Halloween plans for the town of Otis are well underway. While the exact day of Trick or Treat will be determined after this publication goes to print, one new event this year is a certainty. The Otis Police Department, Kops N Kids program will sponsor Kops N Kids N Costumes. This event will be held on Friday, October 26th. It will begin held from 7 PM until 9 PM. This is open to all Otis and Sandisfield children, and is free of charge. We will start out with a Costume parade, which will be followed by a Halloween dance. We will have music, food, refreshments, dancing, and fun. There will be costume prizes in several categories. This event will be held at the town hall, possibly in the Police Dept. Garage. We will have more definitive info on both our website and on the Otis Police Department Facebook page soon. The website can be accessed from the main town page, www.townofotisma.com (click on Police Dept. website link), and if you like us on Facebook, you will get updates from the Police Department. Additionally, if you are on the town phone list, I will send a message about trick or treating a few days ahead of time. If you are not on the phone list, you can sign up for that on the town of Otis web site as well. We are also hoping to fund our third annual Kops and Kids Camp program in April 2013. Plans are in the works for a culminating trip to Mystic Aquarium. Last years camp was made possible largely in part through generous donations from town residents and businesses. If anyone would like to donate to this years program, checks can be made payable to Otis PoliceKops and Kids. This is a great cause. We are already starting to see positive results with some of the older students who have been in the program for the last two years. These kids are acting as role models in their schools, and many are expressing interest in becoming junior counselors in the program once they turn 13. Some helped out with the Kops N Kids N Kayak programs that we held this summer as well. On another note, I would like to remind 1 FREE Large everyone again to check the dates on their Cheese Pizza firearms licenses. Hunting season is right around with the purchase the corner, and as of now we are booked for of any 2nd Large appointments approximately two weeks ahead of Pizza time. FALL LANDSCAPING
by Craig Okerstrom-Lang, RLA, ASLA, Okerstrom Lang Landscape Architects
The Fall is a wonderful season in the Berkshires. The light is softer, the temperature is dropping and the air crisper. For your garden it is a time to enjoy the changing colors and textures of your plantings and trees. For those who have planned ahead you will be enjoying fall flowers in bloom. Designing and planning for spring and summer flowers is relatively straight forward. There are many choices of trees, shrubs and perennials to choose from. Getting the combinations that work on your property is the challenge. To have fall color in both flowers and plant leaves
takes careful planning. My approach is to use a mass planting scheme in laying out the garden. This provides bold and dramatic displays. Fall flowers also invite butterflies and hummingbirds into your garden. Here are some perennials and ornamental grasses that provide beautiful fall landscaping interest. All of these plantings need well drained soils. Perennials: Anemones: there is both a spring and fall flowering varieties. We typically use the fall variety which is Honorine Jobert (pure white five petaled flowers) and Max

"River of Time"
My wife and I had the pleasure of participation in a "talk about" at the Otis Public Library on 8\16\2012 a bright, new author entered our neighborhood of history by the name of Melissa Hamm. Her fictional book in titled " River of Time" is fresh, new Historical adaptation of reporting early family history in story form. Paying attention to details of her own family facts; which in my opinion is the back bone of the writing. She constantly flashes back and forth from 1908 to 2008 as a Environmental Police Officer who is trying to adapt to older ways. As we are local history buffs, she lets us look at the lives of these people who lived in rural New England. We hope to hear more from her. Thomas Ragusa & Cynthia Flint-Ragusa

Hi, people (and pets who can read)..It is around mid September, as I write this. My world outside is becoming smaller. With not so many people around, the wildlife tends to be moving in on us. Early to midmorning hours are very dangerous (or so I have been told) so I am not allowed out til around 10:00 or later. Then, at around 3:30 or 4:00 in the afternoon, my evening "curfew" begins. This does not give me much time to get into trouble. I have noticed that with the cooler nights, a couple of mice have tried to move in...unsuccessfully. One night, I woke Mom up while throwing a mouse around on the bed.....Luckily (in some ways), it was dead. I think a live one would have scared her much more; although she was up running around and screaming. Now seriously, aren't cats supposed to catch mice? I've always thought that it was expected...that it was my "job" (of sorts) The way I look at it is: If I have to stay inside because of the so-called "wildlife", then the "wildlife" should stay outside. Otherwise, I think it is fair game. Well, on to another topic. On September 1st, my previous family came to visit. I had not seen them since last November, when they had to "give me up". I don't know why, but I went into hiding in the loft and was afraid to come out. I know that Dakota and Brenden ( the little boys) were very disappointed. Then I could hear Shyann (the little girl who always took good care of me) calling me. Part of me wanted to run out and see her, but I didn't. I hope that she forgives me for being a "scaredy cat". They sounded like they had fun at the lake anyway and at least they can see that I am still being loved and taken care of. Well, enough for this month. When next we chat, I will be back in my indoor, urban setting. Til then....Meow Miley

The American Cancer Society expects that 230,480 new cases of invasive breast cancer will be diagnosed in 2012, and that about 39,520 women will die from breast cancer. Thats too many! What should we all be doing about prevention? There has been much publicity about Vitamin D of late. Now studies have shown that this mighty vitamin D can also help protect women against breast cancer. I encourage every gal to check her vitamin D level regularly and keep it in the optimal range. Based upon the outdated requirements for this important vitamin, which have recently been increased, normal is not the same as optimal. Many of us have been told by our
physician for years that our vitamin D levels are normal. Normal, shmormal, I say! Its time to get them checked against the newer optimal standards. Most docs today now recommend supplementing with 2,000 IUs of vitamin D3 per day, as well as getting as much from your diet as you can. I know it's hard to get all you need from food. Fatty fish like Salmon, herring, catfish and halibut are good sources, but if you dont like fish it can be difficult to find high levels of this important vitamin in other foods. There is another easy way to optimize our vitamin D. Make sure you are getting plenty of regular, safe, sun exposure. Believe it or not, the sun is actually the best source of vitamin D. The sun's UVB rays help our bodies manufacture vitamin D in the fat layer under the skin. Our own body can make all the vitamin D we need from regular sun exposure. We should spend about fifteen minutes showing some skin before

we put on our sunscreen; exposing the skin is good for us as long as we dont burn. There is also evidence that Vitamin K not only helps activate proteins that are involved in the structuring of bone mass, which is good news for all of us Baby Boomer women, but recent studies show it also has an anticancer effect; vitamin K has been used in the treatment of several different cancers, including breast cancer. You can get your vitamin K in swiss chard, kale, parsley and spinach, broccoli and cauliflower, brussels sprouts, liver, soybean oil and wheat bran. Many more choices here than with vitamin D, however, supplements are also available if you'd prefer. Heres a link to a yummy recipe with Kale. Diet and Exercise are hugely important in preventing breast cancer. A study published in the "Journal of Clinical Oncology" reinforces previous findings that women with breast cancer greatly reduce their risk of recurrence by
eating a healthy, plant-based diet rich in fruits and vegetables, and exercising regularly. This study, conducted by researchers at the University of California, San Diego, tracked dietary patterns and exercise habits of nearly 1,500 women who were diagnosed with earlystage breast cancer. Researchers found that the death rate for women who consumed a highfiber diet rich in fruits and vegetables, and practiced good exercise habits, was 44% lower than the rate for women who exercised little and ate few plant-based foods. Almost half the risk, wow! Fall classes have started at my studio right here in Otis, so you have no excuses, ladies. Wednesday evenings Pilates at 4 pm and Yoga at 6pm. Come join the fun! And, as my dear olgram used to say: take your vities, eat all your veggies, and get plenty of sunshine and fresh air! Best of Health, Kathi

Meeting called to order at 7:00 pm in the Town Hall conference room. Don Hawley noted the meeting was being recorded. Present: Selectman Don Hawley, Selectman Brian Crandall, Chris Morris, Jim Crandall, Bill Dyer, Terry Gould, Larry Gould, Michael Ernst, Hank Wingate Approval of Minutes: Minutes for the August 23, 2012 SBD Discussion of Chief Operator Position, the August 23, 2012 Chief Operator Interview, the August 27, 2012 All Boards Meeting and the August 28, 2012 Select Board Meeting were all unanimously approved as written. Brian made the motion and Don seconded. Veterans Benefits Processing: After delivering findings to both the Treasurer and the Accountant, the Treasurer has determined benefit checks will be processed in a more streamlined manner. Karen sent an email describing the new processing. Easement Across Town Property: Brian Poirier has asked permission from the town to have underground electrical conduit go from a pole located on town property off old Algerie Road over to his property. This would be for a length of approximately 60 feet. Bill Dyer was able to do a rough diagram of the setup for the Board. The Board saw no problem with doing this and asked Chris to write a letter granting permission to Mr. Poirier to proceed. Other:
Rec. Center Storage Shed: The Recreation Dept. wants to purchase and put up a 12 x 16 storage shed somewhere on town property to store the extra stuff Rec has. The shed would not need electric or heat hookups. Bill would like to put it by the new Maintenance building in the Transfer Station, but Jim doesnt feel there is adequate room by the new building. It would have to be located by the tire pile. The Board also noted that the Transfer Station is locked up when not in operation and would that pose a problem. Bill said he didnt need a key and could work with Maintenance personnel. He also noted that he planned to purchase the shed with donation funds. Don Hawley then suggested there may be more accessible room at the Highway Department. Jim noted there was a shed being cleaned out at the Transfer Station that may work for storage. The Board recommended Bill wait to see if there is a spot for the shed at the Transfer Station, and if not, then he should wait for the smaller shed to become available there. Berkshire Trail Riders: They will be doing their fund raiser ride through on Sunday, September 16, 2012. The board asked Chris Morris to send them a reminder to watch their speed coming through town and copy Roberta on the letter. Planning Board Appointment: Michael Ernst has applied to become a member of the

Planning Board and met with that board last night, who endorses the appointment request. Brian moved to appoint him to the Planning Board, Don seconded and the vote was unanimous. SED Wind Turbine update: Matt Vanderbrook from SED is trying to schedule a balloon float for late in October. Since we will only know about this a few days beforehand, Larry suggests we use BlackBoard Connect to notify residents when the time comes. This will require a 100 square foot clearing and MassCDC and the FCC will need to be notified as well. We are also getting ready to set up the acoustic tower to do a two week sound reading for the end of September. Hank Wingate: Hank wanted to note today being Sept 11th so he put up cemetery maps of the Towns war dead on the bulletin board. American Flags in Town: The Board had been approached about the American Flags flying on the poles in Otis and East Otis and asked Jim about them. Jim noted that the
flags in the center of town were handled by Jim Higgins and a separate private group was handling the flags in East Otis. Chief Operator: The board informed attendees that an offer had been made and verbally accepted. We have sent written notice as well and he is waiting for the letter to formally put in his notice at his current job. The Select Board meeting was immediately adjourned at 7:32 pm.

There was a Beaver bill recently in the legislation, according to an email from Chris Bouchard. Wayne will see if anyone there has any info on this. Next, the bridge situation was brought up. Hi! This is for my grandfather, Chester B. Snow. His birthday was on 9/9/12. He turned 96! He's amazing!
We had a family picnic at my grandparents house on 8/12/12. It is not an easy task getting us all together in the same place at the same time! My friend Peter Zurrin took these great pictures for us. The first one is my grandfather. The second picture is both of my grand-

parents (my grandmother is Eleanor Rowley Snow and she's amazing too!), their daughters, Jeanie Spalinger & Virginia Bartini, all 7 grandchildren & spouses and 11 great grand children. They'll be 12 great grand children, eta February, 2013. The only two family members missing from the group shot is my mother, Lucy Snow McDonald (she my grandparent's middle daughter) and my aunt's husband, Jimmy Bartini. My mom passed on 9/22/05 & Jimmy passed on 10/21/09. The third picture is a real nice one of my grandparents together. We celebrated Gramp's birthday yesterday, Sunday, September 9, 2012, at their (my grandparents) house. Daughters, granddaughters, grandsons, great granddaughters & great grandsons in attendance! We had snacks & drinks and a four layer cake and gifts! He made a point to say he's 96 years old & 72 of those years, he's been married to my grandmother, Charlotte Rowley Snow! It was a great day. Today, we're all going to Cape Cod to continue what we're calling the "birthday week"! I'd love it if you can put something in! I think they'd both get a real kick out of it too. They get your publication every month & enjoy it very much. If it's not to much of a problem, as we're rolling in to October, is it possible to mention that they will celebrate their 72nd wedding anniversary on 10/20/12? Sincerely yours, Kelly McDonald Hammerle

Meeting/Dinner. We need someone who can give a dollar amount, and then we need to talk about where funding will come from. The gas tax was mentioned as a possibility. We thought that it would be beneficial to have both Smitty Pignatelli and Ben Downing there. Patrick asked if any towns had any other concerns. Steve asked if people were having problems with dirt roads, and people complaining about them. Wayne said he had heard some complaints about washboard-type problems. Alan is facing a situation where the town Highway garage is underneath the town hall, and the exhaust fumes go into the town hall. He is looking for solutions for ventilation. Steve explained one possible solution that they used in Tolland at the new facility. Wayne brought up the discussion about the Monterey school. He said that there is some question as to whether or not the town can leave the school district (SBRSD). The town fought to keep the school open last year. He
said that people are starting to realize that the building is outdated and not easily accessible. He talked about the possibility of a new building that would be able to house both a school and a community center. They have some land in mind, and they have developed a school feasibility committee. Wayne also mentioned the Monterey transfer station. He was advised by the operations supervisor of the need to have a roof over certain areas of the transfer station. A la n n o m in a t e d Roberta to be the contact for the email distribution list. The next meeting will be Monday, November 19th in Otis. Meeting adjourned at 8:40. Respectfully submitted, Roberta Sarnacki, Otis Board of Selectmen
