Dear ___________ MHK, I am writing to you on behalf of all the people who have shown support for the

organization Say No to Manx Tuition Fees. This organization is social media orientated, and has been in existence for less than a week. In that time it has pursued its aims to bring together those like minded people who oppose the introduction of tuition fees and to act as a base from which news, views and plans can be shared to put a stop to these proposals in rational, peaceful and orderly ways. The purpose of this email is to outline the key points of opposition to the proposals soon to be under scrutiny in Tynwald. We would ask that you consider them with an open-minded, morally acute and above all unprejudiced and undecided viewpoint. The key points of opposition are as follows: 1. The introduction of the propositions is both untimely and unfair. Students beginning university in 2013 and 2014 are already committed to necessary lines of study. Introducing fees for lines of education already underway seems both underhand and inconsiderate many students may have pursued other options had the terms of their future been outlined to them in good time. We believe this to be an example of poor political practice by those behind the propositions, and thus believe the proposals should be reconsidered with regards to timing of initiation. 2. Student awards schemes are beneficial both financially and socially. The presence of a regenerative cycle of professional workers on the Island is a result of student awards schemes. Students who have their tuition fees paid for them by the Manx Government move away to study at degree level, owing to the absence of universities on the island. However, five or ten years on, when these now-qualified individuals are looking to start families of their own, they see the advantages of raising their families as they themselves were raised, with the benefits, amongst others, of student awards for their children. Therefore, the Islands economy is significantly fuelled by returning students who are now fully qualified doctors, dentists, nurses, lawyers, architects, midwives, accountants, social workers, teachers, engineers, pharmacists, civil servants and more. If student awards schemes are removed, not only will professionals with families be discouraged from taking up initial residency, but Manx students will have no reason to return and fuel the economy. The Island therefore becomes economically and socially stagnant. These propositions are not cost-cutting measures; they will in reality cripple the Islands economy within 10 years.

There is also the moral argument that current award schemes act as an incentive to achieve as an individual. In removing awards schemes, the Manx Government is seen as effectively encouraging young adults onto unemployment benefits rather than stimulating and supporting a desire to achieve through further education. Why accumulate debts of up to 50,000 when an immediate wage can be earned on job seekers allowance? A vote against these proposals is a vote against societal decay. 3. The Manx Government arguably hasnt stringently assessed all possible lines of cost cutting. Such significant cuts to necessary public services are at this stage unjustified. There are still areas of outstanding exorbitance within Government, the kind of which need to be addressed before any cuts to vital areas of public reliance are initiated. If you as an MHK have any reason to believe that cuts to front line services are unjustifiable and unnecessary at this stage, it is your moral and political obligation to oppose these propositions wholeheartedly. Bear in mind that Tynwalds first and foremost duty is to the wellbeing of the people and the public services they depend on. The removal of student awards should, as Im sure you agree, be a last resort, not a reactionary measure for immediate relief, especially if there are current unexplored paths of cost-cutting within Government itself. We hope that the issues raised illuminate some flaws in the proposals, and that your opposing vote can be counted upon as a result. It is also worth considering the significance of the electorate when making your decision; currently, teenagers of all ages are steadily being isolated from politicians as a result of the thorniness of this issue, particularly the valuable 16 year old voters. There is a present opportunity to guarantee the political backing of much of the electorate; supporting public opinion in this instance is both a popular and long-sighted move, given the advantage of the 16 year old vote. We hope that Tynwald sees sense where this issue is concerned it would be a flawed act of government to oppose such a singular, unified public opinion, particularly when the act of doing so would be illogical, immoral and unjustified.
