RESEARCH PROPOSAL

OBJECTIVES

To find a clear description of an integrative understanding of criminal profile which is from the beginning of life of common criminals have, the motivation of being a criminal and how the prison effect to their life today. The following objectives are to find the relation between the rehabilitation program and how the effectiveness of rehabilitation program in correctional facilities to eradicate of crime mindset of each inhabitants during their sentence. Instead the research is expected to reveal a clear explanation about the motivation of mostly correctional officer in their activity to proceed the rehabilitation program to the inmates, including the quality of their communication with the inmates during in the program and their daily assignment as correctional officer.

CURRENT SITUATION Directorate general of corrections is the state institution that assigned to function the Correctional (Lapas) and sentential (rutan) units. Both units as the Correctional Law no. 14

should manage the inmates based on the human rights. There are a lot of program delivered called pembinaan has objective to bring inmates will be a good person when they get back into the society. Besides, during the sentencing, all rights should be protected while the inmates obey to the regulation. Correctional facilities today has been described as the place of group criminals that still can not be achieve the ideal goals. Mostly people argue to the management of correctional still adopt the violent among the criminal or offenders or inmates and the officer in treating the inmates. Even though some positive performances have been viewed trough TV or mass media, still the negative image flourished in public. The experiences in Indonesia show that the correctional facilities images as the centre of drug production centre. Some drug trade managed by some inmates from the inside of prison or sentential unit. On the other hand, public also convince to the mafia behavior still applied in the middle of living in correctional that involve not only the inmates but also among the officers. Directorate General Correctional today apply to some regulation under the birocration reform plan initiated by the current government. by having the rise of standard salary, the government officer including the correctional officers forced to change the way of working, mindset and behavior. The global goals are to reduce the corruption behavior and to endure the professionalism in all government bodies. Trough the management change, the blue print for Corrections Service reform, the directorate general of corrections starts to develop the excellent of service in managing correctional facilities including the inmates development program plan.

PROBLEM ANALYSIS Recently, the system to determine placement of criminals and how to apply the rehabilitation program has not been standardized well. The methods mostly applied by

projects that come from many resources with a limited time. It is hard to act continually since the limitation of budget and the changing of policy. On the other hand, still have a lack researches conducted. Considering the research already done has not been solved completely to sources of problem. Rehabilitation program also give less effect to behavior changing since the standard of training need analysis is neglected. Otherwise, today under the birocation reform by proceeding the blue print for correctional reform can be a new baseline of the forming the new standard of rehabilitation and development the inmates, not only in the hard skills but also in soft skills. Anyway the effort still faces some numerous problems. At the same time, the rise of inmates doubled while the number of the prison officer still much less to compare with the number of inmates. This called the over capacity. By having a plug and play rehabilitation program, adding with improper profiling of criminal, the management of prison or correctional facilities will face higher difficulties in the future. Regarding the technology, especially in communication which we know some high technology of gadget also disturbs the effort to develop some qualities of inmates. The pressure during living in a prison or correctional facilities encourages some of inmates to

develop some restricted behavior, for example is producing drugs, and setting up the escaping and other violent actions.

METHODS APPLIED The research will be conducted with mixed quantitative and qualitative methods. The general aim is not only to find out the data, but also to be involved and initiated the new pathway of rehabilitation program and how to prepare the integrative approach in this program. The final research is expected to setting up the new standard in rehabilitation program that may be can be applied as official document in the following years. Firstly, The case study is needed to compile some previous program, which is still or not deliver. The cause of some program stopped is the limitation of budget or the projects that mostly run by international or local organization. this case study will clarify of each previous program in details including the pro and cons, analysis of their function and effects to the inmates during their sentence and the life after the sentence. the result is the documentary files of previous program that can be re-scheduling to be proceed with some modification. Secondly, The profiling will use the psycho geometrics. Psycho geometrics has been found as one of the best typology of personality, labeled as forms (circle, square, triangle and scratch). The idea of using psycho geometrics is the simple of techniques, easy to use by officer with various backgrounds. Besides, the writer has been established the communication with the author and the founder of this techniques Dr. Susan Dellinger, PhD. The certification program is needed as previous start point, hopefully can be managed

with Ms Dellinger herself, as she gave the promises trough email recently. The expected data will be found the profile of inmates. The analysis factor will be applied to get the relationship of the application of psycho geometrics and some previous techniques used. The writer predicts this techniques can be directly apply and can be encouraged as the standard in profiling the inmates during the adaptation period (called mapenaling) if the local authorities convinced the usage and the secure standarisation of the techniques in the future trough some following certification program delivered by vendor (in this case the university of introducer and initiator). Thirdly, is conducting the Focus Group Discussion with local authority to analyze the program that suitable to profile description of inmates, in which will produce the standard of rehabilitation program conducting. It is also consider the human resources availability such as the number of certified trainer or officer in numerous programs. The aim is to develop SOP document the integrative rehabilitation program. For this program can be facilitated with the expansion of psycho geometrics application to direct the mindset of inmates from criminal minds to the positive one. If possible some new program can be develop with the psycho geometrics expansion to the training and development program. Basically is to encourage inmates change their mindset from the negative to the positive one and provide some improvement program that needed after accomplishing the sentence. Finally, the evaluation of the integration of profiling and designated rehabilitation program with experimental techniques of pre-post methods. The research is predicted run for about three years. If it is necessary, the research will be conducted both in Indonesia and Malaysia. In the beginning, this method is apply during 6 months evaluation to find the

effectiveness of the modified rehabilitation program. It is may be not fully satisfied since the inmates may be act as expected to secure themselves during the sentence time.

CONCLUSION Today, the appreciation of research in correctional facilities has been arisen. Psychology is one of important science that support positively in managing of inmates during their sentence. In Indonesia has been noted some international organization such as UNDP, NSW University put their attention in developing the qualities life in correctional facilities trough some programs. Instead, there are also opportunity for the university to be the centre of one techniques in profiling, a psycho-geometrics. As her last email, Ms. Dellinger said that the researcher and university would be the first certified psycho geometrics profiling in Malaysia and Indonesia. This research is expected to give the overall understanding of how psychology can take as important roles in managing inmates properly. In the future, any programs can be developed from how we train the inmates and design the better organization structure to achieve the high quality of correctional facilities.
