There is no doubt that you have noticed the flyers in the mail, the sign in the yards, and the TV ads telling us how or who to vote for on a particular candidate or issue. With all the distractions that the marketers are throwing at the voters there is no doubt there is going to be confusion. Mayor Wayne At a state level the votRoss ers are being asked to consider 11 propositions on the ballot. Probably the most debated or talked about proposition is Prop 30. This proposes a temporary tax increase to help with the states fiscal mess. Others such as Prop 32 and 37 have been making lots of noise with TV ads trying to sway voters. My suggestion is to read the California General Election guide you have received in the mail. There are pro and con arguments and lots of website addresses that will further educate you about all the issues. On the national stage we are looking at a presidential race that looks very tight. All the debates have been completed and the pundits will argue over who won the debates. Once again I would suggest people look at multiple sources of information and get as informed about what the positions are of the candidates. It may be more important to understand what their positions are going to do to the future than listening to a stump speech or an empty promise that cant be upheld. On a local level Tulare is going to have its first district election ever. The voters of Tulare passed the ballot issue in June that allowed for district voting for city council. The confusion ranges to as simple as they didnt know all the way to some feeling disenfranchised that they cant vote for the person they thinks represents their way of thinking. The best way to find out what district you are in is to go the City of Tulare website at http://www.ci.tulare.

Ultimately each person chosen by the people is going to remember their district but understand that the needs of the whole city have to be considered first. This year the city is going to have the odd numbered districts of 1, 3 and 5 being contested. District 1 had only one person file so Shea Gowin will be the new representative seated for that district. District 3 has four challengers vying for the seat. Local businessman Scott Daley, retired postal worker Alberto Aguilar, fireman Carlton Jones, and Cheyne Strawn are all working hard to earn the voters favor. And finally its a match of incumbents in District 5 pitting Craig Vejvoda versus me, Wayne Ross. Im sure it would be easy to

take advantage of the fact that I have control of the article but that is not my style. All I can ask of all the voters in every district is to get as informed about the positions of the new candidates and the voting records of the incumbents in order to make your vote count. Perhaps the most important thing to do is to exercise the right to vote. This privilege we take for granted is what really separates us from the rest of the world in that we still have a chance to change the direction of government, our country, or our city be simply marking a ballot. Dont waste that opportunity.

Lets Talk BUSINESS!


As the California dairy industry expanded during the 1990s, Rob and Stacy Leal observed the changing landscape with interest. They watched the size of our local dairy herds increase rapidly while the total number of dairies in the state actually declined. More sophisticated management practices and greater economies of scale were required to ensure profitably in a volatile marketplace. Rob had been working in the dairy service sector for two decades by this time and Stacy had built up a private bookkeeping practice catering to family dairies. With their respective skill sets firmly in place they decided the time was right to take a calculated risk. By 1999, Performance Dairy Service was open for business. Rather, the familys garage door was open while business strategy meetings took place around the kitchen table. Step by methodical step this local business has expanded through the years. A client list of 15 has expanded to a consistent billing of more than 70 today. The workforce, initially just Rob and Stacy, has grown to 14 employees (possibly even 17 when you include the Leals daughters who are now at an age where they can make a measurable contribution to the enterprise). In discussing their firm, the Leals repeatedly emphasize the need to thoroughly research and analyze each significant decision prior to making a move; regardless of the size of the business. Philip: What are some of the most important concepts you bring to your strategic decision making? How have you managed to grow successfully during what has frequently been a challenging business climate for the dairy industry? Rob: When we started Performance Dairy Service one of the things I heard repeatedly was dont get big. While it is true that growth may bring additional challenges, from payroll taxes to additional healthcare requirements, it can also allow you to diversify your business. Diversification can insulate you from being completely dependent on just a few clients. Growth can be positive as long as it is smart. We have not allowed ourselves to grow unless we believed we

were completely prepared for it. Before we make any decision, we do our homework, consider as many variables as possible and pray about it. For example, we didnt hire a full-time salesperson until 2004. I just couldnt justify bringing in someone who wasnt actually going to be doing any of the servicing work. However, after reviewing the strengths and opportunities for improvement already existing in our business, we realized that a salesperson would enhance the overall organization; the strategy worked. In 2006 Stacy and I debated whether or not to take a risk and expand into a new line of equipment. Following much deliberation, we decided to enter into a relationship with DeLaval equipment suppliers and that line has performed very well for us. It was a big step, but it paid off. Philip: What are some of the other things you consider when making a strategic choice? Obviously there are financial estimates that need to be evaluated, but what other information goes into the mix? Stacy: Working as a bookkeeper for so many years resulted in a real appreciation for accurate and realistic projections; but there are other issues to consider as well. Our decisions are about more than just the numbers. If we choose to expand or contract our business it impacts not just our own family, but 14 other families as well. Every choice will have an impact. Whether the impact of the decision on the people around us is a positive or negative one will depend largely on how much thought weve put into it. As we prepare to make any decision, were blessed to have not only our own business history to look back upon, but also the history of our clients and competitors in this area. Weve observed people go from managing a 1,000 cow dairy to managing a 4,000 cow dairy. It is not always a pretty transition. Weve seen families encounter a need to make strategic choices as their children grow up. Will the children stay on the farm? How many people will the current operation actually support? We have numerous positive examples to draw on all around us; and unfortunately, a few decisions that did not turn out quite so well. Philip: What advice would you have for business people that are either just starting out; or, have encountered some Philip Smith significant recent chalVice President, lenges? Citizens Business Bank Rob: Dont be afraid to ask for help, especially if your own skill set in any particular area is not strong. This may mean securing legal or financial assistance at some point, or contacting tech support when a piece of equipment is not working as intended. Seek out competent professional advice and pay for it. The money you spend will be worth it in the long run. Stacy: Focus on being content in life, family and faith. Life is about more than just business and taking the time to relax and focus on what is truly important may actually enhance your organization. Employees appreciate a demonstration of values beyond a focus on the bottom-line. Paying attention to what really matters today enables us to make better decisions for tomorrow.

Nominations Sought for Man, Woman and Businesses of the Year Awards
Nominations for Tulares Man and Woman of the Year and Small and Large Business of the Year are now being accepted by the Tulare Chamber of Commerce. Applications can be picked up at the Chamber office, and must be submitted by 5:00 p.m. on Friday, November 29th, 2012. Each year, the Chamber recognizes two individuals whose community activities have been sufficiently outstanding to warrant receiving the Man or Woman of the Year Award. Nominations can be submitted by individuals or by organizations in the Tulare area, along with a brief resume of the nominees civic and social activities and a description of how those activities have contributed to the quality of life in Tulare. Nominees for these awards must be at least 21 years of age. Nomination forms for the Chambers Small and Large Business of the Year awards are also being accepted. Nominees must be current members of the Tulare Chamber, doing business within the greater Tulare area. Awards will be based on demonstrated business innovation and job creation, community support and participation, and business practices. To be nominated for the Large Business of the Year, the business must employ more than 25 people. This years recipients will join a prestigious list of past honorees who have helped to shape our community. Last years award recipients were: Jackie Zupp, Woman of the Year; Lionel Pires Man of the Year; Will Tiesieria Ford Large Business of the Year and Central California Implements, Small Business of the Year. The Countywide Shredding truck will be available for businesses and individuals. The shredding fee is determined by weight, using the scale on the truck. Peas anticipates also having the truck participate in community events, along with their Zero Hero mascot, as part of the companys effort to educate the public about how to recycle and the importance of recycling. Shredding has become essential due to the need to protect private information. Now we can offer shredding and the customers will know that their paper will be properly recycled, Pea added. With the tough new state mandates, recycling to reduce the waste going into our landfills is even more important. The Kiwanis Club of Greater Tulare is asking for donations for the 2012 Tulare Christmas Parade, to be held Saturday, December 1st, from 10AM-12PM. Donations will be used to offset the costs of running the parade. We are asking for donations that range from $100-$250. We appreciate your time and consideration. Donors will be invited to attend one of our meetings for a free breakfast, names of individuals and organizations will be announced throughout the parade event, and donors will be thanked in the local newspapers recognizing them as people and organizations who care about the children of Tulare. The much anticipated Tulare Grocery Outlet is now open for business! The end of September marked the opening for the Cross Street Grocery Store. Many have anxiously awaited a new location to pick up groceries and the addition is in a great location. Not only is the store beautifully stocked but the prices are fantastic! Bella Notte Italian Restaurant opened in late April of this year. Owners Scott and Kathy Wilson welcomed Chamber Members, Friends and Family for a Ribbon Cutting in September and we were happy to be a part of it. Friends Scott Wilson and Chef Larry VanNess partnered together to bring this business to downtown Tulare. The Restaurant features fine Italian cuisine with dining area and lounge area. Able to accommodate large parties by partnering with the Chamber, Bella Notte is a great location for a drink after hours, date night, lunch with colleagues, and a family must for get together!

Support Our Troops Drive 9am-5pm. Donations of items to be mailed to our men and women serving our country. Items include: toiletries, snacks, magazines, letters, homemade goodies. Items that let our service people know we have not forgotten them. Drop off at: Tulare Elks Lodge, 1535 E. Bardsley, 686-3431. Donations to be distributed through the Young Marines, Vietnam Vets Association and Tulare Vets Association. Rosa Brothers Dairy Opened their greatly anticipated Tulare location this last September. We were delighted to be on hand to help with a Ribbon Cutting. The shop sells their milk ice cream and much more and their grand opening featured a baby calf and Rosie the cow which attendees took turns simulating milking! In the back of the shop you can watch milk be bottled fresh! Visit our facebook for more photos and dont forget to stop by Rosa Brothers Dairy and try their Famous Root Beer Milk! AgVentures unveiled a new exhibit by Penas Disposal this last September. This new interactive exhibit offers insight into recycling for all ages to enjoy and learn from.
