Professional Experience: U.S. Census Bureau Suitland, MD August 2008 Present Foreign Trade Division Assistant Division Chief, Data Collections - GS 1530/15 I am responsible for the formulation and development of plans and programs for the collection and review of export trade data. Through four Branch Chiefs (GS-14), I directly manage a total staff of 52. One of my many programmatic responsibilities is the development, publication, and maintenance of Title 15, Part 30, Foreign Trade Regulations (FTR). These regulations govern the U.S. Census Bureaus collection of export information for publishing export trade statistics for the United States. The information collected under Title 15, Part 30 is also used for export control and enforcement purposes by other Federal agencies. I am responsible for making decisions on the design, development, implementation, modification, and maintenance of the Automated Export System (AES). This system is the electronic mechanism by which exporters, forwarders, and others submit export information to the Census Bureau. Additional programs under my authority are the collection of admission information for Foreign Trade Zones, the Census Bureaus role in the Kimberley Process Certification Scheme used to regulate the diamond trade, and the partnership with the U.S. Customs and Border Protections (CBP) development of the Automated Commercial Environment, a system that will reduce the reporting burden of the international trade community. Results: Implemented the new provisions of the Foreign Trade Regulations mandating the submission of export information electronically. The implementation eliminated the submission of paper Shippers Export Declaration, Form 7525(V), previously used to collect export information. Conducted and directed successful outreach and education efforts on the new requirements in the FTR via seminars, webinars, and the creation of training videos for the over 5,500 attendees in the international trade community, CBP, and other government agencies throughout the United States.

October 2006 August 2008 Foreign Trade Division Chief, Regulations Outreach and Branch - GS 1530/14 I was responsible for the development, maintenance, interpretation, and promulgation of the Foreign Trade Statistics Regulations (FTSR). Directed and conducted nationwide outreach and education programs pertaining to filing requirements for the Shippers Export Declaration and the Automated Export System data collection processes to ensure the international trade community and other government agencies were informed of policies and programs. Managed and championed new activities that lead to the invention of new tools, techniques, and approaches to ensuring compliance with relevant programs. Represented the Foreign Trade Division on regulatory matters to ensure effective administration of statistical requirements and documentation when dealing with officials of other government agencies and representatives of the trade community. Results: Assisted with the rewrite of the Foreign Trade Regulations in its entirety to require the submission of export information electronically. Once published this revision will result in the elimination of the paper process to collect these data and reduce cost by $1.1 million. Revised the Foreign Trade Regulations to remove the requirement to collect Social Security Numbers. Once published the amendment will ensure the protection of an individuals personal information in compliance with the Privacy Act. Delivered a new educational tool to the export trade community called the Export Compliance Flipper. It defines and explains common terms and interpretations of the Foreign Trade Statistics Regulations and proved to be a valuable instrument to the trade community as well as other government agencies. Responsible for the development and maintenance of Memorandums of Understanding (MOU) and National Interest Determinations (NIDs) made by the Census Bureaus Director for 15 government agencies while ensuring the highest level of data stewardship is sustained. Directed the design and development of a new system for tracking and maintaining MOUs and NIDs while continuing to meet the statistical and enforcement needs of other government agencies. Established guidelines for handling requests to the division for confidential information that ensured the protection of data and established security requirements. Executed new processes to allow the trade community access to export data. To date, I have conducted or directed participation in more than 30 exporter educational seminars; training over 3,700 participates in the international trade community and other government agencies on Foreign Trade Statistics Regulations reporting requirements. Represented the Census Bureau at the International Trade Statistics Conference in Australia discussing issues of common interest and business processes related to international trade statistics. Managed multiple projects and activities simultaneously to meet deadlines.

Actively participated on a team that developed the FTDs 5-year Strategic Plan and related Communication and Monitoring Plan. Employed effective management and leadership techniques to maximize the potential of direct reports capabilities and enhance overall office performance. Oversight of $55,000 budget collected through the FTDs data request program.

June 2002 October 2006 Foreign Trade Division Chief, Customs Systems Requirements Branch - GS 1530/14 Prepared and coordinated the development of data collection specifications to ensure that the Foreign Trade Division's (FTD) statistical and programming requirements to compile import and export trade statistics were met by the U.S. Customs and Borders Protection (CBP). These specifications convey redesign, maintenance, and functional requirements for the CBP's data capture and processing systems to ensure the application of Information Technology improvements are aligned with requirements for the collection of import and export information. Collaborated with stakeholders including the FTD staff, CBP and its contractors, and other Federal Government agencies, to document and monitor the configuration of one of the CBPs priority projects, the Automated Commercial Environment (ACE) system. The system will serve as the Federal Government's central system for the trade community to submit required import and export information. Results: Successfully completed the development of the Concept of Operations, a conceptual document that articulated the vision and expectations of how the Census Bureau will leverage CBPs new ACE system functionality. Managed and led the divisions participation in the Global Business Blueprint process to ensure the creation and documentation of the divisions specific data and functional requirements for ACE. Established cross-divisional teams to analyze existing operations and discover more efficient methods to increase performance as well as implement favorable solutions. Managed the redesign of the Automated Export Systems (AES) commodity data module resulting in the enhancement of the usability of the system for the FTD and trade community. Directed the implementation for the collection of information to monitor the export of rough diamonds from the United States to prohibit these exports to be used to finance terrorism. Monitored revisions to the Automated Export System Trade Interface Requirements to guarantee written specifications aligned with system design. This document describes the operational usage of the AES and serves as a reference manual for the trade community to build an interface with the AES. May 1998 June 2002

Foreign Trade Division Regulations, Outreach and Education Branch - GS 1530/12-13 Supervised a staff of six and was responsible for regulatory matters and education pertaining to the Shippers Export Declaration (SED) and the Automated Export System (AES). Coordinated the development, review, and publication of sections of the Foreign Trade Statistics Regulations (FTSR). The FTSR governs the reporting of the SED and the AES. Served as an Outreach Specialist developing educational materials and conducting educational seminars directed at the export trade community and other Federal agencies to improve the collection, reporting, and compliance of export information. Result: Prepared and submitted, in conjunction with the Bureau of Export Administration, for publication into the Federal Register highly publicized regulations pertaining to simplifying the export clearance process. The simplification of the FTSR made it easier for legitimate U.S. businesses to export, resulted in the collection of more accurate statistics, and strengthen U.S. national security. Assisted with the successful development and implementation of a Final Rule pertaining to the exporter of record. The publication of this rule in the Federal Register resulted in clarifying all parties to an export transaction and the specific responsibilities of each party. Developed and implemented an agreement with U.S. vessel carriers to eliminate the use of the paper Shippers Export Declaration by their customers. Directed the mailing of over ten thousand packages of information about the Automated Export System program resulting in an increase in the use of the automated system by 50 percent for vessel customers over six months. Prepared and submitted clearance packages for the Office of Management and Budget approval of the collection statistical export data. May 1991 May 1998 Economic Planning and Coordination Division Mail Out and Data Capture Branch - GS 1530/12 Developed data collection procedures, specifications, and test decks for three 1992 Economic Census reports. I coordinated the entire data capture process for the Industrial Research and Development Survey directed by the Census Bureau on behalf of the National Research Centers. Those duties included ensuring the timely mail-out of the survey through the subsequent followup, check-in of the returned forms, and the data capture process to guarantee the highest possible response rate. Coordinated and developed training materials and conducted training seminars for Census employees responsible for data entry. Updated and enhanced the 1997 Economic/Agriculture Census check-in and microfilming system. The new North American Industry Classification system was introduced in the 1997 Economic Census, making the Census Bureau one of the first statistical agencies to introduce this new industry classification system.

Results: Implemented feedback and quality control systems to measure progress and quality of data for the processing operations. Enhanced the check-in and microfilming procedures to clarify the operations resulting in more efficient data capture processes. July 1988 May 1991 Economic Surveys Division Industry and Classification Branch - GS-1530/9-12 Represented the agency on matters of industry and commodity matters with other government agencies. Wrote procedures and specifications to ensure proper Standard Industrial Classification coding of unclassified establishments. Coordinated with management the processing and quality control instruments to ensure errors were detected, problems solved, and deadlines were met. Responsible for the entire process of a survey from designing survey forms, developing clearance packages, to mail out, data capture, and processing of the data received. Results: Successfully worked as part of a team to develop a concordance between the Department of Defenses (DoD) 41,000 product codes Federal Supply Classification (FSC) system and the Government-wide 11,000 products codes Standard Industrial Classification (SIC) system to provide the DoD with a mechanism to relate data from their FSC system to the SIC system. This capability did not exist prior to the creation of the concordance. Demonstrated ability to integrate all aspects and components as Project manager for the 1990 New Business Classification Survey. Met strict deadlines based on established deliverable dates and times. Provided comprehensive analysis of data collected at detail and summary levels.
