Jammu and Kashmir leg-
islative council,an official
said.Chief Electoral Officer
(CEO), Mr. Umang Narulla
today said that 90% polling
was reported in today's vot-
ing for the four seats of
Legislative Council.
Addressing a

evening, Mr. Narulla said
the entire polling process
remained incident free in
all the 149 booths. He said

of some snow bound areas
like Kishtwar, Gurez,
Machail, Zanaskar etc was

BEIJING: National Security
Advisor Shivshankar Menon
Monday held talks here with

Menon, who arrived here

NEW DELHI, DEC 3 :
ASSOCHAM in its pre-
Budget memorandum today
recommended raising per-
sonal income tax exemption
limit to Rs 3 lakh, reducing
service tax and excise tax to
eight per cent from 12 per
cent and increasing deduc-
tion of interest on housing
loans to 5 lakh to revive con-
sumer demand and boost
investment.
The effective rate of cor-
porate tax should also be
brought down to 25 per cent
from 32.45 per cent at pres-
ent, it said. 'The base exemp-
tion limit of resident individ-
ual below the age of 60 years
should be increased to Rs 3
lakh, to incentivise people to
come into the tax net, ensure
higher collection from
greater compliance and
encourage consumption and
savings,' the pre-Budget
memorandum for 2013-14
said.

randum for 2013-14 was

The excise duty and service
tax rates were increased in
the last two Union Budgets
from 8 per cent to 12 per
cent. Meanwhile, the indus-
trial growth has significantly
fallen and due to low capital
investment and high infla-
tion, the demand for indige-
nous goods and services has
been affected adversely. 'It is
therefore, recommended that
the excise duty and service
tax rates should be restored to
the earlier level of eight per
cent prevailing two years
ago,' the memorandum said.
Mr Dhoot said it was
essential to revise the rate of
depreciation on plant and
machinery back to 25 per
cent from the existing level
of 15 per cent in view of the
new technologies coming
into the market.
Raise income tax exemption to

LONDON, DEC 3: Carbon
dioxide (CO2) emissions are
projected to rise by 2.6 per-
cent by the end of 2012,
reaching a record high of
35.6 billion tonnes, or 58 per-
cent above 1990 levels, the
baseline year for the Kyoto
Protocol, says a study.
The findings of Global
Carbon Project (GCP), co-led
by researchers from the
Tyndall Centre for Climate
Change Research at the
University of East Anglia
(UEA), say the biggest con-
tributors to global emissions
in 2011 were China (28 per-
cent), the US (16 percent),
the European Union (11 per-
cent), and India (seven per-
cent), the journal Nature
Climate Change reports.
Emissions in China and
India grew by 9.9 and 7.5
percent, respectively, in
2011, while those of the US
and the European Union
decreased by 1.8 and 2.8 per-
cent, respectively, according
to a UEA statement.

NEWDELHI: The govern-
ment on Monday clarified
that it has not violated the
Model Code of Conduct in
poll-bound Gujarat a day
after the Election
Commission expressed
unhappiness over its
announcement of the highly-
publicised direct cash trans-
fer scheme and sought a reply
over the same.
The government said that
the first announcement about
the scheme was made by the
Finance Minister in his budg-
et speech on March 16, 2012.
It added that the first press
release from Prime Minister's
Office came on September 28
while the election dates were
announced on October 3.
The Election Commission
on Sunday conveyed its
unhappiness to the Centre
over the announcement of its
direct cash transfer scheme
when the Model Code in
election-bound Gujarat is in
force and sought a report by
Monday evening. The EC
also warned of appropriate
action if the government's
reply to its letter did not
come by then.
In a strongly-worded let-
ter to Cabinet Secretary Ajit
Seth, the EC expressed its
unhappiness over the timing
of the announcement by the
government and said it could
have been avoided in view of
the Gujarat Assembly elec-
tions later in December. "We
have asked the Cabinet
Secretary to give us a factual
report on the issue by
Monday evening and if we do
not get a reply we will pro-
ceed with action," a top offi-
cial of the Election
Commission said.

announced in March budget speech
AHMEDABAD: Just 10
days before the first phase of
Gujarat's elections, Chief
Minsiter Narendra Modi has
released the Bharatiya Janata
Party's (BJP) poll manifesto
that has detailed the roadmap
for the next five years.
Released in the form of a
'commitment letter', Modi's
manifesto is focused on his
development agenda.
The vision document for
Gujarat aimed to propel the
state in the next round of
growth was unveiled by
Modi in presence of other
senior state party leaders and
Leader of Opposition in the
Rajya Sabha Arun Jaitley.
Modi said that the party will
work to improve the scale,
skill and speed of the state,
while stressing that the mani-
festo is a serious document
for the BJP unlike with some
other political parties.
In its manifesto, the BJP
has promised that each and
every citizens of the state will
be covered under a group
insurance policy. Also, 50
lakh houses will be construct-
ed in the next five years - 28
lakh housing units in rural
areas, 22 lakh in urban areas.

able," court said to Sahara for

apex court added that, "Your
intention is very shaky. Every
step taken by you is shaky."
The apex court also added
that Sahara Group's reason-
ing for not refunding its
investors is "unjustifiable".

SRINAGAR,DEC 3: Leh in
frontier region of Ladakh was
the coldest place in Jammu
and Kashmir as the night tem-
perature in most parts includ-
ing summer capital Srinagar
dipped below freezing point.
Leh town, 434 kms from
here, recorded a night temper-
ature of minus 7.4 degrees
Celsius, while Kargil town
was also freezing at a mini-
mum of minus 6.8 degrees
Celsius. The famous ski
resort of Gulmarg in north
Kashmir, which received the
seasons first heavy snowfall
last week, was the coldest
place in the valley with a low
of minus 6.9 degrees Celsius,
a spokesman of the MET
office said. He said Srinagar
recorded a minimum of
minus 1.6 degrees Celsius,
below normal by 0.6 degrees

perature recorded at
Qazigund, the gateway town
of Kashmir on Srinagar-

votes on one of its flagship
reforms - allowing foreign
supermarkets into the coun-
try. To survive the vote, the
government needs the help of
Mayawati and Mulayam
Singh Yadav, who do not par-
ticipate in the UPA, but lend
critical outside support.

CII calls for extending Kyoto
Protocol at Doha talks
NEW DELHI,DEC 3: With no breakthroughs in the first
week of the Doha climate talks on extending the Kyoto
Protocol, Indian industry lobby CII Monday called for start-
ing the Protocol's second commitment period and resolving
issues of converting targets into "quantified emission limita-
tion and reduction objectives" (QELROs).
The Kyoto Protocol is the world's only legally binding
regime that ensures emission reduction by developed coun-
tries, and for governments meeting

Mayawati, who heads the BSP,

The vote in both Houses is a sym-
bolic one, but a loss could adrenalise
the Opposition's demand for a roll-
back of the reform, and severely
undermine the authority of the Prime
Minister whose government shrank
to a minority in September when key
ally Mamata Banerjee and her
Trinamool Congress exited the rul-
ing coalition over the decision to
allow 51% Foreign Direct
Investment or FDI in retail. Other
reforms opposed by the party includ-
ed a decision to limit the supply of
subsidised cooking gas to house-
holds.
In the Lok Sabha, the government
is likely to win the vote on FDI -
even allies like the DMK, who are
not on board with the reform, have
pledged their support. But in the
Rajya Sabha, the government does
not have the numbers to survive the
vote. It's hoping that Mulayam Singh
Yadav, also opposed to FDI, will
abstain, and that Mayawati will back
the government.

SC raps Sahara...
of the Securities Appellate
Tribunal (SAT) dismissing its appeal
against market regulator SEBI in a
case involving refund of about Rs
24,000 crore with interest to about
three crore investors. A bench head-
ed by Chief Justice Altamas Kabir
listed the matter for hearing on
Monday. The counsel for Sahara had
told the bench that the company was
ready with a draft of Rs 5,100 crore
for deposit in the apex court's reg-
istry. In their appeal before the SAT,
two Sahara Group firms had sought
the Tribunal's intervention in refund
of investors' money and had accused
the market regulator SEBI of wrong-
ly charging them of non-compliance
with a Supreme Court order in that
regard. The Tribunal, however, had
said that any further direction in the
case could be sought and granted by
the Supreme Court alone and dis-
missed the appeal. The apex court
had asked Sahara India Real Estate
Corporation Ltd (SIRECL) and
Sahara Housing Investment
Corporation Ltd (SHICL) to refund
an estimated Rs 24,000 crore with an
annual interest of 15 per cent, while
SEBI was directed to facilitate the
refund of this money to about three
crore investors of the two firms. The
court had asked the companies to
furnish the documents related to
these investors to SEBI within 10
days and refund the money within
three months, failing which the regu-
lator was asked to freeze the
accounts and attach properties of the
two firms.

fossil fuels. The CO2 concentration
in the atmosphere reached 391 parts
per million (ppm) at the end of 2011.

Kyoto Protocol as well as clarity on
the sources of funding and scaling
up the finances available to develop-
ing countries are expected to be the
key deliverables of this meeting."
"Governments have reiterated
their commitment to craft and opera-
tionalise mechanisms to implement
the decisions that were taken in
Durban (climate talks in 2011). This
is clearly good news and will ensure
that the climate negotiations at Doha
will put the wheels in motion for a
new chapter in international climate
change negotiations," it added.
CII also hoped for greater clarity
in disbursal of money from funds
like the Green Climate Fund (GCF),
which entails long term commit-
ments of $100 billion to facilitate
investment in low carbon projects

youth development, Modi said that
his government will stand as guaran-
tor for all those who aim to take bank
loans for self-employment.
Importantly, the age limit for gov-
ernment jobs will be raised to 28
years from the present 25, the BJP
promised.

regretted that many univer-
sities in the country were
just teaching shops.
Addressing students and
faculty members after inau-
gurating the Mohali campus
of the Indian School of
Business (ISB) in Mohali on
Sunday, Chidambaram said:
"My deepest regret is that
many of our universities are
teaching shops, with poor
infrastructure, outdated text-
books, poor pedagogy and
methodology, and untrained
teachers. What we need is
world-class institutions. ISB
is one of a handful of such
institutions in India."
The ISB campus is on 70
acres of land given by the
Punjab government. The
Mohali ISB is the second
campus of ISB-Hyderabad,
a leading private business
school ranked among the
Top-20 B-schools in the
world. The first session of
ISB-Mohali commenced
April this year.
Chidambaram told stu-
dents not to be swayed by
greener pastures abroad
after completing their cours-
es at ISB, as there was no
dearth of challenges in the
country. He said: "What is it
that you want to be after you
leave this campus? There
will be a temptation to take a
job in another part of the
world. Seize the opportuni-
ty. But please remember,
there is no other place in the
world that can challenge you
like India. The greatest chal-
lenge is building India."
The Finance Minister
said he had been asking
bankers to provide educa-
tion loans to students liber-
ally. He said that till now,
only about 24 lakh students
had taken education loans
worth Rs 52,000 crore.

In the meeting, threadbare
discussions were held on the
effective implementation of
cigarette and other Tobacco
Products Act. It was decided
in the meeting that block
level special squads includ-
ing SHO, Naib Tehsildar,
Block Medical Officer, Food
Safety Officer would conduct
regular checks of public
places public and private
offices, work places, hotels,
educational institutions and
other places visited by gener-
al public to make entire dis-
trict a smoke free zone.
Apart from monitoring
and compounding of any
violation, it will be the duty
of the squad members to
make the person (found vio-
lating the Act) aware about
the provisions and rules of
COTPA-2003. A quarterly
review meeting for progress
of evaluation and further
planning to strengthen tobac-
co control initiatives in the
district would be held at dis-
trict headquarters at the end
of second week of March,
June, September and
December.
It was apprised that under
Section 4 of the COTPA, a
fine of Rs. 6080 has been
imposed upon 66 defaulters
for smoking at public places
in Reasi district during last
year.
NEWDELHI: Viewing the rapid modernisa-
tion of Chinese Navy as a "major concern",
Navy Chief Admiral D K Joshi Monday made
it clear that India will protect its interests in
the disputed South China Sea, even if it means
sending forces there.
"Yes you are right. The modernisation (of
Chinese Navy) is truly impressive... It is a
actually a major major cause of concern for
us, which we continuously evaluate and work
out our options and our strategies," he told a
press conference. The Navy Chief was reply-
ing to a question on contingencies in South
China sea to protect Indian interests there and
impression about the Chinese Navy's mod-
ernisation.
Answering a volley of questions about
South China Sea over which India had a tiff
with China last year, he said although India's
presence in that maritime region was not on
"very very frequent" basis, it had interests like
free navigation and exploitation of natural
resources there.
"Not that we expect to be in those waters
very very frequently, but when the require-
ment is there for situations where country's
interests are involved, for example ONGC
Videsh, we will be required to go there and we
are prepared for that. Are we holding exercis-
es for that nature, the short answer is yes,"
Joshi said.
Talking about Indian interests in the South
China Sea, he said the first of it included free-
dom of navigation.
"Not only us, but everyone is of the view
that they have to be resolved by the parties
concerned, aligned with the international
regime, which is outlined in UNCLOS
(United Nations Convention on the Law of the
Sea), that is our first requirement," he said.

of Panchayat Constituencies
in J&K. The Panthers
Supremo pointed out that a
minister had organized a
lunger for the Panches and
the Sarpanches (voters) at
Billawar at the polling site
and the minister was found
distributing cash to some
favourites. On the other
hands, another minister Mr.
Salathia had set up decora-
tion camps at the threshold
of the polling stations in
Samba, Hiranagar and
Kathua distributing gifts to
Panches and Sarpanches
publicly. This matter was
brought to the notice of
Governor as well as the
Divisional Commissioner,
Jammu who is also a
Returning Officer. At
Mahore and Kalakote polling
stations Congress and NC
Sarpanches were allowed to
sit inside the polling booths
by the Presiding Officers.
Prof. Bhim Singh said
that Congress and National
Conference were responsible
for criminal conspiracy to rig
polls right since 1955. In
1987, it was National
Conference which rigged the
election under Farooq
Abdullah's regime which
turned contestants like
Salahuddin into terrorists
who took up arms against
Indian government. In 1988,
it was Farooq Abdullah, the
then Chief Minister who
rigged the polls in
Parliamentary by-elections
from Udhampur against Prof.
Bhim Singh. Prof. Bhim
Singh had won Lok Sabha
election by 32000 votes yet
he was declared defeated by
couple of hundreds of votes
by NC-Congress alliance.
Prof. Bhim Singh had won
the case in the High Court of
J&K yet he could not enter
Lok Sabha because Lok
Sabha was dissolved a few
days before the judgment
came. The NPP Chief said
that National Conference
manipulated curfews in
Kashmir on the eve of elec-
tion to the Assembly in 1996
and several of its members
won the election by securing
votes not more than in three
digits. The National
Conference thus is responsi-
ble for the rise of terrorism in
J&K.
Prof. Bhim Singh urged
the Governor of J&K, Shri
N.N. Vohra to hold inquiry
into the naked flagration of
Election Rules and Code of
Conduct by the ministers and
the officials of J&K govern-
ment. He said if this is the
kind of democracy which
government of India intends
to impose on the people of
J&K, the consequences can
well be imagined. He
demanded that all polls to the
Legislative Assembly,
Council and Parliament
should directly be conducted
by the Chief Election of
India and under the represen-
tations of People's Act and
not under the State Law. He
also demanded that funda-
mental rights should be
incorporated in the
Constitution of J&K in the
interest of National
Integration and survival of
democracy in J&K which
has become a casualty under
the NC-Congress rule in the
state.
NPP Supremo accuses J&K Govt for
rigging Council polls in J&K
JAMMU,DEC 3: Severe
morning cold Monday led to
a slow start to polling for the
two seats in the Kashmir
Valley, while voting was
brisker in the Jammu region.
Of 36 seats in the state's
legislative council, six
(including four from pan-
chayat quota and two from
local governing bodies) are
lying vacant.
The electoral college -
comprising elected panches
and sarpanches (villasge
council members and chiefs)
- has 33,540 votes, of which
the Jammu region has 15,628
votes, and the Kashmir
Valley 17,912.
Counting of votes, being
cast through electronic voting
machines (EVMs), will be
held Dec 6.
"Polling started at 9 a.m.
at various polling stations
across the valley for the elec-
tions today. The turnout of
panches and sarpanches was
low in the beginning because
of the cold, but is likely to
pick up as the day warms.
The voting process will end
at 5 p.m.," Asgar Hassan
Samoon, Kashmir divisional
commissioner, who is also
the returning officer for these
polls, told IANS in the morn-
ing.
The contest is multi-cor-
nered, with all parties field-
ing their candidates.
While the coalition part-
ners National Conference
(NC) and Congress are shar-
ing two seats each in the
Jammu region and Kashmir,
opposition parties, including
the Peoples Democratic Party
(PDP) and the Panthers Party
(PP), have fielded candidates
for all four seats.
The Bhartiya Janta Party
(BJP) has fielded candidates
for three seats - two in the
Jammu region and one in
Kashmir.
The Bahujan Samaj Party
(BSP) too has fielded three
candidates.
Although these are only
polls for four seats in the leg-
islative council, there are
those who hold that the
results could be read as a
foretaste of the 2014 general
elections. The contest has
thus become a matter of pres-
tige for the parties.
In Kashmir, balloting is
taking place at 77 polling sta-
tions, of which 42 have been
declared as sensitive, 11
hypersensitive and 24 nor-
mal, based on perceptions of
threat from separatist guerril-
las.
While Ali Muhammad
Dar of the NC is contesting
these elections from the val-
ley, the Congress has fielded
Ghulam Nabi Moonga.
The PDP has fielded Yasir
Reshi and Peer Muhammad
Hussain against the ruling
alliance candidates in the val-
ley. In all, across the state, 37
candidates are in the fray for
Monday's polls.
Separatist leader Syed Ali

Curfew in parts of
Srinagar for sixth day
SRINAGAR, DEC 3: Parts of Srinagar city, the summer
capital of Jammu and Kashmir, remained under curfew for
the sixth consecutive day on Monday as a precautionary
measure in view of sectarian tension. "Curfew will continue
in Zadibal and Nowhatta police station areas and Urdu
Bazaar police post area as a precautionary measure," a police
spokesman said. He said the decision to continue curfew has
been taken to prevent clashes and any possible loss of life or
property. Authorities had on Wednesday imposed curfew in
nine police station areas of the city following sectarian clash-
es in Hawal area under Zadibal police station.
Curfew was lifted Saturday but restrictions were again
imposed in Hawal and adjoining areas after fresh clashes.
There was no report of violence till noon in the curfew-
bound areas while rest of the city remained peaceful.
Power Shutdown on Dec 06
SRINAGAR, DEC 03: According to Power Controller,
Power Development Department, Kashmir, in order to
replace worn out top tiers in 132 KV and 33 KV outdoor
yards of Grid Station Sheeri, power shutdown of 50 MVA
Grid Station Sheeri along with Pattan-Sheeri-LJHP Circuit
132 KV LITL shall be affected on December 06, 2012 from
09 p.m. to 05 p.m. During the shutdown there shall be no
power supply available from Grid Station Sheeri.

SRINAGAR, DEC 03: Election Observer for the conduct of
Legislative Council Elections for the two seats from
Panchayat quota, Mr. Shantmanu today visited various
polling booths in Kashmir division, to ensure smooth and
fair elections. Among other polling stations, the Observer
visited Polling stations at B.K. Pora, Narbal in Budgam dis-
trict, Pampore in Pulwama district, Pattan and Singhpora in
Baramulla district besides Wakoora in Ganderbal and
Sumbal in Bandipora districts.
Students bring laurels
in Boxing C'ship
UDHAMPUR, DEC 03: Ranjit Verma & Ravi Kumar, stu-
dents of GDC Udhampur brought laurels to the College by
clinching the Sliver & the Bronze respectively in the recent-
ly concluded Inter-College Boxing tournament organized by
the University of Jammu.
Ranjit Verma has consecutively won Silver medal for the
second time. Ranjit Verma defeated Gourav of GGM Science
College in the Semi-Final of 51-54 Kg category claiming
2nd position in the competition whereas Ravi Kumar defeat-
ed Devinder Pal Singh of GDC Poonch in the Quarter Final
of 48-51 Kg category and got Bronze medal. In 64-69 Kg
Weight category, Ankesh gave good fight to Rahul of GDC
Akhnoor but could not reach the Semi-final. The team was
accompanied by HOD Sericulture, Prof. G.R Verma under
the supervision of HOD Physics, Prof. Rajesh Gupta and

Specially abled children to be
rehabilitated at grass root level: Bhat
SRINAGAR, DEC 03: In connection with weeklong pro-
gramme for specially abled persons, World Disability Day
was observed at Composite Regional Centre at Bemina here
today. Director Social Welfare, Mr. Bashir Ahmad Bhat who
was the chief guest on the occasion highlighted the role of
Anganwari workers and helpers for rendering their services
in the upbringing of specially abled children in the valley. He
also discussed various schemes being initiated for the uplift-
ment of physically challenged persons besides organising
community based rehabilitation programmes and initiation
of survey programmes in the Composite Rehabilitation of
persons with disabilities. Mr. Bhat also emphasised that dif-
ferently abled people have to live with dignity by getting
proper rehabilitation and education with a view to rehabili-
tate them at gross root level.
Rs 8,000 realized from
milk vendors
DODA, DEC 03: To ensure safe and unadulterated availabil-
ity of milk in Doda, Bhaderwah and its adjoining areas,
Additional District Commissioner, Doda, Mr. G.N Balwan,
who is also Adjudicating Officer under Food Safety and
Standard Act 2006 conducted a raid upon milk vendors at
various places in Doda and Bhaderwah . During the raid, Mr.
Balwan imposed a fine of Rs. 8,000 upon the milk vendors
for supplying sub-standard milk to the public. The fine
imposed under Sec. 52 of Food Safety and Standard Act
2006 was collected on spot from the milk vendors. He gave
strict instructions to the vendors to refrain from supplying
sub-standard milk to the public otherwise strict action as
warranted against defaulters shall be initiated.

and Kashmir unit of CPI(M)
today demanded setting up of
a Disability Commission in
the state and implementation
of J-K Persons with
Disabilities Act 1998, Mental
Health Act 1987 and National
Trust Act-1999 to empower
the disabled population in the
state.
"The rising problems of the
disabled can't be addressed
through lip service, pseudo
promises or ritual celebration
of World Disability Day.
Serious policy intervention is
the need of the hour to facili-
tate their independent living
and self determining exis-
tence," CPI(M) secretary
Mohammad Yousuf Tarigami
said in a statement here.
Tarigami said that the
administrative structure would
be instrumental in looking at
their problems holistically and
formulating policy inputs for
their welfare.
He called for a comprehen-
sive reservation policy for the
disabled in private educational
institutions, training and pro-
fessional colleges and other
employment concerns to
empower the disabled popula-
tion in the state.
Stressing on opening of
special vocational rehabilita-
tion centres in the state, the
CPI(M) leader said training in
different crafts and trades
would hone their skills and
enhance their employability.
He termed security assis-
tance at the rate of Rs 400 per
month as a "cruel joke" with
them, saying the amount is too
low to meet their even basic

with the indefinites Protest
against the authoritative attitude,
the students and scholars of the
University Of Jammu (JU) held
protest demonstration across the
campus under the banner of
National Secular Forum (NSF).
National Secular Forum
(NSF) has expressed serious con-
cern over the approach of Jammu
University to shield 'tainted' offi-
cers who were given undue ben-
efit over the years and demanded
fresh inquiry against
all such officers to restore the
credibility of the institution.
The protesting scholars and
students led by Surjit Choudhary
State Sr.Vice-President NSF, the
students and the scholars were
raising slogans against the
University Authorities for not
taking note of their demands and
maintaining stoic silence over
the entire matter.
He said that Director College
Development Council/ VC JU
for failing to take action against
the private colleges which violat-
ed the university statutes, despite
the fact he was aware about the
violations.
The university has admitted
that private colleges had been
violating the rules and the matter
was reported to the Vice-
Chancellor who has failed to take
action against the violators,
Surjit said.
He alleged that it is a now
open secret that private colleges
were running ETT institutions
and Indira Gandhi National Open
University (IGNOU) centers in
the same premise where B.Ed
course is being run without the
permission of the varsity.
Choudhary further said those
interviews of permanent JE,
Programmer and other grades
over; the candidates are being
asked to pay for their selection.
"The contractual working in dif-
ferent departments for the last
several years was ignored at the
time of making permanent
recruitments. Committee
Chairman played a major role in
doing that so as to adjust the blue
eyed and his nears and dears."
Choudhary explained.
Choudhary said that even
though a post of media officer
was created a long back in 2008
but this post does not seem to be
in operation anywhere.
Choudhary further mentioned
that there is misuse of university
vehicles inside as well as outside
campus. Various university vehi-
cles are being used by officers in
order to get their raw materials
needed in their homes, he
alleged.
He further said many other
officials are given out of turn
promotions despite they are not
fulfilling the criteria clearly
showing that there is violations
of UGC norms. He said that this
clear shows that norms and rules
are made for the students and nor
for the officials holding high
positions.
He warned that the NSF
would continue protest if the
University shies away from initi-
ating action against the officers
who were found guilty in the
probe ordered by the Chief
Minister Omar Abdullah. Among
those who were present in the
protest included, Sheikh
Mudasser Zaffer, Vikram,Simran
Singh, Aubid Raja, Omar,
Sanjeev Sharma, Nitish, Ankit

NSF protest against the authorities' attitude
University Vehicles and funds misused for personal interest: Surjit
SRINAGAR, DEC 3: Police
today detained over two dozen
members of the All Jammu and
Kashmir Handicapped
Association(AJKHA) during a
protest march here on the occa-
sion of World Disability Day.
Scores of members, includ-
ing children, of the association
were protesting against official
apathy near the press enclave
here when police stopped their
rally and took dozens into cus-
tody, while children were set
free.
The members of the associa-
tion sat on a hunger strike in
October to press for their
demands, but called off the four-
day strike after assurances from
the government that their
demands will be met.

demographic revo-
lution is taking
place throughout
the world indicating a phe-
nomenal rise in the popula-
tion of the elderly.
According to a UN estimate,
the population of the people
aged 60 years and above is
expected to grow to 1.2 bil-
lion by 2025 and to 2 billion
by 2050. Today, about two
thirds of all the older people
are living in the developing
world. As per the Census
2001, in India, there were
77 million persons above 60
years constituting 7.5% of
the total population of the
country. This number is pro-
jected to go up to 12.4% of
the population in 2026.
Such an increase obviously
will throw up numerous
challenges in designing old
age specific programmes
and schemes and addressing
their issues in a comprehen-
sive manner.
The Ministry of Social
Justice & Empowerment
announced a National
Policy for Older Persons in
January, 1999. This policy
reaffirmed the commitment
of the Government to ensure
the well-being of the older
persons in a holistic manner.
The National Policy for
Older Persons essentially
envisages support from the
State to the older persons to
ensure their financial and
food security, health care,
the need for shelter as well
as other needs of the older
persons, providing them an
equitable share in develop-
ment, giving them protec-
tion against abuse and
exploitation, and ensuring
the availability of services
to improve the quality of
lives of the older persons.
Thirteen years have
elapsed since this policy
was announced. Keeping in
view the changing demo-
graphic pattern, the socio-
economic conditions and
the technological develop-
ment in the country, the
Government is in the
process of bringing out a
new National Policy. The
draft of the new policy is
ready. The new Policy is
expected to cover a wider
spectrum of the issues and
challenges facing the elder-
ly.
An institutional mecha-
nism has been put in place
to monitor the implementa-
tion of the existing national
Policy for older persons and
to advise the Government
regarding the formulation
and implementation of the
policy and programmes for
the aged through a National
Council for Older Persons,
under the Chairmanship of
the Minister of Social
Justice & Empowerment.
The Council was first con-
stituted in the year 1999 for
a period of five years. It was
reconstituted for another
period of five years in the
year 2005. However, the
composition of this Council
was not comprehensive
enough as it did not contain
sufficient non-official mem-
bers to maintain regional
balance. Besides, it also did
not include the representa-
tives of some of the
Mi ni st r i es/ Depar t ment s
dealing with issues related
to the senior citizens. With a
view to address these issues,
the Council has been re-
constituted and has now
been renamed as the
National Council of Senior
Citizens. A Resolution to
this effect has been issued in
the Gazette of India
(Extraordinary) on
22ndFebruary 2011.
The Parliament enacted
the Maintenance and
Welfare of Parents and
Senior Citizens Act in
December 2007, a landmark
development. This Act has
made themaintenance of
parents and senior citizens
by children, and where there
are no children, then by the
relatives, obligatory and
justiciable through
Tribunals. The Act has to be
brought into force by the
individual State
Governments. It is not
applicable to the State of
Jammu & Kashmir, while
Himachal Pradesh has its
own Act, with the concerted
efforts made by the
Ministry, all the States and
UTs have been persuaded to
bring the Act into force in
the respective States.
For the effective imple-
mentation of the various
provision of the Act, the
States and UTs are required
to take further steps, such as
framing Rules, appointing
Maintenance Officers, and
constituting the
Maintenance and Appellate
Tribunals. As per informa-
tion available in the
Ministry, 14 States and 5
UTs have taken all these
necessary steps.
The Ministry of Social
Justice & Empowerment is
also implementing the
"Integrated Programme of
Older Persons" since 1992
with a view to improve the
quality of life of older per-
sons by providing basic
amenities like shelter, food,
medical care, entertainment
opportunities, etc. Under
this Scheme, financial assis-
tance up to 90% is provided
to Governments/Non-
G o v e r n m e n t a l
Organizations/ Panchayati
Raj Institutions/ local bod-
ies etc. for running and
maintaining old age homes,
day care centres, mobile
medicare units, day care
centres for Alzheimer's dis-
ease/Dementia patients,
physiotherapy clinics for
older persons, sensitization
programmes for children,
particularly in schools and
colleges, Regional Resource
and Training Centres, etc.
About350 NGOs are being
supported every year for
running and maintaining
around 550 projects.
In order to address the
increasing demand for care
givers, the National Institute
of Social Defense (NISD),
an autonomous body under
the Ministry of Social
Justice and Empowerment,
has been conducting One-
Year, Six-Month and One-
Month Courses on Geriatric
Care. Besides, the Institute
also collaborates with reput-
ed institutions for organis-
ing short term training pro-
grammes for the caregivers.
To ensure effective
implementation of the poli-
cies and programmes of the
Ministry and also to aug-
ment the activities of the
NISD, the Ministry present-
ly supports 3 Regional
Resource Centres (RRTCs)
namely, (i) Anugraha, New
Delhi, which caters to the
requirements of the northern
States, (ii) Nightingale
Medical Trust, Bangalore,
which caters to the require-
ments of the southern
States, and (iii) Integrated
Rural Development and
Educational Organization
(IRDEO) which caters to
the requirement of the north
eastern States. These
RRTCs undertake (i)
Training of functionaries of
grantee organizations under
IPOP and monitor their
work; (ii) Advocacy and
awareness generation; (iii)
Liasion with the concerned
State Governments in the
field of old age care, with
specific reference to the
implementation of the
Maintenance and Welfare of
Parents & Senior Citizens
Act, 2007, and the National
Policy for Older Persons,
1999 and the other pro-
grammes and interventions
for the senior citizens; (iv)
Maintain a data-base of the
institutions working in the
field of old age care; and (v)
Research and such other
functions as the Ministry
may assign from time to
time.

he 21st century is rightly spoken
of as the Asian century. Economic
growth in Asia in the last decade
has positioned the region as the growth
engine of the world. At a time when
industrialised countries' growth has great-
ly slowed down, GDP of Asian countries
is estimated to grow by 6.9 percent in
2012 and 7.3 percent in 2013. The Asian
region is thus expected to play a very cru-
cial role in driving and stabilizing global
recovery process.
This is part of a longer term recovery
of the position Asia had two hundred and
fifty years ago. If everything goes right,
Asia's share in the world economy could
be greater than half by the year 2050, as
against the present level of about 27 per-
cent. The dramatic modernization of the
Asian economies is acknowledged as one
of the most important developments in the
economic history of the world.
Asia's corporate sector deserves a great
deal of the credit for this massive transfor-
mation of Asia. It faces many challenges
in the years ahead. We need modern, effi-
cient and innovative companies, capable
of competing with the best in the world
and living up to the highest standards of
corporate governance.
As Asian governments, we in the gov-
ernment have the responsibility to ensure
that corporate laws match up to interna-
tional standards, that the regulation of our
stock exchanges comes up to the expecta-
tions of global investors and that our
banking and financial sectors are exem-
plars of both efficiency and stability. We
must build a climate that attracts invest-
ment and encourages and rewards innova-
tion, and establish fair and effective regu-
latory institutions and also legal process-
es. Above all, we have the responsibility
to ensure probity, transparency and
accountability in processes of gover-
nance.
Asian countries are not all the same.
There is a wide range of diversity among
our countries in culture, history, geogra-
phy, legal systems and institutions. But
we do share a common humanity and des-
tiny. We can learn greatly from each other
even as we do things differently in many
ways. we have much to learn from each
other in terms of the institutions and meth-
ods that we have developed to address the
formidable social and economic concerns
of our respective societies and of our peo-
ple.
The last century which has left behind
a bitter legacy of the consequences of
strife and conflict has also taught us about
the immense benefits that could be gained
from peace and from cooperation between
countries. India was fortunate to have the
guidance of Mahatma Gandhi who gave
us the concept of Satyagraha to overcome
formidable political opponents in pursuit
of our Independence. His prescription of a
just society based on commitment to truth
and his concept of trusteeship of the
nation's wealth have guided us as India's
democracy, economy and society have
evolved over the years. Morality as an
intrinsic part of enterprise has been the
basis of our development efforts and also
our relations with the rest of the world.
Jawaharlal Nehru, India's first Prime
Minister was the architect of modern
India who spoke of the factories and dams
as the new temples of secular India. He
had a clear vision of the need to transform
a rural and agricultural economy to a rap-
idly expanding modern economy, with an
impressive manufacturing base. Since
then we have seen new areas of transfor-
mation in modern services and a growing
urban profile of our country.
As efforts are made the world over to
redesign and reengineer business corpora-
tions to make them compatible with the
aspirations of modern democratic soci-
eties, India can benefit from looking to its
own traditions in several important
respects. The concept of trusteeship of
resources and wealth for the common cit-
izen was articulated by Mahatma Gandhi
based on traditional Indian thought.
Similarly, the Indian philosophy of life
which views man as a part of nature and
one of the many living creatures puts us in
the mainstream of current thinking about
concerns of environment and ecology.
Corporate governance including
responsible conduct towards all the stake-
holders, within the corporation as well as
outside is also seen as good economics
besides desired moral behaviour.
Corporate Social Responsibility (CSR) is
therefore increasingly being seen as a fun-
damental dimension of the Social
Contract between human beings and
therefore sought to be subject to public
disclosure and scrutiny. The contours and
foot print of CSR are widely debated but
there is today a growing consensus that it
is intrinsically linked with the concept of
sustainable development. A seamless
structure is thus emerging that combines
elements such as best practices in busi-
ness, sustainable and equitable develop-
ment strategies, as also redistribution of
incomes and proper regulation of markets.
The evolving economic space has to
be addressed by all organs of the govern-
ment: the executive, legislature and the
judiciary. Separation of powers has been
the classical guarantee of constitutional
government and the rule of law. The bal-
ance between the three organs may appear
to get unsettled at times but ultimately it
has stood the test of time. Whilst
Parliament has endeavoured to give
expression to the aspirations of the peo-
ple, the higher judiciary in India has made
the most remarkable innovations in the
field of public law using instruments like
Judicial Review of Administrative action
and Public Interest or Social Action
Litigation to both enforce constitutional
mandates as well as to amplify the
Constitution's philosophy in a meaningful
manner. But as the judges have them-
selves stated, in contemporary times con-
ventional common law wisdom and the
doctrine of stare decisis need to be forti-
fied with knowledge of modern chal-
lenges and the response of applied sci-
ences, including economics, as the
Honourable Chief Justice of India just
mentioned.
The ability for economic analysis of
law is now as much of an imperative as
familiarity with Information Technology
and the world of computers. Certain
schools of jurisprudence have for long
been rooted in economic analysis and
have seen the pattern of rights and duties
primarily in those terms. There are other
schools of thought as well including some
rooted in ancient Indian traditions. But as
recent judgements have shown the adjudi-
cation of rights and claims between par-
ties including between State actors and
non-State parties has wide implications
for the economy and can no longer be
viewed in isolation. Judicial decisions
may at times have transnational impact
since the global financial and trade sys-
tems are also becoming closely integrat-
ed. Therefore, Judges of the 21st century
therefore have to be social scientists,
economists, political thinkers and
philosophers. We in India can justifiably
feel proud that we are blessed with some
of the finest judicial minds of the world,
including some who are present here
today, including some who are present
here today in this distinguished gathering.
In response to transformational
changes of this century, we are examining
many of our commercial and corporate
laws to make them relevant to the chal-
lenges that lie ahead, particularly for
ensuring distributive equities and empow-
erment of the marginalised sections of our
society. Increasing use of this word 'inclu-
sive' is indication of this new emphasis on
equity in economic and social processes.
New laws in areas such as regulation of
securities market, competition and limited
liability partnerships have been put in
place. We will soon bring before
Parliament the new Companies Bill that
has been in the making for quite some
time now. Examples of progressive legis-
lation in the past and proposed for the
future abound.
It has been an enchanting journey for
our country from controls to regulation,
from the time when business was to be
kept at a distance to the present when gov-
ernment seeks a complementary and part-
nership role with the private sector to
expand our economic base and to empow-
er the disadvantaged groups through
inclusive, faster and sustainable develop-
ment. There has been a learning curve in
all this but at the end of the day a silent
revolution has given us the ability to allow
the private sector to explore its potential
to the maximum and at the same time to
empower the disadvantaged sections of
our society to seek a place in the sun.
The collaborative efforts of the Indian
Law Institute and Korea Legislation
Research Institute to build the Asia Legal
Information Network is indeed a welcome
development in the field of legal research
that would vastly benefit the Asian legal
community, judges and scholars. Your
deliberations and sharing of experience
with each other at the conference will
enrich our understanding of the chal-
lenges of contemporary times and
strengthen our efforts to formulate ideas
and strategies for the future. It will also
bring us all closer together in bonds of
friendship and shared aspirations. You
return from New Delhi with fond memo-
ries of a friendly city and its history and
with greater determination to work for
peace and prosperity in all countries of
Asia."

AGARTALA: It will be a battle
of all the leaders with names
starting with capital letter M in
2014. And Tripura chief minister
Mr Manik Sarkar is the latest
entrant in the rat race for the top
post in the country. Melarmath
sources Monday confirmed that
in the eventuality of the forma-
tion of the seventh Left Front
government Mr Sarkar will
become a fresh contender for the
top post in the country. The big
question is why will be Mr
Sarkar be the best bet not only
for CPI (M) but also the third
front which CPI(M) wants to
lead. Firstly, unlike Mr Jyoti
Basu the Tripura chief minister
remains in the good books of
Prakash Karat and Brinda Karat.
He also has a good rapport with
Sitaram Yechuri and has always
sided with the trio as and when
the Bengal lobby in the politburo
has mounted pressure on them.
On top of it he has been a
master strategist who has broken
the record of his mentor Nripen
Chakroborty for leading the Left
Front government in Tripura for
a record tenure. Also CPI(M) has
decided that Manik Sarkar will
be its face at the national level to
counter Mamata Banerjee of
Trinamool Congress and her ris-
ing aspirations. The fact that
some leaders of the Third Front
do not like Mulayam Singh
Yadav is also one big factor that
has forced the likes of Mr Karat
to concede of the growing clout
of Mr Sarkar. An attempt of
image building of Mr Sarkar has
been on for quite some time
now.
Recently he grabbed the
headlines by calling the Prime
Minister a mad man. Even after
the local Congress going for his
boycott he did not withdraw his
rash comments. It was another
attempt by him to grab the
national headlines. So, Mr
Sarkar is emerging as a dark
horse in the midst of likes of
Narendra Modi, who will be the
BJP best bet to take on the
Manmohan Singh government.
So one needs to watch out for the
battle of M in 2014 with
Manmaohan Singh, Narendra
Modi, Mulayam Singh and
Mamata Banerjee also having
Manik Sarkar to contend with.
So who will be the replacement
of Mr Sarkar once he shifts base
in Delhi. Mr Badal Choudhury
seems to be positioning himself
for the last few days.

on his own he is laying the claim

concern over the stand of the gov-
ernment to resettle the suspected
Bangladeshis in the Bodoland
region without proper verifications
and for treating the Bodos and other
indigenous tribal people of the State
in a step motherly manner,
Kokrajhar MP Sansuma Khunggur
Bwiswmuthiary said that the cre-
ation of separate State of Bodoland
would only ensure peace in the trib-
al belts and protection to tribal peo-
ple, besides protection of their lan-
guage, literature, culture and tradi-
tion. Bwiswmuthiary said that the
arbitrary arrest of Bodo leaders and
innocent people by police and secu-
rity forces on the pretext of nabbing
miscreants is a matter of serious
concern. He said, "It is very unfortu-
nate that the aboriginal Bodo tribal
people as a whole is being singled
out as solely responsible for recent
violence in lower Assam districts
while the invaders who killed the
Bodos and other indigenous people
are being treated as victims of vio-
lence," he said adding that such dis-
crimination against the Bodos and
the indigenous tribal people would
amount to violation of human rights
and civil liberties as well as the
rights of the indigenous people.
He also said that the arbitrary
action of the State government has
compounded the problems of reset-
tlement of genuine Indian people
who were displaced in the recent
violence in BTAD. "Under such cir-
cumstances, the Bodo people have
left with no alternative but to
demand the creation of separate
State of Bodoland which is the long
awaited solution to their multifari-
ous ethno-political and socio-eco-
nomic problems and issues,"
Bwiswmuthiary said. He urged the
Govt. of India to take steps to create
separate State of Bodoland on the
northern bank of the Brahmaputra in
the line of States like Jhankhand,
Uttarakhand and Chattisgarh in
order to accord equitable political
and economic justice to the people
of the Bodoland region.
KOLKATA: Aditi Ghatak, 19-year-old grand-
daughter of legendary filmmaker Ritwik Ghatak
succumbed to her injury on Sunday afternoon fol-
lowing a car accident on Nov 30. But her family
is in complete denial of her death due to accident
and suspects foul play. Her mother Sanghita
lodged a complaint with the Tiljala police station
alleging that her daughter was murdered.
Aditi was out on a drive along with her friend
Gyanjit Pattar and two of his female friends Alisha
and Taniya. The four drove to Goalbati area in
Kheyada at around 8pm. Gyanjit was on phone
while driving and apparently lost control of the car
and the vehicle tripped into a canal in the area.
Asource said, "At around 6pm, she received a
call from her friend Gyanjit Pattar asking her to
meet at a coffee shop near Lake Gardens.
Accordingly, she left the New Alipore LIC hous-
ing residence, which belonged to her grandmoth-
er Surama Ghatak." According to the police,
Gyanjit was the first to come out of the car. He
called for help but after having found no response,
he rescued Alisha and Taniya. He tried to rescue
Aditi who was on the other side of the car. The
three then took Aditi to Ruby Hospital and
informed her mother about the accident. But the
trio left the hospital before Aditi's family arrived.

of Indian freedom struggle. He was a revolutionary ahead of his times.
By Revolution he meant that the present order of things, which is
based on manifest injustice must change. Bhagat Singh studied the
European revolutionary movement and was greatly attracted towards
socialism. He realised that the overthrow of British rule should be
accompanied by the socialist reconstruction of Indian society and for
this political power must be seized by the workers.
Though portrayed as a terrorist by the British, Sardar Bhagat
Singh was critical of the individual terrorism which was prevalent
among the revolutionary youth of his time and called for mass mobi-
lization. Bhagat Singh gave a new direction to the revolutionary move-
ment in India. He differed from his predecessors on two counts. Firstly,
he accepted the logic of atheism and publicly proclaimed it. Secondly,
until then revolutionaries had no conception of post-independence
society. Their immediate goal was destruction of the British Empire
and they had no inclination to work out a political alternative. Bhagat
Singh, because of his interest in studying and his keen sense of his-
tory gave revolutionary movement a goal beyond the elimination of the
British. A clarity of vision and determination of purpose distinguished
Bhagat Singh from other leaders of the National Movement. He
emerged as the only alternative to Gandhi and the Indian National
Congress, especially for the youth.
Bhagat Singh was born in a Sikh family in village Khatkar Kalan in
Nawanshahar district of Punjab.He was the third son of Sardar Kishan
Singh and Vidyavati. Bhagat Singh's family was actively involved in
freedom struggle. His father Kishan Singh and uncle Ajit Singh were
members of Ghadr Party founded in the U.S to oust British rule from
India. Family atmosphere had a great effect on the mind of young
Bhagat Singh and patriotism flowed in his veins from childhood.
While studying at the local D.A.V. School in Lahore, in 1916, young
Bhagat Singh came into contact with some well-known political lead-
ers like Lala Lajpat Rai and Ras Bihari Bose. Punjab was politically
very charged in those days. In 1919, when Jalianwala Bagh massacre
took place, Bhagat Singh was only 12 years old. The massacre deeply
disturbed him. On the next day of massacre Bhagat Singh went to
Jalianwala Bagh and collected soil from the spot and kept it as a
memento for the rest of his life. The massacre strengthened his
resolve to drive British out from India. In response to Mahatma
Gandhi's call for non-cooperation against British rule in 1921, Bhagat
Singh left his school and actively participated in the movement. In
1922, when Mahatma Gandhi suspended Non-cooperation move-
ment against violence at Chauri-chaura in Gorakhpur, Bhagat was
greatly disappointed. His faith in non violence weakened and he came
to the conclusion that armed revolution was the only practical way of
winning freedom. To continue his studies, Bhagat Singh joined the
National College in Lahore, founded by Lala Lajpat Rai. At this college,
which was a centre of revolutionary activities, he came into contact
with revolutionaries such as Bhagwati Charan, Sukhdev and others.
To avoid early marriage, Bhagat Singh ran away from home and
went to Kanpur. Here, he came into contact with a revolutionary
named Ganesh Shankar Vidyarthi, and learnt his first lessons as rev-
olutionary. On hearing that his grandmother was ill, Bhagat Singh
returned home. He continued his revolutionary activities from his vil-
lage. He went to Lahore and formed a union of revolutionaries by
name 'Naujavan Bharat Sabha'. He started spreading the message of
revolution in Punjab. In 1928 he attended a meeting of revolutionaries
in Delhi and came into contact with Chandrasekhar Azad. The two
formed 'Hindustan Samajvadi Prajatantra Sangha'. Its aim was to
establish a republic in India by means of an armed revolution.
In Feb 1928, a committee from England, called Simon
Commission visited India. The purpose of its visit was to decide how
much freedom and responsibility could be given to the people of India.
But there was no Indian on the committee. This angered Indians and
they decided to boycott Simon Commission. While protesting against
Simon Commission in Lahore, Lala Lajpat Rai was brutally
Lathicharged and later on succumbed to injuries. Bhagat Singh was
determined to avenge Lajpat Rai's death by shooting the British offi-
cial responsible for the killing, Deputy Inspector General Scott. He
shot down Assistant Superintendent Saunders instead, mistaking him
for Scott. Bhagat Singh had to flee from Lahore to escape death pun-
ishment. Instead of finding the root cause of discontent of Indians, the
British govt. took to more repressive measures. Under the Defense of
India Act, it gave more power to the police to arrest persons to stop
processions with suspicious movements and actions. The Act brought
in the Central Legislative Assembly was defeated by one vote. Even
then it was to be passed in the form of an ordinance in the "interest of
the public." Bhagat Singh who was in hiding all this while, volunteered
to throw a bomb in the Central Legislative Assembly where the meet-
ing to pass the ordinance was being held. It was a carefully laid out
plot, not to cause death or injury but to draw the attention of the govt.,
that the modes of its suppression could no more be tolerated. It was
decided that Bhagat Singh and Batukeshwar Dutt would court arrest
after throwing the bomb. On April 8, 1929 Bhagat Singh and
Batukeshwar Dutt threw bombs in the Central Assembly Hall while the
Assembly was in session. The bombs did not hurt anyone. After
throwing the bombs, Bhagat Singh and Batukeshwar Dutt, deliberate-
ly courted arrest by refusing to run away from the scene. During his
trial, Bhagat Singh refused to employ any defence counsel. In jail, he
went on hunger strike to protest the inhuman treatment of fellow-polit-
ical prisoners by jail authorities. On Oct 7, 1930 Bhagat Singh, Sukh
Dev and Raj Guru were awarded death sentence by a special tribu-
nal. Despite great popular pressure and numerous appeals by politi-
cal leaders of India, Bhagat Singh and his associates were hanged in
the early hours of March 23, 1931.

Elephanta Caves are situat-
ed in the Elephanta Island
hills, which lie almost 11
km to the northeast of the
Apollo Bandar of Mumbai.
The caves cover an area of
7 km in circumference and
lie 7 km from the shore of
the mainland. The island is
named after a gigantic ele-
phant statue that was found
near its landing area.
Presently, the elephant stat-
ue has been kept in the
Jijamata Garden of
Mumbai. Numerous dynas-
ties are said to have occu-
pied the Elephanta Island,
namely Konkan-Mauryas,
Trikutakas, Chalukyas,
Silaharas, Rashtrakutas,
Kalyani Chalukyas,
Yadavas, Muslim rulers of
Ahmedabad and the
Portuguese.
Even the Marathas had
control over the island,
from whom it passed into
the hands of the British.
Elephanta Caves of
Maharashtra have been
carved out of a single piece
of rock. The main features
of these caves include
columns, internal spaces
and beautiful images. Only
some of the rock surfaces
here have been finished,
while some are nothing
more than unfinished bare
rocks. The Elephanta Caves
date back to somewhere
around 6th-7th century.
There are a total of seven
cave excavations in the
Elephanta group.
The most impressive
amongst these caves is the
Mahesa-murti cave (cave
number one). This cave
represents advanced
Brahmanical rock-cut
architecture. Even the
beautiful and vivacious
sculptures of cave number
one are worth having a
look. The cave is very
much similar to the Dumar
Lena (Cave 29) of Ellora.
The main entrance of cave
number one is situated in
the northern side. Apart
from that, there are
two openings on the
eastern as well as
western side also.
There is a central hall
in the cave, which is
adorned with six rows
of pillared columns.
In each of the row,
there are six columns.
The only exception is
the western corner,
where a lingam has
been enshrined. There
are also three large
square recesses, divided by
pilasters, and each of them
has been illustrated with an
enormous image of the
Dvarapala. The eastern
panel is ornamented with
the image of
Ardhanarisvara, a form of
Shiva with the combined
energies of both male and
female. On the western
panel, one can see the
carved figures of Lord
Shiva and His consort,
Parvati, in which both of
them are playing chausar.
The central recess is
known for housing the
Mahesa-murti, the most
illustrious as well as most
impressive sculpture of this
period. The sculpture is
gigantic in size and repre-
sents the three different
forms of Lord Shiva. The
first form is that of Aghora,
which symbolizes a tumul-
tuous and formidable Lord
Shiva. The second form is
of Tatpurusha, who is
benevolent and is in a med-
itative posture. The third,
and the last, form is that of
Vamadeva, signifying a
mild agreeable and endear-
ing Lord Shiva.
Other prominent panels
inside the main cave are
those of Andhakasuravada
Murti, the cosmic dance of
Nataraja, Kalyanasundara
murti, Gangadhara Murti,
Ravana shaking Kailasa
and Shiva as Lakulisa. You
should also see the panel
near the eastern opening,
which illustrates
Saptamatrikas. The
Elephanta caves of
Maharashtra are believed to
be the abode of Lord Shiva.
Generally, there are two types of
remote controls: infrared (IR), and
radio frequency (RF). Infrared
remote controls work by sending
pulses of infrared light to a device,
while RF remote controls use
radio waves in much the same
way. Pragmatically, the biggest
difference between the two is
range. IR remote controls
require a clear line of
sight to the receiving
device and their range
maxes out at about 30
feet (9.14 meters). RF
remote controls can go
through walls and around
corners, with a range of roughly
100 feet (30.48 meters).
Most home entertainment com-
ponents such as stereos, televi-
sions and home entertainment cen-
ters use IR remote controls. The
remote contains an internal circuit
board, processor, and one or two
Light Emitting Diodes (LEDs).
When you push a button on a
remote control, it transmits a cor-
responding code to the receiving
device by way of LED infrared
pulses. The idea is somewhat akin
to flashing an SOS signal, but
instead of letters, the flashing LED
light is transmitting a series of 1s
and 0s. The "1" might be repre-
sented by a long flash, while "0," a
short flash. A receiver, built into
the component, receives the pulses
of light and a processor decodes
the flashes into the digital bits
required to activate the function.
Along with the desired func-
tion, remote controls must also
piggyback other data. Firstly, they
transmit the code for the device
they are controlling. This lets the
IR receiver in the component
know that the IR signals it is pick-
ing up are intended for it. It essen-
tially tells the component to start
listening. The function data fol-
lows, capped by a stop command
to tell the IR device go back into
passive mode.
Some remote controls can be
very finicky, requiring the user
point the remote directly at the
component. This is due to a weak
transmitter. Changing the batteries
can help, but if the transmitter
itself is poor, pulses are transmit-
ted in a narrow beam. More robust
IR transmitters, and remote con-
trols with double LEDs, transmit
broader beams that allow the user
to point the remote in the general
direction of the transmitter.
Sometimes it happens that a reclin-
er or favorite spot on the couch
does not have a clear line-of-sight
to the entertainment center or tele-
vision. Often a coffee table or
some other object is in the way.
When this happens we find our-
selves raising an arm, trying to
control the object "around" the
device. This can get quite annoy-
ing, but there's an easy alternative.
Since light bounces off objects
it is sometimes more convenient to
point remote controls towards a
flanking wall or even the ceiling to
change a channel or send a func-
tion command. The light will
bounce off the surface of the
wall or ceiling and scatter. If
you bounce it at an advan-
tageous angle, the scatter-
ing light will reach the
component. Often it's easiest, with
elbow resting on an armrest, to flip
your wrist back and point the
remote up at a wall behindyou.
This can work quite well, even
though the remote is pointing in
the exact opposite direction of the
component. Once you find the eas-
iest sweet spots around the room
from which to bounce your signal,
you can use these instead of strug-
gling with trying to get around
your obstructed line of sight.
Garage door openers, alarm
systems, key fobs and radio-con-
trolled toys use RF remote con-
trols. RF remote controls work
essentially the same as IR remote
controls, except they use radio
waves. As stated, radio waves can
also penetrate walls and go around
objects and corners, making RF
arguably more convenient than IR.
Some high-end entertainment sys-
tems come with RF remote con-
trols for expanded remote range.
There are also IR-to-RF remote
control converters that allow IR
remote controls to extend their
range through utilizing a RF trans-
lator that basically acts as a mid-
dleman. The RF converter relays
the IR signal in RF waves to get it
further. The converter on the com-
ponent side reverts the RF signal
back to IR so the component can
understand it.
If you have been overrun by
remote controls, you might consid-
er a master universal controller.
Low-end universal remotes, avail-
able for about 10 US $ (USD), will
allow one to control several
devices. However, original
remotes might still be required for
accessing and controlling
advanced component features.
Some high-end universal remote
controls feature LCD screens and
are more like electronic pads than
common remote controls. These
universal master controllers will
eliminate the need to use original
remotes, but may require some
ramp-up to learn.

NEW DELHI: Countering
the government claim that
passing the amendments to
the Foreign Exchange
Management Act (FEMA) in
one house would suffice to
make them effective legally,
the BJP Monday said it was
necessary that these be
passed by both houses.
The opposition Bharatiya
Janata Party's reaction came
a day after Parliamentary
Affairs Minister Kamal Nath
said passage of the FEMA in
one of the two houses would
be sufficient.
"What is the need of two
houses if one house was suf-
ficient? This is disregard of
parliament," BJP leader M.
Venkaiah Naidu said.
"Parliament is made up of
both Lok Sabha and Rajya
Sabha. Both are equally
important. The parliamentary
affairs minister must have
some information about par-
liament," Naidu said.
The FEMA needs to be
amended to allow FDI in
multi-brand retail.
The amendments have
been made by the Reserve
Bank of India, but will need
the nod of parliament before
they are finalised.
"If one house has passed
it, it passes. It does not need
both houses to pass it. That's
what is prescribed in the
rules," Kamal Nath said. The
ruling United Progressive
Alliance (UPA) has a majori-
ty in the Lok Sabha, but is
short of numbers in the house
of elders.
The BJP accused the gov-
ernment of putting the CBI to
work to garner support in
parl i ament . "Cl osed-door
activities are taking place.
They have the CBI on their
side. They (CBI) are in
action again, managing sup-
port for government. That is
our information," Naidu said.
Asked about another
statement from Kamal Nath
that the government has the
numbers, Naidu said: "If they
had the numbers, why did
they waste parliament's
time?" "The vote on FEMA
will be the acid test for all
political parties who were in
the Bharat Bandh against
retail FDI. It will show who
stands where," he added. The
Lok Sabha will start its
debate on FDI in retail
Tuesday, which will end with
voting. Voting on the FEMA
amendments is pending. It
has been tabled in the Lok
Sabha.
The FEMA was passed in
the winter session of parlia-
ment in 1999 to replace the
then Foreign Exchange
Regulation Act (FERA) after
it became incompatible with
liberalization policies of the
government undertaken since
1991.

CHENNAI: Tamil Nadu and
Karnataka should step up
efforts to check bitterness
among the people of the two
states over the issue of shar-

said on Monday amid reports
of some violent incidents in
the border areas. Karunanidhi
asked the two state govern-
ments to be alert and take
appropriate action to main-
tain law and order so that
Tamils in Karnataka and
Kannadigas in Tamil Nadu
are not harmed due to the
dispute over sharing of the
Cauvery waters.
Referring to reports of
attacks on Tamils living
near the border areas report-
edly by Karnataka forest
officials, Karunanidhi said:
"The ruling Bharatiya
Janata Party (BJP) in
Karnataka and AIADMK in
Tamil Nadu should see to that
the bitterness over the issue
of sharing of Cauvery waters
does not develop into enmi-
ty." Karunanidhi said the
issue should be sorted out
through talks.
OSLO/NEW DELHI: The
Oslo District Court on
Monday will give its verdict
in the case relating to the
Indian couple in Norway who
were arrested for 'gross or
repeated maltreatment' of
their children.
The prosecution has pro-
posed a jail term of 18 months
for the father, Chandrashekar
Vallabhaneni, and 15 months
for the mother, Anupama.
Criminal charges were
slapped against
Chandrasekhar Vallabhaneni,
a software professional from
Andhra Pradesh, and his wife
Anupama nine months after
their seven-year-old child
Sriram complained to his
school teachers that his par-
ents were threatening to send
him back to India for wetting
his pants. The couple has been
charged under Section 219 of
Norwegian law. They were
arrested while obeying court
summons in Norway. Their
two children aged seven and
two, are in Andhra Pradesh
and their grandparents said
that they have been constantly
weeping asking for their par-
ents and are not eating proper-
ly.
Originally hailing from
Krishna district in coastal
Andhra, Chandrasekhar was
sent to Oslo by his company
last year to handle a project.
The family returned home in
July this year. Chandrasekhar
again left for Norway on
November 23 for work. This
time he went only with his
wife leaving behind his both
sons. A court in Oslo issued
summons and later police
arrested them.
Chandrasekhar's parents and
other family members have
appealed to the state and the
central government to inter-
vene to seek their release.

the couple. Mr Vallabhaneni
works with software giant
TCS, which deputed him to

a project. He took his wife
and two sons - Sai Sriram and
Abhiram - along with him. Sai
Sriram was found wetting his
pants in the school bus which
was reported to Mr
Vallabhaneni. The Norway
authorities allege that the
father threatened the child that
he would be sent back to India
if he did that again.
The couple has refuted
these allegations. Mr
Vallabhaneni's family said
that the Norway's child wel-
fare authorities took Sai
Sriram away earlier this year,
but returned him to his parents
after two months when med-
ical tests established that the
child had minor behavioural
problems. The family also
said that the authorities were
convinced then that it was in
the best interest of the boy to
stay with his parents and that
his safety was not under
threat. The family returned to
India in July.
Afew months ago, another
Indian couple in Norway -
Anurup and Sagarika
Bhattacharya - were involved
in a prolonged custody battle
with Norwegian authorities
after their two children were
taken away by child welfare
services in May last year.

NEW DELHI: Both Houses of
Parliament were adjourned for the day
Monday after paying tributes to for-
mer Prime Minister Inder Kumar
Gujral, who died Nov 30.
Members of both Houses paid trib-
utes to Gujral, who breathed his last at
a private hospital in Gurgaon,
Haryana. He was 92.He was cremated
Dec 1 in Delhi with full state honours
in the presence of the country's top
leadership, including President Pranab
Mukherjee and Prime Minister
Manmohan Singh.
He is survived by two sons, Naresh
and Vishal, and brother Satish Gujral,
a prominent painter and architect. His
wife Sheila died in 2011.
Smriti Sthal, where the cremation
took place, is located between
Jawaharlal Nehru's samadhi Shanti
Van and Lal Bahadur Shastri's samad-
hi Vijay Ghat on the bank for the
Yamuna river in the capital.

the wife of suspended IPS
officer Sanjiv Bhatt, who is
contesting the election against
Gujarat Chief Minister
Narendra Modi.
The GPP pulled its candi-
date back a day after Shweta
appealed to all political par-
ties to withdraw its candidates
in order to make her electoral
battle against Modi easier.
"I appeal to all the political
parties which oppose BJP to
support me in my political
battle against the Gujarat
Chief Minister... I appeal
especially to GPP Chief
Keshubhai Patel to withdraw
his candidate," Bhatt told
reporters yesterday. The
Maninagar constituency is
considered to be a BJP strong-
hold.
In her maiden press con-
ference, Shweta Bhatt said, "I
am not fighting this political
battle for myself alone ... I am
fighting it on behalf of entire
Gujarat, so those who have

complaint filed in a Lucknow
court that her husband violat-
ed service rules by accompa-
nying her to file nomination,
Bhatt said, "I am an Indian
woman and would expect my
husband to support me in my

extend moral support to his

Bihar village bans women from using mobiles
PATNA: A village panchayat in
Bihar has prohibited women from
using mobile phones and imposed
heavy fines on them if they violated
the diktat, an official said Monday.
The self-styled social reformers of
Sunderbadi village panchayat in
Kochadham block of Kishanganj
district Sunday issued the orders
banning women from using
mobiles, a district official said.
"The villagers have issued an
order to impose a fine of Rs 10,000
if a girl is found using a mobile
phone, while a married woman will
have to pay a fine of Rs 2,000 if
found talking on a mobile outside
her house," the official said.
A senior police official at the
police headquarters here said it was
the first such diktat issued by a vil-
lage panchayat in Bihar. "There is
no precedent to such an order
issued by a Bihar village panchay-
at," the official said. The
Sunderbadi panchayat has also
ordered women not to bathe on
roadside.
"The decision was taken in a
meeting attended by panchayat
members and village elders,"
Mohammad Manzoor Alam, who
presided over the meeting, told a
news agency by telephone Monday.
Alam said the villagers, mostly eld-
ers, favoured imposing the ban.
"Mobile phone is the cause of
all evils in our society, including
increasing love affairs and the inci-
dents of elopement," he claimed.
Kishanganj is a Muslim-dominated
district, and among the most back-
ward districts in Bihar with 60 per-
cent of the population living below
the poverty line.
Kejriwal's AAP approaches EC for registration
NEW DELHI: A week
after its launch, Arvind
Kejriwal led-Aam Aadmi
Party (AAP) Monday
approached Election
Commission for registra-
tion.
AAP National
Secretary Pankaj Gupta
submitted the papers
regarding registration to
the Commission, which
will inform the party
whether the docu-
ments were in order.
"Our meeting was
brief. We've submit-
ted our documents.
The registration
process will take
around two-three
months time," Gupta
told reporters here.
He expressed confi-
dence that the party will
get an election symbol
before the Assembly
polls in Delhi next year.

Karnataka legislature
session fraught
with tension
BELGAUM (KARNATAKA): The winter
session of the Karnataka legislature begins
Wednesday, amid doubts over the very survival
of the Jagadish Shettar govt.
Many ruling BJP legislators are likely to
attend the Dec 9 launch of the new outfit head-
ed by former chief minister B.S. Yeddyurappa.
The two houses of the legislature, assembly
and council, are scheduled to meet for six days
from Dec 5 to Dec 12. The BJP has threatened
action against its legislators who take part in the
launch rally of Yeddyurappa's Karnataka Janata
Party (KJP) in Haveri, about 150 km from here.
Belgaum is about 500 km north of
Bangalore, and Haveri around 400 km north of
the state capital. CM Jagadish Shettar and state
BJP president K.S. Eshwarappa expressed con-
fidence that only a handful of legislators may
attend the Haveri launch of KJP.
However, Yeddyurappa is keeping his for-
mer party and the state's people guessing on the
number of ministers and BJPlegislators expect-
ed to take part in the Haveri meet.
Though he has been saying that he has asked
ministers and legislators supporting him not to
quit the BJP for now -- he resigned from the
party Nov 30 -- he has been making contradic-
tory statements on how many of them will
attend the Haveri launch. On Sunday, he told
reporters here that all ministers and BJP legisla-
tors supporting him would attend the Haveri
rally. Yeddyurappa has been claiming the sup-
port of over a dozen ministers in Shettar's 34-
member cabinet. He has also said that over 40
of the BJP's 119 assembly members would join
him. The BJP has 119 members, including the
speaker, in the 225-strong assembly that
includes one nominated member.
Yeddyurappa dared the BJP to take action
against ministers and party legislators who
attend the Haveri meet. "If the BJP does not
want the Shettar govt. to complete its term
(which expires May next as assembly elections
are due then), it can act against ministers and
legislators who attend the Haveri rally", he said.
BEED: Police Monday ruled
out any terror link to the
radio set explosion at
Kalegaon village in the dis-
trict even as one person was
arrested for planting the par-
cel on Maharashtra transport
bus. Four persons were
injured in the radio set explo-
sion at Kalegaon village in
the district on Friday.
"There is no terror angle
to the radio set explosion
which occurred on Friday. It
happened due to personal
enmity," Inspector General
(IG) Ritesh Kumar told
reporters in Beed tonight.
Om Nimbalkar (35), a bus
conductor, had taken home a
parcel, containing a radio set,
which he had found on
Mumbai-Ambejogai state
transport bus on Friday.
When he tried to replace the
battery pack, it exploded,
seriously injuring his wife
Usha (30), mother Kusum
(53) and two-year-old son
Kunal, besides himself.
Explaining the sequence
of events that led to the
explosion, Kumar said the
parcel was planted by one
Aaba alias Munjaba
Rajebhau Giri who wanted to
settle score with Gopinath
Tarkase of Kendrewadi vil-
lage over an old dispute.
Tarkase had filed a case
against Giri last year in
Ambejogai police station.
Kumar said police unrav-
elled the mystery through
shreds of a letter they collect-
ed from Nimbalkar's house.
"Nimbalkar had told us that
there was a letter in the radio
box parcel. Police collected
small pieces of that letter.
After joining these pieces,
we found two abbreviations
'Amba' and 'Kendre' scrib-
bled on it. While Amba
stands for Ambejogai tehsil,
Kendre is Kendrewadi vil-
lage. Besides, there were two
mobile numbers written
there," he said. Kumar said
Giri in order to frame Tarkase
fixed a detonator in the radio
set which he packed in the
parcel before putting the let-
ter in which he wrote two
mobile numbers and planted
it on Ambaogai-Kurla bus.
"Giri hoped that police
will detect the parcel on way
and Tarkase will be in trouble
as it is in his name," Kumar
said. Replying to a query, the
IG said Giri purchased the
radio set a month back and
detonator--which is used for
digging well---from a labour-
er for Rs 50.
However, Giri's plan
failed as Nimbalkar picked
up the parcel and took it
home where it exploded on
Friday. Giri has been arrested
and a case registered against
him in Kaij Police station,
Kumar added.

chief VK Singh, who has

Parliament gherao agitation
by sugarcane farmers
Tuesday, its organizers said.
The protest has been
organised by Rashtriya
Kisan Mazdoor Sangathan
(RKMS) and is expected to
be joined by farmers' leaders
and civil society members.
The former Army chief had
on November 2 attended a press
conference held by RKMS and
announced that the outfit will
gherao Parliament on
December 4 if government did
not reject Rangarajan

the sugar sector.
"The former Army chief will
be part of the gherao. We had
written to Prime Minister
Manmohan Singh giving him
time till November 30. We are
going ahead with our protest as

The Rangarajan committee
has recommended phased
decontrol of the highly regulat-
ed Rs 80,000-crore sugar indus-

ernment has said it will
invest more inBangladesh in
a bid to ramp up production
there and re-export the prod-
ucts back to not only India
but to global markets as well
to balance the trade between
the two nations.
"India's mission is not to
export more and more to
Bangladesh as it is emotion-
ally close to our hearts. We
are not here to compete with
you in any sector. We are
here to encourage business,
create jobs and re-export
products to India where there
is a huge market for these
goods," said SR Rao, com-
merce secretary at the start of
the 'India Show' in Dhaka
organised by Federation of
Indian Chamber of com-
merce and Industry (FICCI).
"By investing in
Bangladesh, Indian compa-
nies can also have access to
western markets like EU and
the US where Bangaldesh
enjoys zero duty especially
for textiles," he said.
During 2011-12, the two-
way trade stood at $4.3 bil-
lion. Bangladesh has long
complained that trade with
India was grossly unequal
with India selling goods
worth over $3.5 billion to
Bangladesh against the lat-
ter's export to India of about
$ 0.6 billion.
"It is not acceptable to
India at all that we enjoy such
a one-sided trade surplus,"
Rao noted.
Indian companies have
recently begun to look
towards its neighbor. Several
companies such as Tata

machinery and is now look-
ing to expand to automobiles,
infrastructure, manufactur-
ing, textiles, tourism, food
processing and energy.
Companies such as

announced their plans to
invest in Bangladesh.
"This will provide
immense opportunity for not
only the local traders but also
Indian businesses that can

tiable. Our decision was
based on legal advice we got
from our lawyers in UK and

Earler in the day, the
Singapore High Court stayed
the Maldives government's
decision to terminate the
USD 500 million contract
awarded to a GMR-led con-
sortium for modernising the
Male international airport.
Asked about the govern-
ment's reaction to the
Singapore court's order,
Imad said, "We believe the
judge was incorrect in inter-
preting the law".
He added, "Where com-
pensation is adequate, an
injunction cannot be issued.
A court cannot issue such an
injunction against a sover-
eign state.
"The laws of Singapore
and Britain is very clear. It
does not permit issuing an
injunction where compensa-
tion is adequate". The offi-
cial said Maldives have initi-
ated the arbitration process
and "GMR will be compen-
sated".
The Singapore High
Court, which is acting as an
arbitrator in the issue
between the GMR-backed
consortium GMIAL and the
Maldives government, gave
the ruling after the Maldivian
cabinet last week decided to
terminate GMR's contract for
developing the Ibrahim Nasir
International Airport at Male.
The Maldivian cabinet
had directed GMIAL to hand
over the airport within seven
days to state-owned
Maldives Airports Company
(MACL). It had also asked
GMR to vacate and remove
all property from the airport
within 30 days.
According to GMR, both
MACL and the MoFT, under
the concession agreement,
"are not allowed to interfere
with the rights of the
Investor (GMR-MAHB con-
sortium)."
"With this (judgment),
GMIAL shall continue to
operate the Ibrahim Nasir
International Airport as usual
as per the provisions of the
concession agreement,"
GMR Said.
GMIAL, which is a con-
sortium of GMR and
Malaysian airports operator
MAHB, had won the right to
operate and modernise
Ibrahim Nasir International
Airport in a bidding conduct-
ed by IFC, an arm of the
World Bank.
The GMR Group had
termed the cancellation of
the contract as unlawful and
is planning to take legal
action against the Maldives
government for scrapping its
investment of more than
$500 million in the project.

WEST BANK: UN chief Ban Ki-
moon on Monday expressed "grave
concern" at newly announced Israeli
settlement plans, warning that that it
would prove to be a "fatal blow" to
peace efforts.
"In the interests of peace, any
plans for E1 must be rescinded," UN
spokesman Martin Nesirky said.
"The secretary-general repeats his
call on all concerned to resume nego-
tiations and intensify efforts towards
a comprehensive, just and lasting
peace and urges the parties to refrain
from provocative actions," Nesirky said.
A day after Palestine was granted state-
hood after an overwhelming support at the
UN, an agitated Israel announced it would
start drawing up plans to build thousands
of settlement homes, including the first-
ever development on a crucial corridor
east of Jerusalem.
Building in the area, known as E1,
would sever the link between the West
Bank and east Jerusalem, the sector of the
holy city the Palestinians claim for a future
capital, and cut off the northern part of the
West Bank form its southern flank.
The Palestinians claim such a scenario
would essentially kill any hope for the cre-
ation of a viable state.
Netanyahu said the Palestinian state-
hood campaign was a "gross violation" of
past agreements calling for disputes to be
resolved through negotiations.
"Accordingly, the government of Israel
rejects the UN General Assembly deci-
sion," he told his Cabinet on Sunday. He
also pledged to continue building settle-
ments. "Today we are building, and we
will continue to build in Jerusalem and in
all areas that appear on Israel's map of
strategic interests."
Besides the UN, Israeli settlement plans
were denounced by the US, Britain, France
and other European states all denounced
the plan. On Sunday, the European Union's
foreign policy chief, Catherine Ashton,
expressed concern that such settlement
expansion "may represent a strategic step
undermining the prospects of a contiguous
and viable Palestine with Jerusalem as the
share capital of both it and Israel. She
urged Israel to show its commitment to the
early renewal of peace talks but not going
ahead with the settlement plan.
"The European Union has repeatedly
stated that all settlement construction is
illegal under international law and consti-
tutes an obstacle to peace," Ashton said in
a statement.
Half a million settlers live in the West
Bank and east Jerusalem. The ongoing
growth of the settlements is at the heart of
the current impasse in peace efforts.
The Palestinians view continued settle-
ment expansion as a show of bad faith and
refuse to return to negotiations unless con-
struction is frozen.
Netanyahu has claimed a brief settle-
ment slowdown in 2010 failed to jump-
start negotiations, and he has refused calls
for a new construction freeze.
The Palestinians have signaled that they
may use their upgraded status to join the
International Criminal Court and pursue
war crimes charges against Israel.
But officials say any decision to seek
membership in the ICC is likely months
away.
Palestinian officials said little was
expected to change until Israel holds par-
liamentary elections on Jan. 22. Public
opinion polls suggest Netanyahu is likely
to win re-election at the head of a hardline
coalition.

Israeli settlement plans must

hospitals in Spain
MADRID: Thousands of people,
including health professionals, took
to the streets of the Spanish capital
Sunday to protest plans by the
Madrid regional government to out-
source management and some serv-
ices provided by public hospitals.
The demonstrators, who included
elderly people and children, showed
up at all the hospitals in the capital
as part of the "Abraza tu hospital"
(Embrace Your Hospital) campaign.
Protesters chanted and held
hands as they surrounded large hos-
pitals like Gregorio Maranon
Hospital.
The protest's goal is to pressure
the regional government "to put in
place the mechanisms needed to
make it possible to have a more effi-
cient public health system", union
member Magdalena Salcedo said.
About 3,000 protesters, accord-
ing to organizers' estimates, held
hands and surrounded La Princesa
Hospital, forming a human chain
around the medical facility.
MEXICO CITY: Colombian
President Juan Manuel Santos said
he has agreed with his Nicaraguan
counterpart, Daniel Ortega, "to
establish lines of communication" to
resolve through diplomatic channels
the maritime dispute between the
two countries.
Santos told a press conference at
a hotel in the Mexican capital that he
had talked with the Nicaraguan pres-
ident about the need to manage the
matter "with a cool head, in a friend-
ly, diplomatic and civilized fashion,
as such matters should be handled".
He also told Ortega that he
would continue using international
diplomacy to restore Colombia's
rights, following the decision of the
Hague-based International Court of
Justice, which redrew the maritime
boundaries in the Caribbean
between the two nations.
Santos announced Wednesday
that Colombia was pulling out of a
pact recognizing the ICJ's jurisdic-
tion over its territorial disputes, a
step in response to the court's deci-
sion setting new maritime borders
with Nicaragua.
After meeting with Nicaragua's
president in Mexico City, where
both were attending the inauguration
of Enrique Pena Nieto as president,
Santos said he agreed with Ortega
on the importance of avoiding "inci-
dents".
"Nobody wants a warlike con-
frontation - that is the last recourse.
The way to fix situations like this is
through commonsense talks in
which positions are established and
clearly stated," he said.
Finally, he said that his country
will continue exploring "every
means available to defend the rights
of Colombians".
On his part, Ortega offered to
work closely with Santos to "over-
come any obstacle" following the
decision of the International Court
of Justice, according to the
Nicaraguan government's web site
El 19.
According to the web site, Ortega
again told Santos that Nicaragua is
dedicated to peace and that it will
respect fishing rights for the inhabi-
tants of the Colombian island of San
Andres in this new maritime territo-
ry obtained by the Central American
country through the court's decision,
which Managua estimates at more
than 90,000 sq. km.
The Hague-based ICJ ruled
November 19 that seven Caribbean
islets belong to Colombia, ending a
three-decade-long dispute between
the Andean nation and Nicaragua.
The world court had earlier con-
firmed Bogota's claim to the larger
islands of San Andres, Providencia
and Santa Catalina, part of an archi-
pelago that lies 775 km from main-
land Colombia and 220 km from the
coast of Nicaragua.
While giving the islets to
Colombia, the decision also signifi-
cantly expanded the waters under
Nicaraguan control.
The waters conceded to
Nicaragua include lucrative fishing
grounds and what are thought to be
substantial oil deposits.
Colombia, Nicaragua hold talks
to resolve maritime dispute
NEW DELHI,DEC 3: The
government today said it will
decide about Rs 15,000 crore
capital infusion in the public
sector banks to shore up their
capital base this week.
"This week there will be
some announcement about the
allocation (to various banks),"
Department of Financial
Services Secretary D K Mittal
said here.
"Allocation of the funding
will be decided and rest I
think the process still has to
go through," he said.
Asked if the capital infu-
sion would be done through
rights issue, he said it has to
be first approved by respec-
tive boards and then the
Finance Ministry will take a
view on that.
"If there is rights issue,
there is scope for anybody to
go in...LIC is not a short-term
investor," he said to a query if
LIC will be asked to subscribe
to the rights issue.
"May be LIC will also
make money by selling some
of the equities when they
come to the market," he
added. He said the govern-
ment has made budget provi-
sion of Rs 15,000 crore for
recapitalisation of banks in
the current fiscal.
The top three banks which
require capital are Indian
Overseas BankBSE 3.19 %,
Central Bank of IndiaBSE
2.28 % and the Bank of
MaharashtraBSE 0.90 %.
State Bank of IndiaBSE 1.53
% would also need capital, he
said. All but one Dena

Asked about holding com-
pany structure, Mittal said the
Reserve Bank of India has
given its feedback and the
Finance Ministry is analysing
it. "RBI has broadly agreed
on this... However, there is a
need to look at regulatory
platform because it would be
such a large conglomerate
(holding company) and how
to be regulated. What kind of
capital adequacy it should
have," he said.
"Broadly, they (RBI) said
we support this view...the
government is yet to take a
view on (holding company
structure for the public sector
banks)," he said.
Govt to finalise Rs 15,000
crore fund infusion in public
sector banks this week
NEW DELHI, DEC 3: Winter
sowing has picked up momentum
after light rain spells and lower
temperature across the northern
region of the country. However, a
delay in the announcement of state
advised price (SAP) for sugar cane
in Uttar Pradesh is affecting sow-
ing activities in the state. Farmers
are delaying the harvest of cane
crops waiting for the government's
decision on SAP.
The new crop can be sown once
farmers clear the field. The UP
government is likely to approve
SAP this week. According to
sources, it may approve Rs 275 per
quintal for the lower variety, Rs
280 for medium and Rs 290 a quin-
tal for top variety of cane.
Wheat sowing, which had cov-
ered 91.88 lakh hectare in the week
ending November 23, has now
been spreadacross 157.89 lakh
hectare. However, it is still down
by 4.6 lakh hectare over the corre-
sponding period last year.
"Rains will accelerate wheat
sowing. Now, farmers will plant
the crop fast to take benefit of the
moisture in the soil," said Indu
Sharma, director of the
Karnalbased Directorate of Wheat
Research. The indecision over the
minimum support price (MSP) for
wheat is also creating confusion
among farmers. Some of them are
waiting for clarity over the new
price and holding back sowing
operations. The Commission on
Agriculture Costs and Prices
(CACP), which advises the gov-
ernment on fixing the MSP, had
recommended a freeze on wheat
MSP at last year's level of Rs 1,285
a quintal, while the agriculture
ministry was in favour of a rise
considering that cultivation costs
have gone up.
Agriculture minister Sharad
Pawar is likely to take up the issue
again in this week's cabinet meet-
ing advocating an increase in MSP.
In the cabinet meeting held early
last month, the cabinet had asked
the CACP to rework the wheat
MSP proposal considering the rise
in diesel prices.
The sowing of coarse cereals
such as maize and jowar has pro-
gressed well. The acreage has
already crossed the last year's mark
in the corresponding period.
"In the kharif season, coarse
cereals suffered the most due to a
bad monsoon. Now farmers are
increasing the coarse cereal area to
compensate for the loss. Coarse
cereals are the source of fodder for
livestock," said Jaishankar Mishra,
an agriculture scientist.
The sowing of oilseed is also in
line with the last year's pace. The
area has gone up from 66.76 lakh
hectare to 66.84 lakh hectare, rais-
ing hopes for a better harvest.
The acreage of mustard - the
main oilseed crop - has gone up
from 56.42 lakh hectare to 57.10
lakh hectare. In Rajasthan , which
contributes to over 40% mustard
output, the area has gone up from
25.14 lakh hectare to 25.85 lakh
hectare. "In this year too, we
expect a bumper mustard crop.
Last year, the harvest was around
66 lakh tonne. We expect a slight
increase if conditions remain
favourable till January," said DD

MUMBAI,DEC 3: Morgan Stanley has raised
India's FY13GDP growth forecast to 5.4 per
cent from 5.1 per cent, citing better-than-
expected GDP growth for the September quar-
ter and also the stabilization in non-agriculture
growth indicators. Country's economy grew
5.3 per cent from a year earlier in the July-
September period, provisional GDP data
showed on Friday. The economy extended its
long slump keeping it on track for its worst
year in a decade and underscoring the urgency
of politically difficult reforms to spur a revival.
According to the released data, the GDP at
factor cost at current prices in Q2 of 2012-13 is
estimated at Rs 21,83,794 crore, as against Rs
19,23,173 crore in Q2, 2011-12, showing an
increase of 13.6 per cent.
The manufacturing sector grew an annual
0.8% during the quarter while the agricultural
sector growth rose 1.2 per cent. The mining
sector exhibited a growth of 1.9% versus a
meagre 0.1% quarter-on-quarter. The construc-
tion sector also grew at 6.7% versus 6.3& year-
on-year. Mining and quarrying sector, howev-
er, showed some improvement and recorded a
growth of 1.9 per cent during the quarter, as
against a contraction of 5.4 per cent in the sec-
ond quarter of 2011-12.
The economic growth in the first six month
of this fiscal (April-September) is 5.4 per cent,
lower than 7.3 per cent growth clocked in the
year-ago period. The investment bank also said
it thinks non-agriculture GDP growth has bot-
tomed. According to Goldman Sachs' report las
week, India's economy could gather pace in the
new year, putting behind a dismal year.
Goldman Sachs said Indian economy is
expected to expand 6.5% in 2013 thanks to an
improvement in external demand and pick-up
in reforms, and further accelerate to 7.2% in
2014. Its upbeat assessment was based on "eas-
ing financial conditions, in part driven by some
reduction in policy rates, a continuation of
reforms boosting confidence, and a normal
agricultural crop." The investment bank
pegged 2012 growth at 5.4% and listed a num-
ber of measures to accelerate the economy.
"While allowing FDI in retail, the Goods
and Services Tax, direct cash transfer of subsi-
dies, and dedicated freight corridor will help,
we believe further reforms on fiscal consolida-
tion, financial liberalisation and infrastructure
growth will be needed to sustain an improve-
ment in trend growth," the note said.
However, the investment bank warned that
the near-term outlook was "difficult" because
of weak growth, high inflation, and the twin
deficits - fiscal and current account - that
makes a quick recovery in investment cycle
"unlikely".

New Zealand took the
initial lead in the third
minute when India conceded
a self-goal, which has been
introduced into world level
hockey after the Olympic
Games.

to cleanly stop Sardar
Singh's back-pass in front of
the goal and the ball trickled
over the goal-line to concede
India's first self-goal in
international hockey.
New Zealand defence
also wilted under pressure to
give India the equaliser
through a self-goal.

defender to give India the
equaliser in the 10th minute.

This was India's second
win in successive days, fol-
lowing the 3-1 win over
England in their opening
match on Saturday.Today,

retained the top spot in the
ICC Test rankings after beat-
ing Australia by a mammoth
309 runs in the third and
final Test clinch the series 1-
0 in Perth.
South Africa's series vic-
tory means that it is the clear
leader at the top of the table,
leading second-ranked
England by six ratings
points.
Australia is still in third
position but has dropped to
114 after conceding three
ratings points, the ICC said
in a statement.
However, Australia will
move ahead of England if
India wins the remaining two
Tests in Kolkata and Nagpur.
If India does win the next
two Tests, it will win the
series 3-1 and also jump
ahead of England, by 0.01
point. If India wins the series
3-1, then it will have 111.59
ratings points while England
will have 111.58.
In sharp contrast, if
England wins the remaining
two Tests, then it will rise to
119 ratings points and India
will drop to 103 ratings
points. In case of a drawn
series, England will drop two
points while India will gain
two points.
A total of USD 3.8m in
prize money will be shared
among the top four sides on
April 1, 2013, 2014 and
2015, after the ICC Board
approved a proposal earlier
this year to substantially
increase incentives to pro-
mote Test cricket in the peri-
od leading up to the ICC Test
Championship event in
2017.
Previously, the top team
in the rankings received a
cheque for USD 175,000,
but, from 2013, it will
receive a minimum of USD
450,000, rising to USD
500,000 in 2015. From 2016
there will be further increase
in Test prize money.
Meanwhile, Bangladesh
has an outstanding opportu-
nity to move ahead of the
West Indies into seventh
position on the ODI
Championship table.
After taking a 2-0 lead in
the five-match series,
Bangladesh is already guar-
anteed a place ahead of New
Zealand in eighth position,
but, to move up one more
place, it needs to win the
remaining three matches that
will be played in Mirpur on
5, 7 and 8 December.
South Africa retains top

became the first Indian bats-
man and only the eighth in
the first-class history to hit
three triple-centuries as his
career-best unbeaten 320
helped Saurashtra reach a
mammoth 534 for six
against Railways in a Ranji
Trophy Group A match.
Jadeja, who had smashed
303 in the first match of the
season against Gujarat,
scored his second triple ton
and third overall to become
the only Indian cricketer to
achieve such a feat.
While VVS Laxman and
Wasim Jaffer have two
triple centuries each in
Ranji Trophy, Virender
Sehwag has scored has cou-
ple of 300 plus scores in
Test matches.
Jadeja joined an elite list
of seven others who have
three triple tons to their
credit. They are Sir Don
Bradman, Brian Lara, Bill
Ponsford, Wally Hammond,
W G Grace, Graeme Hick,
and Mike Hussey.
The left-hander hit 28
fours and seven sixes during
a marathon 11-and-a-half
hour knock, facing 491
deliveries. Jadeja added 274
runs for the unbroken sev-
enth wicket partnership with
Kamlesh Makvana, who is
batting on 78.
Jadeja's knock is even
more praiseworthy as
Saurashtra were reeling at
90 for four when the India
discard joined hands with
Shitanshu Kotak (68) to add
170 runs for the fifth wicket
on day two of the clash.
In the process of com-
pleting a coveted triple cen-
tury, Jadeja also reached
3000 first-class runs when
he crossed the 303-run

Pornanong Phatlum presented
herself an early birthday pres-
ent by winning the Hero
Women's Indian Open for a
record third time while 14-
year-old amateur Aditi Ashok
was the best placed Indian
with a tied eighth-place fin-
ish.
Phatlum, who celebrates
her 23rd birthday on Tuesday,
carded a final round of six-
under 66 to set a new tourna-
ment record of 13-under 203,
beating by one, the total
achieved by Caroline
Hedwall in 2011.
Hedwall, who set a new
course record on Saturday,
was a distant second follow-
ing a final round of 69, that
gave her a total of nine-under
207, four behind the winner.
Aditi Ashok was the best
from the host country with
rounds of 69, 74 and 72.
"This was an amazing
experience, something that I
will cherish. Playing with top
stars from Europe and Asia an
finishing in top-10 was
almost like a dream," said
Aditi. The top Indian pro was
Nalini Singh Siwach (73-74-
74) in tied 33rd place, the
same as where she started the
final round.

India await Olympic ban verdict
NEW DELHI: India's sports chiefs
began last-ditch efforts on Monday to
prevent the country from being sus-
pended from the Olympic movement,
but stuck to their stand of electing
tainted officials. The International
Olympic Committee (IOC) executive
board, which meets in Lausanne on
December 4 and 5, will decide if
India should be suspended for flout-
ing the Olympic charter in its election
process. The Indian Olympic
Association (IOA) had been directed
by a Delhi court to hold elections
according to the government's sports
code, while the IOC wanted it to
abide by the Olympic charter that
favours autonomy. Elections to the
faction-ridden IOAare due to be held
on December 5, but have become a
formality after a rival group led by
IOC memberRandhir Singh with-
drew from the contest last month.
It left tainted sports official Lalit
Bhanot elected unopposed as the
IOA's secretary-general, while
Haryana state politician Abhey Singh
Chautalawas set to take over as pres-
ident. Bhanot is out on bail after
being held in custody for 11 months
last year over corruption charges dur-
ing the 2010 Commonwealth Games
in New Delhi when he was secretary-
general of the organising committee.
The IOC Ethics Commission had
in October warned the Indian body
against fielding either Bhanot or for-
mer IOA chief Suresh Kalmadi --
who is also on bail over corruption
charges. Chautala, known to be a
close associate of Kalmadi, said there
was nothing wrong in Bhanot con-
testing elections since he had not
been convicted.
"Many people have cases pending
against them, but they can't be called
guilty till the courts say so," Chautala
told reporters last week. "Bhanot has
every right to contest." Chautala said
two IOA members had been deputed
to meet IOC officials in Lausanne
ahead of the possible vote against
India at the Executive Board meeting.
Suspension from IOC membership
would mean India would not receive
IOC funding and its officials would
be banned from attending Olympic
meetings and events.
India's athletes would also be
barred from competing in the
Olympics under the national flag,
although the IOC could allow some
to take part under the Olympic flag.
Clean Sports India (CSI), a body
of former sportspersons seeking a
corruption-free sports administration,
supported the IOC's stand.
"If medicines do not work, it
needs a surgery," said CSI official and
former shooter Morad Ali Khan.
"IOC's threat of suspension is a sur-
gery for the Indian sporting system."
SRINAGAR: The stage is
set for Kashmir to host its
first-ever international
cycling race as the authorities
here have completed all the
arrangements for the mega-
event to be held on Tuesday.
As many as 120 cyclists
of international repute are
expected to take part in the
second leg of 'Tour De India'
here. The Kashmir leg of the
race will have seven 26-kilo-
metre laps -- a total distance
of 168 kms, organisers of the
event said.
The race will be held on
the banks of world famous
Dal Lake and will be telecast
live. Twenty international
media channels are expected
to cover the event, they said.
The race will start from
Royal Springs Golf Course to
Kashmir University via
Foreshore Road and back to
Hotel Lalit Grand Palace.
The race is being held in
three cities of the country.
The first leg of the race
was held on Sunday in
Mumbai while the third and
final leg will be held on
December 9 at the Buddh
International Circuit in
Greater Noida.
Reputed teams like Astana
and Lotto have confirmed
their participation in the
event. The state government
is hopeful about showcasing
the beauty of Kashmir before
the world during the race.
Meanwhile, traffic author-
ities have asked people living
along the route of the cycling
race to travel early towards
Srinagar city before the com-
mencement of the race.
"All type of vehicular
movement going towards
Nishat, Shalimar and Harwan
will be diverted at Badyari
towards Khanyar-Rainawari
while the traffic coming
towards Srinagar from
Harwan-Shalimar will be
diverted towards Tailbal.
Besides traffic coming from
Ganderbal towards Srinagar
will be diverted at Zakoora
crossing," an official of the
traffic department said.
He said there shall be
complete restrictions on traf-
fic movement along Gupkar,
Boulevard and Foreshore
roads during the race hours.

PCB inspection
team gives green
signal to Eden

KOLKATA: The Pakistan Cricket
Board (PCB) inspection team gave a
green signal to the Eden Gardens after
inspecting the stadium and facilities for
Pakistan's One-dayer against India to be
held on January 3.
Happy with the facilities, PCB media
manager Nadeem Sarwar said: "We are
very happy with the arrangements. We
spoke the the commissioner of police and
he has assured me of a smooth conduct.
"It's a peaceful place. I don't think
there will be any trouble.
Sarwar led a four-member team, con-
sisting of Ehsan Sadiq, Sohail Khan,
Usman Wahla to the inspect the venue.
Ten former Pakistani greats will
arrive in India to witness the two
Twenty20 Internationals and three-ODI
series beginning on December 25
(Bangalore T20I) against India.
Sarwar said two former Pakistan
cricketers will go to each venue but they
were yet to prepare the list.
The inspection team had first went to
the police headquarters at the Lal Bazar
before inspecting the Eden Gardens that
will host the second ODI.
The PCB team gave suggestions
about security arrangements for the 500-
odd special guests who are expected to
arrive for the match.
Valley all set for first-ever international cycling race
Ushenina emerges as new World women's chess champion
KHANTY Mansiysk (Russia): Anna Ushenina of
Ukraine claimed the women's World Championship
crown, defeating Antoaneta Stefanova of Bulgaria in
the first set of tie-break games.
After a 2-2 deadlock in the normal games, the
stage was set for an exciting finale and Ushenina
came up triumph winning the second game under
rapid time control after the first game had ended in a
draw.
The Ukrainian won 60000 USD for her efforts in
the championship and gets to play the next World
Championship against Yifan Hou of China next year
as part of the new cycle in the women's World
Championship.
The 64-players championship ended in a tie-break
much like the men's World Championship earlier this

women's sides in the world
will battle it out to be
crowned the World
Champions.

from the World Cup
Qualifiers held in Bangladesh
in November 2011. Winners

The eight teams have been
divided into two groups of
