CLEAN RIVERS PROJECT NORTHEAST BOUNDARY AND BRANCH TUNNELS

OVERVIEW
DC Water is implementing its Clean Rivers Project which consists of a system of tunnels and diversion sewers that will capture Combined Sewer Overflows (CSOs) to Rock Creek and the Anacostia and Potomac rivers for treatment at DC Waters Blue Plains Advanced Wastewater Treatment Plant. The Clean Rivers Project will reduce CSOs annually by 96 percent throughout the system and by 98 percent for the Anacostia River alone. The work under Northeast Boundary and Branch Tunnels (NEBBT) portion of the project extends from Robert F. th Kennedy Stadium to the Rhode Island Avenue Metro Station, and then along Rhode Island Avenue to 6 St, NW (see back page for construction location map). The NEBBT will provide additional storage for CSOs and will relieve street and basement flooding in the Northeast Boundary area. In preparation for construction of the tunnel, DC Water is performing field investigation work.

SCOPE OF WORK
Field investigation activities are as follows: 55 test borings along the tunnel alignment. Groundwater monitoring and sampling wells. Land surveys to record locations of utilities, properties, borings and wells. Future Tunnel Construction will include: Installation of approximately 26,600 feet (5 miles) of tunnel. Construction of drop shafts and diversion chambers along the tunnel.

SCHEDULE

Field investigation: December 2012 December 2013 Tunnel construction: 2018 - 2022 Normal work hours will vary. Specific work hour information will be provided prior to construction. All work areas will be secured by fencing and privacy screening, and construction lighting will be shielded. Soil extracted from boring sites and tunnels will be relocated to approved off-site disposal areas. Residents will be notified prior to the start of drilling and other construction activities. Staging for this project will be located at each site. DC Water will work to ensure minimal disruption to residents during the drilling and tunneling operations. Traffic Control Plans for each investigation and construction site within the public right-of-way will be approved by the District Department of Transportation (DDOT) st Some temporary lane shifts on Kendall Street NE, Capitol Avenue NE, Rhode Island Avenue, 1 St NW and associated side streets may occur during the investigations and also during the construction phase.
