1. Aviation management procedure


Aviation operations contracted by BHP Billiton must be governed by documented aviation management procedures to provide minimum aviation safety expectations. Comply with authorities. Include all Appendix 1 requirements. Review annually.

2. Travel on third-party contracted aircraft


Charter aircraft contracted by third-party entities and used by BHP Billiton employees must be approved prior to use to meet minimum aviation technical requirements. Comply with authorities.

3. Passenger-carrying flights
Aircraft carrying passengers must be fitted with dual controls and be operated by two qualified pilots to provide additional safety assurance.

Appendix 1. Aviation management procedure requirements


Requirement Designate the individual with single point of accountability for aviation operations. Designate the individual accountable for providing specialist aviation input and communication of issues associated with aviation operations. Explanation Nominate an internal BHP Billiton representative.

Name and contact details of a competent aviation specialist. Information about how advice from the competent aviation specialist will be incorporated into aviation operations and communicated with Group HSEC. Include frequency and scope of formal on-site operational reviews by an aviation specialist. Include frequency of formal inspections by an aviation specialist of airstrips and helipads owned or operated by BHP Billiton. Describe the scope of aviation activities being undertaken and covered by the aviation management procedure. Detail resources required to undertake aviation operations in accordance with the Flight Safety Foundation Basic Aviation Risk Standard. Detail the processes to be followed including the required endorsements and approvals prior to aviation operations. Mandate that only operators approved by the Head of Group HSEC may be used. Meet the requirements of the Flight Safety Foundation Basic Aviation Risk Standard.

Must be in place for all contracted aviation activities.

Aircraft operator documents, procedures and verification processes to ensure personnel involved in scheduling or flying BHP Billiton chartered aircraft know and agree to comply with all requirements of the Basic Aviation Risk Standard. The requirements for when pilots attend simulator training for all longterm contracts to be reviewed with designated aviation specialist. Must be prepared to cover all intended flights and include controls and mitigations for identified journey risks. Performed by the aircraft operator prior to commencement of aviation operations. This must: be reviewed by the competent aviation specialist; incorporate all documented mitigations from the risk assessment into the journey management plan.
