ESSAY QUESTION NO. 2 The upcoming planning to set up a factory near our housing area may lead to environmental hazardous, which I believed will cause a lot of trouble and pollution to this area. One of the pollution may cause trouble are thermal pollution. Basically, it is form of water pollution that refers to degradation of water quality by any process that changes ambient water temperature. The process of polluting is simple, they will use water as a coolant and after the water has been used, it will return to its original environment at higher temperature. The higher the temperature will decrease the amount of oxygen due to water temperature. This can lead to many negative ecological effects such as reproduction of aquatic and can harm fish population. Also, aquatic ecosystems may be imbalance in food chain, because of less oxygen will lead the metabolic rate of aquatic animals increase, so they will eat lot more food. Warmer water temperatures can also lead to huge bacteria and plant growth. Next pollution will be cause by the chemicals. Chemicals pollution occurs when chemicals resulting from human activities enter the environment and then contaminating water, air and soil. One of the most famous pollution made by chemicals was water pollution. When mercury in waste water from factory release, they will react to bacteria in the water and changed to methyl mercury. Methyl mercury is an organometallic cation, environmental toxicant. If its taken by fish as their food, mercury levels in fish can pose dangers to people who eat it. Research shows that children who eat fish that contains methyl mercury may loss of IQ points and decrease performance in language skills, while for adults, it will increase risk of heart attack and other cardiovascular disease. The proposed factory will highly pollute the air. A substance in the air that can cause harm to humans and the environment is known as an air pollutant. Pollutants can be in the form of solid particles, liquid droplets, or gases. For example, smog hanging over factories is the most familiar and obvious form of air pollution and burning of fossil fuels such as gasoline and natural gas can contribute to global warming. Direct causes of air pollution related deaths include aggravated asthma, bronchitis, emphysema, lung and heart diseases, and respiratory allergies.

I believe none of us want to hear more pollution coming. But if we agree to set up the factory, do you mind to hear extra noise pollution, besides all the pollution mentioned above? As we know, the main sources of noise pollution are coming from transportation and construction systems. Noise pollution is not only causing environmental damage but it also has negative impact as it can cause conditions such as aggression, hypertension, high stress levels, sleep disturbances, and many more. I hope we do not allow the company to build the proposed factory in our housing area, instead of contributing more pollution; we also contribute to a long term issue to our environment. Please think and make a wise decision. (503 words)

ESSAY QUESTION NO. 4 Malaysia plans to introduce a four percent goods and services tax in 2011, replacing current sales and services tax (SST) in a bid to diversify national revenues. Good and services tax (GST) is a consumption tax based on the value-added concept. GST is imposed on goods and services at every production and distribution stage in the supply chain including importation of goods and services. In other words, it means people will pay tax each time they purchase a good or service. GST will replace the present consumption tax comprising the sales tax and the service tax (SST). The difference between GST and the present consumption tax is in terms of its scope of charge which is more comprehensive, inclusive of the manufacturing and distribution stages as well as providing a tax credit claim for GST paid on business inputs. When compared with the present consumption tax system, the sales tax is imposed only at the manufacturing stage that is at the time when the goods are manufactured or when the goods are imported. On the other hand, service tax is imposed on specific services at the time when the services are provided to the consumer. GST is a more comprehensive, effective, transparent, and business friendly tax system. GST can overcome the various weaknesses inherent in the present consumption tax system. The inherent weaknesses under the present tax system are the cascading tax, double tax and pyramiding tax, tax erosion and leakages through transfer pricing and other means. Besides that, GST is expected to increase tax compliance and is easier to administer in view of its self policing method. Besides that, the businesses are required only to submit simplified tax returns based on prescribed formats. All records and documents relating to the relevant transaction are required to be kept in the business premises for audit by the GST auditor. In principle, GST is imposed on all goods and services produced in the country including imports. However, certain basic foodstuff likes rice, sugar, flour, cooking oil, vegetable, fish and meat, eggs and essential services such as health and private education, public transportation,

residential property and agricultural land are not subject to GST. Such exemption is to ensure that the lower income group is not burdened by GST. The advantages of GST are it is more efficient with more tax collected. The rate will be lower also because it is broad base. The tax will be collected from the very first transaction to the consumer. That is why it is broad base. The tax evasion will be harder and more income tax can be collected for the government. It is good for the government but it is not good for the citizens. GST might look simple but consumers should understand it properly. Not only consumers but business people should not take GST lightly as they need to apply the GST to their business. Failure to do so will result in the loss of the set off or credit for input taxes suffered. Not only that, business might have to pay penalties for not following the law. (513 words)
