Jesus commends a poor widow
Gospel reading: Mk 12:38-44 in the course of His teaching Jesus said to the crowds, beware of the scribes, who like to go around in long robes and accept greetings in the marketplaces, seats of honor in synagogues, and places of honor at banquets. they devour the houses of widows and, as a pretext, recite lengthy prayers. they will receive a very severe condemnation. He sat down opposite the treasury and observed how the crowd put money into the treasury. Many rich people put in large sums. a poor widow also came and put in two small coins worth a few cents. Calling His disciples to Himself, He said to them, amen, i say to you, this poor widow put in more than all the other contributors to the treasury. For they have all contributed from their surplus wealth, but she, from her poverty, has contributed all she had, her whole livelihood. reFleCtion this poor widow put in more. Jesus tells His disciples that a poor widow who has dropped two small coins into the temple treasury has put in more than the other contributors. These two coins, worth a few cents, are all she has, and yet she gives them all. In contrast, the others who have put in large sums give from their surplus wealth. The woman does not think of withholding a coin for her needs because she is certain that God will take care of her. God, whose generosity is boundless, will not forsake her. In another sense, the poor widow offers her whole self, her whole life, her whole being. She makes the sacrifice without reservation because of her love for God. In the light of the widows example, it is good to recall when we last gave our most precious possession to Jesus or made a supreme sacrifice for Jesus. We must admit that there are parts of our life, daily activity, or ourselves that we do not totally surrender to Jesus. Something keeps holding us back from Jesus. Let us imitate our very own Saint Lorenzo Ruiz who condemned to die, declared, If I have a thousand lives to offer, I will offer them all to God. How much and how far are we willing to give for God and to share with our brothers and sisters?

COMPLAINTS: The abhorrence of our people against members of the same family dominating the political landscape oftentimes with spouses and their children just temporarily replacing each other has reached fever pitch. Cases have been filed with the Supreme Court urging the Judiciary to take action on what they call indirect rape of our democratic ideals as enshrined in our Constitution. Those cases will be dismissed by the High Court on basic technical grounds. Our Judiciary functions distinctly from the Legislature. The first body cannot legislate, in the same way the second cannot legally interpret our existing laws. Our 1986 Constitution has many hanging provisions that can become operational only after the appropriate laws are passed by Congress. Unless a new basic law is passed by the people we cannot rely on our politicians to legislate the needed law that will operate versus their family interest! PEOPLE POWER: For the 2013 elections, if indeed our citizenry is against members of the same family running rings around them the effective tool is the electoral ballot. Voters may opt to go for the sincere non-family candidates. The finalized lists of aspirants in the provinces can be tested by anti-political dynasty groups. From there, they can recommend names of alternative worthy leaders.

The political scenarios in Quezon and Camarines Sur are similar. Husband and wife, or father and son are alternating for elective positions that they claim as their own. Just like in the old fiefdoms, the voters are herded like innocent sheep to follow the pipe music of their shepherds. They are being fed with grants, promises or job orders which become their sources of livelihood. Walang mang-aalipin, kung walang magpa-paalipin! PUBLIC DEBT: To a large extent the financial management success of the Administration is anchored on efficient debt-servicing. There was a previous shift from foreign (US$) borrowings to issuances of domestic notes, for the reason that our interest rates were lower. There is a new strategy to borrow foreign loans. Since these will be paid in foreign currency as they mature, we stand to gain on the continuing improvement in the exchange value of the Philippine peso.

With the upgrading of our global credit rating and the unabated inflows of OFW remittances and reduction in outflows (lower oil purchase budget) the Phl peso is projected to break the P40-US1 exchange rate. Filipinos no longer keep excess funds in FCDU deposits, preferring peso instruments. This strengthens our stock market, making it active and robust because people are now parking investible funds in stock and bonds. INVESTMENTS: Our foreign clients usually question us why Philippine investment laws and rules are changed much too often. The one-stop shops for global investors available in our neighboring countries are yet to be seen in our shores despite the proud announcements of government officials. Another emerging barrier is the conflict of rules, including taxation between those of the national government and that of LGUs. There are also complaints on the inconsistencies of national laws and local legislations hindering investment inflows. LGU ordinances can be whimsical depending on the political and technical insights of local leaders. Said local regulations will naturally change after each and every election which occurs every three years. Our voters should pry into the legal and technical knowhow of political candidates! This columnist wishes to express our heartfelt welcome to Most Rev. Rolando Octavus J. Tria Tirona, O.C.D., D.D. on his assumption as the Archbishop of the Archdiocese of Caceres. I have heard many good things about him and we, Bicolanos, are lucky to have him here with us. To retired Archbishop Leonardo Z. Legaspi, I also like to express our heartfelt thanks and gratitude. He did a good job here as the head of our Archdiocese with his prudence, very intelligent, tactful and firm leadership. He did a splendid job in strengthening the faith of the people especially the devotion to Ina, Our Lady of Peafrancia. I remember the late Archbishop Teopisto Alberto who was going to retire because of an eye ailment telling me that there were three applicants for Archbishop in the Archdiocese of Caceres, but he recommended Arcbhishop Leonardo Z. Legaspi to the Pope. Then I asked him, isnt Msgr. Legaspi the right hand of Cardinal Jaime Sin of Manila who many consider as a political priest? He told me that he recommended Msgr. This lull can be probably traced to two things. Either onion-skinned thieving public officials have completely ignored the media. Or they have no heart to take the law into their hands. The other probable reason is, the so-

called fearless, the do or die kind are on leave from their fiery journalism. Ariel Ayque, Mel Rima and Elmer Bandol are rarely heard today. Ariel, after getting an acquittal for a rape charge, prefers to stay out of the limelight. Mel Rima practices his craft in Virac, Catanduanes and Elmer has turned his attention to hot national issues. I prefer a quiet life in the academe. I have been through a lot of court cases, including an acquittal by the high court of a libel suit and I want a let-up. The atmosphere in the academe delightfully suits me. It is good for my health. I think I am getting younger. I also find crusading for good government an exercise in futility. With the way things look, nothing will change. The same old vices, the same old practices, the same old faces are with us. People are not likely to turn a new leaf.

sorsogons tahong industry flourishes, now red tide-free

CalleJa SORSOGON CITY - Sorsogons tahong (green mussel) industry has risen anew as a P100-million a year industry with the provinces coastal waters, once pestered by red tide continues to be free from the toxic contamination as recently announced by the Bureau of Fisheries and Aquatic Resources (BFAR). We are glad red tide is gone. Sales is brisk, so enough earning comes daily, Anamae Balanoyos, a tahong farm operator of Barangay Talisay here, said on Saturday. Ely Espineda of Barangay Cambulaga said he harvests five sacks of tahong daily from the 1,000-square meter farm he set up mid-last year off the shoreline of Sorsogon payment of the money he borrowed from a loan shark. He used the borrowed money in putting up the farm swiftly following the lifting in March 2011 of the shellfish ban imposed from February 2007 by the BFAR over the Bay on findings that the fishing ground was affected by Paralytic Shellfish Poisoning (PSP) or red tide. Reports from local health authorities said 13 persons died and over a hundred others were hospitalized after eating tahong and other marine products from the area during the infestation. The shellfish ban for over four years severely debilitated the industry and economically displaced some 8,000 fisherfolk families living along the coastal villages of the four municipalities and this city disposal management instituted by the city government helped a lot. Experts from the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) of the DOST and the Marine Science Institute of the University of the Philippines (UP-MSI) developed the antired tide weapon from a ball of natural clay which easily binds together the red tide organisms suspended on the water surface and settle them at the sea bottom to become

This optimistic outlook is also based on the tourism blue print prepared by the Albay Masbate Sorsogon Tourism Alliance (ALMASORTA) in response to the influx of tourists in the six (6) provinces of the region during the past years. ALMASORTA is a brainchild of the Regional Development Council Chairman and Albay Governor Joey Salceda. DOT Regional Director Maria Nini Ong-Ravanilla said that the alliance is a perfect approach to strengthen the programs of the tourism department. This partnership is an approach of the provincial government of Albay to compliment the respective marketing packages of Sorsogon and Masbate to entice more tourists, both foreign and domestic to come and visit us here in the region with Albay serving as the gateway to these two provinces and their neighboring areas, Ravanilla stated. Ravanilla also said that each province will have their respective strategies to highlight their tourist potentials and promote their respective destinations to visiting tourists. Some of the destinations included in the recommended itinerary of DOT consist of a stop over at the historic Mayon Volcano, a walk at the Cagsawa Ruins and an adventure in the various caves of Albay, a visit at the Wild Parkl Lignon Hill, Boulevard, Misibis and the Tiwi Geothermal. After the fun-filled day in Albay, those tourists can proceed in Donsol, Sorsogon and have an interaction with the friendly butandings or

whale sharks or chose to trek at Bulusan Volcano. From there, they may opt to try the route going to Masbate passing through Pilar, Sorsogon. In Masbate, tourists can drop by in Bontod, a fish and mantra ray sanctuary in the said province. Base on the records, domestic and foreign tourists arrival in Bicol in 2011 reached 3,413,610. DOT records showed that Albay-Legazpi accounted for the 350,629 arrivals while Masbate has

reached a total number of visitors at 172,446 and Sorsogon with 132, 692 tourists arrival. Base on its projection, the Philippine Department of Tourism is envisioning an approximate of 10M foreign tourists by 2016. ALMASOR also pegged their numbers at more or less 625,000 arrivals with Albay having a bigger share of 500,000; Sorsogon with 100,000 and Masbate with 25,000 foreign tourists come 2016.

nyC to Private schools: Do not punish pregnant students


The National Youth Commission (NYC) welcomes the pronouncement of the Department of Education (DepEd) prohibiting the penalizing of students because of pregnancy. This is under the DepEds Child Protection Policy that disallows the discrimination against pregnant students. The youth agency was quick to point out that this policy only covers public schools. We call on private school administrators to follow suit, said NYC Commissioner Perci Cendaa. NYC stressed that it is important for private schools to take the cue from public schools on this matter because a number of private educational institutions have the practice of suspending pregnant students. Schools managed by religious groups suspend pregnant students because they are perceived as bad examples to their peers. The youth agency reminds private institutions of the universality of the right to education. A school does not have the authority to strip a student of her rights because she got pregnant. Students have equal rights, pregnant or not. Moreover, the Magna Carta for Women provides that no secondary school shall turn out or refuse admission to a female student for being pregnant during her term in school. To suspend or expel students for being pregnant is to go against the welfare of young women who are likely to face financial difficulties in the future because of reduced economic options and opportunities. By doing so, these schools are making more difficult the already desperate situation that these young women are in, Commissioner Cendaa explained. NYC cites the 2010 National Youth Assessment Study (NYAS) finding that 72% of the youth themselves recognize teen pregnancy as one of the main reasons why young girls do not finish school. This can be reduced by non-discrimination and anti-stigma policies for pregnant teens. We are not promoting early pregnancy, what we are advocating is to have an enabling environment for these teens, instead of closing doors and cutting their chances for a brighter future, adds Commissioner Perci. The NYC renews its call for the immediate passage of the Reproductive Health Bill. With age-appropriate RH education, we can make significant progress in reducing teen pregnancy in the country, Commissioner Cendaa concluded. The Philippines ranks third in teen pregnancy incidence in the region behind Laos and Timorleste. The NYC, as convenor of the inter-agency group on Adolescent Sexual and Health (ASRH), led the recently concluded National Summit on Teen Pregnancy.

Remelisa Alfelor-Moraleda, the dynamic UNEP President has invited tourism and hospitality students, their professors and Department heads of UNEP to the International Practicum Training Program slated on November 14 at the UNEP-CCA Mini theatre in Iriga City. The said activity will be spearheaded by ZIP Travel, world-wide leader in International Career Training and Work Travel by the U.S. Department of State. The seminar is in preparation for UNEPs students as potential candidates or as lucky participants in the International Practicum Orientation Seminar in the United States of America (USA), Mr. Aaron Black, Vice President for Operations in Asian Country ZIP Travel Phillipines (Inner Travel Outer Travel, Inc.) will lead the discussion which is expected to boost the students interest in pursuing careers that will feature the best of our culture as Bicolanos. We. Filipinos, have much to learn from the recently concluded US elections. Hotly-contested, yes. But very peaceful. And the American electorates are simply admirable. Very disciplined. Romney conceded fast. Thats the boy! I wonder what happened to the victory speech he was starting to write. Must have finished it. Maybe he could use it the next time around when he tries his luck again. Or maybe, he is never destined to be president of the most powerful nation in the world. But he did take his defeat graciously. Maybe because he knew very well that the election was clean and it was the American voice that spoke. Come to think of it but Senator Miriam Santiago. up to now, has not accepted her defeat. And she believes Fidel Ramos (whom she calls Infidel) was not actually elected but she was. Well! You can believe her or not; it depends on which side you like to belong. Election in the Philippines is one big fiesta. And like other fiestas, expect all the litters where the polling places are. I understand in the US, there were no big streamers or even small leaflets that announce ones candidacy. Walang epal. In our local front, wait when election campaign starts. Well, that would be good business for those who do tarpaulins streamers, billboards, leaflets and the likes. This early in Iriga City, there are tarps announcing the candidacy of former Luis Villfuerte for governor and his running mate Gil Basmayor for vice-governor. I have also seen small tarps saying I want change. I want Cadiz (for what?) Are these not early campaign? No COMELEC violation here? Election in the States has always been very peaceful. In fact, there was no need for watchers and big campaign materials. Obama and Romney were seated close to each other as they talked about issues. In here, our country, I learned that politicians and candidates years back would go into mud-slinging during their campaign sorties to the delight of the listeners, voters or no voters. In Naga during the last local election, one tarp really caught my attention because it was funny. Dai iboto ang BOBO. The first BO stood for Bongat and the other BO stood for Bordado. That sure tickled my funny bones but maybe, it was right after all. Some politicians get to be very personal, even dirty. Today as in the past, vote buying is still very rampant. And the voters look forward to it. And some handlers do make a killing, instead of giving five hundred pesos supposedly to be the dole, only three hundred is given and the two is pocketed. I heard about this many times and I am tempted to believe that this happens. To the voter who is poor, this is a much welcome thing. At least, he gets to receive an amount that could be used to buy rice and a simple viand. Not bad! I am an Obamafan I am very pleased he made it the second time around. If he did not do very well during his first stint it is with optimism that I think he will surely do better this time, I hope. Come campaign time, happy days are here again. NAGA CITY -- A threeday confab of meat inspectors from Region 3 kicked off Wednesday at Villa Caceres Hotel here with attendees coming from the provinces of Bulacan, Pampanga, Tarlac, Nueva Ecija, Zambales, Bataan, and Aurora. Dr. Minda S. Manantan, NMIS executive director shared, As a specialized regulatory agency of our government, we have to ensure that the meat being served were hygienically prepared and passed through the proper procedure of slaughtering for the interest and welfare of the consuming public. At the same time, we also would like to help our legitimate businessmen by improving and supporting our livestock industry. Manantan also added that a big chunk of the discussion will focus on the salient provisions of Administrative Order (AO) No.5 or the Rules and Regulations on Hygienic handling of newly slaughtered meat in the markers and AO No. 6 which contains the rules and regulations on hygienic handling of chilled, frozen and thawed meat in the meat markets. Dr. Roberto Umali, head of the Plant Operation Inspection Section- NMIS Region 3 said it is important for consumers to be vigilant and watch for the telltale signs of a meat unfit for human consumption. Aside from the five senses, we should also employ the sixth sense, that is our common sense when buying meats in the market. We have to remember that illegally slaughtered meats did not pass through the proper inspection and there was no laboratory analysis which could assure their safety for human consumption, Umali added. The latest Shellfish Bulletin issued by the BFAR last Oct. 25 has cleared Juan Lagoon in Matnog, Sorsogon and Sorsogon Bay of red tide toxin based on water and shellfish samples from the area. However, Dumanguillas and Murcielagos Bays were still declared positive of the toxin. City Mayor Leovic Dioneda welcomed the BFAR report as good news for all Sorsogueos especially the thousands of families in the province that are dependent on tahong (green mussel) farming for their livelihood. The mayor said contingency plans are in place and calamity funds are ready in case red tide resurges.

CEB soon to fly 70 millionth passenger, holds PHP7 systemwide seat sale
November 9, 2012 The Philippines largest national flag carrier, Cebu Pacific (PSE:CEB) announced it is set to fly its 70 millionth passenger any time in the next seven days. The Department of Agriculture in Bicol recently hosted the program review and planning workshop for Agrikultura : Kaagapay ng Bayang Pinoy (AKBay) held at Villa Caceres Hotel in Naga City. Over 50 AKBay coordinators from the different provinces of the country and National Agricultural and Fisheries Council (NAFC) staff attended the review/workshop. The activity aims to identify issues and problems affecting the program implementation; know the learnings and strategies of other regions in the program implementation; review/update amendments on the guidelines of the programs and devise instruments in monitoring the project. NAFC Executive Director Ariel T. Cayanan said that this activity would identify strengths how other regions achieve better than other regions and also learn other strategies on how to implement the project effectively and efficiently. He also lauded the efforts of the regions with good achievements and from that he urged other regions to know the different strategies of these regions and adopt them in their respective regions. He also emphasized open communication is important for a smooth and effective project implementation. Since 2013 is just around the corner he urged all coordinators to fast track implementation of the project to ensure that more would benefit from it. Agriculture Regional Director Jose V. Dayao on the otherhand , said that AKBay has greatly helped people in the countryside to generate livelihood. For Bicol alone, over 1,250 marginalize farm households benefitted from the said project. Dayao added that with the good track record of the region he is optimistic that the project would go a long way as two provinces are now recipient of the roll over scheme. Meanwhile, RAFC vice chair Alfredo Rillo said farm households whose annual per capita income are below the poverty threshold are qualified to access the program provided they are engaged in farming, fishing and other related agricultural and fishery ventures. AKBay is a social intervention program for the poorest households in agricultural and fishery sector. He believes that given the right direction and focus the program would benefit more farm families in the country thereby reducing poverty and malnutrition. AKBay is a newly approved program under the 2KR- Japanese Grant Assistance for the Food Security Project for Underprivileged Farmers Program. This was conceptualized by the National Agriculture and Fishery Council (NAFC) and being implemented in the region in tandem with the agencys regional field units (RFU), the local government nits (LGUs) and the local agriculture and fishery councils.

They do not go for those with bags of money to buy votes. Vote-buying is alien to them. Americans, I think, will not support candidates who favor political dynasty or likely to establish one. They will not go for unlettered movie stars, athletes, comedians, underworld characters, ex-convicts who seek public office. The American voters detest what we love, love what we hate, throw away what we welcome with open arms. Filipinos cannot be Americans although we have copied almost everything from them. of the seemingly difficult obstacles hampering its way towards the realization of its claim. It will continue to strengthen its resolve to regain control over two of its neighboring municipalities to comply with the needed 10,000 hectares land prerequisite to finally convert Daet into a city.
Currently, Daet have only 5 hectares but if the LGU can regain control over the two barangays in dispute- San Pascual and San Lucas of Basud, total land areas combined would sum up to 11 hectares - just enough to comply with one of the remaining pre conditions under the Local Government Code. The law calls for at least 100 square kilometers municipality land area with an equivalent population of not less than 150,000 inhabitants to get the nod for cityhood. Daet Mayor Tito S. Sarion is confident that they can take back the two barangays whose rein still belongs to Basud. sM City naga joined the other sM Malls in the country in the simultaneous Christmas launch last saturday, (nov. 10), unveiling different themes and designs. among those who joined the celebration were the south bridges ballet performance and Kids Chorale, sir Jaymee's strings ensemble and the bicol Heritage and Camarines sur Polytechnic Colleges. it was also graced by Mayor John Bongat and other city officials. SM City naga's theme this Christmas "santa's toy factory" gives an early yuletide spirit to customers while shopping and dining in the mall.
