMS OF REFERENCE FOR DEVELOPMENT OF SOFTWARE APPLICATION TITLED DEVELOPING THE ARTFORM THROUGH TECHNOLOGICAL INNOVATION (DTATTI)

INTRODUCTION

Elliot Ash, Managing Director of Omniclassifieds Ltd. was awarded a grant under the Call for Inventions and Innovations Programme administered by the Council for Competitiveness and Innovation to develop a project which involves building a software application that allows organizations involved in staging singing competitions to manage their competition online using the application, titled Developing the Artform through Technological Application, ie DTATTI. DTATTI allows the organization to manage all the processes online, viz. registration of contestants; evaluation and selection of judges, as well as certification of the judges via specially tailored online Seminars and Workshops; electronic scoring of contestants; and tallying and displaying the scores, as well as automatically posting the scores online. Because of its features, DTTATI creates a unique identity for each organization and allows the organization to have access to event management tools and resources. It also allows companies involved in related businesses to help plan and manage the respective events. DTATTI can potentially help all cultural organizations to embrace 21st. century technology, establishing a better operations platform from which they can more effectively engage the local and foreign audiences. In regard to the latter, once it is adopted in Trinidad and Tobago, it would provide a benchmark for other Caribbean countries that would be inclined to use the application to manage their competitions. To advance the project development process and address a critical dimension of the venture, Omniclassifieds Ltd. is desirous of enlisting the services of a Software Development Expert to develop the DTATTI Application.

OBJECTIVES

The objectives of the software development consultancy are as follows: To develop the local artform through technological innovation by bringing a high degree of organization, management and transparency to all of the processes involved in the hosting of competitive events To design and build the DTATTI software application using an Event Management platform that would have in-built management capability To conduct relevant tests of the software application to ensure that it fully meets the specifications provided

SCOPE OF WORKS
The Scope of Work requires the Software Development Expert to undertake the following: Database design: This involves the creation of wireframes for each and every screen, including the full ADMIN flow Programming This entails developing the software based upon the approved designs User Interfaces Design During this stage of project development, PSD [Photoshop] version of the approved wireframes with the color combination etc are created which allows one to see how the site will come up live in terms of visibility, ie. in terms of UI experience Testing/ QA : This involves full testing of code and design, ie. checking it across all the browsers with load testing etc.

DURATION OF THE ASSIGNMENT


The estimated timeframe for completion of the exercise is four (4) months.

QUALIFICATIONS AND EXPERIENCE


The Software Development Expert should possess professional qualifications in Computer Science/Engineering and should have at least seven (7) years experience in the field.

6.

DELIVERABLES
The deliverables of the assignment are as follows: Completed software application in accordance with the design specifications provided and with the requisite accompanying documentation Demonstration of the functionality of the application to Omniclassifieds and select potential users
