Requirement for a NATO-operated air-to-ground surveillance capability The North Atlantic Council (NAC) validated the requirement for a NATO-owned and operated core air-to-ground surveillance capability supplemented by interoperable national assets. NATO Conference of National Armaments Directors (CNAD) approved AGS NATO Staff Requirement (NSR) NATO Washington Summit Defense Capabilities Initiative (DCI) included need for a NATO-owned and operated core system for ground surveillance NATO at 19 Reconfirmed the Commitment to a NATO Owned and Operated AGS Core Capability with IOC by 2010 and with Full Operational Capability (FOC) by 2013. Formed AGS Support Staff (AGS3) Organization To Develop Detailed Requirements and Acquisition Plan NATO Prague Summit approved Prague Capabilities Commitment (PCC) that includes an airborne ground surveillance capability AGS Steering Committee approved in principle the merger of NATO AGS and the TCAR sensor projects.

with the Transatlantic Industrial Proposed Solution (TIPS) consortium

(made up of EADS, Galileo Avionica, General Dynamics Canada, Indra, Northrop Grumman and Thales) for the Design and Development of a NATO-owned and operated AGS core, based on the solution offered by TIPS for a mix of manned and unmanned air platforms, with their interoperable ground stations.
