Earlier, Senate Majority Leader Vicente Sotto III, an anti-RH advocate like Enrile, objected to taking up the bill because it was not on the agenda. Enrile then insisted on a vote on his motion. Only Sotto, Drilon and Senator Teosto Guingona III opposed Enriles motion. Senator Pia Cayetano, the sponsor of the RH bill, had earlier accused Enrile and Sotto of purposely delaying the progress of her bill, a charge that Enrile denied. In insisting that they hear amendments to the RH bill rst, Enrile said he wanted to remove the perception that he was blocking its passage. While the Senate delayed a decision on the sin tax bill, the chairman of the House committee of ways and means said he was ready to defend the House version of the bill, which targets a lower P30 billion in revenues and which imposes a much heavier tax burden on cigarette companies. Davao City Rep. Isidro Ungab, the panel chairman, maintained that the sin tax bill was intended not only to raise revenues for the government but also as a health measure. The higher excise tax on cigarettes and alcohol would be a good measure to control smoking and excessive drinking, Ungab said. Once the Senate passes its version of the sin tax reform bill, a bicameral body will be formed to reconcile the conicting provisions of the House and Senate versions of the measure.

Isabela Rep. Rodolfo Albano said the government should provide an alternative source of livelihood for millions of tobacco farmers and workers in the alcohol industry who would be hurt by the new sin taxes. Albano, former House minority leader, also reminded legislators that the voting on the tax reform bill would be an important issue during the May 2013 elections. Certainly, this is the position of tobacco farmers that any bill that would affect the livelihood of tobacco farmers will be taken as an issue against those lawmakers supporting such a bill, Albano said. Also on Monday, more than 200 workers staged a rally at the Finance Department and the Senate denouncing the proposed sin taxes. Bukluran ng Manggagawang Pilipino national president Leody de Guzman said the Aquino government was trying to railroad the passage of new taxes that could result in mass layoffs. What the people needs is a new system of taxation that shifts the tax burden from the majority poor to the afuent elite, he said. Some 2,000 tobacco workers belonging to the Peoples Coalition Against Regressive Taxation, meanwhile, marched from Morayta to Mendiola Bridge in Manila to voice out their opposition to the sin tax bill. The Speaker expressed high hopes that the House will be able to sustain the quorum in the next session days, the Secretariat said. Belmonte warned during the weekend he would reveal the names of absentee lawmakers as a way to compel members to attend the sessions. The House dropped three session days last week because of lack of quorum. Among the pending measures they need to tackle include the Reproductive Health Bill, the Anti-Money Laundering Act, and amendments to the National Electrication Administration. Congress will go on its Christmas break on Dec. 21. The session failed to open at four p.m. and the secretariat did not immediately make the roll call because few members were present, but attendance increased in the evening, secretariat ofcials said. Thelma Almario was the only member who voted against approval of House Bill 6643 or the Endhanced Basic Education Act of 2012. The bill added two years to the 10 year basic education. It divided secondary education to two phases: junior high school [four years] and senior high school [two years]. Almario, member of the House committee on basic education, said the measure would be an additional burden to poor families and to teachers, who would have to perform dual functions without additional benets. She said the K to 12 program would congest the current curriculum because the Education Department failed to address such problems as classroom shortage and lack of educational materials.

The suggestion triggered immediate opposition from several sectors, including some lawmakers. Senator Francis Escudero bristled at foreign entities dictating or even suggesting what to tax and what not to tax. The power to tax is inherent in Congress and any external intervention is meddling with our sovereignty Escudero said. I strongly oppose this foreign meddling and even the idea behind it. Ms. Lagarde is better off making suggestions to her fellow Europeans who can perhaps learn a thing or two from us, he said. The senator added that taxation should be based on the ability of taxpayers to pay, and that text messaging was the favored mode of communication among the poor. Instead of providing relief for the Filipino public, this twisted idea of taxing text is an additional burden to the masses, he said, vowing to block such a proposal if it reaches the Senate.
In the House, Kabataan Rep. Raymond Palatino and Anakbayan chairperson Vencer Crisostomo said the tax on text is regressive. They warned of a texters revolt if the bill was revived and said candidates who would support the tax on text would be junked in the 2013 elections. They also slammed Lagarde for suggesting the 102 million subscribers can be a source of good taxation. Congressional leaders, Palatino said, were unearthing and reviving a zombie proposal long buried by the undying outrage of Filipino consumers. Crisostomo added: Lagarde knows nothing about the plight of poor Filipinos and should shut up. If she hasnt left yet, she should be made to leave the country immediately. Hers and her bankrupt institutions stupid suggestions are not welcome. The text tax proposal has long been buried in the deep connes of Congress, mainly due to the broad opposition of Filipinos to
the said legislation. However, in just a ash, the House leadership quickly considered the IMFs suggestion for the revival of the text tax bill. This just shows how our legislature can easily be swayed by world nancial institutions, Palatino said. In 2009, two legislators in the House led similar bills seeking to impose a 5-centavo tax for every text message. The bill sought to raise P20 billion in revenues to reduce the budget decit, but did not prosper because of broad opposition from consumers, overseas workers and telecommunications companies. We have said this before and well repeat it in case the current administration does not remember: imposing additional taxes on text messaging and mobile phone calls would translate to an additional burden for ordinary Filipinos, Palatino said, himself a convenor of TXTPower, a text messaging consumer group that led the opposition against the text tax in 2009. Crisostomo said the planned
tax on text was unjust, oppressive and anti-people and should not be revived. The tax on text has been killed by the people several years ago. It will be a zombie bill if Congress revives it, he said. He added that the plan was insensitive to the plight of poor Filipinos, whose wages have not increased, and said texting is already being taxed through a value-added tax. Crisostomo said the administration should stop imposing additional taxes and slash the pork barrel of President Benigno Aquino III instead. We will text blast these people who want to tax us. Let our general message be made clear: no tax on text, Crisostomo said. Palatino said a text tax would be anti-consumer because it would raise the cost of sending text messages. THE Commission on Elections and National Police foresee a peaceful conduct of the May 2013 even as the number of potential ash points has risen to 15, with private armies and crime groups compounding the threats.
Attending a meeting of a task force on election matters in Camp Crame, Comelec Chairman Sixto Brillantes expressed optimism of the positive outcome of the election as he dismissed fears of a repeat of the widespread fraud and terrorism in the May polls. Brillantes was referring to the Maguindanao blood bath in 2009, six month before the 2010 elections that resulted in the slaughter of 58 persons, including 30 mediamen. I dont anticipate situation like what happened in Maguindanao in 2009 with the leadership of the PNP, Im now fully convinced that the outcome of 2013 [elections] will be better, Brillantes said. Roxas said private armed groups, criminal elements and other threat groups could also ruin the conduct of elections. The PNP on Friday said it was taking moves to neutralize the private armed groups and criminal elements while accounting for loose rearms. While the security preparations are being put in place, a series of consultations and dialogues between the Comelec and the PNP is being conducted to resolve other critical issues as the election nears its crucial point. Secretary Armin Luistro said DepEd Order 81, series of 2012, required any degree in Bachelor in Early Childhood Education, Bachelor of Science Preschool Education, Bachelor of Science in Family Life and Child Development, Bachelor in Elementary Education with specialization in Preschool or Early Childhood Education, Bachelor in Elementary Education major in Teaching Early Grades. Also qualied are Bachelor in Secondary Education graduates with diploma in ECE plus practice teaching in kindergarten as well as those who majored in related courses with at least 18 units in ECE/Child Development including those in Day Care centers. bill was the rst to die after the House committee on public informations failure to endorse it for plenary action. What would have ensured its passage was support from President Aquino. The President, however, has turned his back on the measure that he promised to support when he was still campaigning. Over at the Senate, voting on the sin tax bill was delayed in favor of the proposed amendments to the reproductive health bill. Senate President Juan Ponce Enrile said he would take only a few minutes, but ended up using more than two hours to discuss the things he wanted changed from the current version of the RH proposal. But too many days have already been wasted doing nothing, or accommodating delays. The RH bill is heavily criticized by the Philippine Catholic Church, and even President Aquino has not marshalled his allies to nalize the amendments and vote on the bill. Again, another promise broken.

They are given ample time to discuss bills and resolutions, to debate on their merits, to introduce amendments, and then to vote according to good sense. LIKE most politicians who graduate from candidate to elected ofcial, President Noynoy Aquino has dramatically changed his attitude toward media since he ran for the highest ofce in the land. For instance, where once he was promising to pass a freedom of information law, he is now advocating the opposite in the right to reply. As one online editorial writer said, in the current Twitterverse idiom: #hizalayer. Last weekend, Aquino squarely declared his position on media before a gathering of the Kapisanan ng mga Brodkaster ng Pilipinas in Tagaytay City. And strangely, he never once mentioned to the assembled b r o a d c a s t executives his campaign declaration that he would support the passage of a freedom of information law. Instead, Aquino chastised media for not reporting the good news about what hes done, a tune hes been singing since he was elected to ofce. Furthermore, and more chillingly, he said he was fully supporting the evil twin of an FOI law: a right to reply measure that would prevent media from reporting anything without giving equal space and time to the person or agency being reported about. The same right to reply was recently used by Aquino allies in the House of Representatives to jettison the passage of the FOI bill. Only by amending the proposal to include a right to reply provision (which should be, at the very least, the subject of another, entirely different piece of legislation that must be debated upon separately) can the promised transparency, accountability and good governance of an FOI law be passed, these palace-allied lawmakers said. But why should Aquino lackeys in the House and the President himself in the KBP forum bring up right to reply only now, if they did not intend to bury the FOI law and make the people forget promises made during the campaign two years ago? More importantly, why should a President who made full use of the freedom of the press (when he was still a candidate) to attack an unpopular administration now become the very enemy of expression, both in traditional media through the killing of the FOI measure and online by the passage of the libel provisions of the Anti-Cybercrime Law? The only plausible explanation is that Aquino, now that he wields the reins of government, has discovered that the press can be a great irritant to any administration, especially one that can claim only dubious achievements like being called a tiger economy by a visiting head of state from halfway around the world. And that it was so much easier to be on the other side,

using the same media to lambast those in power for things that they may or may not have done, all in the name of freedom of expression. *** The greatest irony of Aquinos campaign to muzzle the media is that, by and large, most press organizations that supported him during his campaign are still singing his praises no matter what he does as President. For whatever reason, be it the benets the other businesses of media owners reap from friendly relations with an incumbent or simply stubbornly standing by the man they help elect, these Aquino-allied media outlets still routinely gloss over the Presidents failings and trumpet his most specious accomplishments. But the constant praise emanating from these embedded and co-opted media organizations, both traditional and online, is not enough for Aquino, apparently. He strongly feels that he must read and hear only good news from all of media, not just the outlets that have decided to act like extensions of the Malacaang propaganda machine. Why cant Aquino get it through his head that it is the medias job to look critically at those in power and not to praise them? Did he not learn from his long association with the opposition, from the time his father was its leader, through his mothers campaign for the presidency, all the way up to his media-fueled ascension to Malacaang, that it is the duty of the press to take an adversarial relationship with any incumbent? Surely, just as in the time of the Marcos dictatorship, the majority of the media can be cajoled, threatened or even be made to willingly embrace those in power, whatever their reasons doing so. But there will always be those who will attempt to criticize those who rule, even in the darkest, most mediaunfriendly times. Aquinos whiny protestations and legislative machinations notwithstanding, he cannot put the toothpaste of media freedom back into the tube of good-news-only reporting. In fact, it seemed that he had already backed the solution going forward, which is to throw open the gates that would lead to more transparent governance through the FOI law. But even the inheritors of a long legacy of freedom, protest and opposition fall easy prey to the siren song of authoritarianism once they secure power, apparently. Especially if they are by temperament like Aquino, who likes to surround himself with yesmen and cronies who sing his praises night and day, they start entertaining visions of infallibility and will brook no dissent from anyone. Now, its medias fault when they try to do the same job that they did during administrations past. And, regardless of what he said before, Aquino now truly believes that he never promised anyone more transparency, accountability and good governance. Yes, #hizalayer. The bald-faced, criticism-averse, do-nothing kind.

EARLIER this month, several local business groups and foreign chambers of commerce met with the House leadership to discuss the fate of various business and economic reform bills that have been presented to the 15thCongress. What does the scorecard look like so far? Thirty (30) bills passed by the House, of which Only nine (9) passed by the Senate, and A dozen other bills still pending in the House This record may or may not make you happy, depending on what you think about the notorious absenteeism among the congressmen, or whether or not it was worth the enormous amount of effort they expended earlier to remove a chief justice from ofce. But one thing is clear: the 15this very much the Presidents Congress, an Aquino Congress, and so the quality of their legislative performance will depend primarily on the quality of the leadership shown by their master in the Palace. In that light, what then can we say about the prospects of some of those reform bills still being pushed by the businessmen? Eliminate common carrier and gross Philippine billings taxes on airlines transiting the countryThese taxes are a big reason why foreign carriers are unwilling to originate ights from Manila, but they are still not the industrys biggest problem. Of greater concern is the latest decision by international authorities to maintain the Category 2 downgrade of our local airports. European carriers in particular cant terminate direct ights here, on pain of losing their insurance cover. This is an issue for the Executive, not the Legislature. Create a Department of Information and Communications Technology Upgrading this presidential commission to Cabinet level was a longstanding plan

of the Arroyo administration, on whose watchit may be recalledthe local business process outsourcing industry grew from only a few hundred call center agents in 2001 to nearly a million spread all over the country by 2010. Under Aquino, unfortunately, the commission has even been downgraded further, its oversight transferred from the Palace to the Department of Transportation and Communication secretary. Dont hold your breath on this one. Freedom of information billThe same candidate who loudly lambasted Mrs Arroyo for allegedly blocking freedom of information is now the president who is backpedalling away from the FOI bill as fast as he can, deploying his House busybodies to postpone, prevaricate, and procrastinate until the bill dies a natural death. How chagrined his media allies must now beand Ill keep saying I told you so! until they admit that they were taken for a ride (and it wasnt even in a Porsche). Rationalize excise taxes on mineralsThis is another lost cause, given the anti-mining executive orders and statements that have been emanating from Malacaang. In his latest outburst, Aquino chided his critics for even thinking that he would ever consider taking their side against small-scale minersthe least regulated (only by local governments, not by the Department of Environment and Natural Resources), least efcient, and most pollutive sector within the mining industry. To an extractive industry that requires large-scale investments in environmentally sustainable operations, the President has responded with openended regulatory uncertainty. Is it any wonder then that despite all his trips abroad, foreign direct investment here continues to languish? Reproductive health billBecause this is a bill I oppose, I am heartened that the President, after shooting his mouth off in its favor, lately seems to have taken a go-slower approach. Ill give him credit for that, even if his motivation may simply be political calculation and not some overnight revelation about the fundamental wrongness of this measure. Sin tax billThis is a measure that
the President is steamrolling through Congress, ostensibly to fund government health programs. Senator Frank Drilons compromise version now aims to raise P40 billion a year. Without seeming to favor the liquor and tobacco industries, though, may I suggest at least two other alternative sources for this kind of money? i) Reduce the grossly overfunded conditional cash transfer program of Department of Social Welfare and Development from its proposed P40 billion next year to its original size of only P5 billion to P10 billion under President Arroyo. Surveys show that poverty and hunger keep getting worse in spite of these giant handouts. ii) Solve the smuggling problem at Customs. Based on the International Monetary Funds Direction of Trade global statistics, my fellow columnist Bobi Tiglao estimates the volume of smuggling at nearly $40 Billion during the rst two yearsalone of Aquinos presidency (compared to $35 Billion during all nine yearsof Arroyo). As a matter of fact, wasnt it candidate Aquino who boasted that he would improve government revenues without raising taxes, simply by cleaning up the collection agencies like Customs? Interestingly, I havent heard a peep so far about this humongous smuggling problem from the same business groups whore so enthusiastic about raising taxes and reducing the number of Filipinos. Is there something wrong with Tiglaos analysis that Im missing? Or are these businessmen actually net beneciaries of smuggling (being importers, distributors, or assemblers) rather than its victims (being local growers or manufacturers of protected commodities)? Orthe likeliest possibilityare the Aquino acolytes within the business community simply too invested in their pipe dreams about the President to even bring up such a damaging issue? If that is the case, then of course theyre entitled to their own opinionbut they certainly have no business pretending to be the good guys when they sit down with the politicians. gbolivar1952@gmail.com

STARTING with this column, I will write a series on the peace process between the Philippine government and the Moro Islamic Liberation Front. This series is based on a paper I wrote with colleague Pauleen Gorospe which will be published in full in the journal Mindanao Horizons, a joint publication between the Ateneo School of Government and Institute of Bangsamoro Studies with the support of the Australian Agency for International Development. On 15 October 2012, the Philippine government and the Moro Islamic Liberation Front peace panels jointly signed the Framework Agreement on the Bangsamoro, which will serve as the backbone for future negotiations between the two parties. In it, the GPH and MILF jointly recognize that the status quo is unacceptable, referring to the Autonomous Region in Muslim Mindanao, and seek to replace it with a new autonomous political entity called the Bangsamoro. The geographic coverage of the Bangsamoro is identied in a section on territory. Basic guidelines for power and wealth sharing, transition and normalization are outlined as well, although these will be the subject of further negotiations in the months to come. Hailed as a breakthrough in the long-stalled negotiations between the GPH and the MILF, the signing of the Framework Agreement picks up the pieces from the disappointment of the unsigned MOA-AD. The entire, decades-old peace process has been hinged on carving a new territory for the Bangsamoro people. The ARMM, the product of a series of agreements between the GPH and the Moro National Liberation Front, was created to satisfy

billion, Indonesias $8.2 billion; Thailands $5.6 billion and Malaysias $4.4 billion. Santa Banana, dont President Aquino and his economic managers get it? We are being left with crumbs! Our neighbors have opened up their doors to free trade and foreign capital. Our government is doing the opposite. Our policies are inconsistent and are being changed mid-stream. My gulay, it is as if our leaders have put up a Do Not Enter sign! Mining investment has fallen by 48 percent to $160 million in January to June 2012, from the $309 million during the same period last year. This is because of inconsistent mining policies that prevent the entry of new mining contracts until areas are clearly delimitated where mining and environment issues clash. As Chamber of Mines president Philip Romualdez said, the $10 billion mining investments this year are not forthcoming. The Joint F o r e i g n Chambers of C o m m e r c e are even now concerned about further entry of foreign equity in the wake of Malacaangs list of areas where foreigners cant come in. The President is said to look into the JFCs grievances. Is this even true? Even local businessmen are complaining about so many bills, supposedly for economic growth, not acted upon by Congress. But it seems that President Aquino and his economic managers are not listening. They continue to live in an ivory tower, believing their own propaganda and the praises from the conscripted members of media. And then, President Aquino cannot offer anything more than a tepid reaction to the proposal to lift the 40-percent restriction on foreign equity by the 1987 Constitution. I really wonder what his economics professorhis predecessor former President Gloria Macapagal Arroyo gave President Aquino. *** A ranking official of the United Nationalist Alliance told me that while they will have no trouble with re-electionist Senators Francis Escudero and Loren Legarda, who are, even now, leading the surveys, they may have difficulty carrying Movie and Television Review and Classification Board chairperson Mary Grace Poe Llamanzares. I think that her biggest setback is being identied with the Aquino administration. Her personality also does not seem to make her a politician tough enough to ght for what she believes in. I am told Susan Roces will make a better candidate. It is a shame because Grace has been a top performer in the administration. Alas, while she carries the name Poe, that may not be enough.

Ponzi schemes that were marketed as legitimate multi-level marketing business ventures that eventually folded up quietly after the bottom of the pyramid hallowed out. Many of these scams did not even merit cursory attention because the total amounts did not reach the stratosphere or because, lets be honest here, many big guns of this country were involved. Pyramid scams in this country ourish because of a number of reasons. Like I said, most people have been quick to conclude that it is greed that fuel pyramid scams. Some pundits and government ofcials have been regurgitating that old lecture about how there are no shortcuts to becoming rich. Yeah, right. If leaders of this country and that include legislators and national and local ofcials do not become instant millionaires simply by taking hefty commissions on government transactions and government stops promoting the lotto under the guise of charity wed probably have more success making that idea stick. Lets stop moralizing and labeling motivations simply as greed. Thats too simplistic. Besides, greed is a subjective matter. To some people, a 20-percent return on an investment is normal. To others, thats already greed. For instance, people who invested in the Coal Asia initial public offering last September made as much as 70-percent prot in two weeks. Was that greed? I dont think so. They made a windfall because they had awareness about and access to how intelligent investing work. Manuel Amalilio and his lackeys succeeded in duping investors because most people in this country lack awareness about investing in general and how prot is made. Aman ventures succeeded in luring investors into his ventures because the company was making claims that it
was trading in commodities and that the promised weekly ROI of up to 40 percent was possible because the stock market was enjoying a bull run. A quick check on how the local PSE was doing would have easily quashed the companys claim. But how many people in this country understand how the PSE index works? Of course, pyramid scams ourish also because there are people that wittingly or out of a sense of self-preservation or desperation prop the schemes. There are people who, upon biting the bait and nding it lucrative, tend to convince others to join them in the hope of spreading good fortune. Some do it so they could recover their initial investment. These are the same people who snap at media people for exposing scams before they are able to pull out their own money from the pyramid. Note that many people clamored to allow Amalilio to reestablish his business so he could return the money he owed people. There are people in this country who dont mind if the likes of Amalilio do monkey business for as long as they are able to spread the money around. And think about it, what makes Amalilio different from some tycoons we know who made their fortunes from unethical beginnings? The Aman Futures scam is not going to be last unless we start looking at the social issues that make such schemes possible. Our problem is that we focus too much on the criminal aspect of the case and sensationalize the issues without really going out on a limb to educate people about intelligent investing. There is no law against quick-rich schemes and stigmatizing the desire to make prot will not work. We just have to make people aware that there are risks and that there are ways to mitigate them. The key is education, not moralizing.

FORMER President and Pampanga Rep. Gloria Macapagal Arroyo on Monday accused Ombudsman Conchita CarpioMorales of withholding evidence that supoosedly shows the former President did not commit plunder using the funds of the Philippine Charity Sweepstakes Ofce.
Arroyo, through her lawyer Anacleto Diaz, petitioned the Ombudsman to produce the rst resolution investigators issued that purportedly exonerated the former President of the plunder charge. However, the rst resolution was rejected by Morales, who constituted another panel of investigators to review the case and the second panel then made the nding of plunder which was approved by Morales and thus led with the Sandiganbayan, Arroyo said in her 7-page motion. Manila Standard Today tried to get the Ombudsmans reaction to the accusation, but her media bureau said Morales had yet to read Arroyos motion. Diaz said the rst panel of investigators was composed of Deputy Special Prosecutor Cornelio Somido and Director
Mary Susan Guillermo as chairmen; and lawyers Joaquin Salazar, Nellie Golez and Roque Damian Dator as members. Moreover, Diaz said the Ombudsman did not attach the rst resolution to the review resolution that recommended the plunder charge. He said under Section 10, Rule 116 of the 2000 Rules of Criminal Procedure, the accused may ask the court to produce material evidence in possession of the prosecution. Also, Section 7 of Rule 112 of the Rules of Court provides that the court may order the production of any part of the record of the preliminary investigation when it is among others to be introduced as evidence by the requesting party. These rules have been upheld by the Supreme Court in a case when it admonished the Sandiganbayan for refusing to grant a motion led by an accused for the production of certain documents material to his defense, Diaz said.

CUSTOMS POLICE CHIEF RAMON Policarpio again found himself in trouble after a masseuse complained to the Ombudsman that he harassed her after she refused to have sex with him during a massage last year. The Ombudsman meted a six-month preventive suspension without pay against Policarpio, who is Port of Manila district commander of the Enforcement and Security Service. Records show that a female broker also led a sexual harassment suit against Policarpio in 2008. THE Bureau of Internal Revenue said tax collection rose 22.1 percent year-on-year to P86.1 billion in October and nearly met the target for the month. It said collections from BIR operations increased by almost a fth to P83 billion in October while revenues from non-BIR operations surged 140 percent to P3.2 billion. THE stock market inched up Monday in step with the rest of Asia, registering optimism after negotiations late last week between President Barack Obama and leaders of Congress raised hopes the US would avoid its scal cliff before the end-of-the-year deadline.
The Philippine Stock Exchange index rose 10.27 points, or 0.2 percent, to 5,449.55. Losers, however, outnumbered gainers, 90 to 61, with 46 issues unchanged. Conglomerate Ayala Corp., which has investments in property, banking, water and telecommunications, rose 1.2 percent to P455. Unit Manila Water Co., which operates in the eastern part of Metro Manila, increased 3 percent to P32.15. Philippine Long Distance Telephone Co., the largest telecommunications company, dropped 0.2 percent to P2,500. SM Investments Corp., the holding company of retail magnate Henry Sy, fell 0.2 percent to P817. Metropolitan Bank and Trust Co., the second-largest bank, dropped 1.3 percent to P94. Manila Electric Co., the largest electricity retailer, fell 0.6 percent to P254.20. In operating systems, Android continued to increase its market share to a commanding 72.4 percent, with 122.48 million units sold. This was 19.9 percentage points higher than its third quarter showing in 2011. Apple iOS, in second place, declined in market share during the same period, from 15 percent in 2011 to 13.9 percent this year. RIM, with 8.95 million units sold, accounted for 5.3 percent, while Symbian, which is nearing the end of its product lifecycle, accounted for 3 percent. Gartner suggested that Windows Phone sales weakened in the third quarter as buyers anticipated the Windows Phone 8 launch, but I have yet to see the kind of consumer excitement for Microsoftpowered devices that usually accompanies the announcement of a new iPhone or the newest Android offerings from Samsung. Ballmer argues that a Windows Phone 8 will have seamless integration with computers running Windows 8, but heres my problem with that argumentI cant stand Windows 8. On several occasions, Ive played with the operating system and I just dont get it. The multiple-tile interface previously known as Metro leaves me cold because it doesnt seem like a very efcient way to organize your programs or your data, especially on a traditional computer without a touch screen. As an Android phone user, I will be the rst to admit there are quite a few things I dont like about Googles mobile operating system. On the other hand, I steadfastly refuse to enter Apples walled garden and am not about to bet my next phone on a company that has ubbed mobile devices for so many years running. Ballmer, with his usual braggadocio, might think he has a winner in Windows Phone 8 but from where Im standing, Microsoft seems to be behind the 8 ball on this one. SOUTHEAST Asia is emerging resilient from a period of global turmoil, with rising investment and domestic consumption that will propel growth in coming years, the Organization for Economic Cooperation and Development said.
Indonesias growth will average 6.4 percent from 2013 to 2017, the OECD estimated in a report Sunday, equal to that recorded in the two decades before the 1997 Asian nancial crisis. The Philippines will expand about 5.5 percent a year, the OECD said, up from 5 percent in the decade through 2012, according to International Monetary Fund data. Malaysia and Thailand will see gains of about 5.1 percent, the OECD predicted. The outlook underscores President Barack Obamas aim to strengthen US trade ties with the region as its middle class swells. Pepes not so secret ballet Spotlighted among the shows is a Christmas ballet by Floy Quintos and James Laforteza, overall director of Steps Dance Project whose dancers are performing the ballet. The show, titled Pepes Secret Christmas, is an original ballet set in a Filipino never-never land where animals speak and dance. According to Soa Zobel Elizalde, managing director of Steps, the concept germinated from the tales of Beatrix Potter. As a child, I always enjoyed the illustrations of Beatrix Potter and it was a story that was created about animals and about one little boy. I always thought, how wonderful it would be to do a concept like this of animals but in a Filipino setting. We also wanted to make it a Christmas theme for the whole family to enjoy. We always wanted to support Filipino talent. We wanted to do something original for the malls, something of great quality and something for the whole family to enjoy, she explains. The ballet, which took a year to come to fruition, features not just dogs, chickens and mice, but also animals like the dahong palay (snake) and alitaptap (rey). The songs are mostly adapted from popular Tagalog hits with originals thrown in. We have an original Tagalog song in the concert, but most of the songs are familiar Filipino songs, some are contemporary, others are tribal-inspired, says Quintos, who directs the show. Guests who were treated to a sneak peek of the ballet marveled at the performances of the dancers as well as the details in the costumes (which were created by Gino Gonzale.) There will also be special meet-andgreet sessions with the cast.
Quintos and company are hopeful that Filipinos will take to the ballet and that it becomes a staple of the malls annual lineup. Whats important is to keep the families happy, says Soa. Not about the money To paraphrase a celebrated sage named Jessie J., it aint all about the money. Not all the time; and certainly not during Christmas. At no time is the generous spirit of Filipinos strongest than at Christmas and Ayala Malls channels this largess into several partner foundations like Childrens Hour (where individuals, employees, organizations and corporations are invited to donate at least one hours worth of salaries or earnings once a year to promote education, health and nutrition and protection for disadvantaged Filipino children), Hero Foundation, Inc. (which provides educational assistance in the form of stipends to children of Filipino soldiers killed in action (KIA) or totally incapacitated while in the line of duty), Ayala Foundation (which aims to help the Iraya-Mangyan, an indigenous ethnic group in Puerto Galera, become sustainably self-sufcient), and the WWF-Philippines or World Wildlife Fund (an organization which mission is to stop, and eventually reverse the accelerating degradation of the Philippine environment). The malls offer shoppers many opportunities for giving back. Even celebrities like Nikki Gil, Marc Nelson and Rovilson Fernandez, Paolo Abrera, Bea Binene and Enzo Pineda have generously lent their time and effort to man booths and bazaars, auction off some of their things and perform at the concerts to help encourage mall visitors to give and share their love. After all, to quote another popular ditty, no greater gift is there than love. Right?

NOT all new words are welcomed into the dictionary. For a word to be immortalized as a legitimate part of the vocabulary, it has to prove its verbal currency and longevity. While being named the word of the year doesnt guarantee a spot within the hallowed pages, the distinction implies that its about halfway there because it was chosen to reect the ethos of the year and its lasting potential as a word of cultural signicance.
Every year, the lexicographers of the Oxford University Press screen numerous new English words and existing ones with new meanings to decide which will be crowned the words of the yearone each for the UK and the US. Here are the 2012 results: Among the British nominees were mummy porn (typically harmless literature with elaborate eroticism that would make the faces of suburban housewives turn red), second screening (the act of watching TV and being online simultaneously, usually to live-tweet what youre watching) and Eurogeddon (pertaining to the worst case scenario of the European nancial crisis). But the word that resonated the most in the UK was omnishambles. A noun dened as a situation that has been comprehensively mismanaged, and is characterized by a string of blunders and miscalculations, the word was coined by the writers of The Thick of It, a satirical TV show in Britain. It is noted for successfully crossing over from the realm of ction to reality and its use in other contexts. Its a word that actually sounds legit, unlike another contender, YOLO (acronym for you only live once), which is a hit among youngsters but doesnt quite endear to anyone beyond 25. Meanwhile, the American winner is GIF (acronym for Graphics Interchange Format), a digital image le format that allows the giffer to string a series of still frames, usually from video screen caps, for a looping effect. The 25-year-old format recently reached trendy status for being extensively used in generating animated Internet memes. For the word of the year, Oxford lexicographers chose the verb form of the acronym (as in to gif and gifng). Other words in the US shortlist were Higgs boson, nomophobia (the fear of being without ones mobile phone) and superstorm (a storm thats uncharacteristically huge and potentially devastating, like Sandy), as well as YOLO and Eurogeddon. Currently, omnishambles is under consideration for inclusion in Oxford dictionaries while GIF is recognized but still dened solely as a noun. Previous words of the year include sudoku (2005), carbon footprint (2007) and credit crunch (2008) for the UK; podcast (2005), carbon-neutral (2006) and unfriend (2009) for the US. Last year, squeezed middle won in both countries.

Analysts expect Wii U sales to be brisk over the holidays. The classic Mario and Zelda games are a huge part of the appeal, since they cant be played on any gaming system but Nintendos. Research rm IHS iSuppli estimates that by the end of the year, people will have snapped up 3.5 million Wii U consoles worldwide, compared with 3.1 million Wii units in the same period through the end of 2006. An initial sell-out doesnt mean the Wii U will be successful over the long term, IHS notes, citing its estimate that the Wii U wont match the Wiis sales over time. Bajarin believes its going to take a little bit of time for the Wii Us dual-screen gaming concept to sink in with people. If it proves popular, Nintendo could see even more competition at its hands.
