PENDING ISSES/ CASES (AS PART OF HANDING OVER/TAKING OVER NOTE) (1) Name of Work: C/o Internal Roads

for BSF campus, at Masimpur, Silchar. (Contractor: M/s Lakshman Paul) The contractor M/s Lakshman Paul was served several notices for long pending defect rectification as the road has badly damaged due to poor quality of work. The matter was also discussed with SE and CE during their site visits. Some rectification work in patches was carried out by the contractor in last few months of 2012, but still lot of repair work/ rectification needs to be carried out by the contractor as the client has yet not take over the work due to very poor quality and badly damaged. (2) C/o Office Building for Customs at Karimganj, Assam: (Contractor: M/s T. K. Das) The pile foundation work of the above building is in progress. In the agreement item of pile foundation, design mix concrete to be used is of M-30 grade, whereas as per the approved structural drawings being executed, the contractor is using concrete of M-25 grade. Therefore, necessary extra Minus item may be initiated. As per the agreement item of pile foundation, the pile work is to be carried out by hydraulic Rig, whereas the contractor is carrying out drilling by simple mechanical machine for boring using a bailer and a tripod. There is rate difference in both the ways of drilling. Therefore, necessary extra Minus Item needs to be initiated for the difference in cost. (3) The following works are abnormally delayed by the contractors. They were served the clause-3 notices and further necessary action is pending under clause-3: (a) C/o 1 No. 240 Men barrack for CRPF at Dayapur, Silchar. Reply of the notice given by the contractor may be seen. (b) C/o Earthen dam structure for Rain water Harvesting Reservoir for CRPF at Dayapur, Silchar. (Contractor: Satyam Enterprise) : Reply of the notice given by the contractor may be seen. (c) C/o IED Model Room for CIAT/ CRPF at Dayapur, Silchar.: Reply of the notice given by the contractor may be seen. (d) C/o Internal Road for NIT Silchar. (Contractor: Deepak Nath) : No reply of notice received from the contractor till I proceeded on LTC.

(4) C/o 100 Bedded Girls Hostel for assam University, at Silchar, Assam (Contractor: lakshman Paul) The completion certificate was pending to be recorded as following items were not found executed as per the Agreement and CPWD Specifications: (a) None of the construction joints has been covered on top (terrace level) by RCC cap as per the CPWD Specifications. (b) The valves fixed near PVC water tanks are not of approved brands as per the agreement, nor got approved by the competent authority. (c) Pillar taps/ bib cocks/ angle valves and some other fittings are not of approved make as per the agreement, which were to be replaced by the contractor. (d) The decorative veneer used on the doors is not as per the agreement item and specifications. The same has got damaged in some doors and getting peeled off. Proper polishing/ warnishing required to be done by the contractor so as to ensure durability of the doors. (e) Water proofing work on the terrace has not been done as per the agreement item. Slope are also defecient. (f) Kota stone flooring work also required to be properly polished almost everywhere in general and stair cases in particular. (g) Workmanship and welding of MS stair case Railing is not proper and needs to be made proper. (h) Chajja slopes are not proper, so rain water is getting impounded on the chajjas. So proper slopes may be got ensured. (5) P/L Sewerage line for Collection of Sewage for the campus of NIT Silchar at Silchar. Considering the sub-soil water conditions of the site, Sewer Pipe (NP-3) of socket and spigot type has been specifically taken in the agreement. Further, depth of the sewer line is upto 7m depth below GL, so considering the heavy load of earth back filling, sewer pipe must comply the provision of relevant IS codes & CPHEEO Manual. One local manufacturing plant of such pipes was inspected in Oct. 2012 along with the contractor, but the sewer pipes were not found satisfactory as per the IS codes, as CC cover on the reinforcement was almost nil, so the sample was not considered for approval of the competent authority. Therefore, proper sample may be got approved before laying the sewer line.
