Associated Student Government University of Arkansas ASG Senate Bill No. 12 Author: Senator Samantha Vaughn Sponsor: Senator Samantha Vaughn The Ultimate Webmaster Act of 2012-2013 Whereas, The office of the Webmaster should be a position filled outside the realm of Associated Student Government by a student with the necessary skills and experience to suit better the needs of ASG; then That Article II Legislative Branch, Section 9 Special Senate Offices, Clause E, currently reading, The Senate shall elect, from amongst the general ASG membership, via a simple majority, a Webmaster, be removed from the Constitution; and That Article II Legislative Branch, Section 14 Office of the Webmaster also be removed from the Constitution; and That Title II Legislative Code, Section 6 The Webmaster be stricken from the code; and That Title IV Financial Code, Section 6 Special Senate Offices Honoraria, Clause A currently reading, Special senate offices shall include Parliamentarian, Legislative Clerk, Sergeant at Arms, Webmaster, and the ASG Senate standing committee chairs with the exception of the Appropriations Committee Chair, be amended to exclude mention of the Webmaster, and read as follows, Special senate offices shall include Parliamentarian, Legislative Clerk, Sergeant at Arms, and the ASG Senate standing committee chairs with the exception of the Appropriations Committee Chair; and That Title IV Financial Code, Section 10 The ASG Webmaster be added, stating:

A. The ASG Webmaster will be selected by the ASG Advisor via a completed employee application within the Office of Student Activities and receive a stipend as determined and approved by the President, Chair of the Senate, and Speaker of the Graduate Congress to be equally shared (fifty percent each) between the Executive and Legislative Operating Budgets with the budgetary item fully approved by the first day of classes; B. The ASG Webmaster, in conjunction with the ASG Secretary, the Chair of the Senate, the GC Secretary, and the ASG Advisor, shall maintain and update an official ASG Website that shall contain at least the following documents: a. An updated copy of the this Code and the ASG Constitution; b. The minutes of all Senate meetings, GC meetings, and Executive Committee meetings; c. The agenda of the upcoming Senate meeting and GC meeting, published in cooperation with the Chair of the Senate and GC Secretary in accordance with the ASG Constitution; d. Complete copies of all proposed legislation for the academic year and the status of all legislation as pending, tabled, passed, or failed; e. The list of all ASG Executive Officers, ASGJ Justices, Senators, and Congress members currently on roll, committee chairs, the membership of each committee, the Executive Cabinet, the ASG Advisor, and the ASG Office Manager along with the corresponding contact information; f. All votes on legislation by ASG Senators and Congress members;

g. All current ASG public announcements and any other information submitted to the Webmaster by the ASG Secretary; C. The ASG Webmaster shall post to the ASG Website all additional documents submitted by the ASG Executive Officers, special senate officers, the ASGJ Chief Justice, the ASG Advisor, or the GC Speaker. Be it further enacted: Any mention of GC, Congress, or Graduate Congress included in Section 10 shall be removed if ASG Senate Bills No. 7 and 8 fail to gain the 2/3rds vote necessary in the Senate Body or fail to gain a majority vote in a Student Referendum.
