DOE Sampling Statistics Calculation of Rating/Represented Value


Water Closets and Urinals
This document provides an example of the calculations used to determine the represented value of water consumption for a basic model using the applicable sampling statistics in the Code of Federal Regulations. This example is provided for demonstration purposes only, and it is the responsibility of the manufacturer of a covered product to ensure that basic models are certified in accordance with all applicable regulatory requirements. This example is based upon a theoretical test of a basic model of water closet, using the sampling statistics of Section 429.30 of 10 CFR 429, although the statistical sampling requirements for urinals in 429.31 are essentially the same even though the water consumption standards are different for these products. Result of initial randomly selected sample of two units (n=2) of a basic model, tested in accordance with 10 CFR 430, Subpart B, Appendix T: Unit 1 1.56 gallons per flush Unit 2 1.51 gallons per flush Follow Provisions of Section 429.30 (sampling plan for water closets):

4) Calculate upper confidence limit (UCL): UCL = + t0.90sx , where

t0.90 is the studentt for a test at a 90% onetailed confidence level,


and n1 degrees of freedom (from the table in Appendix A to Subpart B of Part 429).

UCL = 1.54 + 3.078(0.03) = 1.63


5) Calculate represented value = UCL / 1.1 1.63 / 1.1 = 1.48
Sample mean is 1.54
Per 429.30(2), the represented value shall be no less than the higher of these two values. In this case, it is the sample mean of 1.54. Round to one decimal place 1.5

This value is compliant with the DOE standard for covered types of water closets (other than blowout toilets) of 1.6 gallons per flush, and may be used as the rated value of water consumption for this basic model. Alternatively, the manufacturer may conservatively rate it at the standard level of 1.6. NOTE: For all water closets and urinals, the final represented value of water consumption is rounded to one decimal place. (per 10 CFR 430, Subpart B, Appendix T)
