In the Regional Reporting section, five of the nine Regions reported suspicious behaviors to the Washington State Fusion Center (WSFC). The incidents reflect potential indicators of activity, that could be part of a plan with a nexus to terrorism. These incidents also represent the type of activity that is important to report, not just to your reporting chain, but also to the WSFC at intake@wsfc.wa.gov.
In Training Opportunities, information on the next FLO Basic, FLO Intermediate, and WSFC Analyst Training Conference are included. Editorial Note: Based on your feedback, we have made minor changes to this issue of the Newsletter, and have now broken down reporting by region. Your feedback is what drives the content of this publication, so your comments and suggestions are both welcome and solicited. Regional Reports
Region 1
(U//FOUO) On 17 July 2012 at approximately 1140 hours, a man in a gold colored vehicle was taking photos just outside the fence line of a prominent energy sector facility. The subject appeared to be taking photos of all inbound and outbound traffic to the facility. When the man was asked what he was doing, he put the camera in the car and left the area. Region 4
(U//FOUO) On 26 July 2012 at 1059 hours, caller reported vandalism that occurred on a barge. Caller stated one of the door hatches was open and four padlocks were cutoff the door. An investigation was conducted on the barge, which was moored to a pier during the incident, and nothing was found missing. WSFC Tracking No. TL_2012-07-26T15:02:53 Status: Open

Region 6
(U//FOUO) On 13 July 2012 at 1942 hours, a white male with dark hair parked along the east side of 2nd Avenue near Madison Street in Seattle, exited a black BMW sedan with WA license plates. The subject took pictures of the federal building lobby/courtyard and surrounding property. The subject then took pictures, of what appeared to be, an almost 360 degree panoramic view of the skyline. While taking the pictures, the subject and a Security Officer (SO) took notice of each other. When the subject noticed the SO, he immediately stopped taking pictures. He then loitered along the sidewalk for a short time before departing the area on foot at approximately 1950 hours. He then headed southbound on the east side of 2nd Avenue. He returned from the south on the east side of 2nd Avenue by foot at approximately 2140 hours, at which time he entered the vehicle and drove away southbound on 2nd Avenue. WSFC Tracking No. TL_2012-07-19T16:41:09 Status: Open (U//FOUO) On 5 July 2012 between 1835 and 1840 hours, two men on individual watercraft (jet skis) were observed taking photographs of a railway bridge and Washington SR-529 Highway Bridge from the water. The witness stated he has not seen people taking multiple pictures of the Bridges from various angles before. When the two men realized the witness was photographing them they departed the area upriver (East) at a high rate of speed. The witness was not able to photograph the subject on the watercraft. Region 8
(U//FOUO) On 16 July 2012 at 1330 hours, an unknown individual approached the dock area of a prominent company in Pasco, WA, which constituted a security breach, because of the location for which he approached. The subject appeared disoriented and agitated. Security was contacted and eventually local police arrived and arrested the individual. WSFC Tracking No. TL_2012-07-18T12:35:47 Status: Closed

Region 9
(U//FOUO) On 17 July 2012, a subject walked in to Cheney Police Department with a poster he had made. The poster depicts him in a Navy uniform, and along with citing the constitution, lists child sexual abuse charges he was convicted of years ago. He asserts his innocence in the cases. The subject also wrote on the poster that he was declaring a state of war between himself and a list of law enforcement officials. The subject asserted he was putting the poster out to try and provoke a response from law enforcement to do something unlawful. He also mentioned he was going to go to the Sheriff's office and place law enforcement officers under citizens arrest, but stated he would not use force in doing so. The poster uses military terminology, including "Date of hostilities 2 August, 2012." TL_2012-07-17T13:08:40 Status: Open

A Word from George


Good afternoon FLOs, Ive just returned from vacation and enjoyed the opportunity for a little rest and relaxation. I hope you are all enjoying your summer and are able to take some time for yourselves. Its amazing how fast the year is going, and with July behind us, we now have 742 FLOs in the program. That is a good number and one to keep building upon. Our next opportunity to boost our numbers will be in September, when we will be holding the next FLO Basic class in Spokane. Currently, we only have 28 people registered for that training, so I am soliciting your help in recruiting people for the class. As you well know, budgets are tight all the way around, and our FLO program is no different. The longevity of the FLO program is dependent on participation and information sharing. It is our goal and intent to fill every FLO class and we will only accomplish that endeavor with your assistance. Completing the FLO Basic is the just the first step of the program, and we are excited to offer the FLO Intermediate class this September in Renton. Again, we are seeking maximum participation, and right now we have 81 of the 200 seats filled for the training. I encourage you to sign up for this training, as future funding for the Intermediate class will primarily be determined by the level of participation in this first iteration. Additionally, as part of the FLO development process, we are moving forward with our FLOs training FLOs program and our Behavior Detection Officers from TSA have offered to provide a training session for you. The date and time, as well as HSIN connect information will be provided to you, once a date is set. I encourage you all to interact with the WSFC, and let us know how we can best serve you, and what improvements we can make to the FLO program. Thanks, and I will look forward to seeing you in the Intermediate class!

Reminder - when you submit a Suspicious Activity Report (SAR), or Tip and Lead (T/L) to the WSFC Intake (intake@wsfc.wa.gov), please identify yourself as a FLO in the subject line. The greatest resource and most valuable tool in the WSFC FLO program is you! In future issues of the FLO Newsletter, we will continue to formally recognize your commitment and service to the program. The WSFC is on the verge of having a public website. You will be notified as soon as the website is live, and we will certainly solicit your feedback on the content of the site.

Training Opportunities
September 17 & 18, the WSFC will be sponsoring a FREE Analyst Training Conference, hosted by Northern Quest Resort & Casino. See attached flyer for further information. September 19, the WSFC will be sponsoring the next FLO Basic class in Airway Heights, WA, hosted by Northern Quest Resort & Casino. See attached flyer for further information, and please help recruit candidates for this class and the FLO program. September 20 & 21, the WSFC will be sponsoring the Intermediate FLO course in Renton, WA. See attached flyer for further information. The Bureau of Justice Assistance (BJA) US Department of Justice provided the WSFC with training videos as part of their Nationwide Suspicious Activity Reporting (SAR) Initiative. These videos are available to you and we will provide you a copy of the video upon your request. Send your request to flo@wsfc.wa.gov and identify which topic you would like. The training topics include: SAR- Fire and Emergency Medical Services Training SAR- Private Sector Security Training SAR- Emergency Management Training SAR- Probation, Parole, and Corrections Training SAR- Public Safety Telecommunications Training Finally, if you have training opportunities you want to share with other FLOs, send the flyer, or training announcement to flo@wsfc.wa.gov, and we will be happy to disseminate the information to the FLO audience.

Washington State Fusion Center Analyst Training Conference Sharpening Analysts Skills

The Washington State Fusion Center is hosting its second analyst conference, aimed at bringing together local, regional, state and federal analysts from across Washington State, neighboring States and Canada to further enhance collaboration and information sharing. The theme Sharpening Analysts Skills includes an agenda designed at improving participants analytical tradecraft.

TRAINING Announcement

COURSE DATE : This one day course will be held in Airway Heights, WA on September 19, 2012. (See location below) TIME: 0800-1700 COURSE DESCRIPTION: This basic Fusion Liaison Officer course will: Provide a basic understanding of the FLO program. Provide instruction on the Statewide Integrated Intelligence System. Provide instruction on Privacy Policy, Civil Rights and Civil Liberties and 28 CFR Part 23. Educate the students in key concepts of intelligence, networking, terrorist infrastructures, red team methodology and emerging threats corresponding to better conducting the FLO mission. Provide students with a basic understanding of the National Suspicious Activity Reporting (SAR) Initiative. COURSE LENGTH: 8 hours TARGET AUDIENCE/DISCIPLINE: The instruction is designed for personnel (LE/Fire/CIKR) who will be functioning as a FLO within Washington State. COST: All training and course materials are FREE!
