DEFINITIONS
The following are definitions for terms used in these Operating Conditions. Refer to the definitions in the Road Traffic Act 1974 and any subsidiary legislation to this Act for the meanings of any terms not defined in this section. If a definition in the Road Traffic Act 1974 or the subsidiary legislation conflicts with a definition in this section, the definition in this section prevails for the purpose of these Operating Conditions. Curfew: means a period when the movement of a RAV is not permitted. Day-time hours: means those hours between sunrise and sunset. Sunrise and sunset times can be obtained from the Perth Observatory website at www.wa.gov.au/perthobs, by contacting the Perth Observatory on 08 9293 8255, or from the Geoscience Australia website at www.ga.gov.au/geodesy/astro/sunrise.jsp .

Delineator: means a retro-reflective rigid panel or sheeting that is (a) (b) (c) (d) (e) at least 300 mm long and at least 300 mm wide; yellow in colour; complies with Class 1 or 2 of Australian Standard AS/NZS 1906.1:2007 Retro-reflective Materials and Devices for Road Traffic Control Purposes (as amended); if at the front of the projection, attached so that its reflective surface is facing forward of the vehicle; and if at the rear of the projection, attached so that its reflective surface is facing rearward of the vehicle.

Large Indivisible Item: means an item that a) Cannot be divided without extreme effort, expense or risk of damage to it; and b) Cannot be carried on any vehicle without exceeding a mass or dimension limit in the Road Traffic (Vehicle Standards) Regulations 2002 or the Road Traffic (Vehicle Standards) Rules 2002. Licensing Authority: means a Government Authority responsible for the administration of the vehicle licensing provision of the law of the relevant State, Territory or the Commonwealth. Local Government road: means a road that is under the responsibility of the Local Government of the district in which it is situated. Main Roads road: means a road that is under the responsibility of Main Roads WA and identified with a number that begins with the letter H or M. Metropolitan Area: as depicted in APPENDIX 3, means the area within (a) (b) (c) (d) the northern boundaries of the local government districts of Wanneroo, Swan and Mundaring; the eastern boundaries of the local government districts of Wanneroo, Swan, Mundaring, Kalamunda, Armadale and Serpentine-Jarrahdale; the southern boundaries of the local government districts of Serpentine-Jarrahdale and Rockingham; and the Indian Ocean coastline.

Night-time hours: means those hours between sunset and sunrise. Sunset and sunrise times can be obtained from the Perth Observatory website at www.wa.gov.au/perthobs, by contacting the Perth Observatory on 08 9293 8255, or from the Geoscience Australia website at www.ga.gov.au/geodesy/astro/sunrise.jsp . Peak Traffic Periods: means the hours of 7:30am to 9:00am and 4:30pm to 6:00pm, Monday to Friday (public holidays excluded). Permit: means a permit issued under Part 4 of the Road Traffic (Vehicle Standards) Regulations 2002, which these conditions form part of.

Posted Speed Limit: means the speed limit indicated by the numerals on the speed limit sign or 50 kilometres per hour in the absence of a speed limit sign in a built-up area. RAV: means Restricted Access Vehicle and for the purpose of these Operating Conditions means a vehicle combination to which the Oversize Road Train and B-double Period Permit applies. RAV Network 2: means the Restricted Access Vehicle Network 2 of Permitted Roads, published electronically on Main Roads website at http://www.mainroads.wa.gov.au/UsingRoads/HeavyVehicles/Permits/Pages/pmtc.aspx or available on digital disc from Main Roads Heavy Vehicle Operations. Vehicle Standards: means the Road Traffic (Vehicle Standards) Rules 2002. Vehicle Standards Regulations: means the Road Traffic (Vehicle Standards) Regulations 2002.

The axle groups of the vehicle combinations described in the above table are colour coded to indicate the minimum and maximum number of axles allowable for that category of vehicle, as shown below:

The Oversize Road Train & B-double Period Permit does not apply to a vehicle with less than the number of axles indicated for the vehicle combination in the table under sub-clause 1.1. The Oversize Road Train & B-double Period Permit does not apply to a vehicle with more than the number of axles indicated for the vehicle combination in the table under sub-clause 1.1. The exemptions that have been granted from the statutory width and height limits and the increased limits specified in the table under sub-clause 1.1 only apply to Large Indivisible Items that are being carried on the vehicles described in the table.

1.6

Despite sub-clause 1.1, the Oversize Road Train & B-double Period Permit applies to vehicle combinations described in the above table, when they are travelling empty, provided they are travelling on Approved Roads in accordance with clause 10 for the purpose of picking up or dropping off a Large Indivisible Item. The Oversize Road Train & B-double Period Permit also applies to a Category 2 and 3 vehicle combination shown in sub-clause 1.1 that has disconnected one (1) semi-trailer and is towing a converter dolly at the rear of the combination. A RAV mentioned in sub-clause 1.7, must only travel on the road network that applied to the RAV prior to disconnecting one (1) semi-trailer, except a Category 2.1 and 2.2 vehicle combination, which may travel on any road listed in RAV Network 2.

2. COMPLYING WITH LICENSING CONDITIONS


Drivers and operators are reminded that in addition to the Oversize Road Train and B-double Period Permit Operating Conditions; the RAV must be driven in accordance with any conditions of the vehicles licence, as imposed by the relevant Licensing Authority.

3. COMPULSORY WA HEAVY VEHICLE ACCREDITATION


The operator or permit holder must hold a valid Accreditation Certificate issued under Regulation 23(2) of the Road Traffic (Vehicle Standards) Regulations 2002.

4. LENGTH LIMITS
4.1 4.2
A RAV operating under the Oversize Road Train & B-double Period Permit must not exceed the maximum length indicated for the particular vehicle combination in the table under sub-clause 1.1. A lead semi-trailer used in any of the vehicle combinations in the table under sub-clause 1.1 must not exceed 13.73 metres, measured from the front of the trailer to the rear of the trailer (excluding any rounded front or attachments to the front of the trailer deck). The two (2) semi-trailers used in a B-double combination must not exceed 22 metres in combined length, measured from the front of the lead semi-trailer to the rear of the second semi-trailer (including the space between the semi-trailers and excluding any rounded front or attachment to the front of the lead trailer).

5. WIDTH LIMITS
A RAV operating under the Oversize Road Train & B-double Period Permit must not exceed the maximum width indicated for the particular vehicle combination in the table under sub-clause 1.1.

6. HEIGHT LIMITS
6.1 6.2
A RAV operating under the Oversize Road Train & B-double Period Permit must not exceed the maximum height indicated for the particular vehicle combination in the table under sub-clause 1.1. Despite sub-clause 6.1, where a tandem axle semi-trailer is being used in a Category 2.1 vehicle combination, the height must not exceed 4.3 metres, unless the tandem axle mass is 14.0 tonnes or less.

7. AXLE SPACINGS
A RAV must comply with the minimum axle spacing requirements specified below:

Axle spacing measurements are taken from the outmost extreme axles of the two adjacent axle groups, as shown below:

Tandem axle group does not include a twin steer axle group.

8. WARNING DEVICES
8.1
8.1.1 8.1.2

Lights
A RAV exceeding 2.5m in width must operate with headlights switched on at all times. A RAV in excess of 2.5 metres in width must display at least one amber flashing warning light, which must be visible at a distance of 500 metres in all directions, or must be supplemented by additional warning lights so at least one warning light is visible in all directions. A warning light must comply with the requirements in Schedule 2, Division 6 of the Road Traffic (Vehicle Standards) Regulations 2002. A RAV must not display an amber flashing warning light if not required under this clause. Despite paragraph 8.1.3, a RAV fitted with LED warning lights is not required to comply with clause 39(c) under Schedule 2, Division 6 of the Road Traffic (Vehicle Standards) Regulations 2002.

Warning Signs and Flags


In addition to the "Long Vehicle or Road Train warning sign required under the Vehicle Standards, a RAV exceeding 2.5 metres in width must display: (a) (b) (c) Oversize warning signs on the front of the vehicle; Oversize warning signs on the rear of the vehicle, or if carrying a rear projecting load, at the rear of the load; and Four (4) brightly coloured red, yellow, or red and yellow flags, at least 450mm long and 450mm wide. One flag must be positioned at each side of both the front and rear of the vehicle, or if there is any projecting load, at each side of both the front and rear of the projecting load.

An Oversize warning sign must comply with the requirements in Schedule 2, Division 7 of the Road Traffic (Vehicle Standards) Regulations 2002. A RAV must not display an Oversize warning sign if not required under this clause.

Delineators

A RAV carrying a load that projects beyond the side of the vehicle and any part of the projecting load extends horizontally more than 150 mm and is less than 500 mm thick from top to bottom, must display: (a) (b) a warning light attached to the vehicle in accordance with paragraph 8.1.3; and a delineator attached to both the front and the rear of the projection, or both the front and rear of the load in line with the projection.

Note:

Operators are encouraged to display delineators on oversize huts that exceed the statutory front projection radius, as mentioned in clause 12. It is considered that the improvement in visibility achieved by fitting delineators would enhance road safety.

9. CURFEWS
9.1 Night-time Curfew

A RAV that exceeds 2.7 metres in width must not operate during night-time hours.

9.2
9.2.1

Metropolitan Curfew
A RAV that exceeds 2.7 metres in width must not be driven on any road within the Metropolitan Area during the Peak Traffic Periods, other than a road listed below and depicted in APPENDIX 3: (a) (b) (c) (d) (e) (f) (g) Albany Hwy, south of Bedfordale Road Train Assembly Area (RTAA); Great Northern Hwy, north of Apple St Road Train Assembly Area (RTAA); Perth-Lancelin Rd (Wanneroo Rd), north of Flynn Dr, Wanneroo; South Western Hwy, south of Cardup Siding Rd, Byford; Brookton Hwy, east of Canning Rd, Karragullen; Great Eastern Hwy, east of Bilgoman Rd, Glenn Forrest; and Midland-Goomalling Rd (Toodyay Rd), east of Roland Rd, Gidgegannup.

9.3.1

Poor Visibility
The driver of a RAV must not begin to travel if, due to circumstances such as fog, heavy rain, smoke, dust or insect plague, visibility is less than 250 metres during the daytime. Where a RAV is already travelling when visibility is reduced to the level described above, the driver must drive into the nearest safe parking area, and wait until visibility improves beyond that level before continuing to travel.

9.3.2

10. APPROVED ROUTES AND ROUTE CONDITIONS


10.1 Approved Roads

10.1.1 A Category 1 RAV must not operate on any road that is not listed in RAV Network 2. 10.1.2 A Category 2 RAV must not operate on any road that is not listed in APPENDIX 1 - 36.5m Oversize Network Approved Roads. 10.1.3 A Category 3 RAV must not operate on any road that is not listed in APPENDIX 2 53.5m Oversize Network Approved Roads. 10.1.4 A RAV must not operate on any of the approved roads, unless the vehicle is operating in accordance with the conditions in the table relating to the particular road.

10.2

Prohibited Roads

10.2.1 A RAV exceeding 2.5 metres in width must not travel on any Freeway. 10.2.2 A RAV exceeding 2.5 metres in width must not travel on a road that is identified as a Low Volume (LV) road in RAV Network 2.

10.3

Route Assessment

Prior to departure, the operator or driver of the RAV must assess the route of travel to ensure that it is suitable for use and that it can be driven along without contravening these Operating Conditions. Note: A list of overhead bridge heights is available in the Main Roads Distance Book, available on http://www.mainroads.wa.gov.au/UsingRoads/TouringWAMaps/Pages/DistanceBook.aspx , or may be purchased from Main Roads Heavy Vehicle Operations office. It is an offence under Road Traffic Code 2000 to drive a vehicle past a clearance sign or a low clearance sign, if the vehicle, any vehicle connected to it or any load carried by the vehicle, is higher than the height (in metres) indicated by the sign. 10.4

Minimum Following Distance

The driver of a RAV must maintain a distance of at least 200 metres from any other RAV travelling in front of it, unless: (a) It is overtaking the vehicle in front or the vehicle in front is stopping; (b) (c) (d) There is a separate lane available for the use of overtaking traffic; It is in an urban area and it is not reasonably practicable to maintain such a distance; or It is stopped, or coming to a stop for the purpose of complying with a provision of any law or avoiding conflict with other traffic.

11. SPEED RESTICTIONS


Unless otherwise specified as a Special Condition for a particular road under the Approved Routes, a RAV must not travel at a speed exceeding 10 km/h lower than the posted speed limit, where the posted speed limit is greater than 60 km/h.

12. ALLOWANCES FOR CARRYING LARGE HUTS


To accommodate the transport of two (2) oversize huts, up to 14.4 metres in length and up to 3.5 metres in width, on a Category 2.1 or 2.2 vehicle combination only. A RAV may exceed the statutory forward projection radius limit of 1.9 metres, measured forward of the lead semi-trailer from the king pin, provided the forward projection radius does not exceed 2.12 metres.

Note:

To achieve a 2.12 metre forward projection radius, a 3.5 metre wide hut generally needs to be loaded approximately 200mm back from the front of the semi-trailer. To achieve a 2.12 metre forward projection radius, a 3.3 metre wide hut generally needs to be loaded 70mm back from the front of the semi-trailer.

13. CARRYING OF ITEMS OTHER THAN A LARGE INDIVISIBLE ITEM


13.1
A RAV may carry other items in addition to the Large Indivisible Item(s), provided the other items do not cause any part of the RAV to exceed a statutory dimension limit that would not have otherwise been exceeded if the other items were not carried. A RAV may carry items other than a large indivisible item, provided the vehicle is reduced to its minimum practicable dimensions, and the items do not cause any part of the RAV to exceed a statutory dimension limit.

14. PERMIT AMENDMENTS


14.1
The Oversize Road Train and B-double Period Permit Operating Conditions are subject to occasional amendment. If amendments are made, they will be published on the first working day of the month as an "HVO Update" on the Main Roads website at www.mainroads.wa.gov.au/UsingRoads/HeavyVehicles/HVOUpdates. Operators and drivers are required to ensure that they are operating vehicles on the public road network in accordance with the current Period Permit Operating Conditions. The RAV Networks are subject to periodic amendments, which include additional roads being included in the lists, roads being removed from the lists, or amendments being made to a condition relating to a particular road in the lists. The RAV Networks are updated on Wednesday of every week and are maintained on www.mainroads.wa.gov.au/usingroads/heavyvehicles. Operators and drivers are required to ensure they are operating vehicles on the public road network in accordance with the current and up to date RAV Networks. HVO Updates are published when particular roads or conditions are not suitable for oversize vehicles. Operators and drivers are required to check the HVO Updates on www.mainroads.wa.gov.au/UsingRoads/HeavyVehicles/HVOUpdates prior to operating the vehicle on the public road network to ensure that there are no updates relating to their vehicle and operation.

Advisory Notes
Due to the shift of the road width envelope required by the load on the lead trailer when carrying oversize huts in accordance with clause 12, it is essential that the driver must manage the risk factors while operating the oversize road train combination; it is essential that the driver be aware of the following information.

If the driver does not stop while tuning at an intersection, and travels at a constant speed of 10Km/h on a 20m turning radius, the road envelope required with the load on the lead trailer contained within a radial arc of 2.12m shifts approximately 220mm outside the envelope required with the load on the lead trailer contained within a 1.9m radial arc.

However, while turning, at an intersection, if the driver stops the vehicle at any stage and rotates the steering wheel significantly at low speed (lower than 10Km/h), there is a possibility that the distance between the swept path of the vehicle body and the swept path of the load on the lead trailer may be significantly increased. The proportion of the incremental distance between the two swept paths (i.e. prime mover and lead trailer load swept path) depends on how vigorously the driver rotates the steering wheel and the speed the combination is travelling.
