Expressway Network in Sri Lanka

Southern Expressway Trace

Project DescripHon

Southern Transport Development Project is the Sri Lankas Expressway (126 km) and it consists of 4 secLons. This Project is nanced by the Asian Development Bank (ADB), Japan InternaLonal CorporaLon Agency (JICA), and EXIM Bank of China and Government of Sri Lanka (GoSL). The principal product of the project is Sri Lankas rst access controlled expressway, connecLng KoYawa in Colombo suburbs to Matara in the Southern Province with an access road from the Expressway to Galle (4.285 km). Access to the expressway is only through eleven interchanges, which are located at places where expressway crosses major roads/highways. Total Project Cost is esLmated at SL Rs 86.8 billion and it is 126 km long. This project will be fully operaLonal by mid 2013.

Present Status 1.Colombo to Galle SecLon is currently operaLonal. Opened to public on 26th November 2011. 2.Galle Matara SecLon is being constructed 3.Expressway will be fully operaLonal in mid 2013.

Challenges
The Road Development Authority (RDA) has to face many challenges in the implementaHon process of the Southern Transport Development Project , Sri Lankas rst access controlled Expressway. RDA did not have experience in planning, construcHng, operaHng and maintaining of an Expressways prior to the construcHon of the southern Expressway. Therefore it was a major task and a challenge for the RDA to successfully implement this project.

Dealing with Engineering Issues

1.50% of the length of the Expressway was constructed on soa ground using proven technologies such as CVC, remove and rep[lace, precast piling, wick drains, surcharging and heavy tamping.

2. Corrugated Soil Steel Structures were used rst Lme in Sri Lanka for pedestrian and vehicular underpasses.

3. Delayed eYringite formaLons was rst discovered in pile caps of some structures leading to cracking and was strengthened using post tensioned replacement pile caps.

Dealing with Social Issues


AcquisiLon of more than 1500 Land Plots, ReseYlement of 1500 families and Payment of CompensaLon of Rs 4 Billion ImplementaLon of Grievance Redress Mechanism for the aected parLes. GRM had to address in a wider socio economic spectrum covering Colombo, Kalutara, Galle and Matara administraLve districts. To get a beYer representaLon and parLcipaLon and wider awareness creaLon, GRC commiYees were expanded to cover 22 Divisional Secretaries. Moreover several hosing commiYees were established to achieve this endeavor.

400 families were directly reseYled in 40 well established 17 ReseYlement Sites.

1100 families were coached and guided and directed for
self relocaLon, which was successful. Self relocated families are becoming more self reliance when compared to families that of reseYled in reseYlement sites. This example can be enhanced and uLlize in future development projects of this nature. Income RestoraLon Program was implemented specically for the aected people who were economically vulnerable at the Lme of acquisiLon.

Dealing with Social Issues contd. ADB appointed a Compliance Review Panel (CRP) and tasked to invesLgate the achievement of Compliances with regard to the Southern Transport Development Project. CRP recommendaLons and guidance helped us implement land acquisiLon, reseYlement and GRC in wider and more comprehensive manner.
ADB sent monitoring missions on regular intervals to assess the performance of implementaLon of CRP recommendaLons and were saLsed with the outcome of the overall process. This helped us to implement beYer 19 procedures in future projects.

Dealing with Environmental Issues


The Rock was found in many locaLons alone the trace. This rock was harvested by implemenLng proper environmental and safety procedures. This task was achieved with a minimal environmental damage. CompensaLon were paid to all aected parLes by following a comprehensive assessment procedure. MiLgaLon issues were introduced to prevent soil erosion alone the trace. MiLgaLon of ooding due to expressway embankment was done by widening, dredging and deepening the exisLng cannels as well as introducing new cannels for the exisLng network.

Dealing with Environmental Issues

The Expressway trace are going through a rural area. The rural vegetaLon had to be removed to construct the Southern Expressway. To compensate this environmental damage , Re ForestaLon Program was idenLed and currently being implemented with the assistance of the Forest Department. With this overall iniLaLves, an ESD Division was established with the assistance of ADB to facilitate beYer implementaLon of social and Environmental management pracLces in future road projects.

Establishment of Expressway Management Unit (EMU).


One of the major challenge arose aaer construcLng the Expressway was to beYer operate and maintain the Expressway. To facilitate this requirement JICA assisted RDA in establishing an EMU. This EMU is funcLoning now and assisted to maintain higher degree of safety standards, facilitate toll / revenue collecLon and helped regulaLng day to day requirements. 22

Rewards & Benets from Lessons Learned

The experience we gathered by facing all these tasks and challenges in STDP equipped us to beYer plan, construct , operate and maintain access controlled highways and expressways in future. As there are few other access controlled highways and expressways are being constructed and planned at present, the Lessoned Learned from Southern Expressway would help us to minimize cost and Lme overruns and to deliver a beYer products to the public. As explained, once we construct Southern Expressway, Outer Circular Highway, Northern Expressway, Colombo Kandy Highway, and Katunayake Expressway and with the proposed improvements to the exisLng network would help Country to have opLmally designed, best connected economically maintainable road network that will, help Sri Lanka to achieve a sustainable development and rapid inclusive growth.
