ASEM

Asia and Europe have noted the need to forge closer cooperation in the areas of energy, food security, climate change and water resources management, as well as disaster management and mitigation. This was one of the outcomes of the 9th ASEM Summit which ended in Vientiane yesterday after adopting the Vientiane Declaration on Strengthening Partnership for Peace and Development and the Chair's Statement of the ASEM9.

NEPAL
Former king Gyanendra Shah on Tuesday said lack of foresight and myopic decisions have put the country in a state of disarray. In the absence of a central base to run the country the entire state mechanism is bound to undergo disintegration, he said, advising all to remain vigilant of improvident policies and decisions. Shah was addressing a religious function at Harpur VDC in Nawalparasi.

Despite failing its target of one million overseas absentee voters for the 2013 midterm elections, the Department of Foreign Affairs said on Tuesday the number overseas voters has tripled since absentee balloting for Filipinos abroad was introduced in 2004. As of October 30, the DFA said the total number of overseas absentee voting (OAV) registrants reached 950,216, of which 360,386 were new registrants.

CHINA I
The Central Committee of the Communist Party of China concluded a four-day plenum on Sunday, approving a political report to be unveiled at the Party's national congress slated for Thursday. It also en-dorsed earlier decisions to expel two disgraced senior members from the CPC. At the end of the seventh and the last plenum of the 17th Central Committee, Party leaders also approved proposed amendments to the CPC Constitution and agreed that "favorable grounds" have been laid and "full preparations" made for the crucial 18th National Congress of the CPC.

COREIA DO SUL
Independent candidate Ahn Cheol-soo on Thursday pledged to establish a top-level hotline with North Korea and institute a conflict settlement apparatus, as part of efforts to improve the inter-Korean ties. Announcing his policy on North Korea, security and foreign affairs, Ahn also said that he would seek to establish a four-way forum that involve the two Koreas, the U.S. and China, to discuss peninsular peace and help resume the stalled multilateral denuclearization talks.

CHINA II
Tackling corruption is high on the agenda of the 18th National Congress of the Communist Party of China, a congress spokesman said on Wednesday. Cai Mingzhao set out the importance of the anti-graft campaign, following the Bo Xilai and Liu Zhijun cases, at a news conference in response to a question from China Daily. "The problems of Bo and Liu are serious corruption cases among leading Party cadres, and the lessons are profound," Cai said.
