cuts lead
to library
changes

The Margaret E. Heggan Li-
brary will see a few changes due
to cuts in the 2013 budget.
Some $250,177 has been cut
from the operating budget, li-
brary director Kim Rinaldi said.
This year, $110,000 was cut from
the budget. Next year the li-
brarys operating budget will be
cut by $100,700, while two years
ago the budget was cut by $39,477.
In order to continue operating
the library and provide the same
level of services, the library will
close one hour early Monday to
Thursday, staying open from 10
a.m. to 8 p.m. The library will
close on Sundays during the sum-
mer months, from Memorial Day
to Labor Day, and the library will
implement a $1 fee for DVD
rentals.
All changes will take effect
starting Wednesday, Jan. 2.

decided on these cuts not only to

After 26 years of service as a
member of the Washington Town-
ship Board of Education, not
much surprises Eileen Abbott. So
it was particularly fitting that
Freeholder Lyman Barnes was
able to surprise Abbott before her
second-to-last meeting, with a
proclamation honoring her years
of devoted service to the school
district and community.
Barnes lauded Abbott for her
unwavering passion and unprece-
dented longevity, before reading
the proclamation on Dec. 10.
The Board of Education recog-
nized Abbott at her final meeting
on Tuesday, Dec. 18, and will host
a dedication ceremony renaming
the Districts Central Administra-
tion Building to the Eileen Abbott
Administration Building during
a ribbon cutting on Tuesday,
March 19.

After a lengthy discussion,
members of the American Legion
Post 561 and council members
agreed the Community Activity
Center (CAC) would be the new
location of the organization.
The legions former command-
er, Bob Maloney, spoke for all
members of the organization
raising concerns of the cost to re-
pair the building, the limited
amount of space and the lack of a
formal document stating the
agreement between the American
Legion and council.
The junior wrestling program
uses the facility for three months
out of the year, councilman Scott
Newman said. Practices conflict
with American Legions sched-
uled meetings, Maloney said.
The organization meets two
Tuesdays per month, while the 5
to 6 year old and the 7 to 9 year old
wrestling groups meet on Tues-
days in the CAC building.
Councilman Newman and
myself have been on the phone
with the president and vice presi-
dent of the wrestling program.
We have worked out an agree-
ment that really works for every-
body. I am convinced that at the
end of the day we will be able to
fashion a resolution that will
work for wrestling and the Amer-
ican Legion, business adminis-
trator Bob Smith said.
Members of the organization
requested a formal, written
agreement to avoid future con-
flict.
There is nothing concrete,
nothing in writing, nothing to
hang our hats on to say that we
even had the possibility to go into
any location at this hour, Mal-
oney said.
Council president Daniel Mor-
ley stressed the sale will not be fi-
nalized until all parties are satis-
fied.
We still have the right of re-
fusal which can happen on the
last meeting of the month, on
Dec. 27, after the auction has been
held, he said.
Due to time constraints on the
2013 budget, council decided to
move forward with the public
auction, promising the members
the final sale will not be approved
until a home is found for the or-
ganization.
The American Legion mem-
bers looked at a few other loca-
tions besides the CAC building.

s the holiday season begins to
wind to a close, we want to
take this opportunity to thank
everyone who stepped up to help those
in need. This time of year usually
brings out the best in people. Judging
from the number of announcements
we received from our readers regard-
ing donation drives, it looks like this
year was no exception.
This year, Hurricane Sandy created
a great need in many communities.
Food banks were running low after
sending supplies to those communities
hit hard by the storm. The same with
those who help with clothing, and even
toys.
In many instances, that meant that
nonprofits and those who work every
day to help folks who are struggling
had an even more difficult task. Dona-
tions, supplies and funds that, in other
years, went to fill traditional annual
needs instead went to the storm vic-
tims. Theres no doubt that even more
generosity was needed this year than
in most just to get by.
Over the past few weeks, we have
had the pleasure of publishing stories
about efforts to lend a hand. Indeed,
many of these efforts were to help
those impacted by the storm. But, like
always, there were the usual Toys for
Tot drives and more. We dont keep a
formal count of the number of holiday
fundraising event stories we publish
from year to year, but it certainly
seemed that, in 2012, there were many
more than in years past.
So, we thank those individuals and
groups who organized these efforts.
And, on behalf of them, we also thank
everyone who picked up an extra can
of non-perishable food, an additional
bag of dog food, one more toy and
more. To all of those who reached a lit-
tle deeper into their wallets this year to
help out, your generosity truly made a
difference.
We wish everyone a happy holiday
season and hope for a hurricane-free
2013.

Hurricane Sandy created an even
greater need for toys, food, clothing
and more this holiday season. Judging
from the number of donation efforts
we saw, local communities really came
through for those in need.
Council suggested the Senior Center as a
possible meeting place. But the organiza-
tion rejected the offer due to complaints
from the Senior Center members, Maloney
said.
Room C in the administration building
was also recommended, but the location
was too small to host meetings, he
said.

members unanimously voted to stay in the
community center. But with the years end
and budget deadline nearing, council need-
ed to move forward with the process.
According to Smith, the township was
encouraged by the state and township au-
ditor to move forward with selling the
building. He said government should not
have buildings or properties that are not
being used for government services.
As for the facilities repairs, Maloney
said profits received from the sale of the
community center were recommended to
use toward repairs of the CAC.
Smith said the building has no structur-
al damage that would cause safety con-
cerns.
Council vice president Chris DelBorrel-
lo said the repairs needed are more cosmet-
ic.
The minimum auction price will be set
at $425,000 and the sale price may increase,
Smith said during the last council meeting
on Wednesday, Nov. 28.
Organization members requested a 10-
minute break to discuss a final decision be-
fore the end of the meeting. Upon return-
ing, American Legion member Bob Abbott
said after a discussion with Smith, mem-
bers have agreed to use the building.

knowing that there is only one junior
wrestling program on Wednesdays, said
Abbott.

Compensation is performance based, structured in two
