When conducting the following activities outside of Montana Council or District official events: Climbing/Rappelling Aquatic Activities, i.e. swimming, boating, canoeing, floating, SCUBA, etc Mountaineering Hiking more than 30 minutes from trailhead Shooting Sports Activities requiring a protective helmet / headgear High Ropes Activities involving motorized vehicles as part of program, i.e. snowmobiles, Overnight camping ATVs, personal watercraft, water skiing, etc Orientation flights As the Montana Council directs 2. For all tours including Montana Council or District official or Montana Council authorized contingent events that include: Trips to a National High Adventure Base; National / World Scout Jamborees; Area / Regional / National Order of the Arrow Activities Trips to any other Area / Regional / National event Trips outside the State of Montana within the United States of America All International trips or trips that cross international borders As the Montana Council directs

Boy Scouts of America policy requires a minimum of two (2) registered adult leaders on all tours and activities. Coed Venturing Crews must have both male and female leadership. The registered adult leader in charge must be fully qualified and at least 21 years of age. We certify that appropriate planning has been conducted for all events using the Sweet 16 of BSA Safety, qualified and trained supervision is in place, permissions are secured, health records have been reviewed, and adult leaders have read, possess, and will comply with the requirements of the current editions of the Guide To Safe Scouting and other published BSA documents as appropriate. All registered adult leaders present during the activity or event must have a current BSA Youth Protection Training certificate. It is the responsibility of the tour leader and unit committee to ensure that all drivers, vehicles, and insurance coverage meet the transportation requirements a copy of this Annual Unit Tour Plan shall be carried on all trips.

TRANSPORTATION REQUIREMENTS List all possible drivers: (attach Supplemental Page 2a if required) . All the information requested below must be completed before the Montana Council Unit Annual Tour Plan, can be issued. (note Pages 2 and 2A in the Annual Tour Plan application are identical with Pages 4 and 4A in the Specific Tour Plan application except for the X box which is applicable in the Specific Tour Plan). INSURANCE: All vehicles MUST be covered by a valid public liability and property damage liability insurance policy. The amount of coverage must meet or exceed the insurance requirement of the State in which the vehicle is licensed (recommended coverage limits are a minimum of $50,000/$100,000/$50,000 or $100,000 combined limit).Any vehicle carrying 10 or more persons is required to have coverage of $100,000/$500,000/$100,000 or $500,000 combined single limit. In the case of rental vehicles the coverage limits can be met by combining the personal coverage carried by the driver and that carried by the vehicle owner. TRANSPORTATION GUIDELINES
1. Travelling by personal, rental, or commercial motor vehicles: a. We will enforce reasonable travel speed in accordance with state and local laws in all motor vehicles. b. Driver qualifications: All drivers must have a valid drivers license and be at least 18 years of age. Youth Member Exception: When travelling to an Area, Region, or National Boy Scout activity or any Venturing activity under the leadership of an adult ( > 21) tour leader, a youth member at least 16 years of age may be a driver, subject to the following conditions: (1) Six months driving experience as a licensed driver (time on a learners permit or equivalent is not to be counted); (2) no record of accidents or moving violations; (3) parental permission has been granted to the leader, driver, and riders. c. If the vehicle to be used is designed to carry 15 or more person (including the driver) the driver must have a valid commercial drivers license (CDL). In some states (i.e. California) this guideline applies to 10 or more persons. d. Driving time is limited to a maximum of 10 hours in one 24 hour period and must include frequent rest, food, and recreation stops.
