Catholic Church will continue to oppose RH bill- Palo Archdiocese

Thus said the spokersperson of the Palo archdiocese,Father Amadeo Alvero, on the passage on second reading of the controversial reproductive health (RH) bill by congressmen. While they were upset on the outcome of the voting, Alvero said that they still respect their decision as he insisted that the Catholic Church would continue their strong opposition against the measure. We r e s p e c t t h e i r decision.We are praying still for them that they would realize their mistake of voting for the passage of the RH bill. May God forgive them, Alvero said. Last Thursday, by a vote of 113 positive against 104 negative, the House of Representatives passed the measure which has been opposed vigorously by various groups led by the Catholic Church. Among the congressmen from the region present during the voting, only Biliran Rep. Rogelio Espina, who chairs the House committee on population and family, and Samar Rep. Mel Senen Sarmiento voted for the measure. Those who opposed were Reps. Ferdinand Martin Romualdez;Lucy Torres Gomez and Jose Carlos Cari, all in Leyte; Emil Ong of Northern Samar;and Florencio Bem Noel and Neil Benedict Montejo of the An Waray party-list group. Other congressmen from the region were not around during the voting. In spite of the passage of the RH bill in Congress, the Church will still hold on to its stand that such bill is anti-life, anti-family, antipoor and anti-God, Alvero said. The Presidents performance and trust ratings have returned to record highs. The Pulse Asia Ulat ng Bayan survey for the fourth quarter this year shows an increase in trust and sustained, overwhelming support for President Aquino. Taken from November 23-29, 2012, the Presidents performance approval remained steady at +78, unchanged from the third quarter, while his trust approval jumped two points to +80. These unprecedented ratings almost two and a half years into the Aquino administration are indicative of the Filipino peoples continued support for and confidence in the President and the sweeping changes and programs he has tirelessly championed. Put together, these have resulted in a brand of good governance recognized by the international community and which has allowed confidence to rise anew in an economy undergoing a virtuous cycle. This has redounded to social investments for the Filipino people in our commitment to create inclusive and equitable growth. The Social Security System (SSS) has disbursed a total of P9.88 billion for December and 13th month pensions for about 1.6 million SSS pensioners, who were granted double the amount of their regular pensions this month to make their yearend holiday celebrations more meaningful. This was disclosed by SSS President and Chief Executive Officer Emilio de Quiros, Jr., who said a total of P9.81 billion were credited to the savings accounts of 1.63 million pensioners, while P63.60 million more in pension checks were sent to 12,062 pensioners through mail. We d i s b u r s e d a n additional P210.84 million to 54,782 pensioners who benefited from our Special Pension Run on November 20, so that they too can receive their December and 13th month pensions in time for the Christmas season, he said. We also wrote to

banks last month requesting them to release the 13 th month pension within the first week of December. SSS processing of pensions, called Pension Runs, are done every 5th day of the month for the pensions

The commitment is expected to ensure that private contractors will become partners with government in the campaign against graft and corruption. People who are the end-users of government projects are the victims of government infrastructures that are substandard. There are a lot of government projects that are defective and the private contractors of those projects must be held answerable. Yet, the focus of the campaign is only for future projects. And all that is required is for the private contractor to sign the commitment, never mind if the contractor had been involved in anomalous and defective projects that have visible and huge cracks..

The proposed legislation that is House Bill 4244 prescribes a way for parents to adequately respond to the needs and aspirations of the family and children and that is by responsibly and freely exercising their reproductive health rights. This prescription is offtangent to what is being required of parents in the very context of responsible parenthood. The basic requirement for responsible parenthood as defined by the same legislative measure is the will, ability and commitment of parents to adequately respond to the needs of the family and children. Verily, parents have that innate trait of having the will, ability and commitment to respond to the needs of the family and the children. If such needs are not met, it surely is due to other factors, chief of them the social inequities that deprive parents from earning just income to support the family. With the prescribed solution of responsibly and freely exercising their reproductive health rights, the legislation intends to sustain the unjust and inequitable social order by leaving parents under prevailing conditions where they fail to meet the needs of the family and children. Instead of government aiming to raise the earning capacity of parents and increase economic opportunities, it sets its focus on reducing the number of children on the assumption that conception is an added burden to parents and to society. Rather than provide access to gainful employment so that parents can respond to the needs of the family, the legislation aims to destroy the natural order where couples are capacitated to procreate and support their offspring given adequate opportunities to

harness their ability to earn a living for their family and children. The same legislative proposal defined Reproductive Health Rights as the rights of couples, individuals and women to decide freely and responsibly whether or not to have children; to determine the number, spacing and timing of their children; to make decisions concerning reproduction free of discrimination, coercion and violence; to have relevant information; and to attain the highest condition of sexual and reproductive health. This defines the ultimate goal of the legislative measure, which is primarily the curbing of population by way of contraception, granting couples the right to determine the number, spacing and timing of their children. It is this grant of freedom and authority to couples to determine the number, spacing and timing of their children that paves the way to abortion as a le-

The president himself cites as an example a 16 year old girl who bears already 2 children. The implication is, if available contraceptive means are within her reach as provided by the state, she would not have not those two that early. Is the president impliedly encouraging Filipino young people to enjoy sex without the result of having an offspring, even if they are not yet of marriageable age at 21, provided they use contraceptives?Isnt this leading to the meaning of promiscuity? And the majority of these cases are among the MSM as told by the main sponsor of the bill in the senate according to a survey. The implication is, distribution of condoms will necessarily diminish HIV diseases. Will it?Besides, a belief, if this belief is still acceptable in our Philippine Christian society, tells us that both the soul and the body are to be saved. By the distribution of condoms among MSM, is it the implication to save the body only from the physical disease to the damnation of the soul? Citizen suits filed under R.A. No. 8749 and R.A. No. 9003 shall be governed by their respective provisions. Is it only for violation of the forestry and mining laws? No. It also included other violations of environmental laws. To name a few, they are: Sanitation Code; Marine Pollution Decree; Water Code; Plant Quarantine Law; Prohibition Against the Cutting, Destroying or Injuring of Planted or Growing Trees, Flowering Plants and Shrubs or Plants of Scenic Value along Public Roads, in Plazas, Parks, School Premises or in any Other Public Ground; Toxic Substances and Hazardous Waste Act; Peoples Small-Scale Mining Act; Philippine Mining Act; Indigenous Peoples Rights Act; Philippine Fisheries Code; Clean Air Act; Ecological Solid Waste Management Act; National Caves and Cave Resource Management Act; Wildlife Conservation and Protection Act; Chainsaw Act; Clean Water Act; Oil Spill Compensation Act of 2007; and other existing laws that relate to the conservation, development, preservation, protection and utilization of the environment and natural resources. Those are some of the laws to protect nature; which any citizen can file a case against violators. A citizen should not worry regarding payment of filing and legal fees because Section 12 thereof provide, that: For a citizen suit, the court shall defer the payment of filing and other legal fees that

COOPERATION
Jesus came as our Redeemer to do a great service for us, something that we could not do for ourselves. He offered us a gift that we could never hope to acquire otherwise. Yet the people complained about the gift and complained about Jesus, the Giver. Jesus did not force his gift on us. He instead expected our cooperation, but we continued to be more interested in ourselves. God still sends graces not only directly through the sacraments and by the inspiration of the Holy Spirit, but also through other people. They are the agents of Gods Will for us. Like Jesus, they expect our cooperation because they are going to do something good for us. Do I accept these generous people and the good that they do for me by Gods grace? Do I tend to be critical of the way that they act instead of appreciating the good that they intend to do? Am I patient with others who are critical of the good that I try to do for them? DENR gives farmers go signal to develop mangrove area in Isabel, Leyte


TACLOBAN CITY The Department of Environment and Natural Resources (DENR) has given a fishermens group the go signal to develop a 69.3 hectares mangrove area in two villages of Isabel, Leyte. The project will be pushed through, following the signing of memorandum of agreement (MOA) between officials of the DENR, local government unit of Isabel and the Leyte Agriculture Producer Cooperative (LAPCO). We h a v e g i v e n them the right of use to ensure sustainability of the proposed project. Regular monitoring will held to ensure survival and sustainability of the mangrove plants, said DENR Regional Executive Director Manolito Ragub during the signing the deal. LAPCO adviser Rogelio Tantuico said that mangrove covers along the coastal areas of Barangays Apale and Tolingon appears to be remarkably densed. There are pocket areas which have been severely degraded and needs reforestation. Degraded areas were converted into a fish pond without lease agreement and operators cut all mangroves, Tantuico said. Under the deal, the local government of Isabel is expected to incorporate the mangrove reforestation project in the formulation of the Municipal Coastal Resource Management Plan. They are also tasked to assist LAPCO in securing technical and financial aid. The project is part of the of the Bureau of Fisheries and Aquatic R e s o u r c e s ( B FA R ) aquasilviculture project with three components - establishment of community-based multispecie hatchery, culturing of mudcrab in mangrove areas, and mangrove reforestation. DTI monitors prices in stores


Based on DTI price monitoring, it was found out that there was no significant increase in the noche buena products in wet markets. In fact, Gicain said that there were establishments that maintained the same price compared from last years price. There was an increase of prices of some goods but it was not that significant, Gicain said. In the city, there were 12 wet markets that have been monitored by DTI death of the member, to facilitate the continuous release of their pensions. Used batteries can build classrooms, and Philippine Long Distance Telephone Company (PLDT) proves this to be true when it recently turned over classrooms in the far-off schools of Northern Samar, which were built through the donation of its used lead acid batteries (ULABs). By donating their ULABs to Motolite, which buys them at a higher price, PLDT was able to generate PHP 3.4 million for the construction of four classrooms, benefiting 513 pupils in Bangkerohan Elementary School and Nenita Central School. This is the winning formula of the Balik-Baterya Program by Motolite and Philippine Business for Social Progress (PBSP), an initiative that has helped companies properly recycle their ULABs so they could be converted to useful materials. The funds raised from the donated ULABs are then used for various projects that help improve the state of education in the country. Provincial board approves ordinance strengthening BCPC in Leyte


TACLOBAN CITY The members of the provincial board approved an ordinance authored by Ryan Lawrence Tiu, which strengthens the barangay council for the protection of children (BCPC) within the Leyte province last Tuesday. First district Board Member Tiu said that the provincial government, being steadfast on implementing programs and policies for the protection of childrens rights, approved this ordinance, which is in consonance with the United Nations Conventions on the Rights of the Children (UNCRC), the World Declaration on the Survival, Development, Protection and Participation of Children and all other internationally binding instruments and treaties and national advocating the protection of children. The provincial government, in view of its commitment to strengthen the BCPC, has recently enacted Provincial Ordinance No. 2008-03 series of 2008 otherwise known as an ordinance providing for the Childrens Welfare Code in the Province of Leyte. This code promotes sustainable efforts to address specific situations and problems involving children and subsequently transform the province of Leyte into a childfriendly province. In support to the framers of the Childrens Welfare Code of Leyte, the present members of the SP acknowledges the necessity of strengthening its local councils for the protection of Children more specifically the Barangay Council for the Protection of Children (BCPC), it being that, most if not all of these councils, though already created or established under the code, and in fact existing in all barangays, are not fully active and functional, thereby defeating the purpose of their creation. The ordinance stipulated that BCPC is known to be the major and the critical community-based mechanism under the premise that the rights of Filipino children must be upheld and addressed by all stakeholders and the children themselves, hence making the BCPC active and functional will uphold the commitment of the provincial government in the realization of caring and safe environment for our children. Section 2 of this ordinance revealed that it shall be the policy of the provincial government to promote sustainable effort to address specific situations and problems involving children thereby transforming Leyte into a child-friendly province, henceforth, it shall strengthen and empower all the BCPC within its territorial domain to become fully functional in order to guarantee the best interests of the children and to protect the childrens rights at all cost. The BCPC, as noted, would be composed of barangay chairman being the chairman, with members representing the youth organization, day care worker, barangay health worker, barangay nutrition scholar, public school teacher, chief of barangay police, non-government organization representative, parent-teacher association president, churchbased children serving group and other organizations. The BCPC, as said on this ordinance, must be organized through a Sangguniang Bayan/ Barangay resolution or ordinance or through an executive or administrative order issued by the local chief executive of the LGU concerned. It is mandated that BCPC members shall conduct regular monthly, quarterly or special meetings as the need arises and it shall be supported by minutes of meeting. The BCPC shall formulate and recommend policies and plans concerning the survival, development, protection and participation of children with the technical support of the Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD) and other stakeholders. The respective DILG offices of the lone city of Baybay and of the municipalities in Leyte as according to Section 7, are mandated to oversee the organization and functionality of the Local Councils for the Protection of Children especially the BCPC, hence it shall continuously encourage the functionality of the BCPC and provide them with all the necessary assistance so that they may be able to effectively lead in the implementation of all programs for the interests of children in their respective localities. Meanwhile, the Provincial Social Welfare and Development Office shall maintain effective coordination with the BCPC within the Leyte premises in order to assist them in all processes of handling cases involving children whose rights are violated or children considered to be in extremely difficult circumstances. The child whose rights are violated, the parents if not the offenders, a relative of the child, any concerned person in the community may file a written complaint to curtail an existing violation against a childs rights or to protect a child from possible abuse, exploitation and discrimination, with any of the following agencies to include the offices of BCPC, barangay lupon, municipal Social Welfare and Development Office, Commission on Human Rights and women and childrens protection desk of the nearest police station in the locality. TACLOBAN CITY To pay tribute and celebrate on the worthy contributions of the Overseas Filipino Workers (OFWs), the Overseas Workers Welfare Administration (OWWA) regional office 8 is set to celebrate its annual OFW Family Day today at the Leyte Provincial Capitol Gymnasium. Upgrading road project in Samar, E. Samar will cut 7,739 trees DENR reports
TACLOBAN CITY The $214.44 million United States-funded road upgrading project in Samar and Eastern Samar will cut 7,739 trees planted along roadsides, the Department of Environment and Natural Resources (DENR) reported. DENR Regional Executive Director Manolito Ragub said that for two contract packages (CP) alone, they need P6.15 million as replacement cost that will be affected by the 222-kilometer road rehabilitation project. We will enforce the rule that in every tree cut, it should be replaced with 100 seedlings, which will be planted in different parts of Samar Island, Ragub said. With the 7,739 trees that will be cut, the DENR requires a 773,900 replacement. The department will still determine the cost required in two other CPs that are still under bidding process. The P6.15 million from the Department of Public Works and Highways (DPWH) fund for road right of way, will cover compensations for CP1 with 236 affected trees and a funding requirement of P641,481 and 2,029 trees for CP3 with replacement cost of P5.51 million. Signing of memorandum of agreement is tentatively scheduled next week between DENR, Millennium Challenge AccountPhilippines (MCA-P), and (DPWH). The road project covers 15 towns in Samar and Eastern Samar traversing 134 villages with 23 kilometers crossing the Samar Island Natural Park (SINP), a 458,700 hectares area, which hosts a total of 974 species of plant diversity. Only few of trees along roadsides are naturally grown. Most of the trees were grown through tree planting activities. The natural forest cover will still be intact, Ragub said. Other than trees, the MCA-P disclosed that a total of 9,169 structures will be removed by the entire project. The most common obstructions are fences, houses, stores, public waiting sheds, water faucets, ramps, benches, garages, balconies, doors, driveways and pathways. The project will keep the road right-of-way at not less than 20 meters as specified by Executive Order No. 621. The upgraded road will have a road shoulder of 1.5 meters on both sides. (SARWELL Q.

City council approves resolution addressed to MRIC to hasten on-going excavation


TACLOBAN CITY The city council here approved a resolution addressed to Mactan Rock Industries Corporation (MRIC) to fast track their on-going excavation activity at the V & G subdivision of this city. Councilor Jerry Yaokasin said that the resolution was submitted for approval before the council members aiming to protect the lives of the community who lives along the areas where MRIC conducts their excavation process. The lives of the people might be put in danger especially that there are excavated areas that remain uncovered, he said. The councilor added that MRIC do not put any warning signals or devices that would guide both the residents but also to the motorists who pass on the particular area where such activity is initiated. They (the MRIC management) should not leave their excavated area open for long duration without even putting of warning devices MEJOS, Samar Provincial Director. With 113 votes on affirmative, 104 negative and three abstention, RH bill now moves to third and final reading next week. Presiding speaker Lorenzo Taada III earlier ruled that the ayes (yes votes) have it over the nays (no votes) by viva voce or voice votes but to confirm the votes, lawmakers had to vote through nominal voting or one by one upon the motion of Navotas Representative Tobias Tiangco. The nominal voting, wherein each lawmaker would explain his or her vote, started at exactly 8:15 p.m. After more than five hours, the pro-RH side won by a very slim margin. Albay Representative Edcel Lagman, the main proponent of the RH bill, defended the measure, saying it can provide sustainable human development. The linkage between human development and population is too close and related to be ignored. Although this is not a population control measure, it pursues a sound population policy that addresses the population issue because sustainable human development can never be achieved without solving the population problem, Lagman said. Iloilo Representative Janette Garin, a co-author of the measure, said the RH bill is not about religion neither it is about population control. This is pure and simple responsible legislation, she said.

The MOR LOKAL VOCAL AWARDS 2012 is the first award giving body that acknowledges Local Waray Artists and their contribution to Original Pinoy Music (OPM). It is a gathering of the best Waray Artists coming together to support OPM which has been deemed long dead with the Westernization of Music and K-POP. MOR has always supported Waray Music Artists in the craft. True enough, Local Waray Music, through MOR Tacloban have received different accolades not only in Tacloban but in other regions like EXODUCE, KENNETH DURANO, JAYDI and LAZY SUZETTE. MOR LOKAL VOCAL also received the first of two GOLDEN DOVE WARDS for MOR TACLOBAN showing the appreciation and nod of National critics and award-giving bodies. The MOR LOKAL VOCAL MUSIC AWARDS 2012 will be held at the ROBINSONS PLACE CAR PARK on December 15 2012 at 4pm with Live Performances from local rap artists SHADOWVILLE, JIGSAW, and JAYDI as well as bands like EMANON, TAROT and SAGARAT. The MOR DJs KUYA ELMER, MAMA MAVETTE, PAPI CHOLO, UNCLE MAC and TITO MEONG will also be performing with the Local Artists. (PR)

PRO8 arrests 169 drug offenders, seized 21M worth of illegal drugs
C A M P R U P E RT O KANGLEON, Palo, Leyte The intensified crackdown by the Philippine National Police against the proliferation of illegal drugs in Eastern Visayas has netted a good number of drug suspects and a seizure of a significant amount of illegal drugs as the Police Regional Office 8 (PRO8) vowed to make the area free from the drug menace. The campaign against illegal drugs remains to be one of our top priority as we want to make Eastern Visayas illegal drugs-free, Police Chief Superintendent Elmer Soria, Eastern Visayas regional director said. Soria informed that from January 1 to November 30 this year, intensified antiillegal drugs operations conducted by the AntiIllegal Drugs Special Operations Task Group (AIDSOTG) of PRO8 resulted in the confiscation of P21,024,242.90 worth of illegal drugs in 152 antidrug operations across the region. The confiscated illegal drugs includes 4 bricks of cocaine; 74.646 grams of methamphetamine hydrochloride or shabu; 286 uprooted marijuana plants, 13 marijuana sticks, 1,599.638 grams of dried marijuana leaves, 10 marijuana teabags and 1.13 grams marijuana seeds, the police official disclosed. Soria added that a total of 169 violators of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 were rounded-up by the police in drug buybust operations, raids and searches, and marijuana eradication operations, resulting in the filing of 150 drug charges in different courts regionwide. This developed as AIDSOTG operatives arrested another suspected drug pusher Monday morning in a buy-bust operation in Villaba town in Leyte. Soria identified the
