Another Conference has passed but will certainly be remembered, as California was superb hosts and hostesses. The Auxiliary was small but mighty. Our luncheon had beautiful centerpieces, a delicious buffet, and many awards were given out. We had Issue 1 first timers attend. We accomplished our Volume 39 several business at hand in our meetings, shared laughter, saw old friends, and met new ones. I want to thank everyone for all you have done the past two years. The officers, past presidents, area directors, committees, and members have all been so supportive. We need to continue to work on new ideas, gain members, and continue to work legislative issues.

Thanks to Past President, Nancy McDowell for stepping in as Secretary at the conference with the assistance of Immediate Past President, Vivian Taylor. Those of you at the conference know we did not announce the award The Pen Is Mightier Than The Musket as the winner was not present. We were able to keep this a secret until she could be presented this in her state. Cora Sower, our treasurer from Wisconsin presented this award to Roxanna (Roxie) Barwick. Roxie is very active in her Legislative work. This is a true grassroots effort and she leads the way. Congrats Roxie!!!! Roxie will also be assisting me with the Signal. We want to ensure as much information gets to you so, we can continue to work for the soldiers, airmen, and their families. I have provided an updated Officer and Area Directors information sheet. As soon as you know your information on State Conferences and your Area Caucus please sent the information to me. The Officers and Area Directors are available to help you just simply ask. We have many states getting active again and we are all very excited and here for you. Please forward any pictures you have from the Conference in Long Beach to my email. Enlisted Association of the National Guard of the United States (EANGUS) Auxiliary Minutes of the First General Session Tuesday, August 28, 2012 [Memo for the Record: Minutes are composed in past tense and recorded what was done. Speakers, imperative information, and reports are streamlined; otherwise, if necessary, only reports are replicated. All motions in these minutes are composed verbatim and the Secretary edits motions for spell check only. Secretarys personal opinion is not deemed in the minutes (Roberts Rules of Order newly revised 10th Edition)] Call to Order - President Jenny Lainhart called the First Session of the 39th EANGUS Auxiliary annual conference to order at 9:12 a.m. in Rooms 102 B & C of the Long Beach Convention Center. Invocation - Conference Chaplain Carol Benda led in prayer. Pledge of Allegiance to the Flag of the United States of America - Judy Wood - Vice President led members in the pledge to the flag. Welcome - President Lainhart welcomed members. She introduced the past presidents in attendance Sara Hendricks, Nancy McDowell, Dorothy Inglese, Sheila Bandy and Vivian Taylor. President Lainhart recognized the Officers, Parliamentarian, Conference Coordinator, and Area Directors. Area III Director Marie Brabham was unable to be present, as she had suffered further injury to her back in a car accident. State Receiving Charter & States Renewing Charter - Four individuals Terry Handy, Pauline Wyatt, Donzella Johnson, and Kathy Miller from Delaware were present to receive an EANGUS Auxiliary Charter. Delaware also received a membership award certificate for the member work on membership recruitment. Elaine Wright, Katie Lamaro, Deanna Myers, and Tom Myers received the Charter for Maryland. Juanita Hunt received the Charter for T-10. She also received a membership award certificate. Publications - EANGUS Area VII Director Peter Subitch, Vice Chairman of the EANGUS Publications Committee, presented the EANGUS Publications Awards in Category 7 (EANGUS Auxiliary area newsletter) and Category 6 (EANGUS Auxiliary State newsletter). The Voice of Area IV, Area IV newsletter edited by Brad Silver (LA), received the award for EANGUS Auxiliary Area newsletters and the newsletter from New Mexico Auxiliary received the award for EANGUS Auxiliary State newsletters (Richard Bryant, president). Recognition of First Timers - Twenty-seven first timers attended the 2012 EANGUS Auxiliary Conference. Area I - Anita Wales, Massachusetts; Pat McNamara, New Hampshire; Kimberly Long, New Jersey; Christina Wicks, New York. Area VII - Amalia Almasy, Kamonwan Bo Hazelton, California; Courtney Griffith, Oregon. California provided a first timers badge and gifts to each first timer. Edna Steinberg had prepared an EANGUS Auxiliary history highlights; California Auxiliary had those highlights printed and they presented each first timer with a copy. Roll Call - Interim Secretary Nancy McDowell called the roll. Fifty-two (52) delegates, five (5) officers, ten (10) area directors, eighteen (18) members, and fifteen (15) guests were present. There were forty-two (42) proxies. Credentials & Rules Report - Margaret Greenfield, chairman, gave the Credentials report, which agreed with the Roll Call. There was a motion by Karen Vicento, MN and a second to accept the rules to govern the conference as they were printed in the conference book. Motion carried. Minutes - Immediate Past President Vivian Taylor noted 2 corrections to the printed minutes: Sheila Bandy, KY (rather than Marie Brabham, FL) received the Torch Award and Dianne Williams received the Outstanding Director Award (rather than Outstanding State Award). Paula Carrigan, MS moved the minutes be approved as corrected and Barbara Rains, FL, second the motion. The minutes were approved. Treasurers Report - Treasurer Cora Sower noted the treasurers report was included in the conference book. The report was filed for the record. Treasurer Sower reported that information discs were available for each state. Audit Report - Finance Committee Chairman Thomas McKennie reported that the Finance Committee had met on August 27 and had reviewed the treasurers records and found them to be in order. The report was filed for the record. Proposed Budget for 2013 - Thomas McKennie recommended that the 2013 budget be adopted. Ruth Ann Crawford, MS, seconded. There was some discussion on the budget. The budget was approved following correction of the line Transfer from General Savings which would be two thousand two hundred seventy-five dollars ($2,275.00) and the bottom line on expenditures, which would be nineteen thousand eight hundred fifty dollars ($19,850.00). A new copy of the budget, with corrections noted, would be provided on Wednesday, August 29, 2012. Ways and Means Report - Silent Auction Chairman Stella Cameron, SC, reported that the 2011 silent auction had a total of two hundred thirty-five (235) items from thirty-four (34) states and six (6) exhibitors; two (2) states gave a cash donation. The final total for 2011 was four thousand four hundred seventy-six dollars and fifty cents ($4,476.50) for the silent auction and forty-two dollars and fifty cents ($42.50) for the country store. For 2012, to that

point, two hundred four (204) items had been donated; the silent auction had bids of three thousand two hundred fifty-five dollars ($3,255.00) and the country store had netted, to that point, thirty-two dollars ($32.00). The Silent Auction Committee had also taken on the responsibility of overseeing the 50/50 drawing. To that point on Tuesday, the 50/50 total was one thousand forty-seven dollars ($1,047.00). Pins Shadowbox Chairman Dorothy Inglese reviewed the history of the Shadowbox project and noted that since its inception the project had raised four thousand three hundred fiftysix dollars ($4,356.00) for the EANGUS Auxiliary treasury. California Items - Dorothy Inglese reminded members that tickets were available for the California Quilts, the California Pins, and the California Embroidery. Burden Bears - Carol Benda filled in for Sharon Henderson. She reported that Lorraine Miller (NM), Charlotte Kuykendall (VA), and Debbie Mordecai (OK) were the committee members. Forms were available and should be submitted before Wednesday morning, August 29, 12012. Prayer - Carol Benda led prayer for requests that had been presented. Nominations Committee Report - Sondra Monastra, Chairman, reported the following nominations: Jenny Lainhart, president, Judy Wood, vice-president; and Cora Sower, treasurer. A secretary would still be needed. Lifetime Membership Committee Report - Chairman Vivian Taylor referenced the printed report in the Conference Book, reiterating the criteria for lifetime membership as well as reporting the numbers of lifetime members in the class of 2011 and the class of 2012 through August 28, 2012. She noted the addition of two lifetime members to the printed list of those deceased since last Conference: George-Ann Alexander (CA), lifetime member number 529, died August 13, 2012 and Alda Ferwerda (SD), lifetime member number 80, died August 8, 2012. The report was filed for the record. Public Relations Committee Report - Chairman Vivian Taylor asked that the printed report be filed for the record; She encouraged members to use the many media outlets available in their hometowns to gain publicity about the EANGUS Auxiliary and its Conference. Legislative Committee Report - Barbara Rains, chairman, reported on communication with committee members (points of contact from areas), the 2012 legislative reception, and the dates for the 2013 legislative reception (February 2-5, 2013). She noted that on the printed report in the conference book the numbers attributed to Missouri should be numbers for Mississippi. Invocation - Carol Benda, Chaplain gave the invocation. Guests - Peter Subitch, EANGUS, Area VII Director, accepted the Re-Charter certificate for the State of Washington. Pete Gadue, accepted the Charter certificate for the state of Vermont. Seth Waugh, EANGUS Director of Government Affairs, encouraged members to continue and to increase participation in the legislative efforts this year. Dr. Mary Bartlett, Vice-President Cape Fox Behavioral Sciences Professional Services, spoke to members about the Gap areas of postvention (post suicide attempt) and family intervention. She emphasized the uniqueness of the Guard and the need for a different dialogue. She expressed thanks to members for support of the Guard.

Credentials Report - Margaret Greenfield noted the following changes: Kansas six (6) delegates; Wisconsin, zero (0) members; Massachusetts, one (1) guest added; West Virginia, one (1) additional guest; California, one (1) additional member added; District of Columbia, one (1) guest; Virginia, no guests; Ohio, no members; Illinois, one (1) member; Mississippi, One (1) member; Delaware, two (2) guests. The total for the second general session: sixty-seven (67) delegates; thirty-seven (37) proxies, sixteen (16) members, twelve (12) guests. President Lainhart recognized Heather Stevens, EANGUS staff member/Director of We Care for America Foundation. President Lainhart had invited EANGUS staff members to attend any part of the EANGUS Auxiliary meeting that they could to familiarize themselves with the way EANGUS Auxiliary handled business. President Lainhart asked that members remember to return rosters to Credential Chairman Greenfield. Scholarship Committee Report - Marlys List, Co-Chairman, reported that seven (7) applications were submitted. Three (3) of the applicants were not eligible; one (1) was incomplete and two (2) states had not made their Scholarship donation. The Florida Youth Challenge Academy officials judged the applications. Recipients were: Daniel S. May - $1,250.00 (Mississippi) Danielle C. Seeger - $1,000.00 (Wisconsin) Taylor M. Williams -$1,000.00 (Mississippi) Cora L. Sower - $1,000.00 (Wisconsin) USAA. The Committee recommended that the same number of scholarships in the same amounts be awarded for 2013 year, and that the states continue to donate two ($2.00) dollars per member to the EANGUS Auxiliary Scholarship Fund. The report was filed for record. John Helbert, EANGUS -Vice President and candidate for President asked for the support of Auxiliary and to continue with legislative efforts. Bryan Birch, EANGUS Chief of Staff/Director of Member Services was recognized. He has been in the National Office for 20 years. Members expressed their thanks to Bryan for all he does for the Auxiliary. Membership Committee Report - Dianne Williams, Chairman, reported that nineteen (19) members paid dues at the table. Five (5) annual members and fourteen (14) associate members. Chairman Williams presented certificates to the following states for membership increases: 1-25 members - tie between New Mexico and Nebraska; 26-75 members - Florida, Georgia, and Arizona, California; 76 plus members - Ohio, Mississippi, and Kansas.

Chairman Williams presented certificates to the following individuals for membership recruiting efforts (at least five new members): Patricia Nelson (GA); Thomas McKennie, (GA); Vivian Taylor (MS); Connie Myers (MS); and Pat Bishop (MS). Also presented certificates to Oregon, Utah and Washington for their work on membership. Membership prize drawings- (Jackie McKennie from Georgia donated the two prizes awarded to Patricia Nelson (GA) and Geri Hill (MS). Names of membership recruiters from each state were in the drawing. Outstanding Area Director Awards were presented by President Lainhart to Dianne Williams of (GA) Area III and Edna Steinberg, (SD) Area V. Past Presidents Gifts - President Lainhart presented each Past President, who was in attendance, with a clear, bell shaped ornament engraved with her name, date of service and date and place of the 2012 conference. Burden Bears - The Committee had received eight (8) applications for the Burden Bears. The seven (7) recipients for this years conference were: Pat Reed (GA) Helen Tucker (GA) Liz Ludwig (MN) Nicole Douise (GA) Roxanna Barwick (WI) Pat Nelson (GA) John Helbert (MA) Burden Bears would be sent to the recipients. Scholarship Recommendation - Richard Bryant, Chairman of the Constitution Committee, recommended that step children, grandchildren, and step grandchildren be added to the criteria as eligible applicants for the EANGUS Auxiliary scholarship. Marlys List (SD) moved the recommendation be accepted and called for the question. Rod Hasson (NM) seconded. Change was approved. President Lainhart recognized guests - Cheryl Garner, EANGUS Comptroller and Melissa Cross, EANGUS Executive Assistant. Philanthropic Committee - Carol Benda, Chairman reported that six hundred twenty dollars and Fifty cents ($620.50) had been collected for the Ronald McDonald House. In addition to monetary donations from states, some states actually collected tabs: Minnesota, two hundred thirty-six (236) pounds; Arizona, one hundred sixty-seven (167) pounds; New

Mexico, one hundred thirty-three (133) pounds. Laurie Clark, California, would turn in any actual pop tabs that were taken to California. Chairman Benda moved that in 2013 the funds from the pop tab project be donated to Fisher House. She reported there were fifty-seven (57) houses across the United States with twenty-three (23) on military bases and twenty (20) on VA properties. Shirley Bogdan (MA) seconded the motion. A Roll Call vote was taken and the motion was approved. Nominations Committee Report - Sondra Monastra, Chairman, listed those who had been nominated: Jenny Lainhart - President Judy Wood - Vice-President Wanda Ryan - Secretary Cora Sower - Treasurer. President Lainhart called for nominations from the floor for each of the positions. There were none. Area Directors elected for the two-year term, were: Area II, Cathy Hammack (WV) Area III, Dianne Williams (GA) Area IV, Judith Putman (KS) Area V Karen Vicento (MN) Area I was vacant and Areas VI and VII would have one Area Director in each. Paulette McLeod (MS) made motion that those nominated as officers and those elected by areas, as Area Directors would serve for the 2012-2014 term. Thomas McKennie (GA) seconded motion. Motion carried. Resolutions Committee Report - Shirley Bogdan, Chairman read five (5 resolutions expressing appreciation for: 1. 2. 3. 4. 5. California National Guard Enlisted Association and Auxiliary for hosting the 2012 Conference in Long Beach, California. Jenny Lainhart for editing the newsletter; declared the day as Jennys Day. Stella Cameron and South Carolina Auxiliary for staffing the silent auction. President Jenny Lainhart for all the duties associated with service as EANGUS Auxiliary President. California Auxiliary for providing funds above the Auxiliary budget required to print the Auxiliary Conference Book and to Laurie Clark who designed the cover of the Book.

Ways and Means Report - Stella Cameron, Chairman, and Silent Auction Committee reported that to date the silent auction revenue totaled four thousand one hundred twentysix dollars and seventy-five cents ($4,126.75). The Country Store earned thirty-five dollars ($35.00). The 50/50 Raffle total was one thousand two hundred thirty-seven dollars ($1,237.00) with one-half the proceeds, six hundred eighteen dollars fifty cents ($618.50), going to the winner Maria Tobias. President Lainhart presented a plaque to South Carolina Auxiliary for their work on the Silent Auction and 50/50 Raffle. Unfinished Business - There was no unfinished business. New Business 1. Karen Vicento asked that the Conference Books be available for pick-up on Monday when states credentialed in order to allow time for reading reports before the first general session on Tuesday. President Lainhart stated that she would make a note to that effect. 2. Barbara Rains, Legislative Chairman noted the following individuals would be points of contact for the 2012-2013 year: Area I, Shirley Bogdan, MA; Area II, Gretchen Gipe; VA; Area III, Thomas McKennie; GA; Area IV, contact made/awaiting reply; Area V, Roxanna Barwick, WI; Area VII, Dorothy Inglese, CA 3. Lifetime Membership Committee Chairman Vivian Taylor reported two additional deaths from the lifetime membership roll: Linda Kay Rower, Ohio, LTM number 167, November 2011 and Gilda G. Reuter, Wisconsin, LTM number 336, November 2011. 4. Conference Coordinator Sheila Bandy reminded members of the EANGUS Presidents Reception (by invitation only) from 5:30-6:15 p.m. on Wednesday August 29 and the All States Banquet and Awards Program on Wednesday from 6:30-9:30 p.m. 5. Laurie Clark was recognized as the person who did the Auxiliary Luncheon and All States Banquet California centerpieces. 6. President Lainhart thanked Past President Nancy McDowell for serving as Interim Secretary and presented her an appreciation award. 7. Edna Steinberg and Gail Funk, South Dakota, announced that there would be transportation in South Dakota and that many fun activities had been planned. They reported there were casinos near the Conference location and that Conference registration would be one hundred dollars ($100.00) through August 30. 8. Pins Shadowbox Chairman Dorothy Inglese announced that Amy Long (WV) had won the shadowbox. The winners of the California items: California Pins two hundred dollars ($200.00) drawing, Vivian Taylor (MS); California Needlepoint Dorothy Inglese (CA); Red Quilt, Judy Holland (AL) and Blue Quilt, Paula Carrigan (MS). Installation - Past President Dorothy Inglese used the California Dreamin theme to install the Officers and Area Directors, making the observation that the lyrics were rather dull when the music was missing. California Treasurer Marsha Stark assisted Dorothy by giving each person a fresh purple composition book, and pen: she also gave the officers a mini ceramic heart with a Scripture reference.

Remarks from President Lainhart - President Lainhart thanked members for their support over the past two years and stated that she was eager to serve the next two years. California Presentations - California President/EANGUS Auxiliary Past President Dorothy Inglese recognized Marsha Stark , California, and presented caps to Domingo Ramos and Bob Stark, California members, and Jay Bandy, Sheilas spouse, and promised husband Bart would get his later. She presented antique corsages (handmade by Myrtle Blackwell, MS) to Sheila Bandy, EANGUS Auxiliary Conference Coordinator, and Jenny Lainhart, EANGUS Auxiliary President. Benediction - Conference Chaplain Carol Benda led in prayer. Three decades of selfless service to airmen and their families recently earned Monique L. Muncy the prestigious Chief of Staff of the Air Force Award for Exceptional Public Service. The presentation was made at Joint Base Anacostia-Bolling, D.C. As the wife of recently retired Chief Master Sgt. Christopher E. Muncy, command chief of the Air National Guard, Monique Muncy dedicated herself for more than 30 years to improving the lives of Air National Guard airmen and their families. The CSAF for Exceptional Public Service award, according to the citation, is given to those who exhibit "dedication, patriotism and personal sacrifice resulting in significant contributions to the Air Force." Since 2007, only been nine have been awarded. Muncy's award was the first Air National Guard nomination. "I'm in my 41st year of serving and I have never presented this particular award. It is that rare," said Lt. Gen. Harry M. Wyatt, III, the director of the Air National Guard, who presented the award. Muncy's influence began as an Ohio Air National Guard member. She served for 20 years and retired as a technical sergeant in 2001. A graduate of Miami University, Ohio, and the Community College of the Air Force, she is a former Airman Leadership School and NonCommissioned Officer Academy instructor. Muncy designed and produced the first Air National Guard Family Guide, a comprehensive guide that addresses topics from life in the Air Guard to managing deployments. Muncy honored her family advocacy skills while working for the Air Force at Wright-Patterson AFB, Ohio.
