NHDP PROCESS
In order to boost economic development of the country, the Government initiated a National Highways Development Project (NHDP). The NHDP is being implemented by National Highways Authority of India (NHAI). NHDP is composed of seven phases (but we are actually studying only Phase III, IV & V).
PHASE SETTING o For each phase, a precise delineation is done (state, highway number etc.). The total length is divided into several stretches, o Each stretch represents a contract that could be either on a Build Operate Transfer or Annuity basis for example, o Each stretch is conferred to a construction company (for example after bids for project on toll mode).
Fewer bids are coming for highway projects on toll mode, so the highways ministry is likely to seek relaxation of the bidding norms. NHAI could be allowed to award the projects with 100% government funding , which have no takers under (BOTToll ) mode. About 50 construction companies are in charge of the 170 stretches presented here.
STRETCH STATUS o A Letter of Award (LOA) is granted to a winning bidder (construction companies), o Then, the company begins the stretch implementation, o When the work is done, the stretch is complete.
For example: the Guna Bypass is a phase III stretch. It has been awarded to Guna Infra in February, 2005. Implementation started in January 2006. The original completion deadline was in July 2007 but the actual completion was in December 2007. 2

METHODOLOGY
DATA USED To draw up this document, Abhishek Srivastava and India Transport Portal used publicly and freely available data (mainly from the NHAI website). We did not use proprietary data, we did not make RTI requests. We did not use publicly available but poorly accessible information. Data gathered have been compiled in a document available on our portal (Road Construction Data). All statistics presented in this document have been made with it. LIABILITY Neither India Transport Portal nor Abhishek Srivastava are responsible and should be considered as responsible for any methodological bias, omission or calculation errors. THE LAST UPDATE WAS DONE ON JUNE, 2012. We did not use data that have been reported since this time. The only goal of this document was to create an easy to understand road construction info graphics.

Of upgrades to national highways on a Build, Operate and Transfer (BOT) basis, which takes into account high-density traffic, connectivity of state capitals via NHDP Phase I and II, and connectivity to centers of economic importance
AWARDED 33 stretches (3,102.95 kilometers) have been awarded and are to be implemented
For completed and under implementation stretches
It took on average 11 months between LOA and the start of implementation (The record is 25 months) 4

20,000 kms
Widening highways that were not part of Phase I, II, or III. Phase IV will convert existing single lane highways into two lanes with paved shoulders
In 16 months
(That is 125 meters per month)
AWARDED 22 other stretches (3,141.67 kilometers) have been awarded and are awaiting implementation
Some have been in waiting for 19 months There are still 16,500 kilometers to be awarded They represent approximately 115 stretches
2 lanes
CONSTRUCTION PACE Regarding the 19,998 kilometers that are still to be done
